Login Screen Click Login button to login into the application. User can see a popup as shown below:

1. For new user registration, the applicant needs to click on link- “Not Registered? Register here”.

After clicking on this link, following popup opens:

Note: a) Applicants cannot use same mobile no for registering more than once on this portal. b) Same User Name cannot be used for registering more than once on this portal. When user clicks on “Register Yourself”, following popup comes to verify the OTP:

After entering the OTP code received on the mobile, following popup comes up: Now, user can login with their credentials to access the features of this portal.

2. If due to any reason, user has received OTP but the screen where OTP needs to be entered does not come, Applicant can use the link “Verify OTP” from the Login page. When applicant clicks on “Verify OTP” link, following message comes:

Now, when applicant logins with his user id and password and if his OTP is not verified, he will be re-directed to “Verify OTP” screen to complete the registration process

3. If applicant forgot his password any time after completion of registration, he/she can use the link “Forgot password” to retrieve it. When applicant clicks on this link, following popup opens:

Factories Act Registration Process Purpose: Applicant who needs to open factory in Jharkhand need to first take permission from Factory office by obtaining license under Factories Act. Registration/Renewal and Amendment is possible for applicants. 1. Applicant needs to login to this portal with their user id and password. After that they can submit

online return from the below menu- Go to Services Factories Act RegistrationNew Registration as shown below:

It is a mandatory field. c) Division and Office Details (i) Office of Deputy Chief Inspector of Factories: The applicant should select from the drop down containing list of Deputy Chief Inspector of Factories where he can apply for license under this Act. It is a mandatory field.

(ii) Office of Inspector of Factories: The applicant should select from the drop down containing list of offices of Inspector of Factories as per the selected Deputy Chief Inspector of Factories where he can apply for license under this Act. It is a mandatory field.

(iii) District in which Factory is situated: The applicant should select from the drop down containing list of districts where the factory is situated. It is a mandatory field. (iv) Year of start of manufacturing process : The drop down should open containing following list-

Applicant needs to enter “Details of Worker for that particular year”. Number of workers proposed to be ordinarily employed during the year for which licence is to be obtained cannot be greater than Maximum no of workers proposed to be employed on any one day during the year for which licence is to be obtained. (v) Date of Application: It shows current date. d) Nature and Amount of Power (i) Total rated capacity of Machineries: It should contain value for Amount of Power Installed or Proposed and Maximum Amount of Power to be used in H.P. Maximum amount of power to be used cannot be greater than Amount of power installed. (ii) D. G. Set / Electric Power Generating Capacity: It should contain value for Amount of Power Installed or Proposed and Maximum Amount of Power to be used in K.W. Maximum amount of power to be used cannot be greater than Amount of power installed.. (iii) Transformer: It should contain value for Amount of Power Installed or Proposed and Maximum Amount of Power to be used in K.W. Maximum amount of power to be used cannot be greater than Amount of power installed. Click on SAVE & NEXT to go to next step of the application, you will be redirected to next page. The applicant cannot see next page till he fills all the details on this page.

(iii) Post Office: It is a mandatory field. (iv) Police Station: It is a mandatory field. (v) State: “Jharkhand” in the drop down needs to be selected. It is a mandatory field. (vi) District: Applicant needs to select from one of the 24 districts of Jharkhand available in the drop down. It is a mandatory field. (vii) Block: It shows blocks of the selected district in the drop down. The block list changes if the selected district in the above field changes. (viii) Pin Code: It should be 6 digit numeric value. b) Communication Address Details: It can be same as Factory Address. If it is same, applicant needs to check the checkbox “ Copy same address”; otherwise following fields data needs to be filled- (i) Address: Text area show up. It is a mandatory field. (ii) Landmark: Text area show up It is a mandatory field. (iii) Post Office: It is a mandatory field. (iv) Police Station: It is a mandatory field. (v) State: It should only show “Jharkhand” in the drop down. It is a mandatory field. (vi) District: It shows all 24 districts of Jharkhand in the drop down. It is a mandatory field. (vii) Block: It shows blocks of the selected district in the drop down. The block list changes if the selected district in the above field changes. (viii) Pin Code: It should be 6 digit numeric value. Click on SAVE & NEXT to go to next step of the application, you will be redirected to next page-

(iii) Date of Birth: Date of birth of the manager needs to be entered here. Age should be greater than 15 years. It is a mandatory field.

