Phased School Reopening
Health and Safety Plan Template Each school entity must create a Health and Safety Plan which will serve as the local guidelines for all instructional and non- instructional school reopening activities. As with all emergency plans, the Health and Safety Plan developed for each school entity should be tailored to the unique needs of each school and should be created in consultation with local health agencies. Given the dynamic nature of the pandemic, each plan should incorporate enough flexibility to adapt to changing conditions. The templates provided in this toolkit can be used to document a school entity’s Health and Safety Plan, with a focus on professional learning and communications, to ensure all stakeholders are fully informed and prepared for a local phased reopening of school facilities. A school entity’s Health and Safety Plan must be approved by its governing body and posted on the school entity’s publicly available website prior to the reopening of school. School entities should also consider whether the adoption of a new policy or the modification of an existing policy is necessary to effectively implement the Health and Safety Plan. Each school entity should continue to monitor its Health and Safety Plan throughout the year and update as needed. All revisions should be reviewed and approved by the governing body prior to posting on the school entity’s public website.

All decision-m
akers should be mindful that as long as there are cases of C
OV
ID-19 in the com
munity, there are no strategies that can
completely elim
inate transmission risk w
ithin a school population. The goal is to keep transmission as low
as possible to safely continue school activities. A
ll school activities must be inform
ed by Governor W
olf’s Process to Reopen Pennsylvania. The
administration has categorized reopening into three broad phases: red, yellow
, or green. These designations signal how counties and/or
regions may begin easing som
e restrictions on school, work, congregate settings, and social interactions:
• The R
ed Phase: Schools remain closed for in-person instruction and all instruction m
ust be provided via remote learning,
whether using digital or non-digital platform
s. Provisions for student services such as school meal program
s should continue. Large gatherings are prohibited.
• The Yellow
Phase and Green Phase: Schools m
ay provide in-person instruction after developing a written H
ealth and Safety Plan, to be approved by the local governing body (e.g. board of directors/trustees) and posted on the school entity’s publicly available w
ebsite.
Based on your county’s current designation (i.e., red, yellow
, green) and the best interests of your local comm
unity, indicate which
type of reopening your LEA has selected by checking the appropriate box in row
three of the table below. U
se the remainder of the
template to docum
ent your LEA’s plan to bring back students and staff, how
you will com
municate the type of reopening w
ith stakeholders in your com
munity, and the process for continued m
onitoring of local health data to assess implications for school
operations and potential adjustments throughout the school year.
Depending upon the public health conditions in any county w
ithin the Com
monw
ealth, there could be additional actions, orders, or guidance provided by the Pennsylvania D
epartment of Education (PD
E) and/or the Pennsylvania Departm
ent of Health (D
OH
) designating the county as being in the red, yellow
, or green phase. Some counties m
ay not experience a straight path from a red
designation, to a yellow, and then a green designation. Instead, cycling back and forth betw
een less restrictive to more restrictive
designations may occur as public health indicators im
prove or worsen. This m
eans that your school entity should account for changing conditions in your local H
ealth and Safety Plan to ensure fluid transition from m
ore to less restrictive conditions in each of the phase requirem
ents as needed.

