FOR the past few years, media houses,
political parties and civil rights organisa-
tions have held hands in protestation
against that most infamous piece of
legislation which came to be known as the
Secrecy Bill (the Protection of State
Information Bill).
At the heart of their discomfort was the
presumed censorship, and possible prosecu-
tion, of journalists for reporting on classi-
fied state information.
I am one of many people in this country
who feel strongly that an unregulated
media sector is a threat to the sovereignty
of any country that is why there is no
country anywhere around the world which
lets media houses roam freely without any
form of government regulation.
Be that as it may, I also think absolute
state interference and prosecution of
journalists for reporting on what could be
in the public interest is a danger to our
young democracy.
The media sector is a critical component
of any thriving democracy in a constitu-
tional democracy such as ours, a situation
that is diametrically opposite to some of
our partners in the BRICS (Brazil, Russia,
India, China and South Africa) Block of
countries, in particular China and Russia.
In these countries media freedom goes as
far as the authority feels comfortable with
their line and angle of reporting, a phenom-
enon which does not exists locally.
As a matter of fact, this is one of many
areas of mismatch between South Africa,
China and Russia.
Media freedom is a reality in South
Africa. Our Constitution laid a solid
foundation for freedom of speech and being
free to report on any newsworthy story as
long as it is in the public interest.
This is despite the fact that there is no
clear definition of what constitutes public
interest often it takes a bitter legal
challenge to determine.
However, since the democratic dispensa-
tion, some journalists have abused this
fundamental right to the detriment of many
people running false stories and severely
damaging stories about the individuals and
at times institutions and organisations,
with little consequences for the journalist
or the media house perpetrating these
malicious and unfounded stories.
In the case where a journalist and media
house is found to have ran with a less than
accurate story, they simply retract the
story on a front page, somewhere at the
corner where people do not care to read.
The fact of the matter is, even if they do
that, at times the damage caused is just
irreparable no amount of words can fix it.
As the old clich goes, bad news sells.
People are no longer interested in the
retraction, but they would not cease to see
you as that which the newspaper, TV, or
radio journalist called you in his slot or
segment.
Is this what media freedom means,
destroying lives, damaging reputations
unduly? Fact is, journalism is still the only
profession requiring licensing, compared to
other professions, such health, law, ac-
counting and engineering.
It is, however, granted that the Press
Council has a constitution which seeks to
regulate the profession. Bizarrely, the same
constitution is silent on the type of the
sanctions on even the most grave and
unfair and unbalanced reporting.
What is not clear, is why the South
African Press Association (Sapa) is against
the licensing. Is it because it was suggested
by the SABC COO or are they against the
whole principle of the licensing of journal-
ists?
Sapa has in the past reacted strongly
against media censorship, a course they
have so vigorously and enthusiastically
championed in and outside South African
borders.
They joined the Freedom of Expression
Institute to air their displeasure on what
they saw as bullying and censorship
against City Press and Brett Murray for the
painting entitled Spear of the Nation
(Umkhonto we Sizwe) and accused the ANC
and its allies of bullying and being unrea-
sonable.
Fast forward a few years, they are today
campaigning against the SABC COO
because he made an unpopular proposal.
Sanef have now used that as the basis to
institute court action against the SABC
COO, essentially asking the court of law to
determine his suitability for the job.
If you ask me, that is nothing short of
censorship.
Ironically vanguards of media freedom
and freedom of speech have maintained a
deafening silence on their black sheep (so
to speak) who is under a relentless attack
for exercising his fundamental right.
What these institutions are not focusing
on, is the positive side of this suggestion
that only qualified individuals will practice
journalism and keep the professional
standards high. Licensing will also protect
the journalists from government harass-
ment and or harm, therefore government
cannot unfairly and unreasonably prohibit
journalists from reporting on a story.
Until Sanef and Sapa have come up
clearly, and articulated their position
against this proposal, it would appear that
these organisations oppose this principle
for other reasons other professional and
logical objection.

