MEMBERSHIP

The IAB is a voluntary working group of more than 150 emergency preparedness and response professionals, representing a wide array of disciplines across the U.S. The membership includes state, local, and federal first responders from the fire service, law enforcement, medical/health, and military sectors. Members and subject matter experts share their collective knowledge within seven working groups: the Equipment SubGroup; Health, Medical, and Responder Safety SubGroup; Information Management and Communications SubGroup; Science and Technology SubGroup; Standards Coordination SubGroup; Strategic Planning SubGroup; and Training and Exercise SubGroup.

IAB WORK PLAN

The annual Work Plan represents the formal approach to develop, plan, document, and prioritize projects that meet the needs and mission of the IAB. The Work Plan is populated by federal priorities, submitted by the FACC, and state and local priorities, submitted by the SubGroups. Another integral part of the Work Plan are the IAB special projects. These projects are focused on high-priority issues that are timely and most relevant to the responder community.

Together, the federal and state and local priorities along with the special projects form the Work Plan and address projects in the following topics:

• Ad-Hoc/Relevant Topics

• Command, Control, Communication, Cyber (C4)

• Equipment Interoperability

• Health & Safety

• Integration/Leadership

• Planning/Response

STANDARDIZED EQUIPMENT LIST

The SEL, a collaborative and regularly updated IAB effort, strategically identifies the minimum “generic” equipment recommendations needed to prepare for and respond to all-hazard emergencies and disasters, with an emphasis on CBRNE events. The SEL includes training requirements, selection factors, and mission-specific sublists, and is aligned with the Department of Homeland Security’s Authorized Equipment List (AEL), found on the FEMA website (beta.fema.gov/authorized-equipment-list). BACKGROUND

The InterAgency Board (IAB) was sanctioned in 1998 by the U.S. Attorney General, and founded by the Department of Defense’s Consequence Management Program Integration Office and the Department of Justice’s Federal Bureau of Investigation Weapons of Mass Destruction Countermeasures Unit. To accomplish its mission, the IAB investigates and prioritizes research and development opportunities for first responder equipment, technology, standards, training, and strategic planning; maintains and updates the Standardized Equipment List (see SEL section header) to evolving responder needs; recommends new standards for first responder areas of improvement; and produces topic-specific white papers regarding compelling emergency response issues.

The Federal Agency Coordinating Committee (FACC) provides the interface between the IAB Chair and Deputy Chairs, and the sponsoring federal government agencies to coordinate the interests and initiatives of the federal and first responder communities.

The FACC is comprised of the following federal agencies, which provide financial support to the IAB:
