Staffordshire County Showground: Air Quality and Dust
Controls within the draft Code of Construction Practise
• Emissions to the atmosphere will be controlled and managed during construction through the route-wide
implementation of the draft Code of Construction Practice (CoCP). The CoCP includes a range of mitigation measures
that are accepted by the Institute of Air Quality Management (IAQM) as being suitable to reduce impacts to as low a
level as is reasonably practicable.
Construction Dust
• With the application of the mitigation measures contained in the draft CoCP, no significant effects are anticipated
from these risks associated with the dust generating activities. The basis for this conclusion can be found in Volume
5: Appendix AQ-001-002, where the scale of dust emissions and the sensitivity of the area and receptors are fully
described.

Access during construction• The existing access to the main Showground site
(access point P1) and the access to the western fieldoverflow parking (access point P6) will be lost to theProposed Scheme. New access roads will be providedas part of the Proposed Scheme.
• The P1 access is lost during construction of themainline earthworks. There will be no access at thispoint for approximately 6 months.
• The P6 access to the western overflow parking sitewould be lost due to construction of the new A518Weston Road overbridge and approach roads. Thepublic using the Showground would need to bediverted to other access points for a period ofapproximately 18 months.
• Works are proposed around the existing accesses atpoints P2 and P5. No severance is proposed andaccess at this point would be maintained using trafficmanagement.

Assurance – Access during Construction
Summary of assurances 1 to 3 offered in 22nd May letter, covering:
1. Not restricting pedestrian and vehicular access, so far as is reasonably
practicable;
2. Engaging with the Showground to discuss timing and nature of HS2 works,
anticipated to directly affect vehicular access;
3. Provision of temporary traffic direction signing.

The pedestrian underpass
• There is a pedestrian underpass linking access points P2 and P5.
• These access points would need minor modifications to tie into the
realigned A518 in order to provide a safe junction layout.
• In addition, there is likely to be a need for some access to the underpass,
which may temporarily impede pedestrian flow, for example, scaffolding to
inspect the condition of the structure prior to carrying out works.
• Any disruption would be discussed and agreed with the Showground and
planned for when the underpass is not in use (refer to Assurance 1 on letter
dated 21st June).

Land use - utilities
Plot 19: Diversion of an existing high voltage Western Power Distribution cable, which would be
severed by the HS2, and to maintain supply to the Showground and Park Farm.
Plots 42, AP1-14 and AP1-16: Diversion of a BT telecommunications service, which is severed by
HS2, to maintain service to Park Farm. This diversion would follow the new access road around
the southern side of the showground.
Plots 44, 46, 48: Utility works to an existing low voltage Western Power Distribution cable, which
would be severed by HS2 and the new access road.
Plot 37 is identified in the Bill for both utility works and environmental mitigation. This includes
both the BT and low voltage Western Power Distribution works identified above.

PETITION P2A-000161 – STAFFORDSHIRE AND BIRMINGHAM AGRICULTURAL SOCIETY
I am writing to you in my capacity as the Director of Hybrid Bill Delivery at HS2 Ltd, which is acting on
behalf of the Promoter of the High Speed Rail (West Midlands-Crewe) Bill (‘the Bill’) currently before
Parliament. I understand that your client has a number of concerns about the impact of Phase 2A of
HS2 (known as ‘the Proposed Scheme’) and have submitted a petition on that basis against the Bill in
the House of Commons.
In relation to your clients’ requests relating to access, I am writing to you on behalf of the Secretary of
State for Transport, to offer your client the following assurance:
“In this assurance:
“the nominated undertaker” refers to the body or bodies appointed by the Secretary of State to
carry out the powers conferred under the Bill to construct and maintain the scheme. The
nominated undertaker may be HS2 Ltd, or it may be another body or bodies appointed to oversee
the construction and operation of Phase 2A;
“the Bill” means the High Speed Rail (West-Midlands) to Crewe Bill as deposited in the House of
Commons on 17 July 2017;
“the Staffordshire Showground” means the Staffordshire County Showground being the exhibition
and conference facilities owned and operated by the Staffordshire and Birmingham Agricultural
Society at the date of this assurance and situated on Weston Road, Stafford, ST18 0BD;
1. The Promoter will require the nominated undertaker in exercise of the Bill powers:
(a) not to restrict pedestrians and vehicles from accessing Staffordshire Showground, so far as is
reasonably practicable during the construction of HS2 works;

