he horticulture industry in Ghana, has emerged as a vital sector for the economy of Ghana following the diversification of the country's export base. T

Fresh pineapple is currently the leading horticultural export product to mainly European markets. Other export products in this sector are fresh chillies and various Asian vegetables, bananas, mangoes, papaya and other fruits and spices.

MILESTONES RECORDED IN GHANA'S HORTICULTURAL SECTOR

Ghana has chalked successes in various activities in the fresh fruits and vegetables value chain, especially in cold chain infrastructure.

PRODUCTION

Increasing MD-2 outputFollowing the European market preference for the MD-2 pineapple, Ghana has successfully introduced and commenced production of this variety. This has been the result of various public and private collaborative efforts to identify and source true to type planting material and multiply them for distribution to farmers. To guide the process effectively and efficiently, production norms and guides were also developed for producers and backed-up with training in good agriculture practices and other agriculture extension services. Ghana's pineapple exports volume stood at 45,000 metric tonnes in 2012 and continues to grow.

To enhance sustainability of production and also protect the environment, most horticultural farms have now adopted sound soil conservation and water management practices.

Most of the large farms and several small to medium farms and pack houses have been captured through Geographic Information System (GIS) technology. This platform provides identification, transparency, information on crop volumes under production and facilitates logistics planning between producer and buyer.

Bar codePallets of fresh produce are also being identified, tracked and traced through the use of bar code technology. This technology also speeds up and simplifies handling of produce at the ports and in storage facilities.

Tema Seaport Fresh Produce Terminal is now operationalThe fruit terminal at the Tema seaport has been refurbished with state of the art cooling facilities. Plug in stations are also available for refrigerated con-tainers to connect to power until arrival of vessels for

2onloading. The terminal has 4,400 m of floor space and has capacity for handling reefer containers and can hold up to 2,500 pallets or 4,000 pallets with double stacking at any point in time. Use of the new facility commenced in 2009.

Kotoka Airport Fresh Produce Terminal comes on board in 2012Construction of this facility is completed and is being used. It is funded under the horticultural component of the Millennium Challenge Account (MCA) Programme of the United States Government and has world class handling and cooling facilities for exports of fresh produce.

A growing number of large farms in the pineapple and mango sectors have constructed pack houses with cooling facilities and have installed automated packing lines. As a critical component in commercial farming, other medium farms and producer associations are gearing up to acquire these facilities. Additionally, community or public pack houses with packing lines have been provided at strategic locations in the horticultural belts through the MCA, Export Marketing and Quality Awareness Project (EMQAP) and Export Development and Agricultural Investment Fund (EDAIF).

Cold VansSome major farms and the EMQAP have acquired refrigerated trucks to transport fresh fruits and vegetables from pack houses to the Fresh Produce Terminals at the ports. These vehicles now link cooling facilities in pack houses on farms and the fresh produce terminals at the ports to provide unbroken cold chain infrastructure.

Establishment of Demonstration CentresDemonstration centres at four key locations within the Southern Horticultural Belt have been established under the Export Marketing and Quality Awareness Project. These are fully-fitted instructional centres and are currently using Good Agricultural Practices (GAPs) to demonstrate the cultivation of MD-2 pineapple and other crops.

Provision of Pesticide Residue Analysis LaboratoryAs a means of being proactive on food safety issues, a pesticide residue analysis laboratory has been constructed and equipped by the Ghana Standards Authority. Tests on maximum residue levels compliance and residue levels in fresh produce can now be conducted to give buyers and consumers comfort in light of heightened food safety concerns. The laboratory has ISO 17025 accreditation.

Training on Food Safety, Safe Handling of Pesticides and Worker HealthVarious training sessions have been conducted on these issues for individual farms, produce associations and logistics operators by government and sundry non-governmental agencies to ensure quality, wholesome-ness and integrity of produce as well as safety of workers. The Ghana Red Cross has facilitated a number of training sessions on worker health and safety for produce associations. All farms operating under GlobalGAP certification receive intense training on food safety as well as workers health and hygiene on an annual basis.

CERTIFICATION

GlobalGAPGhana's main destination market for fresh produce exports is the European market. There is exciting interest from other growing markets in the Middle East and Far East. Majority of buyers from these markets require GlobalGAP certification from producers. Most of the large farms and some medium ones have attained certification under GlobalGAP. Some big farms operate as nucleus farms and have out-growers under them who are certified under Option 2 of the GlobalGAP Standard. A growing number of small to medium farms are also receiving training to enable them attain certification.

Other Certification SchemesThe adaptable Ghanaian horticultural industry is serving distinct market segments such as buyers that require producers to have certifications under ORGANIC, RAINFOREST ALLIANCE, ETI, FAIRTRADE or LEAF labels. Some international certification bodies have offices in the country which provide certification services or assign their agents to provide those services. Organic production in Ghana for example is certified by the European control bodies Ecocert, IMO and Control Union.

