PHILOSOPHYOFEDUCATION

Webelievethateducationisthefoundationofourdemocraticsocietyandshouldbedesignedtofittheneedsofthe people. We recognize that the individual necessities of individuals vary; regardless of any variable, eachstudent shouldbe given theopportunity to develop to the fullest extent those abilities andqualitieswhich areessentialtohisbecomingaworthycontributortohisfellowman.We believe that education must be flexible to keep pace with an ever-changing society; that activities arenecessarysupplementstoclassroomparticipationandshouldaimtoward:

SUPERINTENDENTTheFairviewSchoolSystemisunderthedirectionandsupervisionoftheSuperintendentofSchools.Thispersoniselectedbyandresponsibletoaboardofeducation,whichiselectedbyandrepresentsthepeopleofthisschooldistrict.PRINCIPALThe principal directs and coordinates the varied activities, both curricular and extracurricular, having under hisimmediatedirectionallregularemployeesperformingdutiesinthehighschool.GUIDANCEANDCOUNSELINGThepurposeoftheFairviewHighSchoolguidanceprogramistoassisttheindividualstudentstomakeappropriatedecisionsandadjustmentsinthelightoftheirowninterests,abilities,andlevelofaspiration.

Themaingoaloftheguidanceprogramistoseeeachstudentduringtheschoolyeartotalkabouteducationplans,vocationalplansand/orschoolorpersonalproblemsofanynature.

Toinsurethepurposeandgoaloftheguidanceprogramisreached,ateamapproachisutilizedtoassiststudentsin attaining their individual goals. The team consists of the Head Counselor, and 5 other staff members withvariousassignmentsrelatingtotheguidanceprogram.Examplesofthetypeofservicesprovidedbytheteamare:post-secondaryplanning, scholarships,applications, remediation, transcripts, testing,creditchecksandguidancerelatedtopersonalissuesofanykind.

STATEMENTOFRIGHTSThe Fairview School hereby notifies each student and their parents of their right to inspect and review student educationrecordsundertheFederalFamilyEducationalRightstoPrivacyAct(FERPA).

1. Student'sparentsandeligiblestudentshavetherighttoinspectandreviewthestudent'seducationrecords.2. ItistheintentoftheFairviewSchoolDistricttolimitthedisclosureofinformationcontainedinastudent'seducation

records except: (1) by the prior written consent of the student's parent or the eligible student, (2) as directoryinformation,or(3)undercertainlimitedcircumstances,aspermittedbytheFERPA.

3. Student'sparentsoreligiblestudentshavetherighttoseektocorrectpartsofthestudent'seducationrecordwhichhe or she believes to be inaccurate,misleading, or in violation of student rights. This right includes the right to ahearingtopresentevidencethattherecordshouldbechangedifthedistrictdecidesnottoalter itaccordingtotheparentoreligiblestudent'srequest.

4. Anypersonhas the right to file a complaintwith theDepartment ofHealth, Education andWelfare if the FairviewSchoolDistrictviolatestheFERPA.

5. Parentsandeligiblestudentsshouldcometotheprincipal'sofficetoobtaincopiesofthepolicyandinformationastothecorrectproceduretofollowinrequestingactionaboutastudent'srecord.Copiesofthispolicyarelocatedintheelementaryprincipal'soffice,middleschoolprincipal'soffice,highschoolprincipal'sofficeandthesuperintendent'soffice.

Thedistrictwillarrangetoprovidetranslationsofthisnoticetonon-Englishspeakingparentsintheirnativelanguage.PARENTS,CHILDREN,andTEACHERS:WORKINGTOGETHERTOIMPROVETESTPERFORMANCETESTING!Whenwe just readorhear theword testingwecan imagineall kindsof testing situationswehaveexperienced.Someofthetestswereatschool,ormaybewerememberthetimewetookthetesttogetourfirstdriver's license-orwecouldhavethoughtofsimpleteststhatoccurinourdailylivesandonthejob.Ourlivesareconstantlyfilledwithtestsofsomekind.

Itwillnotbeasdifficulttoconvincethestudentsthattests-evenifdifficultanddistasteful-arefortheirowngood.Studentscanbeguidedtounderstandthatthepurposeoftestingisnotjusttoassigngradesandcheckmastery,buttohelpthemprofitbytheirownstrengthsandovercometheirweaknesses.

Educators alone cannot insure that studentsunderstand thesepurposes. Theymustworkwithandbehelpedby themostimportantpersoninthatchild'slife-andthatisyou-theparent.

Thisinformationisdesignedtogivestudents,parents,andthegeneralpublicbasicinformationaboutthemeaninganduseoftests.Additionalinformationisincludedtoassistparentsandstudentswithtestpreparation.

PARENTSRIGHTTOKNOWPOLICYSinceFairviewPublicSchoolDistrictreceivesTitleIfundsparentswillbenotifiedannuallyofeachchildintheFairviewSchoolDistrictthattheyhavetherighttorequestinformationaboutthequalificationsoftheirchildrenʼsteachers.Theinformationavailabletoparentsuponrequestwillinclude:

• Whetherateacher“hasmetstatequalificationandlicensingcriteriaforthegradelevelsandsubjectareasinwhichtheteacherprovidesinstruction;”

• Whetherateacheris“teachingunderemergencyorotherprovisionalstatusthroughwhichState

qualificationorlicensingcriteriahavebeenwaived;”• Whatmajoreachteacherearnedhisorherbachelorʼsdegreein;• Whethertheteacherholdsany“graduatecertificationordegree”andinwhat“fieldofdiscipline;”and• Whetherachildis“providedservicesbyparaprofessionalsand,ifso,theirQualifications;”

Inaddition,FairviewSchoolDistrictwillprovideeachparent:

• Informationonthechildʼslevelofachievementoneachrequiredstateassessment,and• “Timelynotice”ifachild“hasbeenassigned,orhasbeentaughtforfourormoreconsecutiveweeksby“ateacher

whoisnot“highlyqualified”asdefinedbylaw.

