Experimenting with basic income – Dutch and Finnish experiencesOver the last few years we have seen the resurgence of interest in the idea of an unconditional basic income, guaranteeing a minimal standard of living to every citizen irrespective of labour market participation. Switzer-land will vote on 5 June on the introduction of such a scheme, Finland has recently decided to launch a large scale experiment and several Dutch cities are testing unconditional income programmes as an alternative to traditional social assistance. The City of Lausanne has also decided to start an experiment along these lines.This seminar will provide an opportunity to discuss these issues on the basis of two large scale experiments that are currently being developed in Europe. Presentations will be made by the academic researchers who are responsible for the evaluation of these experiments: Prof. Loek Groot, Utrecht and Prof. Olli Kangas, Finland.

Le revenu de base inconditionnel – les expériences des Pays-Bas et de la FinlandeDepuis quelques années, on constate un regain d’intérêt pour l’idée d’un revenu de base inconditionnel garantissant un niveau de vie minimal pour chaque citoyen qu’il soit ou non actif sur le marché du travail. La Suisse va se prononcer le 5 juin prochain sur l’introduction d’une telle mesure. La Finlande a décidé récem-ment de lancer une expérimentation à grande échelle et plusieurs villes des Pays-Bas testent déjà le versement de tels revenus comme alternative à l’assistance sociale traditionnelle. La Ville de Lausanne songe également à se lancer dans l’expérimentation d’une mesure de ce type.Ce séminaire est l’occasion de discuter ce thème au cœur de l’actualité sur la base d’expériences d’enver-gure menées en Europe avec deux chercheurs responsables de leur évaluation le Prof.Loek Groot, Utrecht et le Prof. Olli Kangas, Finlande.
