Section – A: Expression of Interest

A. Background

Formed in the year 1992, Navi Mumbai Municipal Corporation (NMMC) is a 21st

Century city developed by CIDCO with a population of around 15 Lakhs majorly

comprising of technology savvy citizen. NMMC area contains major IT and

Industrial hubs which acts as driving force for development and rapid urbanization.

NMMC consist of 8 administrative wards.(Belapur, Nerul, Turbhe, Vashi,

Koparkhairane, Ghansoli, Airoli and Digha) The objectives of the corporation is to

provide civic services to the citizens with a focus on monitor the implementation of

all the programs related to planning, maintaining the facility and development.

B. Purpose of this EOI

The purpose of this EOI is for the NMMC to understand service offerings of qualified firm

for the Supply, Installation, and configuration, Integration, Commissioning, Operations and

Maintenance of CCTV. NMMC is looking to engage a Master Service Integrator -

• Who has experience implementing city-wide ICT and surveillance system coupled with

using the said systems efficiently through data analytics

• Who brings strong technology experience in smart city implementation, integration and

operations through integrated and multi-agency coordination platform

• Who is capable of providing high quality installations of the project equipment

• Who is capable of maintaining and operating the complex smart city systems to

provide maximum decision making support and performance of the systems

• Who will strongly build capacity of various stakeholders for efficient operations and

management of the proposed solutions

This document is designed to provide interested firms with sufficient basic information to

submit proposals suggesting their capability, experience, approach and equipment

information, but is not intended to limit a proposal's content or exclude any relevant or

essential data apart from what is mentioned in the document. Bidders are at liberty and

are encouraged to expand upon the specifications to evidence superior understanding and

service capability.

Vision of the project is to implement holistic and integrated video surveillance system for

the above-mentioned wards of Navi Mumbai Municipal Corporation This system shall also

integrate with surveillance systems of different stakeholders with the objective of

enhancing safety and security in the city.

The Surveillance System envisaged is with an aim that this could be extended in future for

multiple facilities, can be collaborative and make citizen friendly city. Incidentally this

region is also a prime target for terrorist/criminal activities that can inflict damage to life

and property of the residents.

Project Mission

1. NMMC is growing at a rapid pace in terms of its residential population and

consequently its infrastructure and vehicular traffic

2. For implementation of its vision of Smart city, a unified network of security in

augmentation of its existing CCTV infrastructure is important

3. It is planned to use Multi Utility poles for

mounting of CCTV cameras

4. CCTVs enabled with real-time audio and

video analytics, ANPR (Automatic

Number Plate Recognition), facial

recognition will be integrated with state-

of-the art Command and Control,

Communications and Intelligence Center

(C4i)

5. Multi Utility poles will also be used to

mount Public Address System,

Emergency Panic Alarm Systems, Digital

Signage as part of NMMC‟s vision to

bring in utility systems for public

6. The above said infrastructure can be

used in future for other installations and

integration with other initiatives in future.

NMMC has multiple strategic locations owing to the rapid development in its

infrastructure. Some key locations for effective surveillance are as follows;

1. Major Infrastructure establishments need additional CCTVs for complete

monitoring

2. For effective monitoring capabilities, analytics needs to be enabled in CCTVs at

3. All major entry and exit points need to be coupled with ANPR capabilities to

effectively monitor vehicular traffic in and out of Navi Mumbai

4. For better management of municipal and security functions, vehicle tracking

system needs to be implemented for municipal and security vehicles

5. Utility Systems for Public such as Public Addressing System, Alarm and Call

Box and Digital Signage can better support disbursement of information and

manage any event, mishap

6. All the above said initiatives need to converge at a central Command and

Control Center to manage the entire area in an integrated manner.

Envisaged Outcomes;

1. Augmented number of CCTVs for Major Infrastructure establishments such as bus

stations and railway stations

2. Analytics enabled CCTVs to effectively monitor Outdoor Public Areas such as

APMC Market, Central Park and Shopping Malls. The analytics will include audio,

video and face recognition capabilities to proactively detect and alert agencies

towards any anomaly.

3. Command and Control Center will be required to monitor, manage, control,

analyze, and communicate to and fro, within and outside the network and respond

to daily scheduled activities and abrupt incidents.

4. ANPR (Automatic Number Plate Recognition) to check entry and exit of vehicles,

detect any rogue or marked vehicles for real time alerts at command center and

identification

5. Utility Systems for Public such as Public Addressing System, Panic Alarm and Call

Box and Digital Signage

C. Scope of Work

Scope of work includes survey, site preparation, supply, installation, testing, training, along

with Operations and maintenance of physical and IT Infrastructure for CCTV based

Surveillance System across the NMMC locations but not limited to the places mentioned in

the Annexure;

1. The Bidder to carry out the study along with technical survey of respective sites

identified for deployment of CCTV solution and submit detailed site survey reports.

2. The project includes surveillance of about 530 locations (approx. 1439 cameras)

across NMMC area. These locations would get covered through different types of

surveillance cameras including Fixed Box Camera, PTZ Cameras, ANPR and Thermal

Cameras.

3. The Bidder to prepare and submit the Solution Document and Network Architecture

including but not limited to the following components:

a. IP based CCTV Cameras

b. Active LAN network with Layer 2/Layer 3 switches

c. Optical fiber back bone

d. Video Management software with Display panels for 24x7 monitoring and

surveillance

e. Power Infrastructure with backup for solution proposed

4. The Bidder to set-up CCCR (Centralized Command and Control Room) with recording

and monitoring at NMMC Head Office, Belapur and providing feed and integration to

police command and control center.

5. The Bidder to install and commission requisite hardware, software, licenses etc. for

this project.

6. On-site warranty and Post warranty Maintenance and spare parts support of all

hardware, software, equipment, accessories, electrical wiring, internet bandwidth,

Software‟s AMC for five years as defined in this EOI.

7. As part of Facilities Management System (FMS) the Centralized Command and

Control Room to have dedicated man power, to be provided by the Bidder to

troubleshoot and solve issues/ problems. The FMS shall be supported by a centralized

helpdesk, to be located near the Centralized Command and Control Room. This

Helpdesk shall be the single point of contact for complaint management and resolution

for all the users of the surveillance system. This helpdesk shall be integrated with the

NMMC‟s Integrated Enterprise System.

8. Preparation and submission of incident response as per the requirement of NMMC and

operations and management of the entire system including its sub systems, customer

support and responsibility as per SLAs (Service Level Agreement).

D. Notice Inviting Expression of Interest

Sub: INVITES EXPRESSION OF INTEREST FOR THE SELECTION OF MASTER SYSTEM INTEGRATOR FOR SUPPLY, INSTALLATION, COMMISSIONING, OPERATIONS AND MAINTENANCE OF CCTV FOR NAVI MUMBAI CITY FOR A PERIOD OF 5 YEARS.

NMMC invites Expression of Interest only for the aforesaid Scope of Work. The responses

from applying vendors must be submitted online on or before last date and time of

submission as specified in „Schedule of Events‟ of this EOI document.

The NMMC invites the EOI from the Master System Integrators for CCTV Surveillance

Project.

1. NMMC intends to enter into a contract with a qualified firm for the Supply,

Installation, Integration, Commissioning, Operations and Maintenance of CCTV

Surveillance for Navi Mumbai city.

2. One hard copy of the EOI response document duly completed in all respects shall

be submitted separately as "Original Copy" as described further other than the

mandatory Online submission, and the same should reach NMMC on or before the

submission date at the following address:

3. The Vendor shall clearly state in the forwarding letter to be enclosed with the EOI

documents, the deviations from General Terms and Conditions, if any with cross

references. If no such letter is received, it shall be presumed that the firm submitting

EOI agrees entirely with the General Terms and Conditions.

6. Any conditional EOI response shall not be accepted and shall be rejected outright,

unless, the nature of condition(s) put forth by the Vendor is acceptable to NMMC.

7. The Vendors shall have to attach the documents in duplicate with the EOI as

mentioned in the checklist of the documents to be submitted with the EOI.

8. The prospective vendor shall not be under legal action for any corrupt or fraudulent

practices (blacklisted) by any Ministry/ Department of GoI/ State/ UT Government/

Government Organizations / Corporations / Undertakings etc.

9. Incomplete EOI shall be liable for rejection.

10. Acceptance of the EOI shall rest with the competent authority who reserves the

right to reject any or all EOIs without assigning any reason thereof.

11. Any modifications or additions in terms and conditions of this EOI is not

acceptable.

12. NMMC reserves the right to reject all or any of the EOIs who in the judgment of the

NMMC does not appear to be in its best interest and the Vendors shall have no

cause of action or claim against the NMMC or its officers, employees, successors

for assignees for rejection of its EOI. The Municipal Commissioner of Navi Mumbai

does not bind himself to accept any EOI.

13. EOI documents are not transferable.

14. The Vendors shall carefully read the eligibility criteria, furnish the details and satisfy

the same; otherwise the EOI shall be rejected without assigning any reason

thereof.

15. The prospective Vendors are required to check the NMMC tender portal for

Addendum, if any, before the due date of submission of the EOI response. Any

Vendor submitting the EOI without attaching the addendum if any, will be

disqualified.

16. EOI should be bound properly and with page no. and references on the front index

for evaluation purpose and this index page shall be duly signed by Vendor.

Unbound Loose pages / documents in EOI response shall not be entertained or

evaluated. If the response to this EOI Document is submitted without proper

binding, NMMC may outright reject the response at the time of opening.

E. Response to the Expression of Interest

NMMC will analyze the responses received towards this EOI to shortlist prospective

Implementation partners. During this period of shortlisting, detailed discussions will be held

with prospective vendors, to bring more clarity.

F. Pre-Qualification Criteria

Only Vendors meeting the Pre-Qualification Criteria (PQ) as described in Section - C may

respond to this Expression of Interest and will be considered for further evaluation.

G. Selection Process

The Technical Committee constituted by the NMMC shall evaluate the responses

received from the bidders.

Bidders shall be evaluated as per the Pre-qualification criteria mentioned in

Section-C of the EOI document.

The bidders who fulfil all the Pre-qualification criteria will qualify for further

Technical Presentation round. These qualified bidders proposing their solutions

would be called for presentation by the Technical Committee.

The Technical Committee shall evaluate the Pre-Qualification Criteria and

Technical Presentation and submit its recommendation to Hon‟ble Municipal

Commissioner whose decision shall be final and binding upon the bidders.

The Technical Committee reserves the right to accept or reject any or all bids

without giving any reasons thereof.

The bidder shall provide required supporting documents with respect to the

prequalification as per the criteria mentioned in Section-C and Formats mentioned

in this EOI.

The NMMC shall indicate to all the Bidders the results of the EOI evaluation

through a written communication. Only the qualified bidders will be allowed to

participate in the RFP process.

In case of consortium, all the members of consortium shall be jointly and severally

liable and responsible

Only the bidders who choose to participate in this EOI process shall be allowed to

submit their proposal at the time of RFP in the next stage.
