In the early Twentieth Century a Washington State group named the Good Roads
Association successfully lobbied for a network of “good roads” to better serve the needs of Washington residents. Their efforts resulted in the construction of, among others, Washington’s Primary State Highway 99 also known as
Pacific Highway 1, stretching along the West Coast from Mexico to Canada. Highway 99 became the main road to and through Bellingham bringing
more people from greater distances than ever before. As a result of the increase in tourism a number of new businesses flourished along the Highway’s path. Gas and service stations
catering to the traveler proliferated as did motels, markets, cafes and gift shops.Traffic counts on Elm in 1950 registerd at 38,000 car trips/day, as compared to 10,500 car
trips/day in 1997.

1945Goddard’s Market, (Corner of Elm St. & Monroe St.)
Elm Street was home to
several Grocery Stores and Meat
Markets throughout the years. Between
1921 and 1945, the original Elm Grocery was
operated by Ernest C. Goddard at 2330 Elm Street (today the Antiques Store) along with the Elm Meat Market in
the small building next door. By 1940, a Safeway Market had moved in at 2500 Elm St (corner ofJefferson & Elm).
Perhaps to keep up with the competition, Goddard opened one larger store in 1945 called Elm Market Grocery and Meats (site of today’s Gifford’s
Market). Barbo Furniture moved into the old grocery
store location in 1945.
