Thin blue line

In various police literatures “the thin blue line” is described the distance between the police officers and the citizens for which they serve. The saying “thin blue line” can be also interpreted as a dangerous threat of the criminality against community – citizens, so the police lie somehow between the threats and citizens. Does this thin blue line also exists to the Kosovo Police and how can be decoded or interpreted the part “thin”, it remains to be seen and evaluated..Of course that this is associated with the reforms that are currently at the Kosovo Police. Any change at the institutions, is also followed with the challenges that are considered as normal by other police experiences. The new approach, new methodology of work or the embrace of the policing philosophy in community by the Kosovo Police also includes the organizational changes, police protection from political interferences, professional increase of police, legislation improvement, restructuring of police to increase responsibility and effectiveness, application of advancing in positions according to professional achieves, reforming of the training system and advancing of external supervision, mechanisms of internal control etc.. The concept of community policing philosophy is designed in order to build trust between the police and public through the communication and joint working in identifying, prevention and solving community problems. There were many thoughts about the changing process in institution even from the various non-governmental organizations but also by the KP officers itself within the organization. It should be noted that changes in addition to the maximal commitments by the entire personnel of an institution is often associated with the time factor, and this factor will be hung or balanced with our concrete engagement level in implementing of strategies already approved for the policing philosophy in community.. The strategy and action plan will help the Kosovo Police to implement this philosophy into all fields, starting from the traffic safety up to the combat of organized crime.This will affect in strengthening of the police partnership with citizens, and when this process is achieved, we hope that the “thin blue line” will not exist anymore, even if it did exist, it would remain so thin that could be seen only with scrutiny.

At the Kosovo Academy for Pub-lic Safety (KAPS) was held the seminar for the Twining Project,

which has to deal with education im-provement in the security section and public order.Representatives of the institutions of the Republic of Kosovo as well as rep-resentatives of the international institu-tions, who were present in this seminar, appreciated highly this project, saying

that the Academy is an example for in-creasing of higher education level in the public safety field.Deputy prime Minister of Kosovo, Hajre-din Kuçi, on behalf of the Government of Kosovo congratulated the Academy and the European Committee for the work that has to deal with capacity building in education of security field.“The Government of Kosovo is well com-mitted in capacity building for law and

order, to increase human capacities and as an example for this is the Academy, and the government idea is to support the Academy in achieving this vision” said Kuçi.He said that the Academy is the only institution in Kosovo that meets the conditions for higher education in pub-lic safety field by emphasizing that the Government supports this project and accreditation of Kosovo Academy for Public Safety, considering that Kosovo has capacity to build an Academy with international standards. The Minister of Internal Affairs, Bajram Rexhepi also said that the Kosovo Acad-emy for Public Safety is a model of op-eration and its mandate, in terms of rule of law and order.Minister Rexhepi who praised the twin-ing project said that the Academy is one of the most important institutions in country. In this case he thanked the

European Committee and the State of Finland and Estonian that have initi-ated this project earlier and that they have addressed their experiences for these projects to KAPS. Minister rexhepi said that the Academy is going to be an example of trainings. He said that the Academy will have the fully support in accreditation process. While the General Director of Po-lice Academy for Public Safety, Ismail Smakiqi, talking about the twining proj-ect praised that this project is a better favor for KAPS.“Kosovo Academy for Public Safety was highly praised from regional countries and wider, due to its legal competencies, training and education of law enforcers, respectively the Academy is considered as the only national institution for training of law enforcers” said Smakiqi. He said that the twining project is a very important proj-ect while the Academy as he said is the

most suitable place to raise the educa-tion quality of law enforcers.Director Smakiqi said that the project in question makes the improvement of basic training, creates a new program in public safety field as well as developing of the curricula for higher education in bachelor level in accordance with the Bologna process.. From this project will benefit the po-lice officers, police inspectors, customs, Kosovo Correctional Service, social em-ployees, firefighters etc, in increasing of duties and responsibilities.. The Government of Kosovo supports the project that the Kosovo Academy for Public Safety to be accredited, in order to gain study projects “Bachelor” with the tendency to be transformed in a faculty of security services, by fully respecting the European framework of qualifications and criteria’s defined by the Bologna declaration.

