G.S.R.1228(E).—In exercise of powers conferred by section 5 read with clause (a) of sub-section (2)

of section 22 of the Central Industrial Security Force Act, 1968 (50 of 1968), and in supersession of Central

Industrial Security Force, Para Medical Staff (Combatised) Recruitment Rules 2005, except as respects things

done or omitted to be done before such supersession, the Central Government hereby makes the following

rules regulating the method of recruitment for the posts of Assistant Sub-Inspector(Pharmacist), Assistant

Sub-Inspector(X-Ray Tech), Assistant Sub Inspector(Laboratory Technician), Head Constable (Veterinary),

Constable(Nursing Assistant / Dresser) and Constable (Ward Boy / Girl / Ayah) (Para Medical Staff) in the

Central Industrial Security Force, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs,

Central Industrial Security Force, Para Medical Staff (Combatised), Group ‘C’ Posts Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix.—The number of said posts, their

classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification, etc.—The method of recruitment, age-limit,

qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the

said Schedule.

4. Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

5. Medical Standards.—(1) The person who seeks appointment under these rules shall fulfil the

SHAPE-I medical standards.

(2) For the purposes of sub-rule (1), “SHAPE-I” shall mean the medical category which shall be

governed by the executive instructions issued from time to time by the Ministry of Home Affairs or Forces

concerned, that is, S – Psychiatric problems, H – Hearing (Ear diseases), A – Appendages pertains to the

problems of upper or lower limbs, that is, arms and legs, P - Factor is related to other disease like

Hypertension (High Blood Pressure), Cardiac disease (Heart Diseases), Diabetes (High Sugar), Obesity (being

Fat – overweight), Cancer, etc. and E – Eye sight or Eye diseases.

6. Ineligibility of aliens.—No person, who is not a citizen of India shall, except with the prior

permission of the Central Government in writing, be appointed under these rules:

Provided that nothing contained in this rule shall apply to the appointment or employment of a subject

of Nepal or Bhutan in the Force.

7. Superannuation.—(1) Every person appointed under these rules shall retire from service on

the afternoon of the last day of month in which such person attains the age of sixty years.

Provided that the person whose date of birth is the first day of a month shall retire from service on the

afternoon of the last day of the preceding month on attaining the age of superannuation.

(2) No person shall be granted extension in service beyond the specified age of retirement on

superannuation.

8. Powers to Relax.—Where the Central Government is of the opinion that it is necessary or

expedient so to do, it may, by order and for reason to be recorded in writing, relax any of the provisions of

these rules with respect to any class or category of persons.

9. Savings.—Nothing in these rules shall affect reservations, relaxation of age-limit and other

concessions required to be provided for the candidates belonging to the Scheduled Castes, the Scheduled

Tribes, the Other Backward classes, Ex-servicemen and other special categories of persons in accordance with

the orders issued by the Central Government from time to time in this regard.

eyes. They must be in good mental and bodily health and free from any physical defect likely

to interfere with the efficient performance of duties.

(4) Must qualify the physical efficiency tests.

(a) Ex-servicemen / Re-employment :

Retired or released Army personnel who have held the substantive rank of Head Constable

(Vet) or equivalent rank in the Navy / Air Force (Those holding equivalent honorary ranks will

not be eligible).

They should fulfill the following requirements, namely:-

(a) Educational Qualification :

(i) Ex-servicemen who is 10 + 2 or has obtained the equivalent Indian Army Special Certificate

of Education or corresponding certificate in the Navy / Air Force and has put in not less than

15 years of service as on closing date with Armed Forces of the Union shall be considered

eligible for appointment to the posts being advertised. Those Ex-servicemen who are not 10+2

or have not completed 15 years of service as on the last date for receipt of applications are not

eligible.

(ii) Diploma in Para Veterinary Course from recognized institution of Central Government or

State Government or Army University of Pune.

(b) Medical Standard:

(i) Should possess medical category SHAPE –I and equivalent to that prescribed for Ex-

Military personnel.

(ii) Visual Standard(age at entry 35-55 Years)

iii. +3 DS 51 - 60 years & above

(e) Break in Service: Not more than three (3) years.

(f) Relaxation for ex-servicemen shall be as per the instructions issued by the Central

Government from time to time.

Note: Only those personnel shall be eligible for consideration for appointment on re-

employment who have actually released or retired on the date of advertisement of the

vacancies.

(i) Deputation or Absorption:

Persons holding analogous posts under the Central Government or State

Government Departments or Office or Establishment having three years regular

service in the said post. (Period of deputation including the period of deputation

in another Ex-cadre post held immediately preceding this appointment in the

same or some other organization or department of Central Government shall

ordinarily not to exceed three years). The maximum age limit for deputation

shall not be exceeding 56 years on the closing date of receipt of application.

(ii) Conversion:- From amongst Constable/General Duty and Constable

/Tradesman of CISF with five years in the grade and have undergone:-

(i) Basic Condensed Course organized by Central Armed Police Forces or by

other recognized institutes /organization.

(ii) Passed Para Veterinary Course or Diploma or Certificate of minimum 01

year duration related to Veterinary Therapeutic / Livestock Management from a

Government recognized institute.