(v) E-Mail Id: It should be in proper format i. e. [email protected]. It is a mandatory field. (vi) Mobile No: It should be 10 digit numeric value starting with 7 or 8 or 9. It is a mandatory field. b) Residential Address ( Manager Address needs to be entered) (i) Country: Drop down should open with only one value—India. (ii) PAN No: PAN no needs to be entered for the manager here. Permanent Account Number (PAN) is a code that acts as identification of Indians, especially those who pay Income Tax. It is a unique, 10-character alpha-numeric identifier, issued to all judicial entities identifiable under the Indian Income Tax Act 1961. (iii) Address: Text area show up. It is a mandatory field. (iv) Landmark: Text area show up. It is a mandatory field. (v) Post Office: It is a mandatory field. (vi) Police Station: It is a mandatory field. (vii) State: It should show all states of India in the drop down. It is a mandatory field. The state where manager resides should be selected. (viii) District: It shows all districts of selected state in the drop down. The district list changes if the selected state in the above field changes. It is a mandatory field. (ix) Block: It shows blocks of the selected district in the drop down. The block list changes if the selected district in the above field changes. (x) Pin Code: It should be 6 digit numeric value. (xi) Phone No: It should have 2 fields i.e. STD code and phone number. The Phone no of the manager needs to be entered here. c) Documents to be uploaded: It could be image files i.e. JPG, JPEG, PNG, GIF etc only (i) Photograph: The Manager’s photograph needs to be uploaded here. BROWSE button should be used to select the file to be uploaded from the applicant’s computer. It is a mandatory field. (ii) PAN No proof: The manager’s PAN card should be uploaded here. BROWSE button should be used to select the file to be uploaded from the applicant’s computer. It is a mandatory field. (iii) ID proof: The drop down should contain list of proof which will be accepted as ID proof for manager. In addition to it, BROWSE button should be used to select the file to be uploaded from the applicant’s computer. It is a mandatory field. The ID Proof can be one of the following: Aadhaar Card Voter Id Passport Pan Card Driving License Bank Account Passbook (iv) Address Proof: The drop down should contain list of proof which will be accepted as Address proof of the manager. In addition to it, BROWSE button should be used to select the file to be uploaded from the applicant’s computer. It is a mandatory field. (v) E-Mail Id: It should be in proper format i. e. [email protected]. It is a mandatory field. (vi) Mobile No: It should be 10 digit numeric value starting with 7 or 8 or 9. It is a mandatory field. b) Residential Address(Occupier) (i) Country: Drop down should open with all country data as Occupier can have his residential address in or outside India. It is a mandatory field. (iii) ID proof: The drop down should contain list of proof which will be accepted as ID proof of the Occupier. c) Status of Jharkhand factories Rules, 1950: These fields are required, if maximum no of worker(s) is greater than or equal to 10 (i) Reference no and date of approval of the plans for site whether for old or new building and

for construction of extension of factory by the state Govt. / Chief inspector (ii) Reference no and date of approval of arrangements, if any, made for the disposal of trade waste and effluents and the name of the authority granting such approval d) Document Checklist: As per the details filled in the form, the checkbox will be enabled for checking by the applicant. The applicant needs to select which documents from this list he will be providing to the office for verification. (i) Copy of Land Paper(s) (ii) Copy of Partnership deed(s) (iii) Copy of List of board of Director(s) (iv) Copy of Resolution by board of director(s) regarding Occupiership (v) Copy of Project Report(s) (vi) copy of memorandum and article(s) of Association(s) (vii) Copy of Resolution of partner(s) regarding Occupiership Click on SAVE & NEXT to go to next step of the application. Here applicant can view the completely filled application before proceeding for payment.

The applicant needs to fill the block of data which he had not filled till now. Till the time, applicant has not paid any fees, he has the option to delete his application using “Delete” button.

Take print of application form, makes changes in it or proceed for payment- Applicant can print the application by visiting ServicesFactory Act RegistrationManage Application.

Here all those applications filled by candidate for Factories Act will be shown whose payment has not been completed yet. Suppose, an applicant has by mistake filled wrong details in his application form but has not paid the fees for the same till now. He has the option to Edit/Delete those applications from this menu. The applicant needs to print the application. In the above screenshot, only 1 Application ID is shown because applicant has filled and saved 1 application in this act but not paid the fees for it. Once applicant pays the fees, his application will not be seen in this menu. The applicant can print the application form by clicking on PRINT button. Then the Applicant needs to sign it, enter Date and place in the printed form. If applicant clicks on Edit, following screen opens up-

Whichever details the applicant needs to edit, he needs to select that block from here. Suppose he wants to edit “Manager Details”. He will edit the data and then will click on “Update Manager Details” button.

Reinstate Process As of now, since this is the first year; so all those factories which have not registered on this portal had applied for online renewal by filling their complete details on this portal through the menu-ServicesFactories ActRenewal. Those applicants who had not applied for renewal on time, need to apply for re-instate. Here Old Registration Fee: The fee deposited at time of registration for this factory. Amendment Fee: This is fixed fee (Rs 500) which is charged from applicant whenever he wants to get any amendment done in his license. New Registration Fee: This is the fee which is calculated if applicant needs to get any such field value changed on which fee calculation at time of registration is dependent. It is calculated as difference of Total fee which comes with amended data in form and Old Registration fee. Suppose, worker details are changed and with new worker details, fee comes Rs 30,500. There are 2 payment modes in this Act- (i) Via Treasury Challan (ii) Via Online Payment Gateway (Internet Banking) If the user selects Treasury Challan option, following mandatory field details need to be filled up- a) Amount: Applicant needs to enter the amount of which he has got the challan b) Select Treasury Name: Applicant needs to select it from the drop down. c) Challan Date: Applicant needs to enter date on which he has submitted the money in treasury. d) Vide Challan No. : Applicant needs to enter the Challan No for the fee paid. e) Select Scanned Copy of Challan: Applicant needs to upload scanned copy of Challan by selecting the same through the browse option. Challan can be uploaded as pdf or image file i.e. jpg, jpeg, png etc .

Online Renewal Process This renewal option is for those factories which have registered on this portal before 2017 and want to apply for online renewal for year 2017 onwards. Login to the portal with your user id and password. Following screen will open up-

Fee Information a) Renewal Fee: It is calculated same as registration fee. If applicant applies for 5 year renewal then Renewal fee will be 5 times of registration fee for that data. b) Late Fee: If Renewal application has been filed by 31st Dec, no late fee will be charged. If Renewal application has been filed between 1st Jan to 31st March, then 50% of Registration fee will be charged as late fee. If Renewal application has been filed from 1st April to 30th June, then 100% of registration fee will be charged as late fee. After 30th June, applicant needs to apply under re-instate and NOT renewal. c) Adjustable Amount d) Gross Total Fee: It is total of renewal and late fee.
