    ThetreatymustbeconsideredbytheSenateForeignRelationsCommitteeandapprovedby2/3ofthe

    Senate

    The Convention on the Eliminationof All Forms of DiscriminationAgainstWomen (CEDAW), also knownas the

    WomensTreaty,isaninternationalagreementonbasichumanrightsforwomen.

    ImprovedWomensLiteracy

    andAccesstoEducation

    SanFrancisco:HowWomenLedLocalCEDAWRatification

    Inthelate1990s,womenfromgovernmentandadvocacy

    groupspushedforCEDAWratification.TheWomens

    InstituteforLeadershipDevelopmentforHumanRights

    (WILD),CityBoardofSupervisorspresidentBarbara

    Kaufmann,andmembersofthelocalCommissiononthe

    StatusofWomenleadtheeffort.

    InApril1998,SanFransciscobecamethefirstUScityto

    ratifyCEDAW.

    By2008,newresourceswerebeingmadeavailabletomeet

    unmetneedssuchassexualabusecounselingofgirlsinthe

    juvenilejusticesystem,flexibleworkschedulescitywide,and

    improvedstreetlightinginpoorlylitareas,writesLinda

    TarrWhelaninWomenLeadtheWay.Manymorewomen

    werealsobeingappointedtoboardsandcommissions.

    AdvocacyfromwithinandwithoutSanFranciscos

    governmentmadeprogressonCEDAWpossible.The

    womensmovementhasconcentratedonOutsiderwork:

    advocating,marching,challengingdiscrimination,and

    bangingonthedoorforentrytochangethewaybusinessis

    done.ButasSanFranciscosjourneytoCEDAWratification

    shows,wealsoneedanewroadmapthataddsanInsider

    strategy,saysTarrWhelan.
