Programme Management

Proper planned and sequenced activities as well as the proper allocation of resources, labor, plant, materials subcontract etc are key to defining the likely duration associated with any project.

Often project programme's are prepared without proper resource allocation, unrealistic procurement and/or approval timelines and criticalities which are not correctly linked resulting in an incorrect or inappropriate critical path. This can result in a project program which is inherently unrealistic from the outset. Given the contractual requirements associated with the Time for Completion and the financial penalties which flow from completion dates it is essential for both contractor and client that proper processes applied to the preparation of the project plan and the associated project programme.

Vanguard has significant experience, across multiple project types and procurement methodologies in the evaluation and preparation of Construction/Procurement and project program’s.

Using the latest Primavera P6 software or Microsoft project we can create, review and interrogate construction plans and identify any key areas of concern prior to the commencement of any project. Equally evaluation through the physical works identifying current status of the project, procurement and potential delays and culpability for change and associated Extension of time and or claims for loss and expense.

Project reporting can be provided on a monthly basis identifying key impacts or likley impacts of Client change before they are formally instructed. Additionally Vanguard can manage the programe on behalf of the Client to ensure that contract is properly administered with regards to the Contractors obligations for the completion of the project.

Projects are separate to business-as-usual activities, requiring people to come together temporarily to focus on specific project objectives. As a result, effective teamwork is central to successful projects.

Construction Delivery is concerned with managing discrete packages of work to achieve objectives. The way the work is managed depends upon a wide variety of factors.

The scale, significance and complexity of the work are obvious factors: relocating a small office and organising the Expo share many basic principles but offer very different managerial challenges.

Construction Delivery is a process within the overall Project Management Plan which has been finalised into a Project Execution Plan. We believe that the following contributing execution plans are required to successfully deliver a construction program.

The PMI PMBOK starts the development process with collating the Client’s project requirements into the Initiating Charter. Along with a schedule period of time and a cost allocation, we will prepare via a series of options, ideas that fit the Charter requirements.

Base options are refined during the development period and tested against market conditions for value and profit outcome expectation. Modelling software is employed to verify a project development result for:

Historically, pre-construction involves preliminary planning and engineering in order to define the project, identify potential issues, and analyse cost impacts. The benefits of defining the project scope, schedule and cost as early as possible with the most efficient use of resources and funds is key to any viable project. Our Pre-construction services ultimately help our clients to determine if the projects viability.

In order to accurately undertake the pre-construction services it’s essential to understand the our clients requirements for the project. Thereafter Vanguard will prepare a detailed pre-construction Scope of Service to ensure that all deliverables and associated time frame can be agreed.

Our service provides a number of benefits for our clients, most importantly and in conjunction with our Feasibility and/or Due Diligence services allow our clients to make informed decisions about the project, size, scale, timeline, cost, risk etc. with minimal financial expenditure.

This service can usually be undertaken, dependent on complexity of the Project within a 4-8 week period. Shorter reduced scope/solutions can be provided dependent on clients requirements. Vanguard can provide a fixed fee for this scope or reimbursed based on agreed weekly/monthly rates for the key resources.

The purpose of feasibility studies is to: Establish whether the project is viable, help identify feasible options and assist in the development of other project documentation such as the business case, project execution plan and strategic brief.

On large or complex projects, there may be a number of different feasibility studies carried out, sometimes requiring different skills, and considering issues such as:

Planning permission. The likelihood that an environmental impact assessment will be required. Other legal / statutory approvals. Analysis of the budget relative to client requirements. Assessment of the potential to re-use existing facilities or doing nothing rather than building new facilities. Assessment of any site information provided by the client. Site appraisals, including geo-technical studies, assessment of any contamination, availability of services, uses

Various stakeholders, statutory authorities and other third parties may need to be consulted in the preparation of feasibility studies.