(b) engage with Staffordshire and Birmingham Agricultural Society to discuss the timing and nature
of HS2 works within the Staffordshire Showground site or those works within the immediate
vicinity of the Staffordshire Showground site which are anticipated to directly affect vehicular
access to the Staffordshire Showground site on event days (provided Staffordshire and
Birmingham Agricultural Society gives the nominated undertaker reasonable notice of such event
days in advance) so as to reduce, so far as is reasonably practicable, disturbance to Staffordshire
Showground and its operations;
(c) should HS2 works on event days (notified to the nominated undertaker) require alternative
temporary traffic direction signing to be installed by the nominated undertaker on the adopted
highway for pedestrian and vehicular access to and egress from the Staffordshire Showground, to
engage with Staffordshire and Birmingham Agricultural Society and the local highway authority
regarding the provision of such alternative temporary traffic direction signing.”
If accepted, the assurance set out above will be included in the Register of Undertakings and
Assurances, which is held by the Department for Transport. Drafts of the Register will be published
regularly during the passage of the Bill and it will be finalised after Royal Assent. A nominated
undertaker will be contractually obliged to comply with all relevant undertakings and assurances set
out in the Register. Further information on how the Secretary of State will ensure compliance with
assurances made by HS2 Ltd is set out in HS2 Phase 2A Information Paper B5, Compliance with
Undertakings and Assurances1.

I am writing to you in my capacity as the Director of Hybrid Bill Delivery at HS2 Ltd, which is acting on
behalf of the Promoter of the High Speed Rail (West Midlands-Crewe) Bill (‘the Bill’) currently before
Parliament. I understand that your client has a number of concerns about the impact of Phase 2A of
HS2 (known as ‘the Proposed Scheme’) and have submitted a petition on that basis against the Bill in
the House of Commons.
Further to the meeting held with representatives of SABS, I am writing to you on behalf of the Secretary
of State for Transport to offer your client assurances on the following matters:
• SABS underpass
• LPG tanks
• Access off A518 Weston Road
• Provision of information
Assurance 1: SABS underpass
“Other than in unforeseen or emergency circumstances, the Promoter will require the nominated
undertaker in exercise of the Bill powers to use reasonable endeavours not to interrupt pedestrian use
of the underpass shown marked on the Plan on Event Days during the construction phase of HS2
Phase 2a.
In this assurance, ‘Event Days’ means the days as notified to HS2 Limited by the Petitioner in writing
and no less than 3 months in advance and lasting no longer than 5 days, unless agreed between the
Promoter and the Petitioner, where parking is required on the western side of the A518 and the
underpass is required for visitors to cross to the Showground for the purposes of the specified event.”

Assurance 2: LPG tanks
“1. Subject to 2 below, the Secretary of State will require the nominated undertaker to use reasonable
endeavours not to undertake any mitigation planting on the area occupied by the LPG Tanks or 5 meter
buffer area around the LNG Tanks as shown edged red on the Plan within plots 33 and 37 shown on
sheet 1-30.
2. The conditions referred to in 1 above are that this change:
• does not negatively impact the Promoter’s objective of seeking to achieve no net loss in
biodiversity;
• does not affect the landscape planting required to mitigate any significant visual effects
reported in the Environmental Statement;
• receives the consent of all relevant bodies and authorities;
• does not affect the Promoter’s compliance with any aspects of the Environmental Minimum
Requirements; and
• does not prejudice the safe, timely and economic delivery of HS2 Phase 2a.”
Assurance 3: Access off A518 Weston Road
“1. Subject to 2 below, during the detailed design of HS2 Phase 2a the Secretary of State will require the
nominated undertaker to engage with the Petitioner in relation to the design of the reconfigured
western access from Weston Road (Work No. 51B) as shown on the Plan to maximise the amount of
space for car parking available to Staffordshire County Showground so far as reasonably practicable.
2. Paragraph 1 above is subject to:
• any statutory approvals required from the Local Planning Authority and from the Local Highway
Authority under Schedule 4 to the Bill
• changes to the Bill made through any future Additional Provisions not being adversely affected
by this assurance;
• the proposal not affecting compliance with any aspect of the Environmental Minimum
Requirements by the Promoter;
• the proposal not requiring the acquisition of any land not provided for under the Bill or outside
of the Petitioner’s landownership; and
• the proposal not prejudicing the safe, timely and economic delivery of HS2 Phase 2a.”
Assurance 4: Provision of information
The Promoter would like to draw the Petitioner’s attention to the provisions included in the draft Code
of Construction Practice in relation to engagement and notice of works, in particular section 5.1.4, and
in addition is willing to offer the following assurance:
“The Promoter will keep the Petitioner informed of the progress of the Bill and of likely target dates for
construction of the HS2 Phase 2a project in the immediate area.”
If accepted, the assurances set out above will be included in the Register of Undertakings and
Assurances, which is held by the Department for Transport. Drafts of the Register will be published
regularly during the passage of the Bill and it will be finalised after Royal Assent. A nominated
undertaker will be contractually obliged to comply with all relevant undertakings and assurances set
out in the Register. Further information on how the Secretary of State will ensure compliance with
