About the Front Cover
An art contest was held by Oakland County Clerk/Register of Deeds Lisa Brown that was open to all high school students who live and attend school in Oakland County. Students made original works of art depicting the theme of “The Importance of Voting.”
The winning art piece, shown on the cover, was created by Kate Donoghue of Sylvan Lake. “Through my picture, I tried to portray that if you have the ability to vote but do not take the opportunity to do it, your thoughts and opinions will never be represented,” said Kate. She added, “I think that it is very important to vote if you have the chance to do so because your beliefs and the decision making ability of others could determine your future.”
Kate used Sharpies and watercolor pencils to create her artwork.

At our Local Office Visits you can obtain copies of birth, death and marriage certificates; marriage license applications; copies of deeds, mortgages, liens and other property documents; business registration or renewals; copies of Oakland County Circuit Court documents, including divorce records; voter registration and absentee voter applications; notary public applications; and Concealed Pistol License renewals.
Of course, we offer a full range of services at our main office in the Oakland County Service Center Complex, such as name change petitions, notary public services, Concealed Pistol License applications and much more. We also manage and create public records for all land situated inOakland County. This includes deeds, mortgages, foreclosure records and personal property filings.
Many services are available online at www.oakgov.com/clerkrod, including access to personalrecords, voter registration and absentee ballot forms, and legal and business records. Through our website, you can also perform a property document search, sign up for our Property Fraud AlertService to receive alerts of any recordings in our office related to your personal or business name, and use Court Explorer to search 6th Circuit Court records. You can also ask questions about court and vital records online using Live Chat.
Additionally, we provide an E-Services Center at our office with public computers for eFiling and Court Explorer searches. You can use the public computers in our Register of Deeds office to access recordings concerning property in Oakland County.

OAKLAND COUNTY GOVERNMENT
In August of 1974, Oakland County citizens voted to create the first optional unified formof county government in the history of Michigan. Less than 60 such governments exist across the nation.
The government is headed by an elected County Executive with responsibilities similar to those of a governor or the mayor of a large city. The County Executive administers the government on a day-to-day basis, proposes new programs, and revamps existing programs. The County Executive represents the interests of more than one million residents.
Under this structure the Board of Commissioners performs a role similar to a state legislature or city council. It acts on proposals submitted by the County Executive and makes proposalsof its own. It possesses the legislative and administrative powers granted by State Law. The County Executive may veto acts of the Board and the vetoes can be overridden by a two-thirds vote of the Board.
The executive form of government did not change the third branch of government, the judiciary. Similarly, the five other offices headed by officials elected countywide remainunchanged. These are the Prosecutor, the Sheriff, the Clerk/Register of Deeds, the Treasurer,and the Water Resources Commissioner.
AUTOMATION ALLEY
In 1999, Oakland County Executive L. Brooks Patterson identified Automation Alley as one of the nation’s fastest growing technology regions. He recognized the need for an activegovernment, education and technology partnership – an organization that would providedirection, focus and a single voice for technology companies in Southeast Michigan.

OAKLAND COUNTY COMMUNITY MENTAL HEALTH AUTHORITY
Oakland County Community Mental Health Authority’s (OCCMHA) mission is to inspire hope, empower people, and strengthen communities. It achieves these important objectives by identifying, influencing, and delivering comprehensive, public mental health services to Oakland County citizens.
Persons who receive public mental health services through the OCCMHA service network include those who have a developmental disability or mental health illness; children with serious emotional problems and their families; or individuals with substance use disorders. In 2014, OCCMHA provided services to more than 27,000 people. The majority of these individuals have Medicaid, with many receiving Medicare as well. Additionally, nearly 30% of persons served by OCCMHA have no current health insurance.
A full array of mental health and community-based services are offered through OCCMHA’s contracted, service provider network, including evaluation and screening; hospital and residential treatment; respite care; clubhouse and day programs, supported employment; multilingual programs, correction services, and dual diagnosis for individuals with both a mental health and substance use disorder.
OCCMHA’s core service provider network is comprised of highly well-respected community organizations: Common Ground, Community Housing Network, Community Living Services/Oakland County, Community Network Services, Easter Seals Michigan, Macomb-Oakland Regional Center, Oakland Family Services, and Training and Treatment Innovations. While each service provider specializes in a specific treatment area, they all work together to achieve the common goal of reaching out and getting appropriate help to people in need in order to improve their quality of life and strengthen Oakland County’s community as a whole.
OCCMHA manages a $270 million dollar budget and funding for more than 300 services sites. More than 90% of OCCMHA funding for mental health services is provided by two sources: Medicaid capitation payments and the State General Fund. An additional four percent of its funding is provided by Oakland County. Ninety-five percent of OCCMHA’s funding is designated for contracted supports and services for Oakland County residents, with approximately three percent used for administrative expenses.
OCCMHA is also fully certified by the State of Michigan Department of Community Health as required by the state Mental Health Code and the Commission on Accreditation of Rehabilitation Facilities (CARF).