ABOUT 413 810 gr. 1 to gr. 6 and gr. 9
learners in the Free State will write the
Annual National Assessment (ANA)
examinations from Tuesday until Friday
next week.
The massive undertaking will see about
1 315 public and independent schools from
across the province participating.
Its all systems go, the Education MEC,
Tate Makgoe, says.
Our ANA pass rate target for gr. 3, gr. 6
and gr. 9 in 2014 is 60% of learners
obtaining 50% and above, a confident
Makgoe says.
He expresses confidence that the feed-
back from ANA results will assists learn-
ers and teachers to reflect on their per-
formance and to identify areas that require
additional support to ensure that effective
learning and teaching take place.
Makgoe commits the department to not
only participate in other international
standardized tests such as the Progress in
International Reading Literacy Study
(PIRLS) and Trends in International
Mathematics and Science Study (TIMSS);
but also make the country proud by
performing well.
We will continue to compare our
examinations standards against the best in
the world in order to improve the credibili-
ty of our standards.
The ANA targets literacy and numeracy
because these have been found universally
to be the key foundational skills for
successful learning in school and beyond.
Literacy is the ability to read for
knowledge, write logically, communicate
verbally and think critically about printed
material.
Numeracy is the ability to reason with
numbers and Mathematical concepts such
as addition and subtraction.
The department has sufficiently prepared
teachers and learners by providing analyti-
cal reports with national, district and
school data, guidelines on the utilisation of
ANA data, a detailed qualitative analysis
report on ANA 2013 highlighting specific
areas of weakness with proposed remedial
measures, test exemplars and assessment
guidelines which specifies the scope and
depth of ANA 2014.
This year, the department will also pilot
the assessment of a sample of learners in
gr. 7 and gr. 8. Based on the findings of the
pilot, a decision will be made in 2015 on
the assessment of gr. 7 and gr. 8 learners.
The ANA 2014 results will be made
available in December 2014.

KOMPHELA, the
MEC for Police,
Roads and Trans-
port in the Free
State, expressed
shock at the
murder of a young
woman who was
fatally shot during
an attempted
hijacking in
Bloemfontein this
past weekend.
The incident
occurred in the
early hours of
Sunday.
A 26-year-old
woman was shot in
the back of the
head while she was
trying to flee from
the hijackers.
She died on the
scene.
A friend of the
woman, a 40-year-
old man, was
critically injured
after he had been
shot in the chest by the hijackers. He
was rushed to the Pelonomi Hospital in
Bloemfontein.
Komphela praised the police for their
swift action. They arrested three male
suspects shortly after the incident had
occurred.
These criminals must face the
consequences of their actions in a
manner that will send a clear message
to others that society will no longer
tolerate this type of behaviour, said
Komphela.
The MEC added that the arrests were
important to crack down on the various
hijacking incidents that had occurred
recently in Bloemfontein.
It is suspected a syndicate is respon-
sible for the hijackings. It is sad that a
person had to die before these criminals
were arrested, he said.
I would like to convey my condolen-
ces to the family of the woman and also
wish the male victim, who is currently
recuperating in hospital, a speedy
recovery, concluded Komphela.
The three suspects were due to
appear in the Bloemfontein Magistrates
Court at the time of going to print
yesterday. They are being charged with
murder, attempted murder and vehicle
hijackings.

