Expression of Interest for Campus Design

1. Introduction

1.1 Indian Institute of Management Kashipur would like to establish its permanent campus

at village Kundeshwari (on the erstwhile Escorts Farm Property) adjoining Kashipur in

Udham Singh Nagar district of in Uttarakhand, This is to be developed as a fully

residential, eco-friendly educational campus. For this purpose, IIM Kashipur intends to

appoint an innovative and visionary consulting organization to prepare the Campus

Master Plan and provide architectural and engineering design of various buildings

including but not limited to, the academic areas and administrative offices, the library,

faculty and staff housing, students’ hostels, ancillary buildings like stores, the campus

shopping center. The total design developed is expected to respond positively to the

environment, ecology, terrain, and available construction material while designing

built spaces which will provide excellent teaching and instructional ambience and

promote academic, social and analytical interaction at all levels.

1.2 The selection of the design team will be a multi- stage process. The first stage viz. the

Expression of Interest (EOI) will be reviewed by a committee of professionals and the

IIM Kashipur management. The short-listing criteria shall be both qualitative and

quantitative in nature.

The short-listed applicants will be given additional information related to the

requirements and invited to make a design presentation, which will be evaluated by a

multi-disciplinary committee and will eventually lead to the award. This document

pertains to the first stage i.e. the invitation for Expression of Interest. A brief outline of

the subsequent stages are also described in this document.

2. The Institute

2.1 Indian Institute of Management Kashipur (IIM Kashipur) is an autonomous Institute

established by the Government of India.

2.2 The Indian Institutes of Management (IIMs) were created by the Government

of India with the aim of identifying the brightest intellectual talent available in the

student community of India and training it in the best management techniques

available in the world, to ultimately create a pool of elite managers to manage and lead

the various sections of the Indian economy. The IIMs have played a leading role in the

nation's development of managerial manpower, application of modern management

techniques and carry out research in emerging areas. These Institutes are recognized as

premier management institutions, comparable to the best in the world for teaching,

research and interaction with industries. IIM Kashipur, which is among the youngest

of these institutions aims to set new benchmarks in management education by

delivering high quality education and building and disseminating knowledge which

will benefit directly the corporates while blazing new paths in managerial methods

and industrial governance.

3. Invitation for Expression of Interest

3.1 Expression of Interest (EOI) is invited from reputed Indian organizations or consortia

led by Indian organizations having proven professional capabilities in the preparation

of master plans of residential educational campus. The work also includes the detailed

design which includes architecture, structures, infrastructure, roads, utilities,

landscape, signage etc. and the preparation of cost estimates, bills of quantities and

tender documentation for execution of the work.

3.2 All applications are to be submitted in the specified format with additional

information to be given as required. Such an organization is hereinafter referred to as

"Applicant". Once the applications are received, they will be screened to prepare a

short list of applicants who may be invited to participate in the further stages of

selection.

4. The Design

4.1 The purpose of the design is to provide a stimulating environment for academic

pursuit and social interaction. Maintaining an eco-balance and protecting the

environment are a matter of grave concern for humankind today. The design should

reflect this concern and respond to it in a fitting manner.

4.2 The design should keep in mind the climate, ecology, topography, soil and vegetation

of the site.

4.3 The campus layout and detail should promote pedestrian friendly movement and

provide for a lifestyle that is suitable to campus residents and promote maximum

interaction between the community members living on campus, specially interaction

between the students and the faculty.

4.4 The infrastructure, facilities and buildings should be functional and also have a built-in

flexibility to accommodate the foreseeable future technical advances in teaching

methods and information dissemination and also cater to the fact that all urban centers

in India are growing and whatever is a part of the outskirts and the suburbia of a center

will soon be enveloped by urban growth.

4.5 The overall design – the layout, planning of the campus and the individual buildings

should be done to draw a balance between the initial cost as well the cost of

maintenance and upkeep during its useful life span. The building materials proposed

as well the height and the orientation of the buildings should reflect this. The

local/regional and vernacular techniques, material, and processes for sustainable

design have to be a part of the design vocabulary.

All proposed designs have to be in accordance with the prevailing building

regulations and bye laws.

5. The site: Physical Attributes

5.1 The campus is located on the outskirts of Kashipur. It may be noted that Kashipur is

today among the mostly densely industrialized part of northern India and measures

about 78 hectares (192 acres). The terrain is flat, with most of it at the level of the

district road adjoining it and which is now a designated National Highway. About 6.5

hectares (17 acres) of the total land lies across this road. The soil consists of good loose

clayey silt. The water table is believed close to the surface and there are a large number

of full grown trees on the land

5.2 The area has been used for farming and agriculture and is without any existing

construction.

5.3 This document contains the land survey plan with contours at 0.50m height intervals as

Annexure 12.

6. The Campus: Some Qualitative Requirements

6.1 It is desired that the campus planning, the roads, the zoning, and the physical attributes

of the buildings be conducive to intense academic activity as well as encourage social

interaction among the residents at all levels.

6.2 It is desired to have a campus which will progressively use less conventional energy and

use more and more of renewable energy as well as recycle more and more until an

optimum level is reached. It is envisaged to achieve this target in 8 years.

6.3 The design of the individual buildings should take into account the local climatic

conditions and materials and should be in harmony with them. While the classrooms,

the library and other academic buildings should be designed to be equipped with state-

of-the art systems, they should be bright, well ventilated and well lit and usable with a

minimum of artificial lighting and forced cooling and ventilation.