Allinformationprovidedtoparentswillbe“inanunderstandableanduniformformat”andprovidedinalanguageparentscanunderstand“totheextentpracticable.”TitleI,Section1111(b)(1)C-reportcardsTitleI,Section1111(b)(6)-parentsʼrighttoknow

THEOKLAHOMASCHOOLTESTINGPROGRAM(OSTP)Students ingradesthreethrougheighttakecriterion-referencedtests.Thesetestsmeasurepublicschoolstudents'academicskills in Oklahoma's core curriculum, theOklahoma Academic Standards.Unsatisfactory performance on any content skillrequiresopportunitiesforremediation.End-of-InstructiontestsforAlgebra1,Algebra2,Geometry,English2,English3,Biology1andU.S.Historyarerequiredofeachstudentwhocompletesthe instruction inthatcourse inordertograduatefromhighschool. The end-of-instruction tests shall serve the purpose of the CRTs, and students shall be afforded the opportunity toretakethetestspriortograduation.BeginningwiththeClassof2012,allstudentswillberequiredtopassAlgebra1andEnglish2andtwooftheremainingfiveteststograduate.Achievedstatetestperformanceindexontheend-of-instructiontestsshallberecordedonthestudentʼshighschooltranscript.

Standardizedtestresultsrepresenta"snapshot"ofastudent'sacademicperformanceataparticularweekintheschoolyear.Suchresultswillprovideaneducationalprofileonindividualstudentsatthatparticulartimeandcanindicategeneralstrengthsandweaknessesintheirachievementlevel.Likeanysnapshot,itwillnotshowyouthewholepicture.Thereareotherfactorsthatareimportanttothatstudent'stotaleducationalprofilesthatdonotappearinonepictureorinonetest.

Testsareaidstobetterinstruction.Aswithothersuchaids,theusefulnessoftestswilldependupontheextenttowhichthetest results are interpretedwithwisdomand caution. Test results should be used to supplement - not to replace - teacherjudgment. 4. Testscanbeusefulinidentifyingstudents'specificneedsandtalents.Suchinformationcanhelpadultsguidethebestkindofprograms thatwill utilizeeach student's specific strengths toassist in improving theareas inwhich studentsneedhelp.

5. Tests-andtheappropriateuseoftestresults-canhelpparentsgainabetterunderstandingoftheirchild'sabilityandperformanceinschool.

Theweeksoftestingineachschooldistrictareselectedbythesuperintendentordependentschoolprincipalforhisorherowndistrictfromastate-mandatedtestwindow.

REPORTINGTOPARENTSTheOklahomaSchoolTestingProgramhasprovidedyourschoolwithadditionalinformationaboutyourchild'sachievement.Acopyoftestresultsisgiventotheschoolandtotheparents.Ifyouhavequestionsaboutthisreportandwouldliketoreviewthecompleteresults,pleasecontactyourchild'steacher,counselor,orprincipal.TESTPREPARATIONStudentsneedtorealizethatpreparationforanytest,especiallystandardizedtestsrequiressystematicstudythroughouttheentireschoolyear.Beingacademicallypreparedisultimatelytheresponsibilityofthestudent.However,thisresponsibilitymustbe shared by teachers and parents. Somechildrenbecomenervousandanxiouswhentoldtheywillbetakingdistrict-widetest.Parentsshouldtrytoreducethisanxietyandhelptheirchildfeelcomfortablesothatamoreaccuratepictureofyourchild'sperformancelevelcanbeobtained.

SPECIALCLASSESConcurrentCollegeClasses:Creditwill be given for all college concurrent classes that are successfully completed andwill be entered on FairviewHighSchoolTranscripts.

Students are required to allow the college or university to release grades and records to Fairview High School. Grades forconcurrentclasseswillbeincludedinthedeterminationofHighSchoolG.P.A.andforeligibilitypurposes.FairviewHighSchoolwillneedaccesstogradesonaregularbasisthroughouteachsemester.

GUIDELINES:Prior to offering an online instructional course, the board of education shall comply with the following guidelinesrecommendedbytheStateDepartmentofEducation:1. Web-basedandtwo-wayinteractivevideoinstructionshallbeviewedasmethodsbywhichtheschooldistrictcanexpand

thecourseofferingsandaccesstoinstructionalresources.Thesetechnologiesshouldnotbeviewedsolelyassubstitutesfordirect, face-to-facestudentandteacher interactions,butasameansofexpandingtheabilityofthedistricttobringtheworldofknowledgetothestudents.

2. Theboardofeducationwillgrantstudentscredit forthecompletionofcoursesofferedbymeansofonline instruction.School district policies governing grading scales and credits earned shall be applied toOklahoma SupplementalOnlineCourseProgramcoursesunder the samecriteria as coursesofferedby the schooldistrict.A gradeassigned for coursecredit that was completed through the supplemental online program shall be treated the same as any other courseofferedbythedistrict.

3. Onlystudentswhoareenrolledinthisdistrictwillbegrantedaccesstosupplementalonlinecourses.4. Requestsforenrollmentinsupplementalonlinecoursesshallbeasfollows:

A. Interestedstudentsshallberequiredtofilloutarequestforenrollmentinsupplementalonlinecourse(s)form.B. Theprincipalordesigneeshallevaluatetheapplicationanddeterminewhethertheonlinecourseiseducationally

appropriateforthestudent.C. Ifthesupplementalonlinecourseisnotdeemedtobeeducationallyappropriate,notificationshallbeprovided

tothestudentinwritingastothereasonsinsupportoftheprincipalʼsrecommendationandthestudentshallbeafforded theopportunity toappeal theprincipalʼsdecision to the local schoolboard.Thedecisionof the localboardwith regard towhetheracourse iseducationallyappropriate is finalandnon-appealable.Acopyof thenotificationshallbeprovidedtotheDirectorofInstructionalTechnologyattheStateDepartmentofEducation.

5. Ifenrollmentinthesupplementalonlinecourseisallowed,theprincipalshallappointacertifiedstaffmembertoserveasthe building level contact person to assist students enrolling in online courses and to serve as a liaison to the onlineteachersandprovider(s).Studentsshallhaveagraceperiodforwithdrawal fromandonlinecourseof fifteen(15)daysfromthefirstdayofasupplementalonlinecourseenrollmentwithacademicpenalty.Awrittenrequestforwithdrawalshouldbeprovidedtotheprincipalfromthestudentpriortotheexpirationofthefifteen(15)dayperiod.

6. Studentsearningcreditbymeansofonlineinstructionshallparticipateinallrequiredstate-levelacademicassessmentsinthesamemannerasotherregularlyenrolledstudentsinthedistrict.