What would become of the

mean, we are one anothers
strength. Where you are strong,
I am weak; and where I am
strong, you are weak.
In life we should not reject
people on account of their
weaknesses, if you reject people
on account of their weaknesses
it means you are also rejecting
their good character.
No one can be too bad or too
good. We are all balanced,
meaning we all have weaknesses
and strengths.
The people you reject today
may be your helpers tomorrow,
success in life is a collection of
relationships. When God wants
to bless us, He will bring people
into our lives.
These people are not perfect,
neither are you, these people
brought by God to you, may
have a poor relationship with
you, or may even display a
certain amount of weakness
without being aware of it. If you
reject them based on this, Gods
plan for you life may be delayed.
Moses did not succeed alone,
he had Aaron at his side
(Exodus 4:14).
Aaron had his weakness in as
much as Moses but they had to
stand together to see the future
before they parted ways.
David honoured King Saul
although he was
weaker and wanted
to take Davids life
numerous times, but
David chose to
honour him; and later we see
how David became a mighty
king.
Jesus did not reject any of His
disciples. He knew the disposi-
tion of their hearts; but He
chose to stay with them so that
redemption could become
possible.
As Christians we need to ask
God for strength to help one
another in our different areas of
weakness instead of criticising.
Rejection has become so
common place among children
of God today because we are
weak.
You who reject others because
of weakness, what is your
weakness?
Are you perfect? If God
reveals to you that those people
you rejected because of their
weakness would be your helpers
tomorrow, what would your
reaction be?
Would you go back to fix a
relationship simply because you
now know they will help you
tomorrow? Then you are a
hypocrite.
Do not reject people because
of their weakness, rather let us
help each other.

tration, said there was room for
media and government to work
together towards a sustained de-
velopmental agenda for Africa.
He said with the introduction of
social media, ordinary citizens
were no longer passive consum-
ers of news and information.
In South Africa we are
looking forward to media as a
social partner that will help
focus the nations attention and
energies on the implementation
of the National Development
Plan and on the priorities
outlined in the recently adopted
Strategic Framework for this
political term, he said.
Speaking at the 18th edition
of the Highway Africa Confer-
ence, Manamela said he believ-
ed African media had a key role
to play in driving the new
narrative of hope.
The Highway Africa Confer-
ence is hosted by the Rhodes
Universitys School of Journal-
ism and Media Studies in
partnership with Corporate
South Africa, development
agencies and media associa-
tions. The conference held
under the theme Social Media
from the margins to the main-
stream was attended by media
leaders, educators, policy
makers and business executives.
The organisers of the confer-
ence said it sought to explore
how social media had impacted
on all aspects of our lives in the
last ten years.
Delegates from 36 African
countries attended the confer-
ence including others from
America, Bolivia, the Nether-
lands and Germany.

THE New Start Network encouraged the
public to respond to its two-week campaign
to increase the number of couples who take
an HIV test together.
The campaign took place in Welkom,
Mangaung and Botshabelo in the Free State.
Altogether 1 238 couples (in Free State and
Mpumalanga) were tested at the special
couples testing sites that were set up in
shopping centres, at taxi ranks and other
high traffic areas (that is 2 476 individuals
tested as couples). We offer HIV testing for
couples every day in Nelspruit, Bloemfon-
tein, Witbank and Welkom, but we only get a
few couples coming together for a test, says
Ncamsile Nhlabathi, New Start Network
senior programme manager. By taking the
campaign to the streets we had mobilisers
telling the public about couples testing and
we set up services right where people shop
and do business we attracted over eight
times more couples than in the same period
last year.
The demand for testing during the cam-
paign was the strongest over weekends when
people who work during the week were
available to test with their partners. Some
sites reported that they had as many as 50
couples testing on a single day. Although the
campaign was aimed at couples, it urged
people to give your partner the greatest
gift.
Individuals who wished to test alone were
also accommodated. The advantages of
taking an HIV test with a partner are that
partners get to know each others status.
There are no secrets concerning HIV. If a
person tests positive, he or she has a
counsellor imme-diately available to assist
the couple to make decisions together on the
way forward and partners have vital
information to help them plan their lives as
a couple, particularly if they are considering
marriage or having a baby. The campaign
has shown that people have no problem
testing as a couple and this campaign gave
them the access and opportunity for these
services, says Nhlabathi. We want to
encourage couples who missed out during
the campaign to take advantage of our
mobile teams to get the test done.

