The Site is associated with the former Gloucester Gas Light Company’s (GGLC) Manufactured Gas Plant (MGP) facility that was located off Harbor Loop and Rogers Street. This Site is subject to the Massachusetts Contingency Plan (MCP 310 CMR 40.0000) and is identified by the Massachusetts Department of Environmental Protection (MassDEP) using Release Tracking Number (RTN) 3-25126 under Tier IA Permit W092029. Work proposed under this PNF, including removal of coal-tar impacted sediments in the harbor and behind the seawall, is solely to address releases attributable to the MGP. Does the project include new construction? If so, describe (attach plans and elevations if necessary). The project involves construction of 55’ of new seawall, and installation of floating docks at the National Grid property. Attached project narrative and Plans describe proposed activities (Figure 2). To the best of your knowledge, are any historic or archaeological properties known to exist within the project’s area of potential impact? If so, specify. A search for “Harbor Loop” in the MACRIS database resulted in an inventory of four structures: The Gloucester Marine Railway (GLO.939), Gloucester Marine Railway Main Building (GLO.1340), Gloucester Marine Railway Storage Building (GLO.1341) and the Parmenter, Rice and Company Fish Company (GLO.1342). (See attached printout of MACRIS Research Results). The Gloucester Marine Railway and associated buildings are described in the attached project narrative. The Parmenter, Rice and Company fish company was located west of the present-day United States Coast Guard Station, outside the project’s area of potential impact. An online search of the National Register of Historic Places database did not list any apparent properties within the project area; however, some of the listings do not provide specific locations. 1.0 INTRODUCTION

On behalf of the Massachusetts Electric Company d/b/a National Grid (National Grid), GZA GeoEnvironmental, Inc. (GZA) has prepared this Project Notification Form (PNF) to describe proposed environmental remediation activities and their potential impact on structures at the former Gloucester Gas Light Company (GGLC) Manufactured Gas Plant (MGP) facility (the Site). The Site is located off Harbor Loop in Gloucester, Massachusetts, and has been assigned Release Tracking Number (RTN) 3-25126 and Tier IA Permit W092029 by the Massachusetts Department of Environmental Protection (MassDEP) (Figure 1). The portions of the Site that may be impacted by this project include marine and upland areas of properties along Harbor Loop owned by multiple private and public entities, including the City of Gloucester (Solomon Jacobs Park), National Grid, the Federal Government (Coast Guard station), and Maritime Gloucester.

The regulatory driver for this project is the Massachusetts Contingency Plan, 310 CMR 40.0000, which requires that a condition of No Significant Risk be achieved at disposal sites within the Commonwealth. Historical releases at the former MGP have resulted in the presence of coal tar beneath the subsurface behind some of the seawalls at this Site and the presence of visible oil and/or tar (VOT) in the sediments of the harbor, resulting in a condition of Readily Apparent Harm (RAH) as defined by the MCP. In addition, polycyclic aromatic hydrocarbons (PAHs) have been identified in the sediments at concentrations that would pose a risk to ecologic receptors. The nature and extent of the release was characterized in a Phase II Comprehensive Site Assessment Report submitted to MassDEP in July 2011, and selected remedial action alternatives were described in a Phase III Remedial Action Plan submitted in February 2012.

The proposed remediation primarily includes dredging and potentially capping of coal tar-impacted sediments within Gloucester Harbor, replacement of a section of seawall along Gloucester Inner Harbor, construction of a new section of seawall and land in front of the National Grid property, and excavation or capping of soil within Solomon Jacobs Park. To facilitate the dredging, all or a portion of an operational marine railway and the main dock on the Maritime Gloucester property will be removed and then reconstructed using similar materials; the remnants of a damaged, inoperable marine railway at this property will also be removed during this work. Also, the existing Gloucester Harbormaster dock, which is owned by National Grid, will be removed during the remediation, and replaced with a new floating dock configuration.