7. Courses offered for credit bymeans of online instruction shall be alignedwith the Oklahoma Academic Standards asdeterminedbytheBoardofEducation.

8. Studentprogressshallbemonitoredonaweeklybasisbytheonlinecourseproviderand/ortheschooldistrictdesignatedstaffmember.Attendance/participation inasupplementalonlinecourseshallbe inaccordancewith localdistrictpolicyanddeterminedbydocumentedstudent/teacher/courseinteractionthatmayinclude,butisnotlimitedto,onlinechats,emails, posting/submission of lessons. The student may be counted “present” or “in attendance” when the courseprovided provides evidence of interaction that demonstrates student progress toward learning objectives anddemonstrates regular studentengagement in courseactivity.Online courseproviders shallmakeavailable to students,parents, and the school district reports that reflect daily attendance/participation, progress reports, and grades. Suchattendance/participationreports,progressreports,andgradesshallbeprovidedonaregularweeklybasistoparentsandtheschooldistrictviaelectronicformat.Thedistrictwillreviewprogressreportsandgradestwicepermonth.

9. The security of individual student data and records shall be maintained and receive the same protection affordedstudentsunder stateand federal laws.No individual studentdataobtained throughparticipationononline instructionshallbeusedforanypurposesotherthanthosethatsupporttheinstructionoftheindividualstudent.

10. Districtlevelaggregateddataobtainedthroughparticipationinonlinecoursesshallbeutilizedforeducationalpurposesonlyandshallnotbeprovidedtocommercialentities

11. Allfederalandstatestatutespertainingtostudentprivacy,thepostingofimagesontheWorldWideWeb,copyrightofmaterial,FederalCommunicationsCommissionrulespertainingtothepublicbroadcastingofaudioandvideo,andothersuchissuesshallbeadheredtobythedistrict.

12. Contractual agreements shall be established between the school district and parent(s) or legal guardian, of studentsparticipatinginalternativeinstructionaldeliverysystemcoursespriortothebeginningofinstruction.Thesecontractsmayaddresssuchissuesasgradingcriteria,timeallottedforcoursecompletion,studentattendance,andtheresponsibilityforcoursecostsandequipment.

13. Instructorsofonlinecoursesshallbe:(a)certifiedinOklahomaoranotherstatetoteachinthecontentareaofthecourseoffered,or(b)afacultymemberatanaccreditedinstitutionofhighereducation,possessingthespecificcontentexpertisenecessarytoteachthecourse.

14. FairviewOnlineInstruction(FOI)policiesandproceduresasapprovedbytheboardofeducationshallapplytoallstudentsparticipating.

15. Students at remote siteswhoparticipate in theonline coursesofferedby thedistrictwill be responsible for providingtheirownequipmentandinternetaccess.

16. Annually the board of education shall establish fees or charges for the provision of alternative instructional deliverysystemcourses.Thedistrictshallnotbeliableforpaymentofanyfeesorchargesforanyonlinecourseforastudentwhohasnotcompliedwithdistrictpoliciesandprocedures.REFERENCE:70O.S.1-111

OKLAHOMAʼSPROMISE/OKLAHOMAHIGHERLEARNINGACCESSPROGRAM(OHLAP)TheOklahoma Legislature has provided a fund thatwill pay a studentʼs college tuition if the studentʼs parents’ total yearlyincome is not more than $50,000. The program is called the Oklahoma Higher Learning Access Program (OHLAP). Once astudenthascompleted theOHLAPʼsgoals, itwillpay tuitionatapublic two-yearcollege, four-yearuniversity,oratapublicvocational-technicalschoolthatofferscollegecredit forcertainprograms. Itwillalsopaypartofthetuitionatanaccreditedprivatecollegeoruniversity.

Studentsmayenrollduringthe8th,9th,or10thgrade.Thestudentsare locked intotherequirements fortheyear inwhichenrollmentoccurred.Studentswhoqualifyareencouragedtoenroll.Applicationsareavailableinthecounselorʼsofficeoron-line.

ENTRANCEREQUIREMENTSForadmissiontoFairviewHighSchool,astudentmustbearesidentoftheschooldistrictoralegaltransfer,(mustbelivingwithparentsorlegalcustodian)andmustbewillingtoabidebytherulesandregulationssetforthforourschool.TRANSFERSANDTUITIONAny studentwhodoesnot live inahigh schooldistrictmaybe transferredwithouta tuition fee to the student.A student'sresidence isdeterminedbyhisdomicilewithhisparentsor legalguardian. WEDNESDAYSCHOOLOPERATIONALGUIDELINES

1. Students assigned to Wednesday school may not be excused for work or activities; however, the session may bedelayeduntilthenextweekprovidingthestudent/parentmakesarrangementswiththeadministratorinchargeoftheprogram. The sessionmay then bemade up the followingweek. Students refusing to attend the sessionwill facedisciplinaryaction.

2. ThesessionwillbeconductedonWednesdayafternoonsfrom3:30p.m.until5:303. p.m.andwillbeopentoanystudentingrades9through12.4. AssignmentstoWednesdayschoolcanbemadeforanypartofthetwohoursbutonlybytheadministrationandstaff.5. Supervisionwillbeprovidedbyprofessionalstaffmemberstobeassignedbytheadministration.6. Allsessionswillbeheldinahighschoolclassroomormediacenter.7. Eachstudentmustcomepreparedtoworkfortheirassignedtime.Music,cardplayingorotheractivitiesthatarenot

academicinnaturewillnotbepermitted.Anystudentnotpreparedtoworktheentiretimewillbeassignedanothersession.

8. Transportationafterthesessionwillnotbeprovidedbythedistrict.9. Studentswhoaretardywithoutpermissionfromadministrationwillbeassignedanothertime.10. Breaksforstudentswillbegivenatthediscretionofthedirector.11. Talkingandsocializingarenotpermittedatanytime.12. SeatsareassignedbytheWednesdayschooldirector.13. StudentswhowillnotcomplywiththeguidelinesoftheWednesdayschoolorwhocausefurtherdisturbanceswillface

disciplinaryaction.14. Studentsarenotallowedtosleepatanytime.15. Underspecialcircumstances,theadministrationmayallowacoachoractivitydirectortoprovideanalternatetimeto

makeuptheworkmissed.COLLEGEVISITATIONPOLICYAstudentwhoplanstoattendcollegeaftergraduationisallowedone(1)visitationdayasasophomore,andtwo(2)visitationdayseachyearasa juniorand senior tovisitorenroll in thecollegeof their choice.Thesedayswillbe considered school-sponsoredabsencesonlyifthefollowingrequirementsaremet:

1. All visits must be set up and approved by the counselor and principal. The student must notify teachers of thearrangeddateforthecollegevisitatleastthree(3)schooldaysinadvanceofthevisitutilizingtheapprovedform.