to find out where the mobile teams would

Couples tested together
PARALYMPIAN OSCAR PISTORIUS might
be found guilty of killing an intruder, if not
his girlfriend Reeva Steenkamp, a lawyer
said on Monday.
I think there is a significant risk that
Oscar could be convicted of murdering the
intruder, defence lawyer William Booth told
the Cape Town Press Club.
Judge Thokozile Masipa will hand down
judgement on Pistorius in the North Gauteng
High Court in Pretoria tomorrow.
He was charged with murder following the
fatal shooting of model and law-graduate
Steenkamp through a locked toilet door in
his Pretoria home on Valentines Day 2013
and claimed he mistook her for an intruder.
Booth said anybody who had shot through
a door four times into a tiny toilet must have
known they were going to kill the person on
the other side.
However, he said the state would have to
prove beyond a reasonable doubt that
Pistorius was guilty of murder. The court
would also be looking at the possibility of
culpable homicide, which focused on
negligence rather than intent.
Maybe the court accepts what happened
and says he was entitled to shoot four shots.
I think that is a long shot.
Booth praised Masipa for her handling of
the matter, saying she had come across as a
very objective person. He anticipated that
she would be critical of the way the defence
had handled the case in its calling of various
witnesses, and its attack on the credibility of
forensics and ballistics. News24
Pistorius: Judge decides tomorrow

THE Bloemfontein Childrens Choir,
conducted by Dr Huibrie Verster, has
been in existence for the past 27 years
and currently consists of 54 members.
The members are of different schools
from in and around Bloemfontein and
their ages range from 9 to 17.
This is an amateur choir which is
well-known locally and internationally.
The choir has already undertaken 19
overseas trips and is regarded as one of
the best childrens choirs in the world.
The choir has mostly gone overseas to
participate in competitions, but has also
been invited abroad on two occasions by
the International Federation of Choral
Music (IFCM).
At the end of 2013 the choir had a very
successful tour to Slovenia, Austria,
Germany and Belgium where it received
standing ovations at all performances.
During July 2014, the choir had a
successful tour to Cape Town, Stellen-
bosch and Paarl.
The choir received a standing ovation
and performed with the Canticum Novum
Choir conducted by Louis van der Watt,
the Kensington Chorale, conducted by
Lizl Gaffley, the Cape Town Youth Choir,
conducted by Leon Starker, as well as
the Paarl Boys High Ensemble, conduct-
ed by Stefan van Hassen.
Guests of honour who attended the
performances were Nico Carstens, one of
the accompanists of the choir for many
years, as well as Boet Troskie, the patron
of the choir.
As a result of the success of the tour
and the joy with which audiences reacted
on the performances of the choir, it was
decided that the concert would be
repeated in Bloemfontein for the choirs
local community.
During the concert, a DVD recording
will be made.
The programme will focus on lighter
numbers that will create a sense of
entertainment, and will include Take
Yours, Ill Take Mine by the Western
Cape singer Matthew Mole, a Cape
Medley, Chris de Burgh hits, as well as
music from the musical Les Misrables.
The choir also has a standing choreo-
grapher, Willie Venter of Huisgenoot
Skouspel, who annually does excellent
work with the choir members. Venter
will again be involved in this production.
The accompanist of the choir is the
talented Anton Esterhuyse.
The concert starts at 19:00 for 19:30 on
Friday and the programme will be
concluded by 21:00. It will be in the
Odeion on the campus of the University
of the Free State.