The selected remedial actions and planned implementation represent the most feasible approach to meet the required human and ecological health clean-up goals, retain historic or cultural features at the Site, and reduce any additional environmental impact associated with remediation activities. Permits for these activities will be sought from the Army Corps of Engineers and the Wetlands and Waterways Division of the MassDEP and the project is subject to the Massachusetts Environmental Policy Act (MEPA). Also, review and permitting of the project by the MassDEP pursuant to G.L. c. 91 is required. Additionally, the project is subject to the Massachusetts Wetlands Protection Act and

needs an Order of Conditions from the Gloucester Conservation Commission and, per a zoning ordinance, a Gloucester Lowlands Permit from the Gloucester City Council.

Any new construction projects or renovations to existing buildings that require funding, licenses, or permits from any state or federal governmental agencies must be reviewed by the Massachusetts Historical Commission (MHC) for impacts to historic and archaeological properties. Therefore, in accordance with the requirement for MHC review, this submittal has been prepared to describe the proposed activities at the Site. Additionally, Federal review is required per Section 106 of the National Historic Preservation Act of 1966, which requires federal agencies to take into account the effects of their actions on historic properties.

Based on an on-line review, none of the properties within the project work area are listed on the National Register of Historic Places. Three listings for structures on the Maritime Gloucester property were identified in the Massachusetts Cultural Resource Information System (MACRIS). Each of these structures is described in Section 2.1 of this narrative. Only one of these structures, the Maritime Gloucester Railway, will be impacted by the project and the project is being designed, and will be implemented to, avoid adverse effects to the historical, architectural, archaeological, or cultural characteristics of this structure. This narrative was submitted to Maritime Gloucester for its review prior to submittal to the Commission, and the proposed work will be undertaken with its support and cooperation.

2.0 SITE DESCRIPTION

The former Gloucester MGP Site is located within a heavily used and industrialized waterfront area of Gloucester, Massachusetts (Figure 1). The Site and its surroundings are zoned by the City of Gloucester for marine industrial use. The GGLC produced manufactured gas for lighting and other community uses at the Site between 1854 and 1952. The former MGP structures were decommissioned sometime between 1952 and the late 1960s, when the area was redeveloped as part of an urban renewal project. Remediation of historical releases is currently required by the MCP on the following parcels within the Site:

• Portions of lots 9-12, 9-13, 9-14, and 9-16, as well as marine portions of lots 9-17 and 9-18 on City of Gloucester Assessor’s Office Map 9 (see attached City of Gloucester Wetlands Map 215). In addition, lot 10-5 has been designated as the proposed staging area for the dredging portion of the project.

2.1 MARITIME GLOUCESTER PROPERTY

Of the parcels listed above, only structures on Lots 9-17 and 9-18 are listed in the MACRIS database. These parcels, which are currently owned by Maritime Gloucester, were never occupied by the GGLC or associated MGP operations. At the time of the MGP operation, the southern part of the property was occupied by the Andrew Dodd Company, a cod oil and glue manufacturer, and the northern part was occupied by the Burnham Brothers Shipwrights, Saw, Planing and Grist Mill (Sanborn Fire Insurance Maps, 1888

through 1917), who built and operated two marine railways at this location. The property was subsequently acquired by Gloucester Marine Railways, and was transferred to the Maritime Heritage Center (known as Maritime Gloucester since 2011) in 2000.

The structures listed in the MACRIS database include the Gloucester Marine Railway (GLO.939), which comprises a marine railway that is still present and operational on the property, the Gloucester Marine Railway Main Building (GLO.1340), and the Gloucester Marine Railway Storage Building (GLO.1341). Additional information about each of these structures is provided below.

Gloucester Marine Railway (GLO.939)

The Gloucester Marine Railway (GLO.939) is a pile-supported marine railway on the property that was originally constructed by Burnham Brothers in 1849. The railway has been renovated on various occasions since its construction, most recently in May 2012, when some of the iron rails and rollers were replaced. It was originally powered by steam, but currently operates on electricity. A portion of the railway was rebuilt in the 1970’s from the low tide mark landward, and in 2001, the marine railway was renovated to within 80 ft of the end of the seaward end of the tracks. During this renovation, the iron rails and rollers were replaced. Not much of the timber was replaced (timbers were reportedly replaced in the portion located approximately 50 ft above the waterline. The datum of the referenced waterline is unknown). The renovation work above the waterline was conducted to maintain the railway and in a manner that preserved its historic characteristics. No renovation work is believed to have been done to those portions of the railway below the waterline.