2. Studentsmusthaveawrittenverificationfromthecollegeuponhis/herreturntoschool.3. CollegedaysmustbetakenbeforeMay1.4. Studentsmustmeettheentrancerequirementsforthecollegehe/sheisplanningtovisit.5. Parentand/orschoolstaffmemberattendanceisgenerallyrequired.

EXTRACURRICULARACTIVITIESPOLICY

1. Themaximumnumberofabsencesforactivities,whichremoveastudentfromtheclassroom,shallnotexceedtenforanyoneclassperiod.Excludedfromthisnumberarestateandnationallevelsofschoolsponsoredcontests.

A. Stateandnationallevelcontestsarethoseforwhichastudentmustearntherighttoparticipate.B. Sponsorsshoulddevelopeligibilitycriteriathatareconsistentwiththegoalsoftheactivityprogramandlocal

communityexpectations.Criteriaforearningtherighttorepresenttheschoolinanystateornationallevelcontestshallbesubmittedinwritingbylocalschoolsponsors.

C. Exceptionswillbeconsideredonlyifextremecircumstancesexistthatcreateunduehardshipsupontheparticipatingschoolsandaftertheapprovaloftheappropriateagency.

D. Theboardofeducationshall,priortothebeginningofeachschoolyear,decidewhatcontestsaretobeconsideredstateandnationallevelsofparticipation(takingintoconsiderationCareerTechnologyandOklahomaSecondarySchoolsActivityAssociation(OSSAA)approved/sanctionedactivities).Theseinclude:

CONDUCT

SCHOOLSPIRITSchoolspiritmeansloyaltytoallfunctionsoftheschool.Schoolspiritmaybedividedintothreecategories:

1. Courtesy–towardteachers,fellowstudentsandtheofficialsofschoolathleticevents.2. Pride–ineverythingourschoolendeavorstoaccomplishandhasaccomplished.3. Sportsmanship–theabilitytowinandlosegracefully.

COURTESYCourtesytoteachers,schoolemployees,otherstudentsandvisitorsisatraditionatourschool.Eachofusshouldstrivetobeconsiderateofallothers,despiteracial,religiousoreconomicbackground.Respectandobeythejudgmentofyourteachers.Theyarenotonlyyourteachersandadults,butareconsideredyourparentsduringtheschoolday.Treatallotheradultemployeesoftheschoolwithcourtesyandfollowanyrequestordirectiongivenbythem.Theseincludecustodians,cafeteriaworkersandofficepersonnel.Rudenesswillresultindisciplinaryaction.

BULLYINGIt is thepolicyof this schooldistrict that threateningbehavior,harassment, intimidation,andbullyingof studentsbyotherstudents,personnel,or thepublicwillnotbetolerated.Thispolicy is ineffectwhile thestudentsareonschoolgrounds, inschooltransportation,oratschoolsanctionedevents,andwhileawayfromschoolgroundsifthemisconductdirectlyaffectsthegoodorder,efficientmanagement,andwelfareoftheschooldistrict.As used in the School Safety and Bullying Prevention Act, “bullying” is defined as a “pattern of harassment, intimidation,threateningbehavior,physicalacts,verbalorelectroniccommunicationdirectedtowardastudentorgroupofstudentsthatresults inor is reasonablyperceivedasbeingdonewiththe intent tocausenegativeeducationalorphysical results for thetargeted individual or group and is communicated in such a way as to disrupt or interfere with the schoolʼs educationalmissionortheeducationofanystudent.”Electroniccommunicationsincludealltypesofdigitalfiles,includingvideocontent.

Inadministeringdiscipline,considerationwillbegiventoalternativemethodsofpunishmenttoensurethatthemosteffectivediscipline isadministered ineachcase. Inalldisciplinaryaction,teachersandadministratorswillbemindfulofthefactthatthey are dealing with individual personalities. The faculty may consider consultation with parents to determine themosteffectivedisciplinarymeasure.In considering alternatives of corrective actions, the faculty/administration of the school district will consider those listedbelow.However, the school is not limited to these alternativemethods, nor does this list reflect an order or sequence ofeventstofollowindisciplinaryactions.Theboardofeducationwillrelyuponthejudgmentanddiscretionoftheadministratortodeterminetheappropriateremedialorcorrectiveactionineachinstance:

notlimitedto,removalfromeligibilitytoparticipateorattendextracurricularactivitiesaswellasremovalfromtheprivilegeofattendingorparticipatinginthegraduationceremony,schooldances,prom,promactivities,and/orclasstrips.

Harassmentsetforthabovemayinclude,butisnotlimitedto,thefollowing:

1. Verbal,physical,orwrittenharassmentorabuse2. Repeatedremarksofademeaningnature

3. Impliedorexplicitthreatsconcerningoneʼsgrades,achievements,etc.4. Demeaningjokes,stories,oractivitiesdirectatthestudents5. Unwelcomephysicalcontact

TheSuperintendentshalldevelopproceduresprovidingfor:

1. Promptinvestigationofallegationsorharassment2. Theexpeditiouscorrectionoftheconditionscausingsuchharassment3. Establishmentofadequatemeasuretoprovideconfidentialityinthecomplaintprocess4. Initiationofappropriatecorrectiveactions5. Identificationandenactmentofmethodstopreventreoccurrencesoftheharassment;and6. Aprocesswheretheprovisionsofthispolicyaredisseminatedinwritingannuallytoallstaffandstudents.