In the Kosovo Academy for Public Safety (KAPS), ten week training “School of Police Staff and Com-

mand” has started, where 42 higher leaders from Kosovo and regional countries are participating.In the opening ceremony of this train-ing participated minister of Internal Af-fairs, Bajram Rexhepi, general director of KAPS, Ismail Smakiqi, General Direc-tor of Police, Shpend Maxhuni, head chief of Kosovo Police Inspectorate, Fitim Shishani, program manager of ICITAP in Kosovo, Darrel Hart and rep-resentative of the University of “North-western”.Minister of Internal Affairs, Bajram Rex-hepi, said that joint training of police officers from the regional countries will enable intensification of cooperation with intention of securing of a quiet and safe environment and this training

should be a model of cooperation be-tween regional countries. Minister Rexhepi thanked ICITAP and american government for continuous support that is giving to Kosovo in all fields.While general director of KAPS, Ismail

Smakiqi, stated that holding this train-ing for the third time is a great privilege for the Academy. The regional dimen-sion of “International School” makes this ten week course incomparable, when it is known that is being held by Northwestern University, a leader of public safety in the world. “Holding this training makes the Academy more credible for the regional countries and its partners. This is a perspective step of partnerity with all similar academic in-stitutions in region and abroad”, stated director Smakiqi.Except senior representatives of Kosovo Police, also senior representatives from Albanian, Bosnia and Herzegovina, Croatia, Macedonia and Monte Negro police will participate in training. This training is organized by ICITAP, while eminent professors from Northewest University will be the lecturers.

Minister of External Affairs, Enver Hoxhaj and the Min-ister of Internal Affairs, Ba-

jram Rexhepi have signed an agree-ment through which is enabled sending of MIA liaison officers in Diplomatic Mission of the Republic of Kosovo, in various countries of the world.According to this agreement, the liaison officer of MIA in diplomatic missions will be sent with the aim to support the common fight against the orga-nized crime and other criminal-ity forms, to in-crease of the po-lice cooperation through the Re-public of Kosovo and other coun-tries, and as well as to increase the effectiveness of official informa-tion exchange with the aim to

prevent and combat the criminal-ity. Duties and responsibilities of the liaison officer are to support the common fight against the interna-tional trafficking with narcotics, ter-rorism, organized crime, trafficking with weapons, illegal emigration and money laundering, as well as to contribute in the cooperation of the police level between the Republic

of Kosovo and other countries. Selection of the liaison officers in diplomatic mission of the Repub-lic of Kosovo will be implemented through a procedure in accordance with the Legislation of MIA and MEA.Sending of the liaison officers of MIA in diplomatic mission is a very important step in strengthening of all cooperation forms of the Repub-lic of Kosovo with the authorities

of partner coun-tries. Specific co-operation in com-mon fight against all crime forms and the overall strengthening of the rule of law, is the main priority of the institutions of the Republic of Kosovo and coop-eration in this re-gard through the police attaches is expected to give important results at the future.

At the first view, when the termi-nology “Fear of crime” is read, there is an impression that we

are dealing with a term of psychologi-cal character, and as such it stands far of law enforcement bodies, but in fact, police activities in developed demo-cratic countries are directed through the reduction of crime trend and to-wards greater reduction of the fear of crime.Even in existing strategic documents of the Kosovo Police, in the strategy and action planning for the police in community, to the organizational transforming was stated that one of the aims of the policing in community is reduction of the fear of crime. In this part of the strategy was said that the “policing in community will provide police services through the focused approach toward the citizen, with the establishment of a partnership, with the aim of increasing resources of the

community in solving the problems to prevent the crime, to reduce the fear of crime, to identify the persons involved in criminal activities and by improving life quality of the community. When the crime happens, when a young is shot to death in a gang “fight”, when the old lady’s pension is robbed, a nurse is raped at the hospital parking, a house of minorities is vandalized, of course that society’s attention is fo-cused on the victims and losses of their material goods. In these concrete cases, the wounds, bruises, material goods can be seen, touched and counted. These are concrete signs of the criminal victimization.However, behind the concrete losses that the crime victims suffers, there is a different problem, more abstract – that of fear of crime.If it would be divided in certain phases, then the phase of fear to the crime vic-

