    Secretariat to Personnel Selection Board.

    The undersigned was assigned as part of the Personnel Selection Boar (PSB) for absorption and recruitment. Part of the accomplishment of the PSB during the period was the preparation of guidelines for absorption of personnel from OMA to NCMF. The undersigned also functioned as head of the PSB secretariat.

    Technical Consultant to the Halal Development Board

    The undersigned was assigned to assist as program consultant to the Project Director for Halal wherein part of the tasks and responsibilities of the undersigned was to assist the program director in the preparation of documents, provide technical advice in the field of Halal and system processes, coordinate with other government agencies related to Halal implementation and programs. Undersigned functioned as resource speaker, coordinator with other government agencies and technical resource expert.

    Focal Person on Cultural statistics

    The undersigned was assigned to attend the Cultural Statistics Workshops organized by the National Commission for Culture and the Arts (NCCA). The undersigned was tasked to prepare a work plan on how to integrate cultural statistics into the NCMF Bureau on Muslim Cultural Affairs (BMCA) framework wherein the BMCA would use it as a paradigm in documenting Filipino Muslim Cultural heritage.

    Bureau on Peace and Conflict Resolution The undersigned was designated as Focal person in charge (FPIC) to the BPCR assisting the Director in the implementation of its programs and projects. 1. AFP-NCMF Coordinator. The Bureau on Peace and Conflict Resolution is the focal bureau which works together with the Armed Forces of the Philippines-Civil Military Operations Command. The NCMF and the AFP had signed a memorandum of Agreement (MOA) in which both agencies will work on mutual programs for the Filipino Muslims. The undersigned acts as focal person wherein specific programs and projects were implemented among which are as follows: 1.1 Workshop for IPSP Bayanihan for Filipino Muslims acted as Facilitator and discussant last 10 October 2013 at the CMO office Camp Aguinaldo; 1.2 Relief operations for 3 Muslim Communities in NCR last August 25, 2014 for three Muslim communities (BASECO, Tumana and Rodriguez Rizal); 1.3 National Stakeholders conferences acted as lead facilitator last November 12-13, 2013; 1.4 Localized stakeholders conferences (acted as lead facilitator and organizer) in Zamboanga (December 3-4, 2013) and Cotabato (December 10-11, 2013); 1.5 Bayanihan Team Activity for SPSG / Salaam Operators Training (lead facilitator and discussant) last 12-13 December 2013 at CRS Hall Camp Aguinaldo;

    1.6 National Youth Congress at Gawad Kalinga (acted as lead Facilitator) December 20-23, 2013; 1.7 NCMF Field Exposure Visit to Gawad Kalinga (facilitated the visit and communications) last January 16, 2014; 1.8 Summer Peacebuilding Camps (lead facilitator and lecturer) April-May 2014. 2. Law Enforcement & Security Integrated Office (LESIO) and the Anti-Terrorism Council-Program Management Center (ATC-PMC). The undersigned as part of ones task as focal person of the BPCR was assigned to coordinate and participate in the programs of the LESIO-ATC-PMC which is under the Office of the Executive Secretary. 2.1 Deradicalization conference together with the NCMF (courtesy call). The LESIO & ATC-PMC through its director Larry Agpalo paid a courtesy call together with the representatives of the International Center for Counter Terrorismthe Hague (ICCT), the US Department of Justice, the US Department wherein the NCMF was invited to join the DERAD Program. The NCMF committed to send focal person as well as senior official to attend the conference. 2.2 Interagency Derad Conference at Malacaan.

    agencies in its deradicalization programs; among the issues raised was the crafting of holistic national security framework that would respond to the threat of extremism and radicalization.

    The conference ended up with the participants requesting for a series of trainings on deradicalization as well as the best practices to combat extremism. 2.3 Deradicalization Training at Tagaytay.

    The undersigned was assigned to attend the six-day training on Violent Extremists Rehabilitation and Reintegration conducted by the Anti- Terrorism Council-Program Management Center (ATC-PMC). The training focused on the following key topics: (I) Nature of prisons and their processes, (II) Nature of Violent Extremist Offenders (VEO), (III) Process of Radicalizaiton, (IV) Rehabilitation and Reintegration of Offenders, and (V) Proposed Processes to Assist in the Rehabilitation of VEOs. The end goal was crafting of a government wide plan to handle the rehabilitation and reintegration of violent extremist offenders into mainstream society.