Acopyofthispolicywillbefurnishedtoeachstudentandteacherinthisschooldistrict.PROHIBITINGHARASSMENT,INTIMIDATIONANDBULLYING(INVESTIGATIONPROCEDURES)Thefollowingprocedureswillbeusedbyanypersonforthefiling,processing,andresolutionofareportedincidentofharassment,intimidation,bullying,orthreateningbehavior.Theproceduresaretobefollowedbytheadministrationoftheschooldistrictinanefforttodeterminetheseverityoftheincidentandthepotentialtoresultinfutureviolence.Definitions

1. “Bullying”meansa“patternofharassment,intimidation,threateningbehavior,physicalacts,verbalorelectroniccommunicationdirectedtowardastudentorgroupofstudentsthatresultsinorisreasonablyperceivedasbeingdonewiththeintenttocausenegativeeducationalorphysicalresultsforthetargetedindividualorgroupandiscommunicatedinsuchaawayastodisruptorinterferewiththeschoolʼseducationalmissionortheeducationofanystudent.”Bullyingincludes,butisnotlimitedto,gestures,written,verbal,orphysicalactsorelectronic

communications.2. “Electroniccommunication”meansthecommunicationofanywritten,verbalorpictorialinformationbymeansof

anelectronicdevice,including,butnotlimitedtoatelephone,acellulartelephoneorotherwirelesscommunicationdevice,oracomputer,whetherornotsuchcommunicationoriginatedatschoolorwithschoolequipment,ifthecommunicationisspecificallydirectedatstudentsorschoolpersonnelandconcernsharassment,intimidation,orbullyingatschool.

3. “Threateningbehavior”meansanypatternofbehaviororisolatedaction,whetherornotitisdirectedatanotherperson,thatareasonablepersonwouldbelieveindicatedpotentialforfutureharmtostudents,schoolpersonnel,orschoolproperty.

ProceduresTheprocedureforinvestigatingreportedincidentsofharassment,intimidation,andbullyingorthreateningbehavior,isasfollows:

1. Themattershouldimmediatelybereportedtothebuildingprincipal..Ifthebullyinginvolvedanelectroniccommunication,aprintedcopyofthecommunicationaswellasanyidentifyinginformationsuchasemailaddressorwebaddressshallbeprovidedtothebuildingprincipal.Asmuchdetailedinformationaspossibleshouldbeprovidedtothebuildingprincipalinwrittenformtoallowforathoroughinvestigationofthematter.

2. Uponreceiptofawrittenreport,thebuildingprincipalshallcontactthe

3. Superintendentandbeginaninvestigationtodeterminetheseverityoftheincidentandthepotentialforfutureviolence.

4. If,duringthecourseoftheinvestigation,itappearsthatacrimemayhavebeencommittedthebuildingprincipal,and/orSuperintendentshallnotifylocallawenforcementandrequestthattheallegedvictimalsocontactlawenforcementtoreportthematterforpotentialcriminalinvestigation.

5. Ifitisdeterminedthattheschooldistrictʼsdisciplinecodehasbeenviolated,thebuildingprincipalshallmakeadeterminationastowhethertheconductisactuallyoccurring,ifitisdeterminedthatanactofbullyinghasoccurred,areferralwillbemadetoadelinquencypreventionanddiversionprogramadministeredbytheOfficeofJuvenileAffairs.

6. Uponcompletionoftheinvestigation,thePrincipalorSuperintendentmayrecommendthatavailablecommunitymentalhealthcareoptionsbeprovidedtothestudent,ifappropriate.Thismayincludeinformationaboutthetypesofsupportservicesavailabletothestudentbully,victim,andanyotherstudentsaffectedbytheprohibitedbehavior.Ifsucharecommendationismade,theadministrationshallrequestdisclosureofanyinformationthatindicatedanexplicitthreattothesafetyofstudentsorschoolpersonnelprovidedthedisclosureofinformationdoesnotviolatethe

7. provisionsorrequirementsoftheFamilyEducationalRightsandPrivacyActof1974,theHealthInsurancePortabilityandAccountabilityActof1996,Section2503orTitle12oftheOklahomaStatutes,Section1376ofTitle59ofOklahomaStatues,oranyotherstateorfederallawsrelatingtothedisclosureofconfidentialinformation.

8. Uponcompletionofaninvestigation,timelynotificationshallbeprovidedtotheparentsorguardiansofavictimofdocumentedandverifiedbullying.Thisinformationshouldbeprovidedwithinsevendaysoftheconclusionoftheinvestigation.

9. Uponcompletingofanyinvestigation,timelynotificationshallbeprovidedtotheperpetratorofthedocumentedandverifiedbullying.Thisinformationshouldbeprovidedwithinsevendaysoftheconclusionoftheinvestigation.

Reportsmaybemadeanonymously.However,noformaldisciplinaryactionshallbetakensolelyonthebasisofananonymousreport.Reportsshallbemadeimmediatelytothebuildingprincipalbyanyschoolemployeethathasreliableinformationthatwouldleadareasonablepersontosuspectthatapersonisatargetofbullying.Thesuperintendentshallberesponsibleforenforcingthispolicy.Thebuildingprincipalshouldnotifythesuperintendentwithintwenty-four(24)hoursofanyreportofbullying.Uponcompletionofaninvestigation,thebuildingprincipalshouldnotifythesuperintendentofthefindingsoftheinvestigation.Documentationshouldalsobeprovidedtothesuperintendenttoestablishthattimelynotificationwasprovidedtotheparentsofthevictimandtheparentsoftheperpetrator.1. StudentandStaffEducationandTraining:Allstaffwillbeprovidedwithacopyofthedistrictʼspolicyonpreventionofharassment,intimidation,andbullyingofstudents.Allstudentswillbeprovidedasummaryofthepolicyandnoticethatacopyoftheentirepolicyisavailableon

request.FairviewPublicSchoolsiscommittedtoprovidingappropriateandrelevanttrainingtostaffregardingidentificationofbehaviorconstitutingharassment,intimidation,andbullyingofstudentsandthepreventionandmanagementofsuchconduct.Student,likestaffmembers,shallparticipateinanannualeducationprogramthatsetsoutexpectationsforstudentsbehaviorandemphasizesanunderstandingofharassment,intimidation,andbullyingofstudents,thedistrictʼsprohibitionofsuchconduct,andthereasonswhytheconductisdestructive,unacceptable,andwillleadtodiscipline.Studentsshallalsobeinformedoftheconsequencesofbullyingconducttowardtheirpeers.