tims is the consequence that lasts most-ly. For a raped victim, the consequence of fear of this crime lasts much more than physical consequences caused to the victims of the offence.. As stated by several authors who deals with this specific topic (Wesley Skogan) for the rest of us who are not victim-ized yet or haven’t been victims of di-rect crime, the fear of crime turns into a infectious agent that spread criminal victimization injuries also to us.. The fight between young gangs makes their parents lose the hopes and to be desperate of their future, robbery of el-ders makes them feel scare to the fre-quent public streets, etcIn this way, the fear of crime expends and spread the damage of criminal vic-timization.Of course that the fear of crime can not be seen only from this view or as total non-productive from the perspective of public safety. It urges the people to undertake a series of actions to be equipped with various equipments in order to prevent the criminality, such as: armored doors, safer systems of doors and windows closure, private alarm systems, dogs, guards, private security companies, etc. However, the society in general does not yet systematically collects any data for the fear of crime. There has been done some analysis in Kosovo mainly from the NGO organizations that has included researches and distribution of questionnaires to the citizens in order to extract any data that shows which category of the society are most affect-ed by the fear of crime. Such a research has been done for sev-eral years by the Safer World and Fo-rum of Citizens Initiative (FCI) search-ing security perceptions, community safety and wide spread of small and light weapons in Kosovo based on the collected notes throughout Kosovo with 1,153 interviewed and some discussions of focus groups. The re-port analyses the role of various fac-tors including incomes, age, ethnicity, gender and place which affect in safety perceptions and community safety.

This research of these organizations has highlighted that the perception related to community safety varies de-pending on the community and cer-tain groups of community. Perceptions on community safety are related to perceptions on the crime level. Wealth and location were important factors in determining the level of crime fear. Ac-cording to this research, the wealthiest interviewees were frightened that they or their family members may become a victim of crime, while some municipali-ties showed much lower levels of crime than the other municipalities. In this research conducted several years ago, Kosovo Serbians reported a higher and frequent level of crime in comparison to interviewees from other ethnical groups. Such researches may show a crime fear indicator in the Republic of Kosovo, even though at the near future such researches should have been made by the Kosovo Police itself. In other countries, meaningful re-searches have been done in this direc-tion, there were even made distinctions of crime fear. Wesley Skogan (Commu-nity Policing: A systemic approach pg. 86) divides contributing factors in five wide categories:• Current criminal victimization• Second hand information for criminal victimization delivered by social net-works or by other ways;• Various social disorders;• Environment charac-teristics;•Group con-flicts; Im-

portant implications of these results by scientific researches are that the fear of crime can be attacked by current strat-egies and not only those directly relat-ed to reducing criminal victimization or trend of criminality. According to this author, fear of crime may be reduced even if number of criminality trend or criminal victimization remain the same using the communication in social net-works to provide accurate and updated information for the risk of criminal vic-timization and trend of criminality, giv-ing constructive responses for the risk of crime, eliminating external marks of any social possible disorder etc.In this way, by constructively analyzing the fear of crime the level of victimiza-tion will be reduced. To understand better this possibility, there must be explored the consequences of fear in order to support the society for the way of facing with crime.Precisely, the philosophy concept of police activities in community is as-sociated with the saying “citizens not only should be safe, but they must feel safe”.

The Ministry of Internal Affairs in a ceremony has started the Month Against Traffick-

ing with Human Beings with the motto “Open your eyes, be careful!”.In this conference was praised the en-gagement of the institutions of Kosovo in prevention and combating of traf-ficking with human beings in the coun-try. Prime Minister Hashim Thaqi at the opening of the conference appealed for a special attention in combating of this phenomenon. At his speech he stressed that the Government of the Republic of Kosovo has shown its com-mitment in combating of trafficking with human beings and this is proved

in the listing of the state of Kosovo at the annual report of trafficking with human beings that is published by the American State Department. Kosovo in this report is listed in the same level with some states of European Union and NATO member countries.“Kosovo and its institutions remain committed to combat this negative phenomenon and to achieve even greater results. The Government of Ko-sovo will undertake all the necessary steps to reform the police, respective legislation and to strengthen law en-forcement in order to be much more prepared to response the challenges that arise in combating of negative

phenomena of the organized crime” stressed Prime Minister Thaqi.Deputy Minister of Internal Affairs, at the same time national Coordinator against trafficking, Sasha Rashiq said that the trafficking with human beings is a phenomenon of global character, of which Kosovo can not be avoided, and this is a present organized crime in the country which directly or indirectly affects in all Kosovo societies.“This form of the organized crime in most of the society affects to the chil-dren and women, who mostly are vic-tims of this serious crime which dehu-manizes and violates the elementary rights of humans and their dignity. This

campaign will have an intensive char-acter including institutions of the cen-tral and local level with a fully support of the international partners, and aims to achieve long-term effect in aware-ness and sensibilization of whole opin-ion” stressed Rashiq.While the American Ambassador in Kosovo, Tracey Jacobson stressed that the institutions of Kosovo and work-ing group that are involved in combat-ing of this phenomenon, have made great strides in improving the situation in combat against trafficking and we are proud in giving our contribution through the State Department and USAID.“All these years we have worked abreast in law enforcement institutions, with procurement and advisors for victims, for improvement of investigative tech-niques that are offered to the victims.

But there is still work to be done, effec-tive investigations by the police and care improvement for the victims does not have any sense if the offenders are not prosecuted and punished” said Ja-cobson. The fight against trafficking with hu-man beings is one of the priorities of the EU agenda for Kosovo. This was stressed by the chief of EU office in Ko-sovo, Samuel Zhbogar who noted that the trafficking with human beings is a kind of modern slavery where most af-fected are the vulnerable groups such as children, so the campaign of this year in Kosovo is focused to the children. “The combat of trafficking with human beings is in the main political priority as well as of our agenda for Kosovo, and we support the institutions of Ko-sovo and National Coordinator against Trafficking in order to design the poli-tics and rules that are to be improved against this phenomenon”, stressed Zhbogar.The Minister of Internal Affairs, Ba-jram Rexhepi stressed that the combat against the organized crime in general and trafficking with human beings es-pecially, is one of the main priorities of the Government of Kosovo. The phe-nomenon of the organized crime en-tails lot of challenges in Kosovo society as well as for the state mechanisms. “in combating the trafficking of human beings are encouraging, the work and commitment of Kosovo institutions in prevention and combating of this orga-nized crime form is reflected in all re-ports of the relevant international insti-tutions, including the annual report of the American State Department”, said minister Rexhepi.The month against trafficking aims to raise awareness in cases of sexual ex-ploitation of children, use of children for work and child beggary. At this cer-emony, also spoke several ministers of the Governmental cabinet, representa-tives of the State Procurement and Ju-dicial Council of Kosovo.

It was discussed a lot for this unit, in media and among KP officers, now they are also included in the orga-

nizative structure of KP as Unit of He-licopters. The first helicopters that are expected to be bought for the Kosovo needs, which will possibly happen in 2013, will help in better border line control, easier organized crime com-bat and even in serious cases of avoid-ing the catastrophes of fire and other ones.For the “Protector”, in an exclusive in-terview, the coordinator of creating this unit, at the same time deputy minister of Internal Affairs, Ismet Ibishi spoke for this issue, telling for the road

they passed until now in the establish-ment of this unit and for the goods that will bring to the police and to the country in general. ‘Protector’: when did the prepara-tion process for establishing unit of helicopter started?ibishi: From the moment that I accept-ed the duty of deputy minister I tried to give support to the police especially where they had a great lack, a Unit of Helicopters, where you know that not only regional state but even further, have the Unit of Helicpter within the police which has a wide purpose not to mention the most important, which supports all services within the police

and further, like managing various emergencies in various fields.Since the third day that I accepted this duty, I came with a ready project which I drafted it together with all of-ficers of aeronautics, starting from Ali Aliut, Skender Ahmetit, and many oth-ers, also earlier was the tendency and will to offer such thing to the Kosovo Police, but speaking the truth this project or our request was not wel-comed maybe because of the budget or various circumstances. Latter on the project was presented to the Minister himself, ministry which I belong, with intention that this request continue to the prime minister and other bodies. Minister had an understanding since beginning, and I am thankful because without his support things would get stuck. ‘Protector’: where did the process of creation of this unit reach to? ibishi: To establish even a smaller ground unit it takes months and years, and when we have to do with Unit of Helicopters which requires legal infra-structure, regulations, various states experience, various agreements in air operations, up to international airport “Ademi Jashari”. Fortunately they (Air-port) not only gave their agreement

but immediately showed readiness to support us in with many fields, not to mention that are more costly that the helicopters and other costs. It is about the owner of international airport “Ademi Jahsari” who immediately of-fered observation tower, radars, mech-anism for filling with kerosene, fire fighters, physical safety until returning to the facility, hangar and runway that are essential for the function of this unit. This is completely realized which means that the facility, hangar, offices, runways for helicopters now can be freely used by the Kosovo Police. Some very small side re-pairmen are being done, because

offices and other parts are in an excel-lent condition. It is build a special run-way for landing and flying of helicop-ters, a thing that did not existed before and definitively we reached in the final phase as for logistic issues, legislation as well as regulation. The entire material, in Kosovo Police and in the Ministry of Internal Affairs is entirely completed and it is at the office of prime minister waiting to be approved, respectively signed.‘Protector’: if other preparations