CURRENT INDUSTRY TRENDS

As horticultural operators in Ghana are making efforts at increasing production of pineapples, mangoes, vegetables and other horticultural crops, the following developments are worth noting:

Ghana is coming on strongly as a fresh fruits processing destination. Fruits are processed into fresh and pasteurized juices, fresh-cut fruit chunks and dried fruits for the local and export markets.

Green House Vegetable CultivationCultivation of vegetables under green-house conditions has commenced in Ghana on trial basis. This is an area of strong potential for the horticultural sector.

National Interpretation Guideline on GlobalGAPThe National Horticulture Task Force has opted for the National Interpretation Guideline (NIG) on GlobalGAP instead of a benchmarking scheme. A National Technical Working Group on GlobalGAP has drafted NIGs on GlobalGAP for Ghana. They have been submitted to Foodplus GmbH of Germany, owners of the GlobalGAP Standard for consideration. This work was facilitated by the Pesticides Initiative Programme of COLEACP, Belgium, Natural Resources Institute of Greenwich University, United Kingdom and the German International Cooperation (GIZ).

Blue Skies has been producing fresh-cut fruit and freshly squeezed juice products since 1998. The company was founded by the British entrepreneur Anthony Pile and began by exporting premium quality freshly cut fruit to supermarkets in Europe. From the beginning the company's approach di f fered to i t s competitors because it believes in 'adding value at source'. This means the majority of Blue Skies products are cut and packed in the country of origin, rather than shipped overseas and processed elsewhere. This philosophy not only enables Blue Skies to deliver a better quality product, but also helps to generate social and economic development within the country where the fruit is grown.

Today Blue Skies continues to supply a variety of retailers throughout the world with exceptional quality 'fresh from harvest fruit'. It employs over 2000 people at its factories in Ghana, Egypt, South Africa, Brazil and the UK. The company's biggest factory in Ghana employs over 1,500 people and has an internet café, a library, a clinic and a canteen. It sources fruit from over 150 farms and supports local communities by creating employment and funding projects with the Blue Skies Foundation.

At Blue Skies we select only the ripest, sweetest fruits and then prepare them into delicious ready-to-eat salads and juices, fresh-from-harvest. Our fruit is harvested only once it has naturally ripened, therefore giving a sweeter,

just-picked taste. It is then prepared and packed at source, and delivered to shops within 48 hours. So it is perfectly possible that a pack of fresh-cut fruit from Blue Skies may have still been growing in the field only days before it is enjoyed.

The Federation of Associations of Ghanaian Exporters (FAGE) is an umbrella organization of exporter, and product associations, established with the assistance of USAID/Ghana. With over 2,500 members, FAGE represents Ghanaian businesses in the agricultural and manufacturing industries, including exporters of food crops, seafood, agricultural products, forest products, handicrafts, textiles, and industrial materials. FAGE promotes the expansion and diversification of Ghanaian exports to foreign markets by assisting member firms in developing and marketing their products, and by improving the enabling environment for trade through government advocacy.

Through its advocacy work in Ghana and its member support services, FAGE is improving private sector access to markets and technology. FAGE provides technical information to facilitate trade, producing “Export News” magazine, a “Weekly Price Bulletin” of fruit and vegetable prices in EU markets, and customized market research. Other tools available to members include: website design and hosting services, training in strategic management, and specialty software program support. The organization also advocates for trade expansion, participating in policymaking forums and making recommendations to government agencies and foreign entities based on its knowledge of local and international markets. These linkages between government, Ghanaian business, and their global partners facilitate doing business in Ghana and enhance the performance of non-traditional exports.

The Task Force is a forum for dialogue, sharing of challenges and the taking of joint actions to address these challenges. In addition the NHTF acts as a lobbying force for the sector and identifies needs for capacity building. The Task Force established a National Technical Working Group on GlobalGAP to develop National Interpretation Guidelines on GlobalGAP for Ghana. This on-going project is supported by the Pesticides Initiative Programme of COLEACP, Belgium, the Natural Resources Institute of the University of Greenwich, United Kingdom and the German International Cooperation.

About SPEG:

SPEG is a group of 28 pineapple producers and exporters in Ghana who currently export 45,000 t of fresh pineapples per year in reefer vessels. These export volumes continue to increase. SPEG assists its members in undertaking Good Agricultural Practices and in maintaining good quality standards, attaining certification (GlobalGAP) and providing shipping arrangements. SPEG members also co-operate in marketing of their produce in the European Union and the Middle East.

To differentiate their produce from other origins, SPEG has introduced the 'SANKOFA' brand which members use based on produce which satisfy defined quality criteria and production / post-harvest standards.

The new 'SANKOFA' brand is being promoted through a Group Marketing Scheme which commenced in March 2012.

INTRODUCTION

The Ghana Export Promotion Authority (GEPA) is the National Export Trade Support Institution that

facilitates the development and promotion of Ghanaian exports.