A second set of rails was built in 1856 in the same way as the existing active railway, and was located to the south of the active railway on the Maritime Gloucester property. The second railway caught fire in the early 1950’s when a boat burned in the cradle. The burned railway was abandoned, and two rows of piles associated with the abandoned railway can be seen at low tide. By 2004, the western portion of the southern set of railways had been partially filled with gravel, and only the northern set of railways was operable. The impact of the remediation project on the marine railways is described in Section 3.2 of this narrative.

Gloucester Marine Railway Main Building (GLO.1340)

The building identified in MACRIS as the Gloucester Marine Railway Main Building is a historical mill building located along Harbor Loop. The structure was built in the late 19th century, when the property was occupied by Burnham Brothers. The basement of the building currently houses the machinery for the active marine railway, and the first floor is occupied by a dory shop. There is an observation deck off the building from which visitors to Maritime Gloucester can view the operations of the marine railway. The building and deck are outside the project work area, and thus will not be impacted by the project.

Gloucester Marine Railway Storage Building (GLO.1341)

The Gloucester Marine Railway Storage Building identified in MACRIS presumably refers to a building currently occupied by Maritime Gloucester offices and storage. Based on review of the Sanborn Fire Insurance Maps from 1888, 1898, 1903, 1917, and 1949, a building has been present at this location since the late 19th century. This location is also outside the project work area, and thus will not be impacted by the project.

Other Buildings at the Maritime Gloucester Property

The two other occupied structures at the Maritime Gloucester property were constructed in the mid-20th century, and consisted of an ice house and compressor house that were used to manufacture and store ice for the fishing industry. In 2000, the buildings were renovated by Maritime Gloucester. The ice house is currently a boathouse, and is used for the maintenance, restoration and construction of wooden boats and for boatbuilding classes. The compressor house is occupied by a marine science center and museum, and is connected via an addition constructed in 2009 to the storage/office building described above. These buildings are also located outside the project work area, and will not be impacted by the project.

Piers and Seawalls at the Maritime Gloucester Property

There are three pile-supported wooden piers extending from the Maritime Gloucester property into Gloucester’s Inner Harbor. The main pier is located in front of the Maritime Gloucester boat house. The first historical record for this pier is a Chapter 91 license issued in 1868 to the Andrew Dodd Company. The wooden pier has been re-built several times, most recently in 2012, when sections of the dock (piles and decking) were replaced. There are also two narrower finger piers flanking the northern marine railway. All three piers are located within the project work area, and the impact to them is described in Section 3.2 of this narrative.

The seawall at the Maritime Gloucester property was constructed under a Chapter 91 license issued to Andrew Dodd in 1891. This section of the seawall should not be impacted by the proposed project.

2.2 SOLOMON JACOBS PARK

The first MGP buildings were built by the former GGLC in 1854 on the parcels currently occupied by Solomon Jacobs Park and National Grid, and these parcels were the site of most of the MGP infrastructure throughout the plant’s operation. The dock at the MGP facility was historically leased to a steamboat company and was also used for the transportation of materials to and from the Site. In addition, there was extensive filling and seawall construction on the various properties along the harbor front during and following the period of MGP operation.

Solomon Jacobs Park (upland)

Most of the former MGP infrastructure that operated at the Site between 1854 and 1952 was located on a parcel designated as Lot 9-14 on the City of Gloucester Assessors maps. In 1952, gas manufacturing ceased, and the former MGP components were reportedly dismantled sometime between 1952 and the late 1960s, when the area was renovated as part of an urban renewal project. Lot 9-14 is currently owned by the City of Gloucester and is utilized as the Solomon Jacobs Park and Public Boat Landing; it is referred to as the Solomon Jacobs Park property within this narrative. The park is a day-use park with low-intensity activities such as dog-walking and harbor viewing. It is primarily covered with topsoil and grass, with some areas of bituminous pavement and a small concrete-covered area adjacent to the seawall located along Gloucester Inner Harbor.

The adjacent Lot 9-12, also owned by the City of Gloucester, is located along Harbor Loop and slopes steadily downward from Harbor Loop toward Solomon Jacobs Park (Lot 9-14). The ground surface is primarily covered with bituminous pavement that serves as parking for Solomon Jacobs Park, and a small area is used as a memorial. There are no occupied structures on either of the two City-owned parcels, which are located within the project work area and may be impacted by remedial operations as described later in Section 3.6.