are complete, do we have ready pi-lots to fly?ibishi: In the moment of approval of this material, we enjoy the right of the existing personnel of the aeronau-tics that we possess to send them in re-licensing in a country that meets these criteria and conditions for issu-ing license that we call it ASA license, and in the moment that our pilots are licensed we are ready to perform our duties and obligations that derive by the General Directorate of Kosovo Police in all fields according to the operational plan that is fore-seen by police. This includes border control that at the moment is partly controlled having in mind the configu-ration of terrain which we can not cover and observe with vehicle and land lo-gistic support. Second one is surveillance of the traffic where in all states of the world surveillance of the road traffic and escort and some times even various ve-hicle chasing is almost im-

possible in the way that police wants it to have, without flying unit, in this case, helicopters with certain purpose. helicopter, firstly, staff needs to be employed and it is planned to employ 5 (five) first officers that will be as a first coordinators that need to be re-licensed. We have some offers from some friendly countries (Turkey, Croatia, Slovenia, Jordania) to complete this service free of charge and it is a great and expensive service. As for supply, we frequently had some offers to give us some helicop-

ters as a donation but firstly the unit should be official. In the moment that we re-license first group of pilots, we have possibility to accept the donated helicopters, we have possibility to pre-pare also other logistic means that are necessary within the air base at the “Adem Jashari” airport, where now we returned former property to the po-lice, as there are many equipments for checking and preparing the helicopter for flight as well as checking it after the flight. Fortunately we have experts who can perform this job otherwise it would be extraordinary expensive to do this elsewhere, so we have the po-tential to start operating with 3 heli-copters that is a satisfactory minimum for the Kosovo Police. ‘Protector’: what will be the first types of helicopters that Kosovo Po-lice would be supplied with?ibishi: Initially we have foreseen to equip with two medium helicopters with two engines. I say with two en-gines because in the aeronautics laws it is not allowed to fly over the cities with aircraft with one engine. We will buy helicopters that are operational and with destination, these helicop-ters will be ready to carry wounded people, and injured people that need fast intervention, so we will order he-licopters that will offer extraordinary support. In the future maybe other ministries will be supplied with heli-copters like KSF medicals etc. but for the moment Kosovo Police will be ready to offer services that maybe in the future will belong to them. ‘Protector’: do we have sufficient budget to support this unit?ibishi: Foreseen proposed budget and I believe approved one is for three years. In this year are foreseen 250 thousand euro for logistic means for some various equipments that are very necessary for preparation of heli-copter for flight, after flight check and various services, meantime also for medical services that check the pilot and other personnel before entering

the operation. Next year (2013) is planned 11 million Euros, while in 2014 are foreseen 14 million. With the amount of 11 mil-lion we can buy 2 helicopters with two engines with the equipments and in-tervention possibilities for all services that are very important and crucial for Kosovo Police, so it is two light heli-copters. We have three categories of helicopters, light, medium and heavy, we will be supplied with the light one that performs all the operations that we mentioned. In the 2014 it is fore-seen to be bought one medium he-licopter that is more expensive, but which enables Kosovo Police a group intervention in emergent cases, in cases of organized crime with various bands, serious situations that will be possible to be intervened with a great-er group of people (16 persons) and in locations where can not be moved with other means. i.e. with a flight of 15 minutes from Prishtina to Albanian Alps or in Bjeshket e Nemuna can be intervened, such thing was impossible up to now. We know that crime can happen in every corner of the country or tries to happen even in most harsh terrain and this is a great achievement for KP because there will be no place left for those who deal with crime and illegal activity and that perform activ-ity everywhere throughout Kosovo.‘Protector’: in the beginning you mentioned that you had continuous

support from other Kosovo pilots?ibishi: One and a half year has been worked in this direction. It is worth mentioning the hard work of our pilots as Ali Aliut, Skender Ahmetit, Neshat Flugajt, Vëllaznim Gashi etc., where these people except their everyday works also did investments, efforts and a very good activity to make this unit official.‘Protector’: is it expected in a near future to open a competition for ad-mission of new pilots for this unit?ibishi: Turkey is ready to immedi-ately accept ten candidates that have completed secondary education and train them for helicopter pilots. Aver-age in Europe and world, education of one pilot costs about one million euro that in translation is 10 million Euros donation for training young pi-lots and after Prime Minister approves the document that we submitted in government we will announce the competition and select 10 candidates for this service. I am hoping, based on the talks that I did with various offi-cers from 14 states, where I always had one of the priorities creation of this unit, I have seen also the real positive mood to offer these donations to us.