THE Bodikela Junior Secondary School in
Bethlehem will represent the Free State at
the national finals of the McDonalds u.14
Schools League Tournament after they won
the provincial championships held at the
Technical High School Louis Botha (THS
Louis Botha) in Bloemfontein on Satur-
day.
The team defeated the Thotagauta
Secondary School from Welkom 1-0 in the
final, thanks to a solitary first-half goal
scored by Thamsanqa Nyembe.
To reach the final, the Thabo Mofutsan-
yana-side beat Sasolburgs Kahobotjha-
Sakubusha Secondary School 2-0 in the
semifinal on the same day.
Thotagauta brought down the favourite,
THS Louis Botha, 1-0 in the other semifi-
nal to qualify for the provincial final.
Mokoni Molefe, Bodikelas coach, praised
his charges for qualifying for the national
final.
Im very proud of my boys. They played
according to my instructions during the
provincial finals, Molefe told Express.
Winning four matches in one day was
no walk in the park. We played as a unit
and the players fought for each other.
I promise well represent the Free State
well in the national finals next month.
This will be the second time we
represent the province in the national
finals.
In 2012, our school made it to the
national finals of the Coca-Cola u.15
Tournament where we lost 4-0 to the
Johannesburg Secondary School in the
final.
The school had very experienced
players, because they were a feeder-side
for Orlando Pirates. Maybe my boys
became intimidated by the name Orlando
Pirates, hence we lost by a big margin,
he joked.
We want to do one better this time
around. Im positive well go all the way to
the final and win it.
With hard work and determination,
anything is possible in football, said
Molefe.
The coach said he would ask for assist-
ance from the PSL-side Free State Stars to
help him prepare his team for the national
finals.
I also want to ask both the provincial
Department of Education and the Depart-
ment of Sport, Arts, Culture and Recrea-
tion and, of course, the Dihlabeng Local
Municipality to take care of our needs
ahead of the event, he said.
The McDonalds u.14 Tournament, which
is played under the auspices of the South
African Schools Football Association
(Sasfa), reaches thousands of learners
across South Africa.
This competition reaches 54 400 chil-
dren, who come from both urban and rural
regions, annually.
It offers them an equal opportunity to
show off their talent and learn from each
other through a series of matches and
tournaments like this one, Sechaba
Motsieloa, corporate affairs director at
McDonalds South Africa, said.
For being crowned the provincial
champions, Bodikela won R5 000 and can
pocket a cool R20 000 if they win the
national competition.
The national finals will take place from
1 to 4 October at the Actonville Stadium in
Benoni, east of Johannesburg.

52 of 1998 (hereinafter referred to as the Act), that it is the intention of Covision Life
Limited (registration number 2006/034684/06) (Covision) and Hollard Life Assurance
Company Limited (registration number 1993/001405/06) (Hollard) to transfer its life
assurance business, which Covision carries on in the Republic of South Africa, to Hollard

RORY DUNCAN, the Toyota Free State
Cheetahs coach, was clearly a disappointed
man after his struggling outfit was beaten
31-17 by the Steval Pumas during their Absa
Currie Cup match in Bloemfontein on
Saturday.
The Mpumalanga side led by 16-7 at
halftime, and they continued their great
performance in the second half.
It is always disappointing to loose a
home match.
We did a lot of hard work leading to the
game but the guys looked extremely flat on
the day. We just didnt pitch up for the
game and we were not great at scrum time,
Duncan told reporters after the match.
He said his side would have to return to
the drawing-board where plenty of work lay
ahead for the Free Staters who now sit fifth
on the log with 12 points after five matches.
The Cheetahs are trailing the fourth-
placed Sharks, whom they are meeting at
the Free State Stadium on Saturday, by two
points.
Well have to look at the mistakes we had
made against the Pumas and come up with
a great plan for the Sharks, said Duncan.
Against the Pumas we lost the ball quite
cheaply.
The set-piece was also a concern. But
well have to put in extra hours of hard
work at training to correct those mistakes
in the next match.
A further home loss to the Cheetahs could
do serious damage to the psyche of a team
that is not quite sure of its capabilities.
Duncans charges have only managed to
register two victories in the Absa Currie
Cup Series this season, while they have lost
three matches.
For the sake of the development of this
team the Cheetahs desperately need to win
on Saturday.
The visitors were humbled 21-18 by a
determined Griquas side in Durban and
they will be looking to redeem themselves at
the expense of the hosts.