Oakland County Community Mental Health Authority’s (OCCMHA) mission is to inspire hope, empower people, and strengthen communities. It achieves these important objectives by identifying, influencing, and delivering comprehensive, public mental health services to Oakland County citizens.
OCCMHA provides services to more than 27,000 Oakland County residents who have an intellectual/developmental disability, mental health illness, substance use disorder, as well as children with serious emotional disturbance and their families. All of these individuals have Medicaid, Healthy Michigan, or MiChild.
A full array of mental health and community-based services are offered through OCCMHA’s contracted, service provider network, including evaluation and screening; hospital and residential treatment; respite care; clubhouse and day programs, supported employment; multilingual programs, correction services, and dual diagnosis for individuals with both a mental health and substance use disorder.
OCCMHA’s core service provider network is comprised of highly well-respected community organizations: Common Ground, Community Housing Network, Community Living Services/ Oakland County, Community Network Services, Easter Seals Michigan, Macomb-Oakland Regional Center, Oakland Family Services, and Training and Treatment Innovations. While each service provider specializes in a specific treatment area, they all work together to achieve the common goal of reaching out and getting appropriate help to people in need in order to improve their quality of life and strengthen Oakland County’s community as a whole.
OCCMHA manages a $270 million dollar budget and funding for more than 300 services sites. More than 90% of OCCMHA funding for mental health services is provided by two sources: Medicaid capitation payments and the State General Fund. An additional four percent of its funding is provided by Oakland County. Ninety-five percent of OCCMHA’s funding is designated for contracted supports and services for Oakland County residents, with approximately three percent used for administrative expenses.
OCCMHA is also fully certified by the State of Michigan Department of Health and Human Services (MDHHS) as required by the state Mental Health Code and the Commission on Accreditation of Rehabilitation Facilities (CARF).

There are more than 20 miles of paved and unpaved trails for hiking, mountain biking (new for 2015 Fat Tire Winter Mountain Biking), cross-country skiing and equestrian use. Highland Oaks County Park:The 302-acre undeveloped park has rolling hills, wetlands and pastures. 2.5 miles of multi-purpose trails provide hiking, mountain biking, equestrian and cross-country skiing opportunities. Fishing is available on an accessible fishing dock.
Independence Oaks County Park:This 1,276-acre park features year-round recreation opportunities with more than 12 miles of trails for hiking, biking, in-line skating, cross-country skiing and snowshoeing. The 68-acre Crooked Lake provides fishing, boating, and swimming fun. Patrons can also enjoy picnic areas and rental shelters, court games and playground equipment. The Wint Nature Center offers interpretive exhibits and year-round nature education programs for children and adults, as well as scout programs and birthday parties. The nature center also features the Rubach Sensory Garden, a water garden and the Cohn Outdoor Amphitheater. Camp Wilderness offers the camping experience to youth groups with platform tents, shelter, fire circle, modern bathhouse and access to park amenities. Upper Bushman Lake at Independence Oaks-North is one of only seven catch-and-release-for-all-fish-species lakes in Michigan.