Forum for Citizen’s Initiative (FCI) organized a roundtable discus-sion when was presented an

analysis titled “Neighborhood Po-lice”- Policing and community safety, their implementation and effects on the field. The aim of this analysis is to contribute toward development of the appropriate policies, in order to achieve the implementation of phi-losophy of policing in community in practice.Present on this roundtable were the representatives of MIA, representa-tives of the local communities of Ko-sovo Police, local and international organizations, media etc.The analysis was considered as nec-essary and substantial by the partici-

pants, while it analyzes the strategic orientation of the work of Kosovo Po-lice through the Policing Strategy in Community, as well as National Strat-egy for Community Safety.Deputy Minister of Internal Affairs mr. Izmi Zeka stressed that the National Strategy for Community Safety, has not achieve to be implemented in a considerable measure, maybe due to the changes and movements made in Kosovo Police. The problems that the institutions of security in Kosovo are facing were stated to be the most varied, starting from the insufficient budget so that these strategies could have been successfully implemented, as well as insufficient number of po-lice officers who could have also been

better separated in sections. At this roundtable also from the rep-resentatives of villages and suburbs of the municipality of Prishtina was stated that there were no information meetings of the Kosovo Police, which leads to the superficial information about these strategies.Safety in Community and community policing are a new concept at the work of security institutions in Kosovo. This concept aims to include more actors, institutions in preparing, education, and the development of prevention programs, inter-communication, in order to make safer the everyday life of citizens, so this analysis also re-views and analyze this concept of the Kosovo police work.

FCI is a part of the leading group of MIA, that supervise the implementa-tion of the National Strategy of Com-munity Safety, a group which does not sees sufficient actions in the field that would reflect the commitment and the initiative of various institu-

tions in this direction..

This research aims to observe two aspects closely related to each other: strategic orientation of the KP work through the Policing Strategy in Community, Action Plan 2012-2016 approved recently (firstly initiated through the new Methodology work of Policing in Community).

conclusions drawn from this analysis of fci:

It is clear that the policing in community as a concept will take a long time to be implemented in practice, the citizen awareness and cultivated mutual trust between the police and citizens.

Implementation of policing in community, exercise of police actions in sections is only a small step toward achieving our major aims. The strategy of policing led by the intelligence information has already been approved, so since this methodology has started to be implemented, the cooperation and communication with citizens has been increased. As a result of this cooperation and trust, there was a significant increase of percentage in solving of the reported cases in police, as well as number of intelligence information’s for any specific case before implementing them in various natural actions.

Through the concept of policing in community (Kosovo Police) but also the implementation of the strategy for community safety (Ministry of Internal Affairs), it is aimed that in long-term period to build new and efficient relationships between the institutions and citizens. This, of course will take long time but to give the required effects and results, it is necessary to build measuring mechanisms and an overall infrastructure of police institutions, municipalities, education, social.

This philosophy of police work enables the institutions to strengthen healthy reports with the citizens at the level that they would become the second order keepers in community where they live, through the communication with police and institutions at action, that provides prevention of crimes and that makes safer their living environment.

Building a society with the con-cepts of development and thrift includes also cooperation of po-

lice with citizens that is one of the great-est achievements that we can advance in the prevention of criminality and for the society to have greater safety. De-bates of such nature have the meaning of advancement for citizens as well as for police to have a closer cooperation in the benefit of the country and soci-ety. It is a work that can honor the country and be evaluated as very human when we cooperate and are close with citizen but also vice versa citizen-police. We know it from the past that the safety system was not built to serve all citizens, having differentiations and discrimina-tions and this is the nature that citizen has a negligence and wince to cooper-ate, but we need to be more close to them and to exchange information in benefit of the safety. We know that this field of cooperation police-citizen gives important fruits, we must tell them that evil should be prevented in time and to take actions in comprehensive awareness of these phenomena. An example: if a burglary happens to a neighbor and one of the citizens sees this criminal act and does not inform the police, he at the same time became a part of a coming burglary scenario because things will get worse and thief will act also in his

house. Although the field of laboratory discov-ers many acts we must be curious that cooperation and providing evidence is a source that enriches our record for many various fields. Understanding the cooperation, citizen is safer in the right and freedoms offered by law.There are citizens that do not hesitate to give information but many of them want confidentiality, a thing that must be regulated by code or by decisions made by institutions and to be under-stood and filter the information and its source of credibility. When people return from European countries they say that there are many police officers

that even for minor offence act they catch you in surprise. This means that European citizens play a role of police informant that this information honors themselves and their homeland. By providing information and mutual exchange a safe field of investigation toward a better safety is created and by this would mean a better thrift of eco-nomic development there were safety is, there is also economic welfare. And all these are requested from Kosovo Po-lice but despite short period of time of 13 year of functioning, it is still showing good results in the field in offering safe-ty and it is up to the citizen to be more faithful to Kosovo Police. Kosovo Police, a new organization in Balkan is an example for a moderniza-tion of a concept that holds great prom-ises in offering safety for its citizens and other participants, from its new experi-ence, it has achieved to shine in many fields where it showed continuous re-sults but we remain with hope that citi-zens be more cooperative and recipro-cal in communication.

