It is a great privilege for me to lead this economic fact-finding mission to the Islamic Republic of Iran, accompanied by two high-level business delegations from the Netherlands.

The nuclear agreement with Iran has proven to the world that diplomacy and perseverance can resolve disputes peacefully and open the door for cooperation between nations. This agreement provides an opportunity to strengthen not only our political ties with Iran, but also our economic relationship. As the date for sanctions relief approaches, it is important for businesses to get reacquainted with the Iranian market, explore opportunities and reaffirm ties.

This first Dutch economic mission to Iran in many years – following the visit last September by our Minister of Foreign Affairs, the first in 14 years – provides me and my country with a unique opportunity to lay a new foundation for a fruitful and enduring economic relationship. I am delighted to see that so many companies are joining me on this important mission. Iran and the Netherlands share a history of respectful trade relations, especially in the energy sector, and I’m pleased that the upcoming lifting of sanctions will make re-engagement possible.

Iran is in an excellent position to become a modern energy supplier for the region and beyond. In order to achieve this, state-of-the-art and sustainable solutions are needed. The Dutch energy industry is among the most innovative and efficient in the world. Roughly a third of European natural gas reserves are in the Netherlands. We have extensive experience in offshore and gas technologies and storage facilities, and we also excel in distribution and maritime industries. The Dutch oil & gas mission is very timely. It will take place in the margins of two important international energy conferences hosted by the Islamic Republic of Iran: Firstly the ‘GECF Summit’, a multilateral forum aimed at fostering dialogue between gas exporting countries, and secondly the ‘Teheran Summit’, where the anticipated new model of the Iran Petroleum Contract (IPC) will be presented by the Iranian Ministry of Petroleum.

The Netherlands is also the world’s second-largest exporter of agricultural products. Agri-business is one of the driving forces behind the Dutch economy. For decades, Dutch agriculture has succeeded in maintaining its lead over its competitors by continually investing in innovation in agricultural production chains. The Netherlands is home to world-class knowledge institutions in the agricultural and food sectors, and we have the second-highest private R&D investment rate in this sector in Europe, measured as a percentage of GDP.

I am delighted that these leading sectors, and some of the Netherland’s top multinationals, will accompany me during my visit. The Netherlands stands ready to be a reliable economic partner to Iran, in order to tackle the challenges it faces in the energy industry and other economic sectors, and contribute to the prosperity of its people.

I look forward to a fruitful visit and a long-lasting economic partnership. I wish you all an inspiring and successful visit in Tehran.

Introducing the Netherlands

A country that was in need of more land for agriculture… Where land was reclaimed from the sea and kept dry: the famous ‘polders’. A country supposedly too cold to grow certain vegetables and flowers... Where greenhouses were invented as a solution to this problem. Where Dutch farmers now produce 2.5 times more food per acre than EU farmers produce on average… We know food & flowers.

A country that the Dutch created in the delta of three large rivers, flowing into the North Sea… Where two thirds of GDP are earned below sea level… Where there used to be a lake almost two million acres wide where Amsterdam Airport Schiphol is today… Where innovative and daring solutions for water control protect half of the country against the risk of being flooded. It earned us a worldwide reputation… We know water.

A country that is the gateway to Europe… Connecting nearly half a billion consumers in the European hinterland to the world’s producers… Thanks to the world-class Port of Rotterdam, the internationally praised Amsterdam Airport Schiphol, an extensive network of waterways, Europe’s strongest road transport sector and an extensive network of rail links… We know logistics.

A country with an open and cooperative attitude… Whose residents have always felt the need to explore what lies beyond its borders... Where the world’s first multinational corporation originated in the 17th century. A country where, today, more than 80% of people who are 15 years or older speak English… We know international business.

Co-creating a sustainable, reliable and affordable energy system The Netherlands has embraced a courageous vision: by 2050, the country will have a sustainable, reliable and affordable energy system. To achieve this, multi-stakeholder cooperation is a prerequisite. Being a low-lying country located in a densely populated delta, the Dutch used targeted cooperation between the government, private sector and knowledge institutions already from the outset to cope with pressing energy challenges. Also today, this type of ‘triple helix’ collaboration will be needed to increase the portion of renewable energy, energy saving, nuclear energy and Carbon Capture and Storage to reduce emissions levels.

• The Netherlands is a major natural gas producer and the source of advanced gas technology. Besides it is also Europe’s leading gas broker and a strategic gas hub. The country produced 84.9 billion cubic metres (bcm) in 2013; gas exports amounted to 67.3 bcm.

• The distribution network for gas is the densest in Europe and of a very high standard.

• The Dutch have unmatched capacity to cope with seasonal fluctuations in gas demand, providing north-western Europe with much-needed flexibility.

• The Netherlands plays a key role as a major oil-refining centre in Europe, with an extensive supply network of ports, storage facilities and pipeline connections playing a critical role for oil supplies to the continent.

• The Netherlands has an international reputation for research in renewable energy, for instance in the field of solar energy, with institutes such as FOM and ECN, as well as various universities. The Dutch team from Delft University of Technology has won the World Solar Challenge, the biennial competition for solar cars, in 2001, 2003, 2005, 2007 and 2013.

• The Netherlands is establishing itself as leader in green gas. ‘Green gas’ technology, the gasification of biomass, has been patented by Dutch energy company ECN.

• The Dutch have leading expertise in offshore wind energy, co-combustion of biomass in coal-fired power plants, pretreatment methods of biomass, the use of landfill gas, and the use of heat pumps combined with heat and cold storage.

• There is extensive experience in the field of energy efficiency due to a long tradition of multi-annual voluntary agreements on energy efficiency between Dutch industry and the government. This has made Dutch industry one of the most energy efficient in the world.

