EXECUTIVE SUMMARY
Salient Feature of Srikakulam District
Srikakulam is one of the thirteen districts in the State of Andhra Pradesh. The district was carved out from Visakhapatnam District in 1950. The district is located in the North eastern part of the State spread over an area of 5837 square kms covering 38 Mandals with 1863 revenue villages, 1763 villages electrified and 1260 villages connected by all-weather roads and all villages having potable water supply. The net irrigated area is 58.47% of net sown area. Total population of the district is 27.03 lakh of which 61.74% are literate. There are 5.26 lakh farmers in the district out of which 4.98 lakh are small and marginal farmers (1-2 ha) and 0.28 lakh are other farmers (more than 2 ha). Out of the total land holdings of 3.49 lakh ha, the SF/MF holdings constitutes 2.55 lakh ha and other farmer constitute 0.95 lakh ha. It has a seacoast of 193 kms. Paddy is the main crop and 75% of the crop loan goes to this crop. Cash crops like groundnut, mesta, cashew, chillies, oilseeds, pulses and sugarcane are also grown in the district. Coconut, mango and guava are the major horticulture crops. Dairy development, sheep rearing and fisheries are other important activities in the district. The sources of irrigation are canals, tanks, tubewells, and other wells and lift irrigation. The predominant industrial activities in the district are pharmaceutical industries, sugar, pig iron and piston rings, dyestuffs, cables and conductors and liquid glucose extraction. The rainfall during 2014-15 was 1189.7 mm as against normal rainfall of 1162 mm. Banking Profile: The total credit potential for 2014-15, under priority sector for Srikakulam district was estimated at `333,754.00 lakh registering a growth rate of 53%. The target under GLC for 2015-16 was `389,559.00 lakh as against PLP projections of `451,625.81 lakh. The district has a banking network of 188 branches of 25 Commercial and two private banks, 89 branches of Regional Rural Bank (APGVB), 16 branches of District Central Cooperative Bank and 49 PACS. There are 2 farmers’ services cooperative societies. The number of rural branches stood at 139, semi-urban at 96 and urban branches at 37. The credit disbursements by all the agencies in the district during 2014-15 had declined by 11.2% when compared to the 2013.14. The Commercial Banks had contributed 76.8% of the credit flow to priority sector, the share of RRB and DCCB were being 16.73% and 6.47% of the credit flow, respectively. The total deposits and loans outstanding of all the banks in the district were `551,979.79 lakh and `516,298.09 lakhs respectively as on 31 March 2015. The CD ratio of commercial banks was 108.05%, RRB 111.45% and DCCB 444.27% as on 31 March 2015.
Estimated potential for priority sector for 2016-17
During 2012-13 the base PLP-2012-17 with particular reference to 2015-16, coinciding with XII Five Year Plan was prepared. Keeping in view the changes in the scale of finance and unit cost of various agriculture inputs and also the emphasis laid by GOI on agriculture term loans the total priority sector target potentials estimated at `5,14,323.36 lakh for the year 2016-17 against the Base PLP target of `437,565.72 lakh. The crop loan which includes pledge loan and SF/MF loans was projected at `241,709.77 lakh for 2016-17 as against `236,271.43 lakh in Base PLP. This shows an increase trend in credit flow due to increase in scales of finance and Vaddileni Runalu scheme of State Government. During the 2016-17 banks had achieved 43% under ACP crop loan. The projections under Water Resources at `10739.94 lakh, Farm Mechanization at `10362.80 lakh, Plantation and Horticulture `4927.00 lakh, Animal Husbandry at `32,784.35 lakh, Fisheries `,323.09 lakh Agriculture Infrastructure at `18,879.17 lakh, MSME `44,153.64 lakh, Housing Loan `14,146.83 lakh,
Education `5,906.25 lakh, Social Infrastructure at `954.00 lakh and Renewable sources `1,760.43 lakh. The total term lending projected for 2016-17 at `103,796.52 lakh as against Base PLP projections of `56,278.00 lakh. The projections were prepared taking into account change average of five years of GCA and area of SF/MF, increased unit costs and GOI/State Government subsidy schemes which has necessitated revision in certain sectors. The base PLP-2015-16 vis-à-vis the moderated PLP-2015-16 figures were furnished under respective chapters/sectors/sub-sectors in the PLP-2015-16.
4. Highlights of issues/potentials in the district
Crop loans in the district accounts for more than 50% and for diversification of other fruit bearing orchards like cashew, mango, and coconut should be encouraged.
Around 80% of the mandals in the district were devastated by Hudhud cyclone and severe floods during October-November. Paddy and horticultural crops, viz., coconut, banana and cashew were destroyed to a large extent. Infrastructure like rural godowns, proper management and utilization of water by construction of small reservoirs for diverting excess river water for irrigation, judicious use of water during drought by propagating drip and sprinkler irrigation systems among the farmers and agri-markets will go a long way in reducing the loss of major crops in the district.
Keeping in view, a storage gap of around seven lakh MTs, banks should come forward and encourage financing rural godowns along with introduction of Negotiable Warehouse System in the district which will result in increased ATL lending and reduce the loss of distress sale.
Banks should come forward to lend for farm mechanization sector which result in obviating shortage in farm labour.
There is lack of infrastructure for undertaking preservation and processing activities of horticulture crops, viz., oil palm, cashew, pineapple, mango, banana, tomato, turmeric and ginger which are grown in large quantity. FPOs/clusters can be promoted for horticulture sector.
Propagation of custom hiring among small and marginal farmers by promoting agri-business custom hiring is required.
More number of dairy processing units are to be established. There is a need to encourage entrepreneurs in agro-processing both by banks as well
as other developmental agencies. Keeping in view the GOAP Vision 2020 plan, credit to other priority sectors, viz.,
transport operators, retail trade have to be increased by the banks. There is a need for development of training and marketing infrastructure in the
district to enable the SHGs to take up micro enterprise activities and market their produce.
LEC cardholders have to be financed by the banks on a large scale. There is a need to form homogeneous groups preferably exclusive groups for small, marginal and tenant farmers through reorganization of existing groups, capacity building and to take necessary measures to strengthen the scheme including sensitization of stakeholders. JLGs are to be promoted by the banks on a large scale.
The thrust areas, viz., JLG/SHG financing, Weaver Cards, SCC, post-harvest infrastructure, education, housing, food processing, FPO and Area Development Schemes have to be given top priority to increase the Priority Sector lending.
Large number of producer companies can be promoted to tap the societies undertaking activities, viz., hill-broom making, coconut processing, cashew, pineapple, mango, bamboo articles, aloe-vira gel, mushroom cultivation, floriculture and jute bag making will result in increasing the income level of farmers and tribal people.
