6- Opportunities…Improve the capacity of the public

institutions in delivering services: social mobilization, advisory roles, service delivery, Monitoring and Evaluation.

Widen the range of others service providers: NGOS, private sector, Farmer Organizations…

6- Opportunities (continued)Deal with disaster and climate change adaptation

with a territorial approach.Engage Sub-National Administrations in funds

mobilization at national and sub-national level.Diversify and innovate the Financing facilities at

the sub-national level in compliment with the Commune/Sangkat funds e.g. co-financing (with national budget, NGOs funds and private sector), sponsorship…

Pilot Disaster and Climate Change financing facilities at national and global level that are directly accessible by the Sub-National Administrations and to the service providers.