• 7.5 million tons of municipal waste is converted in 13 efficient and clean waste incinerators to power, heat and reusable resources from the ashes.

Margetson Van ´t Zelfde & Co Offshore (Energy) is one of the particular areas of expertise of Margetson Van ´t Zelfde & Co. Clients of our highly specialised law firm consist of larger and smaller marine contractors, ship owners, operators and other service providers. We negotiate, advise on and draft all types of contracts in the offshore industry e.g.: EPCI, EPC, T&I contracts, ROV contracts, charterparties, Ship sale and purchase agreements, pre-bid agreements, joint venture agreements, NDA’s / CFA’s, PCG’s, Performance Bonds and many more.

A great deal of our work consists of supporting clients with tenders, whereby we inter alia draft tables of contractual qualifications. We work with various LOGIC, FIDIC and BIMCO contracts on a regular basis, as well as with various in-house contracts of various oil companies and large contractors.

Most of the contracts that we work on are subject to English law. However we also have broad experience negotiating contracts under the laws of various jurisdictions. Where necessary we involve trusted correspondents for double checks on the validity of the contract as agreed at the end of negotiations. When working under a strange system of law, such a double check is of particular importance for liability, indemnity, limitation of liability and warranty clauses.

We also litigate and arbitrate disputes under and in connection with such contracts. We have a great deal of experience handling large international disputes.

Paqell uses the sustainable biological THIOPAQ O&G technology which was originally marketed by Paques for the treatment of biogas produced by the anaerobic digestion of waste water. The THIOPAQ O&G process removes H2S from gas streams and recovers it as elemental sulphur preventing SO2 emission to air. The focus is on natural gas, associated gas, refinery gas, acid gas and various off gases from tar/oil sand operations. The technology is a safe, stable and cost-effective alternative for Claus/SCOT and redox processes. Biological purification is the most sustainable process for desulphurisation of gas streams. Clients include Exxon, Shell, Petrochina, Santos, Technip, Jacobs.

We would like to meet companies with a requirement to remove H2S in the production of sour natural gas, associated gas or acid gas in refineries and potential partner companies who can assist us with sales and service in Iran. If the cooperation is successful the partner can become an authorized licensor or preferred vendor. Paqell has references for THIOPAQ O&G in Netherlands, China, Taiwan, Indonesia, Mexico and Egypt. There are projects under construction in Germany, Australia and Iraq and new projects in other middle eastern countries and Canada. Worldwide there are over 200 Thiopaq units installed for both biogas and natural gas.

Ralph BakkerCEO

The Quantum Train is a concepttechnology of superconducting maglev (HTSM) through a vacuum tunnel. Because airresistance is reduced, speeds up to 2000 km/h are possible.

ET3 is a smaller version where the vacuum tube has a diameter of only 150 cms in which magnetically levited capsules are shot with ultrahigh speeds. ET3 would be an effective way to transport both oil and gas/LNG. The capacity at 6500 km/h is enormous!

Advantages:• Can be built above ground, elevated, as well as underground• Engine in the rail with regenerative braking (Linear Electric Motor)• Direct routing• Cheaper to build & operate than a highway or rail

Over long distances, ET3 will transport energy-reach substances - such as LNG, but also O2 - from their sources, such as Iran, to the demand centers (e.g. power plants and gas network nodes in Europe) and with time will return captured combustion products (CO2) so that synthetic natural gas can be produced and liquefied in energy-reach places.

From the demand centers: 1. electricity will be delivered by cryogenic superconducting powercables to consumers, 2. gas will flow the usual way while combustion products will flow back with ET3.

Wetlands Internationals mission is to sustain and restore wetlands, their resources and biodiversity. With our HQ in The Netherlands we work globally with governments, companies and civil society organisations to maintain or restore the “health” or ecological integrity of wetlands as ecosystems in their wider biophysical and social context. As wetlands are dynamic and connected to water flows in the wider landscape, we need to take a systems approach to their conservation and wise use so theycan maintain the water cycle which in turn underpins sustainable development. Our growing influence and impact as an organisation is linked to our approach connecting technical knowledge, policy dialogue and practical projects in the field. To leverage significant change, we needgovernments, the private sector and civil society to act individually and jointly. Wetlands International works with all of these sectors and with knowledge institutions, often acting as a connector and broker for joined up initiatives. Specific knowledge products, tools and pilot examples are enabling mechanisms. Wetlands International has specific experience in working with the oil and gas sector. We have worked in partnership with Shell since 2008 in many places in the world, including Iraq, on enhancing the sustainability performance of oil and gas developments. We are also working with other oil and gas companies including Total, CNOOC and Tullow. We take a pragmatic approach to identifying common objectives. Through (paid) collaboration we help companies (and governments) to enhance their sustainability performance and deliver against their (integrated biodiversity and social) sustainability aspirations.

The Horticulture & Starting Materials sector is recognized as a top sector in The Netherlands. Rightly so, because it is a very innovative sector with substantial social and economic significance. With its seeds and seed potatoes, fruit and vegetables, plants and flowers, bulbs and trees, this sector is the source of nutrition, health and happiness. The Horticulture sector accounts for EUR 12.5 billion in domestic production, EUR 17 billion in exports and more than 450,000 jobs.

The population is growing and ageing in the world, concentrating itself in cities and the climate is changing. We will soon have to meet the needs of nine billion people in terms of nutrition and health. While energy, space, water and minerals are becoming scarcer.

This is exactly the strength of the Dutch Horticultural & Starting Materials sector. In this process we look for solutions adapted to specific local circumstances all over the world.