The Oakland County Parks and Recreation Commission is dedicated to providing quality recreation experiences. By preserving native plant species, providing natural habitats for wildlife, building innovative recreational facilities and offering unique programming, the parks support economic prosperity and support protection of natural resources.
In 2016, the parks system celebrates its 50th anniversary. The Oakland County Parks and Recreation Commission was created by the Oakland County Board of Supervisors on Feb. 8, 1966 under the authority of Public Act 261 of 1965. The parks system was established on April 8, 1966 and in November of that same year, a .25 mill property tax was approved by voters.
Throughout its history, Oakland County Parks has played an important role in the lives of Oakland County residents. Many have cherished memories of taking annual family camping trips, attending scouting nature programs, enjoying golf outings with friends and visiting the waterparks in the summer months.
Fifty years ago, the parks system was established with 200 acres. Today it provides more than 6,700 acres within 13 parks and hosts more than 1.8 million visitors annually. Recreation, leisure and learning opportunities are available at two nature centers, three dog parks, five golf courses, two waterparks and the Oakland County Market, which offers fresh produce year-round from local farmers.
Special events, programs and facilities are supported by a .25 property tax. Residents have supported the maintenance and growth of the parks system by approving every millage request since 1966. The original millage cost the average homeowner $1.50 per year. Supporting Oakland County Parks continues to be a great value today as for a home valued at $200,000, the homeowner pays less than approximately $25 per year to support the parks system.
As Oakland County Parks celebrates its 50th anniversary milestone, some of its recent significant projects include:
• Dedication of the Red Oaks Trail Connector, an asphalt trail that connects Red Oaks Waterpark on 13 Mile Road to Red Oaks Dog Park on Dequindre. The trail is open to walkers and bikers
• Opening of a new boardwalk at Rose Oaks County Park. The 590-foot universally-accessible boardwalk opened up nearly 50 acres of land that was previously unable to be accessed because it was surrounded by wetlands, the railroad and private property.
• Improvements to Groveland Oaks Campground that included a new, expanded playground at the concession; sewer, water, 50 amp electrical service and Wi-Fi in Section C campsites; a paved path along Groveland Boulevard perfect for a leisurely walk or bike ride; a campstore that stocks camping essentials; and a new concession area operated by Oakland County Parks at the beach
• Opening of a 2.4 mile Connector Trail at Addison Oaks County Park for pedestrians, bicyclists and equestrians to safely travel from Addison Oaks Main Park to Addison Oaks East Park. The Connector Trail also directly links to the multi-use trails at Cranberry Lake Park in Oakland Township and indirectly links (via Lake George Road) to mountain bike/hiking trails at the nearby Bald Mountain State Recreation Area.

Orion Oaks County Park:More than 927-acres of environmentally-sensitive green space are preserved within Orion Oaks County Park. The park offers boating and fishing on 90-acre Lake Sixteen and 10 mile of trails for hiking, biking and cross-country skiing. A 24-acre dog park offers trails, small and large dog areas, and a swimming area for dogs only.
Red Oaks County Park:Red Oaks County Park features a dog park, golf course, waterpark, youth soccer complex and nature center. The five-acre dog park offers three fenced enclosures, small dog area and picnic shelter. Golfers can enjoy the 9-hole golf course which now hosts FootGolf. The waterpark offers a season pass to enjoy a wave-action pool, triple waterslide, river ride and children’s water playgrounds. The soccer complex features soccer fields, a playground and concessions/restrooms. Red Oaks Nature Center hosts interpretive programs, interactive displays, scout badge days and is available for birthday parties.
Rose Oaks County Park:Approximately 640-acres are preserved in the park’s natural environment, featuring open meadows, wooded uplands, and 200 acres of wetlands. Visitors can enjoy fishing, geogaching, and nearly five miles of natural trails for hiking and equestrian use.
Springfield Oaks County Park:The complex includes an 18-hole golf course which is open in the winter for cross-country skiing. A multi-purpose activity center hosts banquets, receptions and 4-H events. The park also features the historic Ellis Barn, which can be rented for weddings, dances, corporate events, or other occasions calling for a unique, beautiful and memorable venue.
Waterford Oaks County Park:The 186-acre park is home to the commission’s administrative offices. It also features a bicycle motocross track; and universally-accessible Paradise Peninsula Playscape. The waterpark offers a season pass to enjoy Michigan’s first wave-action pool, group raft ride and children’s water playground. Winter recreation includes a 325-footlong Family Sledding Hill and platform tennis courts. The activity center hosts wedding receptions, meetings, special interest classes and more. The Oakland County Market provides grower-direct fresh produce and flowers, as well as nutrition-based educational programs for patrons. Available for rental for events, large and small.