7. The Campus: Design Requirements:

7.1 The present design requirements include planning for self-contained habitation for a

population consisting of:

1200 students of the 2 year Post Graduate Programme (PGP)

100 students of the Fellowship Programme

150 participants of the executive development programme and short term courses

100 full time faculty members

20 visiting faculty members

120 non academic staff

50 research assistants

All students are to have single seater hostel accommodation. A full-fledged mess

facility is required to cater to the student population.

7.2 The academic building requirements include

12 classrooms, each with a seating capacity of 80 students

8 classrooms, each with a seating capacity of 40 students

10 seminar rooms, each with a seating capacity of 30 students

600 seater auditorium

Space for research assistants

Director’s office suites with conference rooms

The design is to include not only the layout of the buildings and their facilities but also

the associated infrastructure like the road network, utilities, water supply, drainage

system, landscape signage, rain water harvesting and solid waste management system

All requirements given in this document are tentative. In case, the requirements

are modified by the Government, fulfilling them will be binding upon the agency

entrusted with this project.

7.3 These requirements also need suitable support facilities like the computer center, stores,

utility buildings, maintenance stores etc. In addition, the campus will also require a

‘market’ place for shops, bank, ATM kiosks, restaurant, a post office, pharmacy, and

other such amenities required for a generally self-contained campus life.

7.4 It is desired to utilize the land required for above purposes judiciously and allocate

sensibly the remaining for future development and growth. At present, IIM Kashipur

believes the requirements can be met by using about 38 hectares (93 acres) of the total

available area.

The rest is to be kept vacant, open for:

intense greening,

generating and developing rain water channels which will initiate the ground water

recharge efforts in this area,

construction of check dams, and

kept reserved for future growth and development of the campus as the needs

change.

8. Primary Eligibility Criteria:

8.1 The applicant may be a firm, a joint venture or a consortium. In case of joint venture

or a consortium, the applicant must submit a document signed by all the members of

the participating organizations stating the name of the lead member.

8.2 The applicant must be a profit making organization with a gross annual turnover of at

least Rs.1 crore per year for the last three years at least. In case of a joint venture or a

consortium, the lead member alone will have to meet this condition. For the purpose

of this EOI, ‘turnover’ shall mean consultancy fee received during the year.

8.3 The applicant must be registered in India as required by law with minimum five years

of continuous operation up to the date of publication of this EOI.

8.4 The applicant must have, in the past 5 years designed preferably one academic/

research and development campus or a multipurpose campus with a total built up area

of 30000 sq.m. or more, or two such campuses of built up area of 20000 sq. m. each

or more. If such a project is yet under execution, the applicant will have to provide all

the relevant details of the current status of the project.

8.5 The applicant shall be ineligible to submit a proposal, if the organization or in case of

a consortium or joint venture, any of its constituents has been barred or blacklisted by

any Central and/or State Government in India.

8.6 The applicant, should not have, during the last five years, either failed to perform on

any agreement, or been expelled from any project or agreement or have any agreement

terminated for breach by the applicant.

8.6 In case the application is made by/on behalf of a consortium/ joint venture, details of

the work carried out by the consortium/JV, works carried out by the lead member and

works carried out by other members shall be clearly mentioned in the application.

8.8 Persons who are individually or institutionally in any manner involved with the

selection/ screening process of the EOI, and employees of IIM Kashipur are ineligible

for applying

8.9 This is essentially an architectural design. The lead architect of the applicant

organization must be registered with the Council of Architecture. In case of foreign

applicants, the lead architect of the parent organization must be registered with the

statutory organization of the country and have an Indian partner who is registered with

the Council of Architecture

9. Application: Documents and Procedures

9.1 The applicant shall bear all costs related to the preparation and submission of this EOI.

IIM Kashipur shall in no case be liable or responsible for these costs regardless of the

conduct and outcome of the selection process.

9.2 In the case of the short listed applicants who are asked to make further presentations

of design, each applicant shall be paid an honorarium to defray the cost of the

presentation to be made. This amount shall be deducted from the total fee payable to

the selected applicant who is awarded the job. The amount will be communicated in

due course.

9.3 The document formally asking for a Request for Proposal (RFP) shall be issued later

by IIM Kashipur to the short listed applicants. The contents of the RFP shall take

precedence over the brief requirements stated elsewhere in this document.

9.4 Applications received will not be acknowledged. However, the applicants shall be

informed of the status of their application once the short list is prepared. No separate

correspondence shall be entertained in this respect.

9.5 Incorrect, incomplete, inadequate information may lead to rejection of the application.

Canvassing in any form may lead to summary rejection of application.

9.6 Applicants shall submit self-attested copies of certificates, work orders, appointment

letters, work orders, agreements, references etc. as proof of eligibility.

9.7 All documents, drawings, maps and other information provided by IIM Kashipur for the

EOI shall continue to remain a property of IIM Kashipur. All information and

documents submitted as part of the EOI application shall become a property of IIM

Kashipur.

9.8 IIM Kashipur reserves the right to reject any application without assigning any reason.

IIM Kashipur also will not provide any explanation to the applicants related to the short

listing and selection process. The decision of IIM Kashipur in this respect shall be final

and binding on all applicants.

9.9 All applicants are requested to note that in the event of the project being awarded to

them, they will be obliged to use the services of the associates and design offices

(structures, utilities, landscape designers etc.) mentioned in the application only. Failure

to do so may invite disqualification.

9.10 Applicants may submit their applications with all relevant enclosures in the prescribed

format in sealed cover clearly marked "Expression of Interest for IIM Kashipur

Campus Design", so as to reach the Director IIM Kashipur, on or before 1700 hours
