Need for data
• 2010: the European Council invited the Commission to develop indicators to measure efforts in the fight against corruption.
• Action Plan on Crime Statistics 2011-2015
• Pilot data collection started 2014
Data collection – categories of offences
1. 1 Bribery (Articles 15, 16, 21 UNCAC)
2. 2 Embezzlement, misappropriation or other diversion of property (Articles 17, 22 UNCAC)
3. 3 Trading in influence (Article 18 UNCAC)
4. 4 Abuse of functions (Article 19 UNCAC)
5. 5 Illicit enrichment (Article 20 UNCAC)
6. 6 Acts of corruption not recorded under the above categories
Data collection - indicators 1. a Number of opened investigations
2. b Number of persons involved in opened investigations
3. c Number of indictments
4. d Number of first instance convictions
5. e Number of first instance acquittals
6. f Number of other outcomes first instance (i.e. excluding convictions and acquittals)
7. g Total number of cases adjudicated first instance
8. h Number of final convictions
9. i Number of final acquittals
10. j Number of other outcomes (final) (i.e. excluding convictions and acquittals)
11. k Total number of cases adjudicated (final)
12. l Number of imprisonment / custodial sentences through final convictions

Pilot Data Collection - results
• 2011-2013 data collection published in January 2016. Update for 2014-2016 ongoing.
• Some notable differences between Member States: definitions of offences, availability of data, methodology for recording data.