January of 2013 brings also the en-try into force of the new criminal code of the Republic of Kosovo.

This code is sponsored and prepared by the Ministry of Justice, in coordina-tion and cooperation with representa-tives of local and international institu-tions.The approval of this code presents one of the commitments for completion of the legal infrastructure in the criminal justice field, as well as the elimination of legal gaps and deficiencies in this field.In the Criminal Code of the Republic of Kosovo are also included new institu-tions of the criminal law, new criminal acts are incorporated and sanctioned, as well as are made all the necessary ongoing changes of the constitutional and legal modifications at the Republic of Kosovo.All the modifications made, are har-monized with respective convents of the European and international law. A special attention was paid to the rule of law and guaranteeing of the rights for each citizen of the Republic of Kosovo. The new code contains innovations at the inclusion field of the new criminal acts, which are considered dangerous for the society and at the same time necessary for constitutional protection order in the Republic of Kosovo. The new criminal acts foreseen at the chap-ters of this code are the criminal acts against constitutional order and secu-rity of the Republic of Kosovo, criminal code against life and body, criminal acts against the voting rights, criminal acts against the rights and work rela-tions, criminal acts against sexual in-tegrity, criminal acts against narcotics, criminal acts against economy, crimi-nal acts against justice administration and public administration, and crimi-nal acts against official duties.With the criminal code, except strength-ening of the punishing purpose and re-socialization of the inmates is also modified the type of long-term impris-onment up to 40 year, with the provi-sions of this project code, it is foreseen the sentence to life imprisonment for

criminal acts that shows high degree of the risk for the citizens and consti-tutional and legal order of Kosovo. In the article 44 of this code, it is foreseen the sentence to life imprisonment. The 1 paragraph of this article says that the law may provide sentence to life im-

prisonment for the most serious crimi-nal acts in the aggravating circum-stances or for criminal acts that have caused very serious consequences. In the 2 paragraph of this article, it is said that the law can not provide sentence to life imprisonment as the only main punishment for a special criminal act.This code was prepared by the Minis-try of Justice in cooperation with the respective and responsible institutions for the law enforcement, such as: Su-preme Court, Chief prosecutor of the State, professors of the law faculty as well as representatives of the interna-tional organizations that have helped this process through the expertises and professional comments.The code contains in total 35 chapters and over 400 articles.The entry into force of the Criminal Code of the republic of Kosovo will be made in a package with the laws that are related with this field, firstly changes will be reflected in the Code of Criminal Procedure and the Law for execution of criminal sanctions.With the approval of this code will be also completed the legal infrastruc-ture in the criminal justice field, with the aim of eliminating the legal gaps and deficiencies in this field as well as advancing of the highest standards re-lated to the law enforcement and com-bating of negative phenomenon’s, in fulfilling also the obligations and chal-lenges from the Progress Report of the European Committee for the Republic of Kosovo.

Criminal code, the code of criminal pro-cedure, scene, the role and storage of evi-dences, role of procurement and coopera-tion, are only some of the topics that are being treated within the basic training for crime investigation, in Kosovo Academy for Public Safety (KAPS).The instructors in KAPS, talks about this

training as one of the most important, and as a training it always arouse the inter-est of participation on it. The instructor of this training among the KP in KAPS, Bekim Hyseni, in a statement for the “Protector” stressed that this training is necessary for each police officer regardless of the unit or section where he works:

“Investigation basic training lasts 4 weeks, a very important course not only for police officers who work in investigations but also for each police officer regardless on which section he works. Despite such great interest, the scientific study of stress at work or in profession does not

have a long story.Based on the facts if we are continu-ously exposed to the stress at the work place, this is detrimental for the em-ployee and has a negative impact even on the effectiveness of the organiza-tion. For example, the damage caused to the American economy due to the stress at work is considered to be billions of dollars (Alfred, 1994; Ivancevich & Mat-teson, 1980; Matteson & Ivancevich, 1987; Mulcahy, 1991).In the past, injury at work has included