The waterpark provides fun for all ages with a wave-action pool, giant triple waterslide, river ride and children’s water playgrounds. The soccer complex features soccer fields, concession building with restrooms and meeting space and a playground.
Red Oaks Nature Center hosts public interpretative, nature and scouting programs; field trips; interactive displays; live native animal exhibits; birthday parties; and special family-oriented events. It also offers an auditorium/large classroom and meeting areas.
Rose Oaks County Park:Approximately 640-acres are preserved in the park’s natural environment, featuring open meadows, wooded uplands and 200 acres of wetlands and frontage on several glacial lakes within the site. Visitors can enjoy fishing and 4.5 miles of natural trails for hiking, recreational biking and equestrian use in this undeveloped park.
Springfield Oaks County Park:The 332-acre park includes an 18-hole golf course which is open in the winter for cross-country skiing. A multi-purpose activity center hosts banquets, receptions and 4-H events. The park also features the historic Ellis Barn, which is a popular site for charming, rustic weddings. Springfield Oaks County Park is home of the annual Oakland County Fair.
Waterford Oaks County Park:The 185-acre park is home to the Oakland County Park and Recreation Commission’s administrative offices. It also features a bicycle motocross track that hosts statewide and national events; the universally-accessible Paradise Peninsula Playscape; waterpark; platform tennis courts; and Oakland County Market. The waterpark boasts Michigan’s first wave-action pool, group raft ride and children’s water playground. Winter recreation opportunities include a Family Sledding Hill, platform tennis courts and cross-country skiing. The activity center is available for wedding receptions, meetings and other events.
Oakland County Market features grower-direct fresh produce year-round and flowers in season. It hosts more than 140 farmers and artisans, representing 17 Michigan counties. In addition, visitors can enjoy baked goods, artisan crafts and a hot lunch served by market vendors. The market also hosts special events and educational programs and can be rented by the public for other purposes.

