EXPRESSION OF INTEREST

Pakistan Post office Department invites Expression of Interest (EOI) from Eligible Companies for the installation of rooftop and on ground solar photovoltaic energy systems at its various locations all across Pakistan on Profit Sharing Basis. 1- Pakistan Post Office Department will Offer its Buildings/Lands/Vacant areas etc for

installation of Solar Power Panels and related equipment and facilitate the Functioning and The Company will bear the cost of Equipment, Installation and its operations. The revenue produced by surplus power( after meeting the needs of Pakistan Post office department ) will be sold by the company and profit will be shared by both parties.

2- Interested Parties / Vendors who meet the prequalification criteria may furnish their EOI

with all the necessary documents as mentioned in the terms and conditions, scope of work, pre-qualification criteria including Proposal in a sealed cover along with the covering letter duly signed by an authorized signatory

3- The Prequalification Documents and Form for Submission can be downloaded from

Pakpost website: www.pakpost.gov.pk, PPRA website: https://www.ppra.org.pk or from address given below w.e.f 02-02-2020 from 0900 to 1700 hrs on production of Bank Draft/Pay Order/Demand draft in favor of Director General Pakistan Post ororiginal Receipt ACG-67 of Rs.5,000/- (non-refundable) which can be obtained by depositing Rs.5,000/- at any Post Office. Downloaded forms can be submitted with the original Receipt ACG-67 of Rs.5,000/-).

4- Completed forms along with all required supporting documents must be submitted by 20 February 2020 before 1200 hrs on the address mentioned below.

5- The Department reserves the right to accept or reject any or all or part of prequalification documents under PEPRA Rules.

DISCLAIMER

The PPOD intends to install on ground/ rooftop solar photovoltaic (PV) energy system to

attain highest feasible levels of clean energy while maximizing savings for the organization

and generate revenue with partnership of private sector. PPOD intends to select well-

established, experienced and innovative companies for the installation of on ground/

rooftop solar photovoltaic (PV) energy systems on the existing corporate office

building/Post Offices/Vacant Plots/open spaces within departmental premises all across te

Pakistan as attached list. This document has been prepared on the basis of available

information in PPOD and other publicly available documents which PPOD believes to be

reliable. The sole objective of this document (the Expression of Interest) is to solicit

response from interested parties for taking part in the future process leading to selection of

Partners to set up small solar plant. PPOD reserves the right to discontinue with the

selection process without assigning any reason thereof.

Expression of Interest

About PPOD:

The Pakistan Post Office Department Is among the biggest organizations owned by

government of Pakistan with its presence in 12000 locations across Pakistan with 3500

centers.

Purpose of this EOI

Under the Public Private Partnership, Pakistan Post Office Department is embarking on innovative projects to be setup at its Various locations in Pakistan so as to enhance profitability of the department as well as saving of its expenses. Individual or Group of Foreigner / Local companies having technical and financial strength are invited to participate in these ventures in which the Pakistan Post Office Department will participate to an extent of Locations Provider for the Project and the Cost of machinery/equipment/installation/functioning/operations will be the contribution of the participant. PPOD is in the process of selecting well-established, experienced and innovative companies

for the installation solar photovoltaic (PV) energy systems on the existing office

building,/Post Offices/Vacant Plots/open spaces within departmental premises all across the

Pakistan through competitive bidding process. The objective of this document is to solicit

Proposal from interested parties of Service providers, who satisfy the eligibility criteria set

out in this document, who offer Install, maintenance and operation services for the

installation solar photovoltaic (PV) energy systems on the existing office building, /Post

Offices/Vacant Plots/open spaces within departmental premises all across the Pakistan

Based on the evaluation of EOI received, interested parties found acceptable by PPOD based

on the technical and commercial selection criteria set out, will be short-listed to participate

in the subsequent bidding process.

It is expected that only Companies having proven experience in design, build, operation and

maintenance of solar PV installation projects and must have executed solar PV power plant

projects will respond to this Expression of Interest notice.

The Scope of Work

The objective is to provide Grid Tied solar photo voltaic power plant with a view to attain

highest feasible levels of clean energy while maximizing savings for the organization and

generation of revenue divided between the company and PPOD on mutual agreed formula

Scope of services:

a) Site survey, technical feasibility, regulatory & policy assessment

b) Securing all planning permits and approvals, from all local authorities as applicable;

c) Providing all necessary labor, material, services, tools, plant and equipment for the

works.

d) Offer a range of viable project delivery options, including by but not limited to

design, construct and maintain the power plant to the best of its performance during

the life time of the system.

e) A financial model of partnership for the said project

Project Time period /Life Span:

Companies furnishing this EOI are required to provide the following

a) Time required for Preliminary Planning

b) Time Required to Establish the Project ( any/all civil / mechanical/ Electrical works

c) Total life span of the Project Included but not limited to

I. Guarantee/warranty of the equipment

II. Time of Joint business/Operations with Pakistan Post Office Department for

generating its invested and profited capital.

III. Life Span for which Pakistan Post can use these setups for revenue generations after

completion of joint working period.