Piers and Seawalls at Solomon Jacobs Park

The granite seawall in front of Solomon Jacobs Park and Landing was constructed circa 1883, with a wharf extension permitted in 1891 (according to the information from a Chapter 91 license). The landing provides access to floating docks, which the City of Gloucester allows to be used as a temporary docking facility by the public. The floating dock system is used throughout the year but more frequently in the warmer months. The seawall and landing are located within the project work area and will be impacted by the project as described in Section 3.4.

2.3 NATIONAL GRID PROPERTY, 19 HARBOR LOOP

In addition to Solomon Jacobs Park, described above, the former MGP infrastructure extended onto an adjacent parcel designated as Lot 9-16 on the City of Gloucester Assessor’s Maps and described further below.

National Grid Building

The property currently owned by the Massachusetts Electric Company (now d/b/a National Grid) was re-developed during urban renewal activities in 1969 with the construction of a building that is still on the site. Additions were constructed in 1979 and 1983 (the two-story southeastern portion of the building) to serve various commercial operations, including a lobster pound. National Grid purchased the property in 1995, and the on-site building is rented to tenants, including an art gallery, a publishing company, and a financial consultant on the first floor and the Gloucester Harbormaster on the second floor. It is referred to as the National Grid property (and National Grid Building)

throughout this narrative. The building has no historical or cultural significance, and will not be impacted by the proposed project.

Piers and Seawalls at National Grid Property

The building at the National Grid property is founded directly on a granite seawall, which was also constructed in the late 19th century (according to information from a Chapter 91 license). This seawall serves as the headwall of the slip referred to as the Harbormaster slip, and continues eastward to serve as the southern sidewall of the slip until it joins the Solomon Jacobs Park seawall. National Grid also owns a wooden pier, a portion of which extends onto the adjacent City-owned property. Based on aerial photographs, the current pier was constructed on pilings after 1952 during the period of urban redevelopment along the harborfront. National Grid currently leases the pier to the City of Gloucester Harbormaster’s Office, which uses the pier and the adjacent City of Gloucester-owned floating docks as a base of operations. The National Grid seawall, landing, and pier are located within the project work area and will be impacted by the project as described in Sections 3.3 and 3.4.

2.4 OTHER PROPERTIES IN THE VICINITY OF THE PROJECT AREA

United States Coast Guard Station (17 Harbor Loop)

The Solomon Jacobs Park property is abutted to the southwest by Lots 9-11 and 9-13, occupied by the Gloucester Station of the United States Coast Guard (USCG) at 17 Harbor Loop. During the period of operation of the former MGP, this property was occupied by the Parkhurst Marine Railways. Gloucester Marine Railways, which also owned and operated the marine railways currently operated by Maritime Gloucester, operated the marine railways at 17 Harbor Loop between 1953 and 1970. In the early 1970’s, the property was transferred to the U.S. Government for the construction of the Coast Guard base and associated pier and pile-anchored floating docks, and the former marine railways at the Site were removed and/or filled.

Remedial actions (dredging and some capping) will be implemented in the harbor adjacent to the USCG station, but there are no buildings of historical or cultural significance at this location. None of the upland area will be impacted by the remediation described in this project narrative.

National Grid-owned Substation (109 Rogers Street)

In addition to the properties at which remediation activities will be conducted, another parcel within the project work area is a National Grid-owned substation located at 109 Rogers Street, approximately ½ mile from the former MGP. The substation, which is designated as lot 10-5 on the Gloucester Assessor’s maps, is a locked, secure facility that will serve as an interim staging area for dredge spoils and excavated soil generated during this project. As described later in Section 3.1, the dredge material from the harbor will be transported to the facility, where it will be temporarily stabilized and characterized prior to off-site treatment or disposal. There are no buildings of historical or cultural significance

at this location, and there will be no adverse impact to the existing structures associated with the project.

