�The new library building was completedin the beginning of December 2006 and the library opened officially on 2 March2007.

• For the public: Oneintegrated library and learning center
• For our partners: a cooperation betweenthree levels ofadministration and institutions – the first ofit’s kind in Norway
• The Combined library ofDrammen is both a regional project as wellas a national project

� On the bottom of the Nordic countries– Resources: 4 man-labour-year per 10’ inhabitants, compared
to 8 in Finland – Result:
� 5,2 loans per person, 19,21 in Finland (2007)� 2007: decrease in both loans and visits = Library bypass� Law of public libraries from 1985� The local authorities are spending all their money on the elderly,
schools and nursery schools� Private “richness” – public ”poverty”: increasing gap� Library reform – 2014 (http://www.abm-
utvikling.no/publications/abm-publications/30_eng_web.pdf)� Face changing expectations� The OPACs are not meeting the needs of the public

and they expect to find everything online – a huge challenge for the libraries

The principles of Library 2.0 seek to put users in touch with information and entertainment wherever they may be, breakingdown the barriers of space, time and outdated policy. It is a user-centered paradigm focusing on knowledge, experience,collaboration, the creation of new content and encouraging the heart.
