INTRODUCTION

The COVID19 pandemic shuttered businesses and slowed economic activity in most US cities and states. All but five states had imposed some degree of business closures and stay-at-home guidance in March and April in response to the outbreak. By late May, all states had taken at least some steps to roll back restrictions. States that are home to some of the most high-density metro areas where concerns of disease spread have been most acute, including New York, New Jersey, Michigan, Illinois, and California, were among the earliest to implement, and slowest to relax, restrictions. While many businesses that had been deemed nonessential have been allowed to reopen, ongoing social-distancing guidance is reducing capacity in medical offices, restaurants, retail stores, and salons; so, even in areas that are “open for business,” business is still far from normal, reducing economic growth in the short term. Many factories are being reopened, notably in the automotive industry, with precautionary measures in place that will hamper productivity but also reduce the likelihood of disease spread causing another round of shutdowns.

While economic activity picked up in May and June following a much deeper collapse in March and April, a recent surge in infections and the subsequent restriction of some business activities, especially in southern states which were previously less affected, has tempered expectations for further recovery or growth in the third quarter. In the context of a 35% drop in GDP, real personal consumption expenditures jumped 8.1% between April and May, nonfarm payroll employment rebounded by about 2.5 million in May, and 4.8 million in June, and industrial production, and new housing construction, and consumer expenditure increased. Nonetheless, the nation has experienced 17 straight weeks of greater than 1 million applications for unemployment. And as this report indicates, most US metros will end the year with unemployment rates and declines in GMP similar to those they experienced in the Great Recession. We find the current surge of the coronavirus across the US to be alarming, and may possibly worsen US metro economies even more than indicated in this report.

THE US MACRO ECONOMY

Not all sectors have responded equally: 38% of the job losses over March and April, and 47% of the cumulative increase in employment over May and June were in leisure and hospitality — restaurants, bars, lodging, recreation, and entertainment. The fate of these jobs, which are generally low-paid is linked to the progression of the disease. That sector is likely to suffer anew as an alarming increase in the number of new infections has forced several states to pause or roll-back steps to ease virus-related restrictions on activities. The rising tide of new infections —more than 65,000 new infections were reported for 14 July, could result in even more states and localities halting or rolling-back steps to ease restrictions. Such moves and increased reticence to engage socially amid a rising tide of infections constitutes a substantial downside risk to the near-term economic outlook and will likely result in softer labor-market data in coming months.

We estimate GDP to have declined at a 35% annual rate in the second quarter after a 5% decline in the first. This decline over the first half of the year would be far and away the largest two-quarter decline in post-World War II data. If new infections finally taper in the second half of the year, an outcome now in doubt, and the consumption “shock” begins reversing in the third quarter, we project an 8.1% GDP decline in 2020.

THE EMPLOYMENT PICTURE IN JUNE

Nonfarm payroll employment rose 4.8 million in June, and the unemployment rate fell 2.2 percentage points to 11.1%. The broad tone of the July 2 BLS report was one of a robustly recovering labor market, at least through mid-June. However, an alarming surge in new COVID-19 cases over the last couple of weeks has led some states to pause their reopening plans and others to begin reversing them. Combined with the likelihood of rising caution on the part of consumers, this threatens to slow payroll gains as early as this month or even reverse a portion of recent gains. As indicated above, leisure and hospitality accounted for 38% of job losses over March and April (8.3 million out of 22.2 million) and 47% of job gains over May and June (3.5 million out of 7.5 million). The fate of these jobs is linked closely to the progression of the pandemic. We are assuming a slowing in payroll gains in coming months, but not the reversal which may indeed occur if the spread of the virus causes states and localities to pull back on re-openings.

METRO ECONOMIES IN 2020

Over the second half of this year, metro economies will continue to recover some of the losses in jobs and wages. But the recovery will not be ‘V-shaped’, it will be much slower to rise than the economy’s fall in the spring. By the first quarter of next year, 2021, metro job levels will remain 5.2% below that of a year earlier, a loss of seven million jobs. By contrast, during the Great Recession, job losses from 2008 to 2009 were 5.1%. Again, this assumes that that infections do not continue to surge.

The deepest fall among metros over the first year of the pandemic recession will be felt by Atlantic City, NJ, whose job levels will remain more than 17% lower than year earlier. Among large metros, Detroit, New York, and Chicago will remain more than 10% below pre-pandemic job levels. Overall, employment in 24 metros will still be down at least 10% in 2021Q1, and 123 will be at least 5% depressed. For the full year 2020, the average unemployment rate will be above 10% in 161 metros, 42% of all. It will be above 8% in 75%, or 284 metros, and above 6% in 96%, or 366 of 381 metro areas.

Losses in GMP will be greater than 10% in 88, or 23%, of all metros. For more than half, 193 metros, 50.6% of the total, GMP losses will exceed 8%. And 92%, 352 metros, will see GMP decline by at least 5% for this year.

CONCLUSION  

The number of newly reported cases of COVID-19 spiked in June, especially in “sun-belt” states in the south and southwest, leading some areas to pause moves to ease social-distancing restrictions. On 14 July, 65,000 new cases of COVID-19 were reported, a record daily toll for the United States. Hospitalizations rose in some regions and, tragically, deaths caused by COVID-19 have spiked sharply as well. The surge in COVID-19 infections and increases in hospitalizations and mortality threaten the nascent recovery in economic activity that began in May, underscoring the existence of extraordinary uncertainty about the course of the pandemic and the economic outlook. The forecast presented here assumes that the pandemic is gradually brought under control in the second half of the year, an outcome that remains in doubt.

Even if the virus is contained in the second half of the year, US metros will still experience Great Recession levels of GMP and unemployment.