3.0 PROPOSED ENVIRONMENTAL REMEDIAL ACTIONS AND IMPACT ON STRUCTURES WITHIN PROJECT AREA

To address historical MGP contamination at the Site, proposed remedial actions include the following (See attached Figure 2 prepared by GZA and Figure 3 prepared by Anchor QEA):

• Dredging and/or capping sediments within the harbor;

• Reconstruction of the seawall in front of Solomon Jacobs Park;

• Construction of a new seawall and associated land in front of the National Grid property; and,

• Excavation and/or capping of soil at Solomon Jacobs Park.

Each of these activities, and their potential impact on the structures listed in Section 2.0, is described further below for MHC review.

3.1 DREDGING AND/OR CAPPING OF HARBOR SEDIMENTS

The intent of the dredging project is to remove sediment impacted by MGP residuals to comply with the MCP. Impacted sediment includes sediment containing VOT and/or concentrations of PAHs above levels necessary to achieve a condition of No Significant Risk to ecological receptors.

Mechanical dredging is proposed over an area of approximately 7 acres in the marine portion of the former MGP Site (see Figure 3 – Permanent Solution Including Marine Site Boundary prepared by Anchor QEA). Proposed design dredge cuts range from approximately 0.5-feet to 6-feet below the existing mudline. The deeper dredge cuts are located in the nearshore area (within the harborline). Dredging is also planned for an area within the Navigation Channel and dredge depths range from 0.5 foot to 3.0 feet in this area. A volume of approximately 21,000 cubic yards (includes an over-dredge allowance of 6 inches) of sediment is proposed for removal. The impact of these dredging activities on nearshore structures, including the Maritime Gloucester dock and marine railway and the National Grid pier, is discussed in Sections 3.2 and 3.3, below.

Dredged material will be placed on a barge and transferred to a nearby upland staging facility owned by National Grid. Material will be removed by crane to a lined stockpile area, stabilized with cement to remove free liquids and transported off-site for disposal. Depending on regulatory and structural requirements, select areas of the dredge area may be backfilled to pre-dredge grade.

Following the dredging but prior to the rebuilding or replacement of nearshore structures, a groundwater discharge cap of clean material may be emplaced within the harbor adjacent to the shoreline. If it is deemed necessary during subsequent remedial design phases of the project, the approximately 2-foot-thick cap will likely contain a layer of sorbent material to sequester dissolved phase organic compounds, a granular filter layer, and a layer of 2-inch stone to resist erosive forces. The cap, if necessary, will be located below the Mean Low Water Line. The groundwater discharge cap will either be installed from the shore with earth-based construction equipment or from barge-mounted equipment; in either case, its emplacement is likely to be minimally disruptive to conditions within the harbor following the dredging.

Standard environmental controls and Best Management Practices (BMPs) will be incorporated into the project design including but not limited to: an environmental dredge bucket, turbidity barriers and absorbent booms, water quality monitoring, engineering controls and having a clean-up crew onsite during the work. This remediation project is expected to occur over multiple years. Construction will be sequenced in such a way as to minimize the impacts on previously remediated areas and areas outside of the remediation area while dredging contaminated areas.

3.2 IMPACT OF PROJECT ON MARITIME GLOUCESTER MARINE RAILWAYS AND PIERS

None of the upland structures or occupied buildings at Maritime Gloucester will be impacted by the project, but the currently operational marine railway, the abandoned marine railway, the main dock, and the two finger piers described in Section 2.1 are all located within the project work area. With the exception of the abandoned marine railway, any of the other in-water structures that are removed to facilitate dredging will be reconstructed as described below.

In order to dredge and potentially cap beneath the operational Maritime Gloucester marine railway (MACRIS GLO 939), all or a select portion of the marine railway, which as discussed above has been subject to various renovation projects in the past, will be removed to access the impacted sediment. Where possible, the existing timber piles supporting the marine railway will be left in place to minimize impacts to the structure. Sediment will be removed around the piles during dredging. A pile condition survey will be conducted following dredging operations and damaged piles will be replaced. After the sediment has been dredged, a cap may be constructed depending on the results of subsequent design phases of the project. Clean backfill may be added as needed beneath the cap in order to bring the mudline back to pre-dredge grade. Once the area has been brought back to grade, any portion of the marine railway that was removed will be reconstructed using similar materials as those removed.