Key Q
uestions
• H
ow do you plan to bring students and staff back to physical school buildings, particularly if you still need social distancing in
place? •
How
did you engage stakeholders in the type of re-opening your school entity selected? •
How
will you com
municate your plan to your local com
munity?
• O
nce you reopen, what w
ill the decision-making process look like to prom
pt a school closure or other significant modification
to operations?
VA
CS is proposing to use a 100%
digital model of online learning for the first academ
ic quarter of the 2020-21 school year (Aug.
31 to Nov 6). D
uring this time, w
e will finalize preparations for a physical reopening of our building using a hybrid learning m
odel that is described throughout this docum
ent. We w
ill also serve meals to scholars during this tim
e. VA
CS is actively engaged in
conversations with our county’s interm
ediate unit (Delaw
are County Interm
ediate Unit) in regards to m
eeting the needs of scholars w
ith Individualized Education Plans (IEPs). VA
CS is currently review
ing all active IEPs and plans to offer some in-person
learning opportunities to qualifying scholars whose parents/guardians consent to in-person learning.
During the first academ
ic quarter, when scholars are learning online, V
AC
S leaders will m
onitor CO
VID
-19 case statistics and guidance for reopening schools safely. O
n October 14, at the V
AC
S Board M
eeting, our Leadership Team and School B
oard will
decide whether the school can transition to hybrid learning for the second academ
ic quarter (starting Nov. 9).
When V
AC
S reopens the building for in-person learning at all grade levels, we w
ill utilize a hybrid model in w
hich every scholar w
ill have access to two days per w
eek of in-person learning, and will learn rem
otely the other three days per week. For those
families w
ho do not feel comfortable sending their children to school for in-person learning in the hybrid m
odel, VA
CS w
ill continue to provide a 100%
digital option throughout the remainder of the 2020-21 school year. In a recent survey of all V
AC
S fam
ilies, over 50% of respondents indicated that they plan to utilize 100%
digital learning for their scholars.
Hybrid M
odel V
AC
S’ hybrid model adheres to local and state public health guidance and allow
s for social distancing to the greatest extent possible. In this m
odel, all scholars will be assigned to tw
o days per week of in-person learning on M
onday/Tuesday (Cohort A
) or Thursday/Friday (C
ohort B). Scholars w
ill participate in digital learning on days when they are not physically in school.
Wednesday w
ill be digital learning for all scholars, and a day for deep cleaning of the school facility. VA
CS w
ill assign all scholars participating in the hybrid m
odel to one of the cohorts (A or B
) and will m
ake every effort to ensure siblings in a household are on the sam
e schedule. H

ents. We understand that fam
ilies will need to consider m
any factors as they determine if and
when to send their child back to school in person. Fam
ilies who do not feel com
fortable sending their children to school in person for the second, third, and fourth quarters of the school year w
ill have the opportunity to continue using a 100% digital learning
option that will be a fully virtual instructional m
odel. Students choosing the digital option should plan to remain in that m
odel for an entire quarter of the school year. Transitions from
100% digital learning to the hybrid m
odel may only take place at the start of
a new academ
ic quarter. Attendance and G
rading W
hether participating in the hybrid model or in the 100%
digital program, all scholars w
ill be expected to attend school five days a w

ill be taken and maintained during both digital and in-person
learning. Scholars’ work w
ill be graded during the 2020-21 school year. D
ecision-Making and Com
munication
Our planning efforts w
ere led by the VA
CS B
oard and Leadership Team, w
ith input and collaboration from key stakeholders at
several points. VA
CS convened a R
eopening Com
mittee for a m
eeting on July 2 to discuss considerations in the decision-making
process for reopening. We received m
ore than 200 responses from fam
ilies, and 37 responses from staff, to a School R
eopening
Survey conducted in early July. We created a G
oogle form to collect ongoing feedback from
the comm
unity regarding thoughts, concerns and ideas related to reopening. Throughout the rem
ainder of the summ
er and during the 2020-21 School Year, V
AC
S will continue to engage our school
comm
unity to ensure that everyone is informed of the latest inform
ation and that we are hearing from
the comm
unity about how
we are doing and how
we can im
prove. We intend to utilize a variety of w
ell-established comm
unication tools to reach the VA
CS
comm
unity, including the One C
all email and phone call system
, Class D
ojo, and social media outlets such as Instagram
. We w
ill hold a Tow
n Hall m
eeting on Tuesday, Aug. 11 for the school com
munity to discuss and receive feedback on our proposed
reopening plan. Follow
ing the comm
encement of in-person learning using the hybrid m
odel, if any scholar or staff mem
ber is confirmed, suspects,
or has been in close contact with som
eone confirmed to have C
OV
ID-19, the school w
ill notify Chester C
ounty Health
Departm
ent (which acts as the local health departm
ent for Delaw
are County) and receive direction on next steps. W
e will rely on
guidance from the C
hester County H
ealth Departm
ent as well as guidelines from
the CD
C regarding the closure, dism
issal, and/or quarantine of a classroom
, building, or the school. Decisions about closures w
ill be made carefully, w
ith the health and safety needs of fam
ilies and scholars in mind. C
omm
unications will be sent out in m
ultiple modes to all necessary stakeholders.
Based on your county’s current designation and local comm
unity needs, which type of reopening has your school entity
selected? ☐
Total reopen for all students and staff (but som
e students/families opt for distance learning out of safety/health
concern). ☒
Scaffolded reopening: Som
e students are engaged in in-person learning, while others are distance learning (i.e., som
e grade levels in-person, other grade levels rem
ote learning). SCH