THE Harmony Secondary School pair of
Junior Mantjie and Felix Noge will be in
the thick of things in the South African
u.17 national boys team quest qualifier for
the 2015 African Youth Championships.
They have been included in the squad to
face Egypt in Saturdays tough first leg of
the two-legged qualifier for the continental
junior tournament by head coach Molefi
Ntseki based on their good form.
Noge and Mantjie, who are part of the
Harmony Sports Academys Football
Development Programme, have been
impressive in their previous games.
They have been an integral part of the
team, featuring in the official and friendly
games of the junior team. The friendly
matches were played in July against
Botswana and Lesotho with the South
African side emerging victorious.
The teams official fixture was a game at
the African Youth Championships against
Tanzania early last month. South Africa
won 4-0 to go through to this stage of the
tournament staged by the Confederation of
African Football (Caf).
Both players can hope that Ntseki selects
them to start in Saturdays intriguing
clash against the junior Pharaohs who
narrowly beat Congo 1-0.
Victory for South Africa will take them
closer to making history by qualifying for
the continental championship finals
scheduled for Niger next year in March or
April.

THE inconsistent Bloemfontein
Celtic will be minus their head
coach, Ernst Middendorp, when
the team face an equally inconsist-
ent Mamelodi Sundowns in an
Absa Premiership encounter at
the Free State Stadium on Sun-
day.
The kick-off is at 15:00.
Middendorp, whose big mouth
caused him to receive an unneces-
sary red card for protesting a
referees decision during their
match which ended goalless
against Platinum Stars, has been
suspended for two matches and
will not be sitting on the bench
on the weekend.
His lieutenant, Fadlu Davids,
will be in charge of the team.
Mazinyo.com or MiddenDraw,
as Middendorp is affectionately
known in football circles, has once
again earned himself an unwanted
draw-specialist tag when it comes
to the Premier Soccer League
(PSL).
His record reads one win, one
loss and three draws thus far in
the campaign, which added to the
ten draws last season, makes it 13
stalemates in Celtics last 29
league matches.
Max Tshabalala, Celtics new
chairman, said during the Robert
Marawa show on Metro FM last
Thursday that he had given
Middendorp the mandate to win
the league title this season, or to
at least finish in third position.
Our fans must stop celebrating
mediocrity.
Players must go all out to win
matches. We must compete for the
league title this season.
If we cant win the league then
we must finish among the top
three teams in the league. But
then we must win silverware,
Tshabalala told millions of Metro
FM listeners.
Truth be told, Middendorp was
given a mandate he could never
achieve.
The Celtic-side lacks depth and
quality and does not look convinc-
ing at all. It remains to be seen
whether the German mentor will
finish this season at the helm.
Already speculation is rife that
he can be shown the door at any
moment.
So far this season, Middendorp
is finding the going tough with
his men having managed six out
of a possible 15 points (the club
has set him a target of ten points
in every five fixtures).
Another string of poor results
will heighten speculation about
his future.
Middendorp needs to focus on
tactics and winning games rather
than protesting the referees
decision (he is experienced
enough to know that the referees
decision is final), starting with
three points against Sundowns on
Sunday.
The Brazilians, meanwhile, have
had problems of their own,
drawing their opening fixture of
the season against Maritzburg
United. Their fans are baying for
coach Pitso Mosimanes blood.
However, the Tshwane-side is
bound to be psyched up for a
game in which they have always
held their own.
They will be looking to build on
their recent victory over Amazulu.
The best bet, frankly, is an
away win for Masandawana.
Sunday afternoon also sees
Moroka Swallows welcoming
Chippa United to the Dobsonville
Stadium at 15:00.
The Dube Birds, meanwhile,
badly need to start firing in front
of the goal after losing 3-0 to
Bidvest Wits a fortnight ago.

SOUTH AFRICA is confident of
