About this document
We want Fairfield to be a community for everyone.
We want to make Fairfield:
• accessible for people with disability – so they
can use all the services and facilities and get
around easily
• inclusive of people with disability – so they
can take part in our programs and activities.

To do this, we have written a Disability Inclusion
Action Plan.
In this document we call it the Plan.
It explains the steps we want to take to make
Fairfield a better place for people with disability.
We talked to different people in our community to
help us write the Plan, including:
• people with disability, their families
and carers
• local services
• Council staff.

What the Plan is for
At the moment, there are huge, positive
changes taking place around Australia for people
with disability.
Fairfield City Council wants to be a part of
this change.
Writing our Plan is the first step in making Fairfield
more accessible and more inclusive.
In 2014, the NSW Government passed a law
called the Disability Inclusion Act 2014.
This law says that all local councils must have a
Disability Inclusion Action Plan.
Under the law, we must publish our Plan by
1 July 2017.

We will keep checking that the Plan is
being followed.
We will also ask the community to tell us how well
we are going with the Plan.
The Plan covers 4 important areas:
1. Encouraging positive attitudes
2. Making our community easier to live in and
get around
3. Helping people find good jobs
4. Making our information and services easier
to find and use.

Positive attitudes
Positive attitudes toward people with disability
make Fairfield a better place.
Attitudes are the way that people think and act.
Improving attitudes will make it easier for people
with disability to take part in our community.
We want:
• people in the community to understand and
welcome people with disability
• our staff to know how to work with people
with disability
• local organisations and businesses to include
people with disability.

What we will do
We plan to:
• keep talking to people with disability to
find out:
o the barriers they face
o what they would like us to change
• keep supporting positive events for people
with disability such as:
o International Day of Persons
with Disabilities
o Carers Week

• raise more awareness in the local
community about:
o removing barriers for people
with disability
o the rights and needs of people
with disability
• include more images of people with
disability in our publications
• keep making sure our staff are trained in
how to work with people with disability
• make sure we use the right words to
describe disability

• work with local organisations to include
more people with disability
• get more people with disability involved in
sport by:
o working with the Sports and
Recreation Advisory Group
o supporting the Sport NSW Activate
Inclusion Sports Days
• educate people in the community about the
importance of disability parking spaces

• talk to Transport NSW about training
staff to understand the needs of people
with disability
• work with local organisations to organise
walking groups for people with disability
and their carers
• require access and inclusion to be included
in applications for:
o Council grants
o agreements to use Council facilities.

Making our community easier to live in and get around
We want to make it easier for people with
disability to live in and get around Fairfield.
This will be good for everyone, not just people
with disability.
We want:
• new buildings to be easy for people with
disability to access
• everyone to be safer on our roads
and footpaths
• people with disability to be able to use
public places and Council facilities easily.

What we will do
We will use the Annual Disability Improvement
Program to upgrade the facilities that:
• are used the most
• need better access.
We’re planning to make new buildings in
Fairfield as accessible as possible.
To do this, we will:
• talk to people with disability and
accessibility experts when we are
designing new buildings
• make a Disability Inclusion Access
checklist that will be used when we are
designing new spaces and facilities

• make sure builders are following the laws
around accessibility, including:
o Disability (Access to Premises –
Buildings) Standards 2010
o Building Code of Australia
• continue giving advice to the local community
about access standards.
We will also make our roads and footpaths safe
and easy to use.

To do this, we will:
• continue our Pedestrian Accessibility and
Mobility Plan to make footpaths safer
• make sure there is enough clear space for
people to use footpaths
• make sure our road signs are clear.
Over time, we will keep making more of our local
area accessible, including:
• toilets
• parking spaces
• parks and playgrounds
• bus stops.

We will keep working with the State Government to
install a lift at Canley Vale station.
Rangers will continue to give fines to people who:
• use disability parking spaces the
wrong way
• block driveways.
We will make pools more accessible by:
• upgrading existing pool hoists
• installing new pool hoists where they
are needed.
We will make school pick-up time safer for children
with disability.
To do this, we will ask schools to let children
with disability be picked up from within the
school grounds.
We will help people get rid of household waste that
they can’t move themselves.

Work and jobs
We want to make Fairfield City Council a better
workplace for people with disability.
We want to:
• support our staff with disability
• make sure our workplace is inclusive.
We also want to create more opportunities at
council and in the local community for people with
disability to:
• work
• volunteer.
What we will do
We’re planning to find ways to include people with
disability when we are advertising and interviewing
for jobs.
To do this, we will:
• encourage people with disability to apply
for positions

• make sure the application process
is accessible.
We will also make Council an accessible and
inclusive workplace.
To do this, we will:
• ask our staff if they need help to make their
workplace more accessible
• continue providing accessible software and
IT support workers
• provide flexible working arrangements for
people with disability and carers

• continue providing individual plans for
people with disability during evacuation
and lock down.
We will give people with disability more work
experience opportunities.
To do this, we will:
• work out what jobs are suitable for people
with different abilities
• look at ways we can work with other
organisations that provide jobs to people
with disability

• promote positive stories about Council work
experience for people with disability on:
o our website
o social media
• see if we can organise work
experience placements through Disability
Employment Services
• encourage people to help us plan and put on
events through either:
o volunteering
o paid jobs
• give priority to grant applications that include
jobs for people with disability.

The way we do things
We want to make our information and services
more accessible and inclusive.
This will make it easier for people with disability to:
• get the information they need
• take part in activities.
What we will do
We’re planning to make sure all the information we
share is available:
• to everybody
• in a range of formats.
This includes the information we share online.

We’re also planning to make sure everyone can
use our services and give us feedback.
To do this, we will:
• keep making sure our forms and voting
papers are accessible
• keep making sure people can make
payments in different ways
• update the Customer Satisfaction survey that
people fill out when they are leaving a
Council building
• make our complaints process easy to use.

We will also keep making Council events more
accessible and inclusive.
To do this, we will:
• make sure our events have:
o easy access to transport
and parking
o accessible toilets
• make a new access and inclusion checklist
for event organisers.

We will do more to promote our activities and
services for people with disability.
To do this, we will:
• promote all our accessible and inclusive
services and activities
• put information on our website about
discounts for:
o people with disability and carers
o people receiving a Disability
Support Pension
o seniors

• keep offering:
o accessible library services
o early childhood intervention
o accessible arts activities
• make sure the organisations we give grants
to are accessible and inclusive
• make sure our policies include disability
access and inclusion.
A policy is a plan for how things will be done.

We will work with local organisations to help
people with disability get the services they need.
To do this, we will:
• make a disability service network, like the
Senior Services Interagency
• update the disability service directory and
check its contact details every year
• hold information sessions for new people in
our community, so they can find the services
they need

• get money to make sure services are
accessible and inclusive for people who:
o are refugees
o have just arrived in Australia
o speak a language other than English
• look at making an app that would help
people with disability find their way around
Fairfield, including accessible:
o transport
o businesses
o services
o toilets.
