Dept Sent To: Commissioner Dist 2 Message: Mr. Sheldon, I just read of your interest in cleaning up derelict properties and can't think of a better place to start than that old former nursing home sitting about 3 miles South of Shelton on Hwy 101. It now has a high fence around it, but there are boats, motor homes, trailers and tons of other items around outside of the building, and still partially visible over the fence, or through the gate. I just have to wonder if it is being operated as a motel. As a former nursing home, there should be a kitchen there, but I wonder how many other means of cooking there are inside. When I was on the solid waste advisory committee, we had one member who was a county employee, and it was her job to correct situations like that. She also looked at homes with many old cars parked around them. I hope you can get someone on this project. It's worthwhile.

Monday, September 28, 2015
Closed Session - RCW 42.30.140 (4) Labor Discussion Commissioners Neatherlin, Jeffreys and Sheldon met in Closed Session with Bill Kenny and Frank Pinter from 9:00 a.m. to 9:45 a.m. for labor discussion.
Department of Community Development - Barbara Adkins Commissioners Neatherlin, Jeffreys and Sheldon were in attendance. The Board approved moving forward the news release for the Historic Preservation Commission and approval to add the Twin Firs Cemetery to the Mason County Historic RegistTy. Discussion of membership for the Joint Citizen Advisory Committee for the Allyn and Belfair Urban Growth Areas for 2016 Comprehensive Plan Update. The Board would like to conduct interviews. Limit ofrecreational marijuana retailers was brought up. A briefing will be scheduled. Cmmr. Jeffreys would also like to discuss medical marijuana regulations.
Commissioner Sheldon excused himself for a conference call.
State Auditor Office Exit Conference Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was abse;it. April Taylor, SAO, provided information on the SAO Exit Conference for the 2013 financials and accountability audit and 2014 financials single audit report. Review of the 2013 finding on the original financial statements (has been corrected); 2nd fmding on the Roads Department revaluation of infrastructure (was identified and corrected by staff); exit item on jail remodel project. Commissioner Sheldon joined the briefing. Belfair Sewer is part of the accountability audit and that will be reported on at a later date .

Support Services - Bill Kenny Commissioners Neatherlin, Jeffreys and Sheldon were in attendance. Frank provided a response to State Auditor Audit for the Board's review . Frank then reviewed the August Financial Statements, the Preliminary 2016 Budget Requests, the Current Expense Ending Fund Balance and the2016 budget workshop schedule. The Commissioners are good with closing the Timber contract. The Murphy con1rnct is fulfilled . Cmmr. Neatherlin will sign the authorization form for the Verizon tower placement inquiry .
Public Works - Brian Matthews & Melissa McFadden Utilities & Waste Management - Brian Matthews/Erilrn Schwender Commissioners Neatherlin, Jeffreys and Sheldon were in attendance. Service agreement with Thurston County for communication system and equipment or vehicle mechanical repair work approved for Public Works to sign. Discussion of the litter grant program and Ecology's Coordinated Prevention Grants (CPG). Three issues identified: Disposal of debris and garbage collected by the Sheriffs inmate crews for March 2015 to August 2015 is $4,586.73 and unpaid; road side abandoned vehicles and large objects are continually disputed regarding who is responsible for their removal and disposal; inmate crews are no longer responding to the roadside litter requests. The Board requested that the Sheriffs office pay the tipping fees.

Board of Mason County Commissioners' Briefing Meeting Minutes September 28, 2015
2:00 P.M. 2016 Budget Workshops Commissioners Neatherlin and Jeffreys were in attendance. C01mnissioner Sheldon joined the briefing at 2:15 p.m.
• Clerk - Clerk Ginger Brooks presented information on her 2016 budget request. The biggest increase is a request for two additional staff. Therapeutic Courts will pay for part of one clerk position. A part time position is for archiving and is paid by Auditor's O&M funds. The 2015 revenues were reviewed, there are some coding errors. Space issues were also discussed for either a relocation or reconfigure the existing office space.
• Coroner - Coroner Wes Stockwell explained he transferred some funds within his budget to cover anticipated costs in 2016. He is requesting a mass fatality response trailer at a projected cost of $6,000. His facility needs are currently being met. The total budget increase is about $10,000.
• WSU Extension - Director Justin Smith and Lisa De Wall presented their 2016 budget. In 2015 WSU hired Dr. Smith as the Director and officially launched the new Community ar:.d Economic Development (CED) Program. Their 2016 goals include establishing permanent fonding for a Water Resources educator. Discussion of the 4-H program (WSU pays the staff benefits). They are working on building their relationship with the Conservation District. The Voluntary Stewardship Program was discussed and Justin stated they are willing to support the Conservation District in this effort. Their budget request is $8,000 less than 2015 but the revenues are also significantly less.
• WSU Extension Noxious Weeds budget was reviewed. The request is for an additional $22,967.