FairviewPublicSchoolsʼSafeSchoolCommittee:Thesafeschoolcommitteehastheresponsibilityofstudyingandmakingrecommendationsregardingunsafeconditions,strategiesforstudentstoavoidharmatschool,studentvictimization,crimeprevention,schoolviolence,andotherissuesthatinterferewithandadverselyaffectthemaintenanceofsafeschools.Withrespecttostudentharassment,intimidation,andbullying,thesafeschoolcommitteeshallconsiderandmakerecommendationsregardingprofessionalstaffdevelopmentneedsoffacultyandotherstaffrelatedtomethodstodecreasestudentharassment,intimidation,andbullyingandunderstandingandidentifyingbullyingbehaviors.Inaddition,thecommitteeshallmakerecommendationsregarding;identificationofmethodstoencouragetheinvolvementofthecommunityandstudentsinaddressingconductinvolvingbullying;methodstoenhancerelationshipsbetweenstudentsandschoolstaffinordertostrengthencommunication;andfashioningofproblem-solvingteamsthatincludecounselorsand/orschoolpsychologists.Inaccomplishingitsobjectives,thecommitteeshallreviewtraditionalandacceptedharassment,intimidation,andbullyingpreventionprogramsutilizedbyotherstates,stateagencies,orschooldistricts.StudentReportingStudentsareencouragedtoinformschoolpersonneliftheyarethevictimsoforawitnesstoactsofharassment,intimidation,orbullying.StaffReportingAnimportantdutyofthestaffistoreportactsorbehaviorthattheemployeewitnessesthatappearstoconstituteharassing,intimidation,orbullying.Employees,whethercertifiedornon-certified,shallencouragestudentswhotellthemaboutactsthatmayconstituteintimidation,harassment,orbullyingtocompleteareportform.Foryoungstudents,staffmembersgiventhatinformationwillneedtoprovidedirectassistancetothestudent.StaffmemberswhowitnesssucheventsaretocompletereportsandtosubmitthemtotheemployeedesignatedbytheSuperintendenttoreceivethem.Staffmemberswhohearofincidentsthatmay,inthestaffmemberʼsjudgment,constituteharassment,intimidation,orbullying,aretoreportallrelevantinformationtotheSuperintendentorhis/herdesignee.ParentalResponsibilitiesParents/guardianswillbeinformedinwritingofthedistrictʼsprogramtostopintimidation,harassment,andbullying.Anadministrativeresponsetoareportedactofintimidation,harassment,orbullyingmayinvolvecertainactionstobetakenbyparents.Parentswillbeinformedoftheprogramandthemeansforstudentstoreportbullyingactstowardthemorotherstudents.Theywillalsobetoldthattohelppreventbullyingatschooltheyshouldencouragetheirchildrento:

1. Reportbullingwhenitoccurs.2. Takeadvantageofopportunitiestotalktotheirchildrenaboutbullying.3. Informtheschoolimmediatelyiftheythinktheirchildisbeingbulliedorisbullyingotherstudents.4. Watchforsymptomsthattheirchildmaybeavictimofbullyingandreportthosesymptoms.

5. Cooperatefullywithschoolpersonnelinidentifyingandresolvingincidents.DISCIPLINEOneofthemostimportantlessonseducationshouldteachisdiscipline.Whileitdoesnotappearasasubject, itunderlinesthewholeeducationstructure.Itistrainingthatdevelopscharacter,orderlinessandefficiency.Itisthekeytogoodconductandproperconsiderationforotherpeople.

Withtheunderstandingofthepurposesofdisciplineinaschool,youmayformacorrectattitudetowarditandnotonlydoyourpartinmakingyourschoolaneffectiveplaceoflearning,butalsodevelopthehabitofself-restraintwhichwillmakeyouabetterperson.CONTROLANDDISCIPLINESchoolLawofOklahomaSec.808:Theteacherofachildattendingapublicschoolshallhavethesamerightasaparentorguardiantocontrolanddisciplinesuch childduring the time the child is in attendanceor in transit toor fromschooldistrictor classroompresidedoverbyteacher.CORPORALPUNISHMENTPOLICY

1. CorporalpunishmentmaybeusedbypublicschoolsasauthorizedbyOklahomaStatuteswheneverateacheroradministratordeterminesthatsuchactionisnecessarytoenforceschooldiscipline.Corporalpunishmentmayonlybeadministeredwithadministrationapproval.

2. Intheeventthatcorporalpunishmentistobeadministeredtoastudent,thestudentwillberemovedfromtheclasstoaplaceofprivacyandinformedofthereasonfortheimpositionofcorporalpunishment.Theexplanationaswellastheadministrationofcorporalpunishmentshouldtakeplaceinfrontofacertifiedemployee.Inadditionarecordoftheadministrationofcorporalpunishmentshouldbemadeandsignedbythepersonadministeringthecorporalpunishmentandthewitness.

3. Any parent who does not wish corporal punishment administered to his/her child or children should notify theprincipalofthatschoolinwritingannually,andthatrequestwillbehonored.

If parents do not wish corporal punishment, then the student may receive a three-day suspension. The student will beexpectedtomakeupthemissedwork,withreducedcreditasdeterminedbytheadministration,andmaybetestedwiththerestoftheclass.Oneofthestudent'sparentswillberequiredtoaccompanythestudentwhenthestudentisreadmittedinschool.DRESSCODEGoodstandardsofdressandappearancereflectgoodjudgmentandpoise,increasematurityandhelpcreatethebusiness-likeandpurposefulatmosphereatagoodschool.Anotherreasonwhyitisimportantforstudentstotakeprideintheirpersonalappearance is because many employers request the school to provide information concerning personal appearance of aprospectiveemployee.Fairviewhasbecomeknownasoneofthesystemsthathaveamarkedabsenceofstudentsofsloppyappearance,andthisisthetypeofreputationthatishighlydesirable.Tokeepthishighstandardthefollowingitemsofappearanceanddressmustbeunderstoodandfollowed.Astudent'sappearanceshouldnotdistractclassmatesfromthe importanttaskof learning.Becausearelationshipbetweenone'sappearanceandbehaviordoesexistandbecauseanappropriatelydressedstudentisbetteracceptedbyhispeers,attireforstudentsmustbereasonable,modestandinsuchstyleasitwillnotcausedistraction.Hairmustbecleanandwellgroomedandshouldremainoutofthestudentʼseyesduringnormalactivities.Hairdyedanycolorbesidesanaturalcolorwillnotbeallowed.Extreme,unusual,orunnaturalhaircutsincludingshavedordesignedsectionsoftheheadareunacceptable.Make-upforgirlsmustnotbeunusual,extreme,orexaggerated.Make-upforboysisconsideredunusualandthereforewillnotbeallowed.The sponsors of extracurricular activities may set their dress code more strictly than those listed, as long as the code isreasonable.Theymusthavetheircodeapprovedbytheprincipalandsuperintendent.Exceptionstothedresscodeguidelinesduetomedicalrelatedcircumstancesmustbeapprovedbytheadministration.