    2.4 Interagency Meetings on Deradicalization.

    After sending the undersigned to the DERAD training in Tagaytay, the NCMF regularly participates in the interagency coordinating body with the LESIO-ATC-PMC which is an interagency coordinating body with the

    purpose of preventing, handling prosecution and rehabilitation of Violent Extremist Offenders (VEO). The body has already met twice, last February and March in order to organize the different task groups and focal agencies.

    NCMF Role:

    The NCMF-BPCR now functions as one of the key agencies that advise the LESIO-ATC-PMC in matters of radicalism and extremism and is the focal head in the VEO Prevention cluster. As focal person of the BPCR, the undersigned serves as Key Subject Matter expert for the Council.

    3. Peacebuilding Initiatives with OPAPP.

    As focal person for the BPRC, the undersigned engaged with the Office of the President Adviser on the Peace Process with its different departments in the following activities:

    3.1 Training on Filipino Muslim History and Conflict Narratives.

    The Information Education and Campaign (EIC) department requested the undersigned to conduct a half-day training on the Moro History and the evolution of conflict. The participants were then given both inputs and were asked to participate in a workshop trying to create message for target areas of Bangsamoro.

    3.2 Engagement with the Information Education and Campaign department

    The IEC department has met the with the Bureau for Peace and Conflict Resolution (BPCR) in order to have discussions on how to engage Muslim stakeholders on the education of the Framework Agreement on the Bangsamoro (FAB), and the Comprehensive Agreement on the Bangsamoro (CAB). The BPCR has discussed the possibility of engaging with the IEC on sectoral thematic discussions on the FABH and CAB.

    The BPCR has proposed that the IEC department of OPAPP partner with the bureau on its summer peace building camps specifically on the providing of counterpart support for the peace process module/ workshops of the peace camps.

    3.3 Engagement with the Liaison Department.

    The liaison department of OPAPP engaged with the BPCR on the political mapping of the terrain with respect to perceptions of political institutions in Mindanao as well as in other parts of the country with respect of the acceptability of the FAB/CAB.

    3.4 Engagement with the PAMANA Program.

    The NCMF has signed a 9-million PAMANA program with the OPAPP for the delivery of socioeconomic services and projects to 7 MNLF communities in Sulu. This was facilitated by the BaSulTa Contact Groups (BCG) and 3 communi-ties endorsed by the Armed Forces of the Philippines (AFP).

    As program manager, Dr. Yusuf Morales oversaw the implementation of the project. Among the initial activities were undertaken during the first phase of the program:

    A. Consultations with the Program Beneficiaries.

    B. Delivery of 245 cavans of rice to the seven (7) communities.

    C. Consultation/Dialogue of the NCMF with the representatives of the seven (7) MNLF communities.

    D. Initial preparatory meetings with the AFP on the three endorsed MNLF communities and their projects.

    At present, the status of this program requires the deliver of the following:

    A. Delivery of 14 pikit-pikit fishing boats to the seven MNLF communities facilitated by the BCG.

    B. Delivery of agar-agar farming implementation and seedlings to three BCG facilitated communities.

    C. Delivery of 105 cavans of rice to four BCG facilitated communities.

    D. Identification and delivery of socioeconomic programs to the three AFP endorsed communities.

    Agreement for the PIA and the NCMF in order to assist in the preparation of the governments communications plan for the FAB/CAB to Muslim communities.

    5. Summer Peace Camps

    The undersigned conducted youth camps last April-May 2013 and April-May 2014. The focus of these youth Camps were centered on interfaith dialogue, cultural sensitivity, peacebuilding, disaster preparedness and climate change ad-aptations. The Participants to these youth camps were from different groups be-longing to School based youth, out of school youth and madrasah based youth. The 2014 summer youth camp is conducted in partnership with the AFP, other government agencies and partner civil society organizations.

    6. Peacebuilding initiatives with Al-Qalam Institute.

    In addition to ones designation as focal person of the BPCR, the under-signed also is a concurrent member of the Al-Qalam Board of advisers, Ateneo de Davao University, wherein one is invited to participate in peacebuilding activities as NCMF representative as a resource person, facilitator or trainor in its activities.