4:00 P.M. Superior Court Commissioners Neatherlin, Jeffreys and Sheldon were in attendance.
• Law Library was reviewed. Judge Sheldon explained the law library is required by law and is free to the judges of the state, to state and county officials and to members of the bar. Based on the County's population, there is no requirement to maintain a public law library; however they are going to open it to the public on a trial basis to see how it works. They currently contract for three users with WestLaw. Their budget request is $4,606 less for 2016.
• Therapeutic Courts were next reviewed. Court Commission Sauerlender provided the information. There are three courts - Adult Felony Drug Court, Family Recovery Court and Veterans Court. Mental Health Court is in development and Juvenile Drug/Mental Health is under consideration. There is jail time saved due to these programs. The Program Coordinator and Office Manager have been combined into one FTE position. Cmmr. Jeffreys pointed out there are additional costs for Therapeutic Courts in Prosecuting Attorney's office and Probation Services. The total cost is about $332,000.
• Superior Court budget was then reviewed. They are requesting a reclassification of the Superior Court Administrator, an increase to the Court Commissioner hours, and an increase to the hourly rate for bailiffs from $10 to $15 per hour. The Becca funds were explained and they are changing how it is shared between the affected departments. The services costs were reviewed which includes interpreter costs, GR 33/ADA attorneys andjury fees. They are proposing several increases to these rates and the Commissioners would need to approve these increases. There was discussion of the cost to furnish the courtroom in Building 6. Cmmr. Sheldon left the workshop at 5:02 p.m.
• Family Law Facilitator budget was quickly reviewed. Robyn noted that the miscellaneous Comi Commissioner hours would be impacted if the Comi Commissioner hours were not increased and would result in a need to increase the miscellaneous Court Commissioner by $10,000 to $15,000. Court calendars and cases filed were reviewed.
• Use of mental health dollars were discussed, the importance of early intervention and the longterm benefits of individuals receiving treatment.
• Benefits of pre-trial services were also discussed and the Commissioners asked for a cost estimate for these services.

1. Chair Neatherlin called the meeting to order at 8:35 a.m.

4. Economic Development Administration i6 Innovation Grant - Washington Network for Innovation in Seaweed Production for Food, Health and Energy proposed by Washington State University. Staff: Justin Smith, WSU Extension
Justin Smith explained the initiative. It is a proposal to promote and service the . entire state with respect to food, energy and health. He explained the strategic
model for building out productive capacity and to connect new seaweed related product development. Mr. Smith added that this has positive impact on the environment as it pulls carbon out of atmosphere. He said this is an exciting opportunity for Mason County and they need to choose a facility to start.
Cmmr. Jeffreys asked how he will recruit the team to go to investors.
Mr. Smith explained his strategies and stated that there would be a generalized recruitment as well as an application process.
Cmmr. Sheldon asked what a seaweed hatchery looks like.
Mr. Smith explained the cultivation process and the options for growing and stated they could provide a premium product. He said there will be opportunities to build and interface and so far everyone seems supportive.
The Board thanked Mr. Smith for his interest and hard work on this.
Cmmr. Jeffreys confirmed that financial does include the utilities.