physical injuries and has been limited so, but now the number of countries is being increased that beside physical in-juries at work are treated also so-called psychological injuries including stress at work place. Stress at work is important for the im-

pact it has generally in society. A man who is subject of everyday stress at work can not afford other obligations and commitments as a man, woman, father, mother or as a community mem-ber in general. This directly affects on the economy of country, but in long-

term plan even in the whole society.Scientific researches about the stress are encountered at the beginning of 20 century, even though extensive research programs did not start until 1960. If we go back in history, we may see that most of the Scientists such as

psychologists, endocrinologists have done lot of researches in this field. The first attribute for a meaningful scientific research regarding the stress, belongs to Hans Selye (1956) which is consid-ered as the “father of stress”. Selye, an endocrinologist was doing a research

about reproductive hormones of ani-mals. During his research he exposed some animals in various circumstances such as in extreme temperatures and radioactivity. During this experiment he saw that a large number of animals tried to adapt to new conditions. Based on this, Selye argued that humans more or less do the same thing in their everyday life, so in this manner he cre-ated general adaptation syndrome in order to describe this process. This syndrome is described into three phases: alarm phase, resisting phase and exhaustion phase, which causes permanent damage to the organism.

Regarding to the stress definition, a lot of definitions were given and can not be considered if there is any accu-rate definition to define the stress. But obviously it has helped the science in terms of researches on stress. In certain cases, stress is described as a synonym of how does the employee reacts to the stressed conditions at work. But there are many other definitions, it is important that any research done with the employees shows that whenever is mentioned the word stress, for the same should be given adequate expla-nations. Various organizations wishing to re-duce the impact of stress-stressors (factors that impacts in stress) have generally tried to do in five manners. The most common manner used is the development of training programs for managing the stress that aware the employees on how to adapt the stres-sors much more effectively (factors that impacts or causes the stress). Oth-er methods less used include reduction of stressors, providing an alternative schedule for the employees, and vari-ous medical programs etc.

Bonnie & Clyde

Mmany of you have heard the saying as Bonnie and Clyde because they have taken place in Kosovo singers repertoire. In fact, it is about two robbers in the U.S. that drew largely the attention of the Ameri-

can press in the years 1931-1935.This couple has been the subject of many films and songs. The latter is per-formed by Beoynce and Jay-z.Bonnie Parker (1910-1934) and Clyde Barrow (1909-1934) were notorious bank robbers, who traveled through the central part of the United States during the Great Depression. Their acts were known nationwide. They drew the attention of the American press and readers during that period, which is often qualified as the “public enemy era” between the years 1931-1935. Even though they are remembered as bank robbers Bonnie and Clyde usually prefer to steal fuel centers and small shops located roadside. There are many versions of their rec-ognition, but on one point all agree: it was love at first sight. Bonnie and Clyde were killed on May 23, 1934, on a street near Louisiana by four policemen.

The history of police captain and one of the biggest thieves of banks, Andre Stander was converted by American cinema in a film which was played in 2003.

Andre Stander was a senior police officer and served in the de-partment of murders and robberies in Johannesburg, in the 70s. The son of one of the most famous generals of South Africa, Andre Stander began to rob banks in the mid 70s. He committed robber-ies during lunch break he had during service performance. Shortly after the robbery, he returned to the scene of the crime as a police officer to investigate the robbery. He was discovered for his crimes only after he had made 30 bank robberies. But although he was arrested and sentenced to 75 years in prison in 1980, he managed to escape from prison, leaving than to the U.S. In 1984 he was killed in Florida in a shootout with american police.

Theft of “Mona Lisa” for patriotism

While Albania celebrates the 100th anniversary of the declaration of independence in November of this year, a year before the Independence of Albania or precisely

on the August 21 of the year 1911 was conducted art theft of the century. An Italian employee of Museum Louvre in France named Vincenzo Perugia stole the famous painting of Leonardo da Vinci - Mona Lisa. Being familiar with the environment and the surroundings of the museum after having helped build protective glass to protect the painting, he was hiding in the museum knowing that the museum is closed tomorrow. When it was discovered that the masterpiece is missing, the authorities did a lot of research but in vain.Perugia for two years had remained “hidden” in his apartment and then he began to contact the art dealers in Italy offering painting as a symbol of national pride. In December 1913 a trader from Tuscany

requested from Perugia to bring the picture to see it. When the trader was convinced that it was the original painting, he has called the police while the painting was returned to the museum where it was before.Perugia was judged in Italy and spent only seven months in the prison. He claimed that patriotism was the only motive for the robbery because he wanted Mona Lisa turn into his homeland in Italy.
