The Beach Relocation project was started on 10/03/2016 and the expected completion date is 11/07/2016. Signage, benches, picnic tables, trees and plantings will be completed in April or May. The committee reviewed pictures of the project.

b. Pine Point Park Bathroom/Shower Facility

The committee reviewed the proposed bathroom layout. The project qualifies as a "Public Works" project and will be bid out either as a pre-fab or a block type building. A more detailed (90% complete) drawing will be brought forward to the January meeting.

c. Public Firearms Range Signage

The firearms range signage project is complete. The committee reviewed the signs. Total cost of the project is $973.75.

d. Parks Water Quality Project

The Park Water Upgrade project is currently out for bid, with bids due on 11/14/16. This project is relying on additional type "B" tax deed land sales and/or timber harvesting funding in 2016 and 2017.

e. Sheriff's Department/911 Center Generator Stack Modifications and Testing

The building pressurization trends show the building is consistently staying positively pressurized since the mechanical upgrades. The generator was tested on 10/12/16. No odor was detected in the 911 Center or anywhere on the 1st floor in the Sheriff's Department. No negative feedback was received from the Sheriff's Department staff. A slight odor was detected on the 2nd floor on the South end of the building.

6. BUSINESS ITEMS

1. Parking Lot "A" Bollards - Florian Skwierczynski Supervisor Skwierczynski requested final opinions from the committee. The committee reviewed the pro and cons of the bollards being removed. There was specific mention of the consensus that the committee reached in July of 2016 that the bollards were to be installed. All committee members were present for this meeting. Supervisor Wilkom now prefers that the bollards be removed. Supervisor Darrow now prefers leasing or selling land. Supervisor Bergerson suggested a gate may be an option and requested pricing to install a gate. Director Ritzinger requested that the record reflect the Facilities Safety Committee and Rainy Rogge from the Veterans Department both expressed safety concerns with removing the bollards. A motion was made to table the discussion until the January meeting.

A power loading illustration was reviewed with the committee. A review of all County boat landings was conducted by Director Ritzinger and the list was reviewed by the committee. Five (5) out of eight (8) boat landings have required maintenance over the years due to power loading. Supervisor Steele wanted to know if the County could use a longer concrete pad. Director Ritzinger and Parks and Custodial Manager Bowe stated that they were not positive this could be done on existing launches. Supervisor Bergeron asked about the cost to maintain the launches. Director Ritzinger stated that it was minimal; a couple of days labor and a couple hundred dollars in material per year. The committee did not elect to move further with recommendations regarding restricting power loading at any of the boat landings due to the negative impact to the public being greater than the cost to maintain the boat landings.

3. Pine Point Beach and No Wake Buoys - Larry Ritzinger The existing ordinances regarding swimming beaches and buoy placement were shared with the committee. It was noted that the Wisconsin Department of Natural Resources (WI-DNR) requires an application/permit for all buoy placements. The committee was presented with the proposed buoy layouts for the new swimming beach at Pine Point. The committee recommended that Director Ritzinger and Parks and Custodial Manager Bowe make the decision on how many and where to place the buoys as long as they are in compliance with current WI-DNR regulations.

4. Government Center Parking Violations - Larry Ritzinger Director Ritzinger stated that it appears the 14 new parking signs and talking to some of the local businesses has reduced the number of parking violations. Director Ritzinger asked the committee for direction regarding any action or inaction that the committee wishes to take on the matter (i.e. sending a letter to local businesses and/or requesting help from Chippewa Falls Police Department and/or the Chippewa County Sheriff's Department with parking violation enforcement.) The committee discussed the issue and declined to take any action.

Mr. Thaler was concerned over the new bollards installed in the North Parking Lot (Parking Lot A). His concern was for customers exiting the car wash. Supervisor Skwierczynski stated the reasons for the bollards was safety as the car wash creates a sheet of ice and also, the liability of using the parking lot. Pictures of the ice sheet by the Veterans van was reviewed with Mr. Thaler and the committee. Mr. Thaler stated he was not aware there was a problem. The committee thanked Mr. Thaler for sharing his concerns.

A. Facilities and Parks Director Report's - Larry Ritzinger

1. Energy Report A county wide energy assessment and energy plan was completed in 2008/2009. From that report, the County Board adopted a resolution to move forward with a plan for countywide energy conservation. Director Ritzinger stated that it is important to compare energy consumption year to year verses dollars expended as the energy rate continuously changes. The graphs for energy consumption and costs were reviewed by the committee. Supervisor Bergeron commented that the parking lot energy savings graph showed a large improvement. Director Ritzinger shared with the committee that this was due to the exterior light changeover to LED lights and there are more lights that will be converted to LED for further energy conservation.