WHEREAS in 1992 the Mason County Board of Commissioners entered into a memorandum of
agreement with the Skokomish Indian Tribe, Squaxin Indian Tribe and the City of Shelton to form the
Criminal Justice Working Team, and
WHEREAS in 1992 the Mason County Board of Commissioners adopted Resolution 62A-92, formally
recognizing the Criminal Justice Working Team as Mason County's Community Corrections Board,
pursuant to RCW 72.09.300, and
WHEREAS the 2007 Washington State Legislature amended RCW 72.09.300 and 2007 c 483 s 108
amending the duties of the local law and justice councils formed pursuant to RCW 72.09.300, and
WHEREAS Mason County Board of Commissioners finds through a coordinated, comprehensive, multi
disciplinary approach, Mason County law and justice professionals can reduce crime and enhance safety
for Mason County citizens.
NOW THEREFORE, BE IT RESOLVED by the Mason County Board of Commissioners that Resolution NO.
62A-92 be revised.
BE IT FURTHER RESOLVED the Criminal Justice Working Team be re-affirmed and established as the
Mason County local law and justice council pursuant to RCW 72.09.300 and organized as follows:
Purpose. Pursuant to By-Laws adopted May, 2012, The Criminal Justice Working Team represents the
agencies and institutions responsible for the administration of the criminal justice systems in Mason
County. The members identify issues, questions and concerns, develop consensus on funding priorities
within the criminal justice system, act as a clearing house for criminal justice information, advise political
decision makers on criminal justice matters, and strive to keep the public informed. These activities will
be aligned with the Vision and Mission statements and implementing Strategies as adopted by the
Criminal Justice Working Team. The purpose of the Criminal Justice Working Team is to ensure that the
criminal justice system in Mason County runs as efficiently, effectively and openly as possible.
Membership. Membership of the Criminal Justice Working Team shall include the following, or their
representative:
Mason County Sheriff Mason County Prosecutor Mason County Public Defender City of Shelton Police Chief Squaxin Tribe Police Chief Skokomish Tribe Police Chief

ITEM: Call for Bids: 2016 Paint Striping
Background: The 2016 striping service provider will perform all striping for our maintenance program.
Our striping program consists of approximately 380 miles of roads. We normally paint approximately half the mileage in mid-June, weather permitting, and the remainder in late-August following the completion of our chipseal program. Striping has normally required two weeks in June and a week in August.
Recommended Action: Recommend the Board of Commissioners authorize Public Works to advertise, set bid date/time, award contract and allow the Chair to sign all pertinent documents for routine Paint Striping for 2016. The contract award will be announced during a regular meeting of the Board of County Commissioners.

ITEM: Call for Bids for Asphaltic Materials
EXECUTIVE SUMMARY: The purpose of the call for bids is to solicit bids for the procurement of road maintenance materials use by Mason County Public Works. The annual purchases of these materials are expected to exceed $25,000; therefore a formal competitive bidding is required.
As per RCW 36.32.256, the county reserves the right to award the bid to more than one vendor, per item, when hauling distance is a factor. Mason County does not guarantee a minimum purchase of these materials. Pricing will be fixed for this time period.
RECOMMENDED OR REQUESTED ACTION: Recommend the Board authorize Public Works/ER&R to advertise, set bid opening date/time, award and allow Chair to sign all pertinent documents for the Asphaltic Materials for 2016 calendar year. APPROVAL OF SALE OF SURPLUS PROPERTY
WHEREAS, Mason County owns the real property parcel #22005-55-00009, 91 E Willchar Blvd, Shelton, WA that was declared surplus by Resolution No. 71-14 at a public hearing on December 9, 2014; and
WHEREAS, the Board of County Commissioners, upon the recommendation of the Property Manager, has determined that the property is surplus to the needs of the County; and
WHEREAS, Mason County has received an offer to purchase the property in the amount of $28,650 from Paul Sharp and a public hearing was held on October 13, 2015 to consider the offer;
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Mason County Board of County Commissioners that the property described above (parcel #22005-55-00009) is approved to be sold at the price of $28,650 to Paul Sharp; and
BE IT FURTHER RESOLVED, that the proceeds of the sale of said property are to be dedicated first to any delinquent property tax obligations and related penalties, expenses and assessments; and next to reimbursement of the Property Management expenses; and finally to the Current Expense Fund; and
BE IT FURTHER RESOLVED, that the Chair of the Commission is authorized to sign the related closing documents and initiate payment of real estate agent's commission fee of sale price.