ented and conditions that w
ould prompt the decision as to w
hen schools will re-open for in-person learning).
Anticipated launch date for in-person learning (i.e., start of blended, scaffolded, or total reopening):
D
uring the first academic quarter, V
AC

oordinator/Team
Each school entity is required to identify a pandemic coordinator and/or pandem
ic team w
ith defined roles and responsibilities for health and safety preparedness and response planning during the phased reopening of schools. The pandem
ic coordinator and team
will be responsible for facilitating the local planning process, m
onitoring implem
entation of your local Health and Safety Plan, and
continued monitoring of local health data to assess im
plications for school operations and potential adjustments to the H
ealth and Safety Plan throughout the school year. To ensure a com
prehensive plan that reflects the considerations and needs of every stakeholder in the local education com
munity, LEA
s are encouraged to establish a pandemic team
to support the pandemic
coordinator. Inclusion of a diverse group of stakeholders is critical to the success of planning and implem
entation. LEAs are highly
encouraged to make extra effort to engage representatives from
every stakeholder group (i.e., administrators, teachers, support staff,
students, families, com
munity health official or other partners), w
ith a special focus on ensuring that the voices of underrepresented and historically m
arginalized stakeholder groups are prioritized. In the table below, identify the individual w
ho will serve as the
pandemic coordinator and the stakeholder group they represent in the row
marked “Pandem
ic Coordinator”. For each additional
pandemic team
mem
ber, enter the individual’s name, stakeholder group they represent, and the specific role they w

ain. The domain sum
mary w
ill serve as the public-facing description of the efforts your LEA
will take to ensure health and safety of every stakeholder in your local education com

mary
should be focused on the key information that staff, students, and fam
ilies will require to clearly understand your local plan for the
phased reopening of schools. You can use the key questions to guide your dom

In order to prepare for an in-person reopening, V
AC
S hired an outside cleaning company to conduct deep cleaning of school
premises. They have already cleaned, disinfected, and sanitized all buildings, including furniture, bathroom
s: walls, floors, and all
other hard surfaces. Our staff m
embers m

the classroom and offices to reduce the
areas that need to be cleaned and to open for more space for the students. W
e also moved excess furniture from
classrooms and other
areas in the building to reduce the areas that need to be cleaned and to prevent areas for scholars to gather. The company w
ill conduct another deep cleaning before reopening school for in-person learning in the hybrid m
odel. V
AC
S’ Director of O

Timely and effective fam
ily and caregiver comm
unication about health and safety protocols and schedules will be critical. Schools
should be particularly mindful that frequent com
munications are accessible in non-English languages and to all caregivers (this is
particularly important for children residing w
ith grandparents or other kin or foster caregivers). Additionally, LEA
s should establish and m
aintain ongoing comm
unication with local and state authorities to determ
ine current mitigation levels in your com

students in a classroom.
Sporting Activities
VA
CS w
ill continue to have recess and Physical Education classes as long as those activities lim
it physical touching when
feasible and do not require sharing of equipment. For recess,
scholars will go outside to assigned areas indicated by cones and
spheres. Scholars will w