The Oakland County Service Center Complex has been developed over the past century and functions as the hub of county government. The majority of the county’s departments and institutions are presently located on a 443 acre site in the City ofPontiac and Waterford Township. The County developed the complex by systematically constructing facilities as needed and funding pennitted. It is laid out in a spacious, arboretum-style setting designed to be functional, efficient and aesthetically pleasing. The Service Center was designed with a “community” concept grouping similar or related functions together. It bas a Central Heating Plant with high-pressure steam boilers that provide all heating, cooling, and hot water to 15 campus buildings, including the Courthouse and Law Enforcement Complex. It is also serviced by full fiber optic connectivity and a county-owned and operated private telephone business exchange to facilitate state-of-the-art cornnmnications between all government units and the public.
The Circuit, Family and Probate Courts, as well as the offices of the Clerk/Register of Deeds, Treasurer, Prosecutor, and Board of Commissioners reside in the 320,000 square foot Courthouse. Other major facilities located on campus are the Executive Office Building, Medical Examiner’s Office, North Oakland Health Center, Farmer’s Market, the Water Resources Commissioner’s Office, and Pontiac Health Division. Also, the Oakland County Sheriff’s Administration Office and Correctional Facilities both reside on the Service Center. One of the largest operations on the Service Center is Children’s Village, which provides detention, shelter, care, and residential treatment services for neglected and delinquent wards of the court. The Village is situated on 50 acres in Waterford Township and provides a home-like atmosphere for troubled children and their families.
Including the Service Center, the County operates 47 facilities with 1.9 million square feet of space, 600 acres of grounds, 60 acres of parking lots, and over 30 miles of utility lines and heating service tunnels to support approximately 95 departments, divisions, and units. This includes several satellite offices: the Oakland County International Airport (Waterford); Animal Control (Auburn Hills); South Oakland Health Center (Southfi;eld); South Oakland Office Building (Troy); and the four 52nd District Courts (Rochester Hills, Clarkston, Novi, and Troy). Parks & Recreation, the Sheriff’s Office, and the Water Resources Commissioner also have numerous remote facilities.
In addition, the Oakland County Sheriff’s Office Headquarters and Correctional Facilities are both located on the Service Center Complex. The Correctional Facilities, on average house over 1,550 inmates in custody every day. OAKLAND COUNTY ROADS
Almost half of all highways, roads, and streets in Oakland County are part of the county system, which is under the jurisdiction of the Road Commission for Oakland County.
Totaling more than 2,700 miles, RCOC’s road system includes all public roads in townships, except state highways, and through-streets in most cities and villages. It is the largest county system in Michigan, second in size only to the state highway system. Subdivision streets alone (all in townships) make up more than 900 miles.
About two-thirds of the system is paved. More than half is within the county’s urban area, where some roads are four, five, six and seven lanes wide to handle heavy traffic. A single intersection, in Southfield, is the meeting place for 100,000 vehicles daily. More than 1,200 signals and 120,000 signs are in use on the county road system.
The Road Commission has no authority to levy a countywide tax, nor does anyone levy a tax countywide for roads. The basic source of Road Commission revenue is state-collected vehicle fuel taxes, which motorists pay at the pump, and vehicle registration fees paid to the Secretary of State. The state-collected taxes are the only source of substantial funding for county road maintenance and snow and ice control.
Federal, county, municipal, township and property-owner contributions are also received, but generally only for specific road projects. Such projects include adding lanes, intersection improvements, paving gravel roads, adding new gravel, resurfacing paved roads, adding passing lanes and other safety improvement projects.
In 1992, RCOC embarked on a program called FAST-TRAC, an Intelligent Transportation Systems (ITS) effort. The Road Commission has installed “smart” traffic signals operated by computers and video vehicle detection at more than 675 intersections across the county. This is the second largest adaptive traffic control system in the United States and the largest video imaging system for traffic management in the world. The Road Commission was the first local unit of government to initiate a program of this scope and magnitude.
For paving and resurfacing of subdivision streets, property owners can petition RCOC to create a special assessment district through a process prescribed by state law. The process begins by contacting the Road Commission, then petitioning and participating in public hearings.
Members of the three-person Board of County Road Commissioners are appointed for staggered six-year terms by the elected Oakland County Board of Commissioners, which also sets their salaries. State-collected vehicle fuel and registration tax revenues fund salaries. The Board of Road Commissioners is separate from county general government – establishing policies as authorized by state statutes for management of the countywide road system, administering its own budget and hiring its own full-time managing director and staff.

Oakland County’s One Stop Shop provides the expertise, knowledge and contacts to meet just about any resource need. Staff provides specific business services to assist businesses of all sizes from start-up to growth and expansion needs. Primary services are one on one consulting, financial analysis, loan package assistance, customer/competitor profiling, real estate assistance, fixed asset financing, market information and workforce recruitment. You can turn to our experts for help in many areas, including map products, community planning, business support and development, land and site data, community networking, financing and more.
Managed by Oakland County’s Economic Development Services & Community Affairs (EDCA), the One Stop Shop Business Center is a resource center with a wealth of information where you can also find current property information and high-resolution aerial photographs (dating back to 1963) which are now just a few clicks away with a self-serve mapping system.
Users can locate property in Oakland County, or using the custom search tools, generate a list of properties by size, use, school district or assessed value. Products can be printed in a number of different formats and sizes.
Development data, population, housing, income, employment, land use, master plans, zoning and environmental data are available in both printed and electronic formats. Countywide and community-specific information, along with county regional comparisons, helps the business community and citizens fulfill their information needs. Staff will answer questions about land use, the location of sensitive ecological areas, soil conditions, demographics and economic trends.