Additional activities in the vicinity of the marine railway include the demolition and reconstruction of the main Maritime Gloucester dock in order to dredge and potentially cap beneath it. This work will likely include the removal of the remnants of the old marine railway located under the main dock which caught fire in the early 1950’s and was abandoned. Reconstruction of this largely destroyed structure is not practicable and

removal will not result in adverse effects to the existing historical, architectural, archaeological, or cultural characteristics of the Maritime Gloucester property or the operational marine railway listed in MACRIS. Following dredging, the main dock will be replaced, with as much of the existing (relatively new) decking and piles re-used as possible. Due to their narrow width, removal of the two finger piers that flank the operational marine railway is not anticipated to be required for dredging; however, if part of these piers is removed for access to sediment, it will be replaced using similar materials as those removed.

3.3 IMPACT OF PROJECT ON NATIONAL GRID PIER

The National Grid-owned pier, which was built in the late 1960s and is currently leased to the City of Gloucester, will be removed to facilitate dredging and/or capping in this area of the harbor. Following dredging, the pier will be replaced with a floating dock system that will meet the needs of the City of Gloucester and the requirements of the Gloucester Harbor Plan.

3.4 RECONSTRUCTION OF SOLOMON JACOBS PARK SEAWALL

The current seawall at Solomon Jacobs Park was built circa 1883. Evidence of older seawalls are present landward of the current seawall, as shown on Figure 2 by GZA. Field observations during the subsurface drilling program indicated that soil within and immediately adjacent to the seawall is saturated with coal tar, which can potentially migrate beneath the mudline to the harbor and impact sediments. To remove this source, National Grid proposes to excavate soil behind the seawall.

In preparation for potential remediation in the vicinity of the seawall, National Grid commissioned a study of the structural stability of the seawall, which indicated that excavation (and dredging within the harbor) could compromise the integrity of the wall. In addition, the backfill material within the blocks of the wall itself is a potential source of ongoing coal tar contamination. Therefore, the existing granite block seawall along the National Grid pier (Figure 2 by GZA; yellow) and most of the seawall along Solomon Jacobs Park will be removed and replaced as part of the planned remediation activities. The replacement wall will, at a minimum, have a façade of granite blocks to maintain the historic appearance of the seawall along the inner harbor. Additionally, a portion of land will be removed to accommodate a new wall alignment as described in the following section.

3.5 CONSTRUCTION OF NATIONAL GRID SEAWALL AND ASSOCIATED LAND

The current seawall at the National Grid property was built circa 1875. However, the building currently occupied by the Gloucester Harbormaster is located on this seawall immediately adjacent to the waterfront. Therefore, unlike at Solomon Jacobs Park, this seawall cannot be readily removed and replaced. Instead, planned remediation activities call for the construction of a new seawall approximately 12 feet seaward of the current wall, which would limit the potential migration of coal tar beneath the mudline. The area behind the new wall would consist of clean fill material.

3.6 EXCAVATION/CAPPING OF SOIL AT SOLOMON JACOBS PARK

Soil located beneath the surface at Solomon Jacobs Park has MGP-related petroleum hydrocarbons at concentrations that exceed MCP-published UCLs. To reduce the risk to future human receptors within the park, National Grid proposes to excavate between 5,000 and 15,000 square feet of surficial soil at the park and backfill to grade with clean soil. The park will be landscaped and restored to its current use, and if required, maintenance of the cap will be controlled via Activity and Use Limitations. The excavation will be limited to a portion of Lot 9-14, where there are no existing structures; therefore, there will be no impact to historical or cultural structures associated with this phase of work.

4.0 SUMMARY

In accordance with 950 CMR 71, National Grid is filing this PNF with the MHC because the project requires licenses and permits from state and federal governmental agencies. The proposed remedial actions are being undertaken to address sources and mitigate risks due to contamination associated with the former MGP Site, as required under the MCP. The proposed project is required to be in compliance with the MCP and must be designed accordingly; however, the project will not result in adverse effects to the historical, architectural, archaeological, or cultural qualities of the of any property or structure listed in the State Register of Historic Places or the MACRIS database. The selected remedial actions and planned implementation consider the most feasible approach to meet the required human and ecological health clean-up goals, retain historic or cultural features at the Site, and reduce any additional environmental impact associated with remediation activities.