GEPA was established by Act 396 in 1969 as an agency of the Ministry of Trade and Industry with

the mandate to develop and promote Ghanaian exports. GEPA focuses on the diversification of

Ghana's export base from the traditional export products of Unprocessed Minerals, Cocoa Beans,

Timber Logs and Lumber to non-traditional exports.

Currently there are over 383 different Non-Traditional Export products and services categorised

into the four broad areas of Agricultural, Processed/Semi Processed, Handicrafts and Services.

GEPA'S clientele include over 3000 registered private sector exporting companies organised into

17 Export Product Associations. GEPA relates to these clients both on individual corporate basis

and as groups/associations. GEPA also acts as an interface between these exporters and other

public organisations.

VISION

To build internal systems for local SMEs, create strategic networks and actively promote exports.

GEPA will play a leading role in leveraging the global market potential for made-in-Ghana

products, thus contributing to achieving the national targets for economic development.

To support the private sector in developing a prominent and sustainable position for Ghanaian

Ghanaian exporters entering the EU market must meet two key requirements:

1. Legislation2. Non-legislation

1.0 LegislationLegal requirements establish the basis for what requirements products marketed in the EU must meet. Products that do not meet these requirements are not allowed on the EU market.

Consumer safety is the main focus in the EU when it comes to food. Consequently, legal requirements that focus on hygiene, traceability and maximum residue levels for certain pesticides and contaminants that can be present in food have been put in place to guarantee that food marketed in the EU is safe.

Examples of food legislation in the EU are: · The General Food Law (Regulation (EC) 178/2002)· Hygiene of foodstuffs (Regulations (EC) 852/2004;

853/2004; 854/2004)Examples of legislation restricting pesticides and contaminants in the food product marketed in the EU:

· Maximum residue levels (MRLs) in foodstuffs (Regulation (EC) 396/2005)

· Contaminants in food (Regulation (EC) 1881/2006)· Microbial contamination of foodstuffs (Regulation

(EC) 2073/2005)Example of legislation specifically focusing on the fresh fruits and vegetables sector:

· Quality standards for the marketing of fresh fruits and vegetables (Regulation (EC) 2200/96)

2.0 Non-legislative requirementsAdditional requirements or “non-legislative” requirements are requirements set by companies in order to live up to customer expectations and company values.

2.1 Environmental requirementsGlobalGAP is the most important non-legal requirement for entering the EU market. It is an initiative or a management system from the industry to promote good production practices in the agricultural sector in order to ensure food safety.

Examples of environmental requirements:· Compliance with GlobalGAP (required by major

supermarkets and consumer groups)· Compliance with national environmental laws and

regulations in country of origin (required by most large companies, e.g. Dole)

· Environmentally-friendly produced fresh fruits and vegetables (mainly required by companies specifically focusing on the niche market)

2.2 Social requirementsSocial requirements are often based on the basic standards of the International Labour Organization (ILO). It lays down principles on what is perceived as the most important labour issues including basic safety conditions for workers and no use of child labour or forced labour.

Examples of social requirements:· ILO standards, the main ones dealing with the right

to union membership and to negotiate; non-discrimination; forced labour; minimum age; working hours; equal remuneration; minimum wages; and occupational health and safety (required by most (large) companies e.g. Chiquita, Fyffes, Dole)

· Participation in industry initiatives or international certification schemes with additional and/or stricter social standards than the ILO basic standards (required by e.g. Chiquita [Rainforest Alliance], Dole [ETI], Del Monte [ETI])

· Fair Trade companies, with special attention to workers' rights and benefits (required by companies focusing on the fair trade niche market)

3.0 Regulatory Checks at Ghanaian Exit PointsAt the exit point, the consignment will be inspected / examined by the Plant Protection and Regulatory Services Directorate of the Ministry of Food and Agriculture.

Checks by Plant Protection and Regulatory ServicesChecks will be carried out on the following aspects:

· Quality, Condition and Grade· Size· Storage and Product Temperature· Condition of Load and Packaging· Labelling· Others

Minimum Export Market RequirementsProduce must be:

· Whole· Fresh· Sound· Clean· Free of pests· Practically free of damage caused by pests· No pronounced blemishes· Free from sunburn· Free from any foreign matter · Free of abnormal external moisture· Free from chemical residue

A Phytosanitary Certificate is issued to cover each consignment that is passed for export.

4.0 Other Checks

Checks by Customs Division of Ghana Revenue AuthorityChecks will be conducted on the consignment to certify that it was produced in Ghana and that it complies with the origin requirements for those goods in the Generalised System of Preferences for goods to be exported. The checks include the following:

· Marks and numbers of packages· Number and kind of packages; description of goods· Origin criterion· Gross weight or other quantity· Number and date of invoices

A Generalised System of Preferences Certificate of Origin is issued to cover the consignment passed for export.

5.0 Export DocumentationAn exporter should ensure that produce destined for export is accompanied by the following documents:

· Export Form (online completion by Customs/GCnet)· Packing list· Commercial invoice· Airway bill· Bill of lading· EUR 1 Form