Finalauthorityonanydresscodematterorpolicyrestsatthediscretionofthebuildingprincipal.Whenastudenthasviolatedtheschooldresscodeheorshewillbesubjecttothefollowingdisciplinaryaction:

• FirstOffense:Requiredtochangeorsenthomewithanunexcusedabsencetochange.

GUIDELINESFORDRESSFORALLSTUDENTS1. Shirtsandblousesmustoverlaporbetuckedintrousersorskirtsatalltimes.2. Rubberorplasticflipflopshoes,withoutastraparoundtheheelarenotpermitted.Exception:Leatherdress

sandalsmaybeworn.(withorwithoutastraparoundtheheel)3. Warm-up,sweatpants,andwindpants,meshshirts,tanktops,clotheswithholesandothersimilarattireare

4. Clothingdisplayingdisruptiveorsuggestiveletteringand/orsymbolsisconsidered inappropriateandwillnotbepermitted.Itemsadvertisingalcoholicbeveragesorrelatedtodrugandtobaccoproductsorskullsandboneswillnotbepermitted.

5. Clothingconsideredorsoldasundergarmentsmustnotshow,i.e.boxers,brasstraps,etc.6. Hats,capsandsunglasseswillnotbepermittedtobewornintheschoolbuilding.7. Chainswornaroundthewaistorpocketchainsdonothaveavalueatschoolandwillnotbeallowed.8. Chainswithlinkslargerthan1/8inchwillnotbeallowedtobewornaroundtheneckorwaist.9. Dogcollarsdonothaveavalueatschoolandwillnotbeallowed.10. Tattoosandbodypiercingaremustnotbevisible.Girlswillbeallowedtohavepiercedears.11. Lanyardsareonlyallowedfordesignatedpurposes.Lanyardsarenottobeswungortwirledinclassroomsorin

thehallsoasnottobeadangerordisruptiontoothers.12. Whenarmsareraised,nomidriffshouldshow.13. Clothingwithholesofanykind,includingpocketsorfrayedtothepointonecanseethroughorbegintosee

throughthematerialonjeanswillnotbeacceptable.Holesinclothingmustbesewnorpatchedfortheclothingtobeworntoschool.Tightsorotherclothingwornbeneaththearticlesthatarefrayedorhaveholes,doesnotmeetthisrequirementofpatching.Solidmaterialbeneaththefrayedareamustbesewnorbeapartofthearticleofclothing.

14. Thewaistbandofallgarmentsmustbewornabovethetopofthehipbone.Extremelyoversized,“sagging”,or“baggy”pantsareunacceptable.

GIRLS1. Hemlinesof skirtsanddressesmustbenohigher than5 inches fromthe floor tohemlinewhenstudent isonher

SUSPENSIONS

Out-ofSchoolSuspensionSuspensionwillnormallybeforaperiodofthreedays,butthenumberofdaysmayvarydependingupontheseriousnessoftheoffenseor thenumberofprevioussuspensions.Asuspendedstudent issuspendedtothecustodyof thestudent'sparentsandisnotallowedtobeonornearschoolpremisesnorattendanyschoolactivitywhilethestudentissuspended.Todosowillresultinfurthersuspension.Theprincipalshallexercisehis/herpowerastothelengthoftimeofthesuspension.Anyseriousdisciplinarycasesmayresultinastudentbeingsuspendedfromschoolfortheremainderofthepresentsemesterplusthesucceedingsemester.Inallcasesofsuspensionfromschool,parentswillbenotifiedbytelephoneorletter.Duringthetimeapupilissuspended,he/shemaynotattendorparticipateinanyschoolactivities,includingextracurricularactivities.Anytimeastudentissuspended,theywillhavetheopportunitytomakeupworkmissed,butwillreceivereducedcreditasdeterminedbytheadministration.Allstudentswillhave72hours toappeal thesuspension to thebuildingprincipal.Thepupil suspendedshallhave the right toadministrativeappealandahearingbeforetheBoardofEducation.ThedecisionoftheBoardofEducationshallbefinal.In-SchoolSuspension

1. Lengthofsuspensionwilldependontheseriousnessoftheoffenseand/ornumberofprevioussuspensionsandwillbeatthediscretionoftheadministration.

Whileonschooldistrictproperty,whileinattendanceatanyschool-sponsoredactivity,orwhileunderthegeneralsupervisionof school officials, regardless of location, reasons for receiving In-School or Out of School Suspension include but are notlimitedtothefollowing:

1. Conductwhichjeopardizesthesafetyofothers.2. Possession,threatoruseofadangerousweapon.3. Selling,passing,buyingorinanywayinpossessionorconsumptionof,orundertheinfluenceofanynarcoticdrug,

stimulant,barbiturate,alcoholorcontrolleddangeroussubstances.(Controlleddangeroussubstanceisanydrugbeingconsumedorinpossessionofastudentnotspecificallyprescribedbyaphysicianforthesaidstudent.)

DETENTION1. Studentsmaybeassignedtodetentionbytheprincipal,assistantprincipalorbystaffwithadministratorapprovalasa

disciplineprocedure.2. Studentsmaydelaydetention,providedarrangementsaremadeinadvancewiththeadministratorinchargeofthe

program.3. Studentsthatmissanassigneddetentionwillhaveanotherdayadded.Iftheymissasecondtime,thestudentswill

facefurtherdisciplinaryaction.4. Studentsrefusingto attendadetentionsessionwillfacealong-termsuspensionuntilthetimeisserved.5. Effortstonotifyparentsorguardianswillbemadewhenastudentisassigneddetention.6. Latearrivalswillnotbeadmittedunlesstheyhavebeendetainedbyschoolpersonnel.7. Studentsmustbringworkorhaveappropriatereadingmaterialfordetentionorcompletetheassignmentasdirected.