2. Parking Lot Maintenance & Safety Improvements Annual parking lot maintenance including crack repair, painting, and sealing will be completed in various areas between 9/9/16 and 9/11/16. The Courthouse Employee Safety Workgroup expressed concerns with parking lot safety and recommended upgrading the parking lot striping and signage. The committee reviewed the parking lot upgrades that included multiple colored paint, pedestrian cross hatching, and also new paint for the handicap parking stalls. The bollards were installed on 8/29/16. New signs with "Visitor or Employee Parking Only" will be installed next week.

3. Air Handling Unit 13 Project Update The Air Handling Unit 13 (AHU-13) Pressurization Project was completed in late May. The building pressure has been stabilized. Three (3) generator tests netted good results. Another revision was completed on 8/29/16 to extend the generator exhaust stack and remove the cap. This change will assist in discharging the exhaust further into the sky and enhancing the dilution. The pictures of the old stack and the new stack with the extension were reviewed by the committee.

4. Pine Point Beach Project Update Lake Holcombe Rip Rap Inc. was the low bid/only bid for this project. The big was negotiated to $76,465. The DNR permits have been applied for and are expected to be received without delays. The construction schedule is from mid September to early November. There will not be any work in the water or shoreline until after October 16th due to a "Special Concern Species", the Blanding's Turtle. Supervisor Skwierczynski was approached at Pint Point County Park by a member of the public regarding his concerns about the closeness of the new beach to the boat launch. Director Ritzinger stated that the new beach location was reviewed extensively with the Land Conservation & Forest Management Department. The swimming area will be controlled with appropriate buoys.

5. Parks Well/Potable Water Project Update The Water Upgrade Project is currently out for bid. The project includes a new well for Morris-Erickson Campground and Otter Lake Campground, adding a pump to the hand well at the Otter Lake Day Park, and abandoning a hand pump at Pine Point. There is an alternative to drill a new well and install a new pump at Round Lake. Construction is scheduled between 10/06/16 and 11/05/16.

6. Pine Point Shower & Bathroom Facility Project Update CBS Squared is in the design phase for a pre-fab facility modeled around a product from Huffcut Concrete. The construction drawings and specifications are expected to be completed by 1/1/17.

Director Ritzinger reviewed the initial draft with the committee. Director Ritzinger will have further developed plans to share with the committee at the November meeting.

7. Lueck's Landing Update Eagle Point township has removed some of the asphalt at the end of 75th Avenue by Lueck's landing that is on private land. Eagle Point is planning to install signage stating "Private Property". Facilities & Parks will create a walking trail to the lake and install appropriate signage at the trail head. This project is scheduled to be complete by December of 2016.

8. Firearms Range Signage Update The range signage was reviewed with the committee. Installation of the signs is scheduled to be completed by the end of September.

9. Eagle Point Tower Safety Concerns On 8/12/16, it was brought to our attention that there were youths gaining entry to the Eagle Point tower site and climbing the tower and possibly drinking beer. The Sheriff's Department immediately installed 2 cameras and there have not been any further security breaches. The Facilities & Parks division has plans to rework the fence, adding barb wire and changing the gate. The division will also install "No Trespassing" signs along the fence. There is also an investigation on how to secure the stairwell to the tower. The committee reviewed the site pictures of the tower.

B. General Reports

6. BUSINESS ITEMS

1. Xcel Energy Solar Gardens Director Ritzinger had an opportunity to meet with Director Roach and Administrator Pascarella at the Facilities & Parks budget meeting in August. The opportunity to participate in the Xcel Solar Garden project was discussed and there is room in the 2017 budget to participate at the 10kW level or $17,800. Supervisor Bergeron: I think it is a good way to lead by example. The cost spread out per resident is only 25 cents a year. It's a reasonable number and a good example to set for others. Supervisor Steele: I have 2 issues with this; (in Cornell) we have clean power now in the form of 7 total hydro powered dams and we have some of the highest energy costs in the nation and we are losing businesses due to the cost. Supervisor Darrow: It takes too long for our return on investment and we would be building the gardens for Xcel Energy. I do want green energy, but paying up front and having a long pay back period is not what I would recommend. Supervisor Skwierczynski: As a homeowner, I can't do this myself. Yes, we're helping build the garden, but this way we are using clean energy instead of an alternative "dirty" fuel source (i.e. coal). Motion to recommend to spend up to $17,800 (10kW of power) for the Solar Gardens.
