1. Project Overview This is a site specific project to be located on the Waikerie Silos, Ian Oliver Drive, Waikerie, South Australia. The Waikerie silo is owned by Viterra, who are supportive of the project. We are seeking up to three artists to paint a large scale mural/s on the Waikerie Silos which will cover the front of the silos (facing Ian Oliver Drive), as well as the back of the silos (facing the river). The mural/s will portray the project theme, which is Healthy River, Healthy Community. Nature Foundation SA is engaging Juddy Roller, Australia’s leading street art network, as co-managers of this project. The selected artist/s will enter into an agreement with Juddy Roller. Silo Dimensions

There are 2 blocks of 2 cells, total of 4 cells and 1 elevator tower.

Cells are 9.1m diametre and 30m tall.

Elevator Tower is 36m tall.

2. Project Inspiration

The Project is inspired by the importance of river flows that keep the Murray River healthy

more than 2000 kilometres from their source in the Great Dividing Range, nurturing regional

towns and ecosystems along the journey.

Towns like Waikerie and their communities depend on flows that bring life to forests and

floodplains, fish, frogs and waterbirds, and support lively tourism and horticultural industries.

Sustainable economies depend on healthy ecology.

Nature Foundation SA is a not-for-profit organisation which was established 38 years ago. During the millennium drought Nature Foundation SA worked with the local community near Waikerie to secure water for thirsty red-gum forests - this successful project resulted in the development of the Water For Nature Program which has since delivered over 11,000 megalitres of environmental water to around 80 sites in the SA River Murray wetlands and floodplains. A new water sharing arrangement for the Murray Darling Basin, the Murray Darling Basin Plan has created greater security for the river by recognising the importance of environmental water. Environmental Water refers to “water used to improve the health of our rivers, floodplains and wetlands.”

3. Proposed Process This is an open request for expressions of interest from experienced artists. Artists must provide all information listed under section ‘6. Application Proposal and Support Material’. The intention is that from the responses received, the Waikerie Silo Art Mural Working Group will shortlist the artist/s. The short listed artist/s will then be interviewed by Phone or Skype. The successful artist/s will be required to enter into a contract with Juddy Roller who is co-managing the project with Nature Foundation South Australia. 4. Concept The concept for the work should focus on the theme of Healthy River, Healthy Community. This needs to demonstrate due consideration of the Waikerie community’s history, industry ties and dependence on a healthy river. To gain a deeper understanding of what Healthy River, Healthy Community means, please see further detailed information in attachment 1:- Information to assist with understanding the project theme. 5. Project Objectives The intention is to develop a high quality large scale public artwork/mural on the Silos situated in the Waikerie community that will achieve the following objectives: a. Attract visitors to the town of Waikerie, and to the broader Riverland region. b. Be a stunning, thought provoking artwork that will be shared by viewers on social media.

c. The mural/s will promote the River Murray as one of the world’s most magnificent rivers.

d. People who see the mural will be moved to find out more about protecting the river, this

vital natural resource, and will be keen to learn more about how they might become

involved.

e. Promote a message that the health of the river is critical in underpinning communities:

economically, socially and environmentally.

f. Prompt viewers to learn more about Nature Foundation South Australia and their Water

for Nature program and the vital work delivering water to the river’s floodplain &

wetlands.

g. Teach viewers that a healthy river is critical in the production of our fabulous local food

and wine, which is readily available in our region, and encourage them to buy our local

produce.

h. Help people to develop a greater understanding about the importance of the Murray

Darling Basin Plan.

6. Application Proposal and Support Material

Stage 1. Your EOI submission must include:

The artist’s CV, no longer than three pages OR if working in a collective, a group CV, no longer than five pages in total.

Examples of previous works (maximum ten images, with appropriate captions).

A list of previous completed commissions that are relevant to this project.

A short description (max. 200 words) of how you would approach the artwork and the Healthy River Healthy Community theme.

Experience in working at heights and an elevated work platform (EWP) qualification or a willingness to obtain one.

Evidence of necessary insurance or willingness to obtain such.

The EOI is to be no more than ten pages (CV, examples of work, artist statement etc) in total, submitted electronically.

Note: you will be emailed a receipt of your EOI. If you do not receive an email to confirm that we have received your submission within several days of emailing it, please notify us by phoning Luka Webber on 0429 822 997. Stage 2. Short-listed applicants will be notified via phone and should be available for a phone or skype interview on Tuesday 4th of September. Stage 3. – Responsibilities of selected artists

The selected artist/s must visit the town of Waikerie, inspect the silos, talk to local people, and get a feel for the town and the local river environment prior to submitting their ‘Artist Impression’ of the artwork.

The Artist Impression of the artwork must include as best as possible a graphic representation of what the proposed final mural/artwork will look like on the silos.

The Artist Impression must be submitted to the Waikerie Silos Art Mural Working Group and Juddy Roller by close of business 24h September 2018. (see Section 8.f.)

The working group and/or Viterra will have the right to reject the design or request amendments they deem that it is not in keeping with the Healthy River Healthy Community theme, is offensive to part or all of the community, or not of a high quality standard.

If the design is rejected outright the working group has the right to return to the short-listed applicants and select another artist.

The selected artist/s will enter into a contract with Juddy Roller to complete the Waikerie Silos Art Mural.

The selected artist must work within the time frame allocated for the completion of the artwork (see Section 8). Page 4/10

The selected artist/s are to work collaboratively with relevant stakeholders including the working group, Viterra, Juddy Roller, other artists, and the media throughout the project and the various design development, installation and launch stages.

The selected artist/s will cooperate with filming of the installation of the artwork (time lapse and including film making which may include interviewing of the artist/s) and cooperate with contracted film makers.

The selected artist will attend the official opening of the mural (see timeline below).

7. Public Art Principles The development and implementation of public art projects and initiatives is guided by the following principles:

To develop projects that are of the highest level of creativity, artistic excellence, and innovation.

To inspire, challenge and stimulate audiences and the wider community.

To educate about the critical need for a healthy, working river.

To communicate the unique identity, spirit and heritage of Waikerie and the wider Riverland Area.

To recognise and promote the social and cultural diversity of the community.

To stimulate cultural tourism and the visitor economy.

To support projects that highlight the unique characteristics and fragile ecosystem of the local natural environment.

That all projects and programs are carried out in a fair and transparent manner, and in accordance with industry best practice.

To foster collaboration across all levels of government, community and non-government stakeholders and the business sector.

Nature Foundation SA, Viterra and the State Government Fund My Neighbourhood Program aim to contribute to Waikerie’s vibrancy and character with this innovative idea and concept to create an experience that is universally accessible to our community and visitors. Page 5/10

8. Submission Timeframe The Expressions of Interest (EOI) period opens Friday 3rd August 2018 and closes at 5pm on Friday 24th August 2018 (SA time). The indicative key dates for the process are outlined below. Please note these dates are subject to change, weather conditions and artist availability. Installation dates will be discussed with the successful artist/s and permission to access the site will only be granted once relevant agreements and approvals are signed by stakeholder parties and the artist/s. Note, total project, including launch must be completed by 28th February, 2019

9. Site The location of the artwork will be on the silos in Waikerie, which are situated in Ian Oliver Drive, Waikerie. With Waikerie being located just off the national Sturt Highway, the route experiences high traffic, and it is hoped that motorists will turn off the highway and into Waikerie to view the silos, resulting in great exposure for the community, the artwork and the artist/s.
