    The House on Thursday voted to end federal funding to National Public Radio. Republican support-ers said it made good fiscal sense, and Democratic opponents called it an ideological attack that would deprive local stations of access to programs such as Car Talk and All Things Considered.

    The bill, passed 228-192 along mainly partisan lines, would bar federal funding of NPR and pro-hibit local public stations from using federal money to pay NPR dues and buy its programs. The prospects of support in the Dem-ocratic-controlled Senate are slim. Seven Republicans broke ranks to vote against the bill.

    A New York City patient was infect-ed with the AIDS virus through a kidney transplant from a live donor, in what health officials are calling the first confirmed U.S. case since the 1980s.

    The case is considered extreme-ly rare, but some health officials noted that there is no strict poli-cy for when live donors should be tested for the AIDS virus before a transplant. In reporting the New York case on Thursday, the Centers for Disease Control and Prevention recommended that organ donors have sophisticated tests for HIV within a week of surgery.

    In this case, the male donor was tested for HIV about 10 weeks

    before he donated a kidney, and the results were negative. Health officials believe he was infected between that test and the 2009 surgery; he reported having unpro-tected sex during that time.

    The donor and the recipient did not know they had HIV until about a year after the transplant. (AP)

    President Obama found out years ago he had an Irish ancestor who f led the potato famine in 1850. He can now claim 28 living rel-atives who also descended from that Irishman, including a Viet-nam veteran, a school nurse and a displeased Arizona Republican.

    The presidents newly iden-tified relatives are revealed in a study released by Ancestry.com, whose genealogists also traced descendants of 23 other Irish pas-sengers on the ship that brought Falmouth Kearney, Obamas great-great-great-grandfather, to the U.S. when he was 19.

    The survey allowed genealo-gists to further trace branches in Obamas family tree and others who arrived on the ship, known as the Marmion, on March 20, 1850.

    According to the survey, the passengers descendants live in Canada, Syria and throughout the U.S.

    Obamas mother, Ann Dunham, was a descendant of one of Kear-neys daughters, Mary Ann Kear-

    Japans Desperate Fight

    Emergency workers frantic to regain control of Japans danger-ously overheated nuclear complex turned to increasingly elaborate methods Thursday to cool nucle-ar fuel rods at risk of spraying out more radiation.

    They tried with police water can-nons, heavy-duty fire trucks and military helicopters dropping bucket after enormous bucket of water onto the stricken system. By nightfall, it wasnt clear whether anything had worked, and the U.N. warned the situation was very serious.

    U.S. and Japanese officials gave differing assessments of what was happening at the Fukushima Dai-ichi nuclear plant. The top U.S. nuclear regulatory official warned of possible high emissions of radi-ation, while the U.S. ambassador urged Americans within 50 miles of the plant on the tsunami-savaged northeastern coast to leave the area or at least remain indoors.

    Tokyo Electric Power Co., which owns the plant, said it believed workers were making headway in staving off a catastrophe both with the spraying and, especially, with efforts to complete an emergency power line to restart the plants own electric cooling systems.

    This is a first step toward recovery, said Teruaki Kobayashi, a facilities management official at the power company. He said radiation levels have somewhat stabilized at their lows and that some of the spraying had reached its target, with one reactor emit-ting steam.

    Four of the plants six reactorshave seen fires, explosions, damageto the structures housing reactor cores, partial meltdowns or rising temperatures in the pools used to store spent nuclear fuel. Officials also recently said temperatures are rising in the spent fuel pools of thelast two reactors. But just what ishappening is unclear.

    Graham Andrew, a senior offi-cial of the U.N.s International Atomic Energy Agency, said the sit-uation remained very serious but also noted that there has been nosignificant worsening at the plant over the previous 24 hours.

    Mario V. Bonaca, a physicist whosits on an advisory committee to the U.S. Nuclear Regulatory Commis-sion, said he believes the focus of theeffort has shifted to the spent fuel pools.     MWj[hFem[hTHE STRATEGY In a dangerous emergency mission, two Japanese mili-tary helicopters dropped more than 30 tons of water on the plant. Then, sol-diers used 11 high-pressure fire trucks designed for putting out fires at plane crashes to douse a damaged reactor building from a distance. The soldiers acted after Japanese police failed in their efforts to spray the building.

    THE METHOD Members of the Self-Defense Force, as the military is known, moved trucks into position and began to spray water Thursday night. They sprayed water for more than half an hour before leaving the plant.

    THE TARGET The dousing was aimed at cooling the Unit 3 reactor and re-plenishing water in that units cooling pool, where used fuel rods are stored. Tokyo Electric Power Co. said earlier that that pool was nearly empty, which would cause the rods to overheat and emit even more radiation. Of concern is that Unit 3s reactor uses a fuel that combines plutonium, an ingredient in nuclear weapons, and reprocessed uranium. (TWP/AP)

    I saw, broke up and was in numer-ous fights on trains, assaults on buses and wild arguments in sta-tions. Nothing was ever as bad as the vicious encounters that popu-late YouTube today, but when I was a teenager in the 90s, a harmless scrap over an occasional beef was not out of the ordinary. Like a lot of teens, I grew out of that kind of nonsense as soon as I had some-thing better to do.

    I concede that Metro needs to do something to curb the recent spike in violence across the system. But the latest proposal by the agency and D.C. public school system is a slap in the face to students and a

    demoralizing blow for those of us raised in the city.

    Last month, citing a rise in thefts by youths across the system, Metro and D.C. officials announced a plan to distribute electronic ID passes to 1,500 students that would restrict their use of subsidized public trans-portation. Under the pilot program, students would be identified by name and school, and could be held to a curfew.

    Translation: Lets put a scarlet letter on D.C. public school kids, many of whom are black and Lati-no, to shift the focus from larger security problems.

    Back in my day, the last thing

    on my mind when going back and forth on the Red Line was wheth-er my music was too loud or wheth-er some random person didnt like

    my foul mouth. I was often in my own world, not concerned with pesky adults. I realize now that I surely offended some around me.

    I also now know that those trips were vital to my develop-

    ment as an independent person. The regional connectivity that so many area residents now take for grant-ed gave curious kids like me the means to explore places we other-wise might never have gone.

    Not every D.C. public school student is a problem child. How would you feel if you were a good kid who was suddenly lumped in with the pockets of jerks who turn riding the train into an opportunity for crime or confrontation?

    I give credit to Metro Transit Police for working with schools to identify which potential skirmish-es on campus could spill over into the transit system. But I have a fundamental objection to the pub-lic school system and Metro work-ing together to set up a game of mousetrap for students.

    These days, that kid who could get rowdy in an instant is long gone, and I gladly put up with Metros many flaws because I remember how it got me around when there were no other options. I cant say Id feel the same way if I had been tagged and monitored as a poten-tial criminal by the system when I was just trying to deal with the realities of coming of age in the nations capital.

    Not all kids who fight, eat, curse, play loud music and generally harass riders on Metro grow up to be disrespectful thugs and menaces to society. I know, because I used to be one of them.