DUE-PROCESSPROCEDUREAllpoliciesandproceduresinthishandbookaresubjecttodueprocess.Thefirststepindueprocesswouldbeameetingwiththeprincipaland/orassistantprincipal.Iffurtherstepsareneeded,thesuperintendentand/orotherschoolpersonnelwillbeinvolved inany futuredue-processmeetings.The firststepofdueprocess requires that thecomplaintbesubmittedto theprincipalwithinten(10)daysfromthedateofinfraction.CONDUCTOFFSCHOOLPREMISESSchoolauthoritiesmaydisciplinepupilsforout-of-schoolconducthavingdirectandimmediateeffectonthediscipline,welfareandeffectivenessoftheschool.Therationaleforthisruleisobvious.Studentscaneffectivelydisrupttheschoolbyoffcampusattacksonschoolofficials,theirfamilies,animalsorproperty.Studentsmustknowthatsuchattackswillresultindisciplinaryaction.DISRUPTIVEACTSATTHEENDOFTHESCHOOLTERMAnystudentwhoengagesindisruptivebehaviorinviolationofthesepoliciesonornearthelastdayoftheschoolyearwiththeobviousintentofavoidingdisciplinaryactions,shall,atthediscretionoftheprincipal,besuspendedfortheremainder,ifany,ofthecurrentschoolyear.Theoffendingstudentshallnotbeadmittedtoschoolforthesucceedingsemesteruntilsuchtimeastheprincipalandtheparentshaveconferredandresolvedthe issueregardingthestudent'sunacceptablebehavior.Violationsbygraduatingseniorsmayaffecttheirabilitytoparticipateingraduationexercises.EXPULSIONAstudentmaybesuspendedfromschoolforimpropermoralaction,persistentdisciplineproblems,reasonableproofofguiltincasesofstealingandforgrossdisrespectfortheteacheroradministration,andanyactionwhichmaythreatenthesafetyofthestaffand/orstudents.WEAPONS/GUN-FREESCHOOLSItisthepolicyoftheFairviewSchoolDistricttocomplyfullywiththeGun-FreeSchoolsAct.Anystudentinthisschooldistrict

whobringsa firearmorotherweapon,asdescribedbySection921ofTitle18oftheUnitedStatesCode,toschool, toanyschool-sponsored event, to, in, or upon any school property, including school transportation of school-sponsoredtransportation,will be removed from school for the remainder of the current semester and for the total of the followingsemester.The firearmorotherweaponwillbeconfiscatedand releasedonly to theparentor topoliceauthorities.Schoolofficialswillimmediatelyreportdiscoveryofunauthorizedfirearmsonschoolpropertytoalawenforcementauthority.StudentswithdisabilitiesaresubjecttothispolicyandwillbedisciplinedinaccordancewiththeIndividualswithDisabilitiesActandSection504oftheRehabilitationActifanysuchstudentsaredeterminedtobeinviolationofthispolicy.Thesuperintendentordesigneemaymodifytheprovisionsofthispolicyonacase-by-casebasis.However,anysubstantialmodificationmustbereportedtotheBoardofEducationatitsnextmeeting.TOBACCOThereistobenouseoforpossessionoftobaccobystudentswithinoneblockofschoolpremises.Nosmoking,chewingorloiteringwillbeallowedincarswhileparkedatschool.Thisincludese-cigarettesorothermethodsofconsumption.ELECTRONICCOMMUNICATIONDEVICESDevices such as, but not limited to, cell phones, I-Pads, Kindles, I-Pods,Nooks,MP3 Players, lap tops, smartwatches, andtabletsingeneral,withoutspecialpermissionfromateacheroradministratorforuseforeducationalpurposes,arenottobeused,andshouldnotbeseenorheardatschoolexceptbeforeschool,duringlunchbreak,andafterschool.Thosewhoviolatethispolicywillbesubjecttothefollowingdisciplinaryactions:

1. Devicewillberemovedfromthestudentspossessionandaparentorguardianmayreceivetheitemfromtheadministration.

2. Studentswillreceiveimmediatesuspensions.Lengthofsuspensionsandlossofprivilegeswillbedeterminedbytheadministration.

Any failure tomeet the above guidelines or for repeated violations of this policywill result inmore severe consequencesincluding,butnotlimitedto,longertermsoflostprivilegesand/orsuspensionsasdeterminedbytheadministration.ALCOHOLICBEVERAGES&DRUGSPossession,consumption,orundertheinfluenceofalcoholicbeveragesorcontrolleddangeroussubstance(controlleddangeroussubstanceisanydrugbeingconsumedorinpossessionofastudentnotspecificallyprescribedbyaphysicianforthesaidstudent)isforbiddenbystatelawandshallbeenforcedbymembersofthefacultyandadministrationduringtheschoolday,atschoolfunctionsandwhenrepresentingtheschoolawayfromhomeaseitheraparticipantorspectator.Restrictivedisciplineandanimmediatethreetoten-daysuspensionwillresultifthestudentisguiltyofthis.Asecondoffensemayresultinaoneortwo-semesterexpulsion.REPORTINGSTUDENTSUNDERTHEINFLUENCEOFORPOSSESSINGNONINTOXICATINGBEVERAGES,ALCOHOLICBEVERAGES,ORCONTROLLEDDANGEROUSSUBSTANCESItshallbethepolicyoftheFairviewBoardofEducationthatanyteacherwhohasreasonablecausetosuspectthatastudentmaybeundertheinfluenceoforsaidstudenthasinhisorherpossession:

1. Non-intoxicatingbeverages;(i.e."Beveragescontainingmorethan1/2of1%ofalcoholbyvolume,andnotmorethan3.2%alcoholbyweight).

2. Alcoholicbeverages;ora3. Controlleddangeroussubstance;astheabovearenowdefinedbystatelaw,shallimmediatelynotifytheprincipalor

hisorherdesigneeofsuchsuspicions.Theprincipalshallimmediatelynotifythesuperintendentofschoolsandaparentorlegalguardianofsaidstudentofthematter.Reference:O.S.Title70Section133.

Any suspension and/or expulsion of said student shall be subject to any applicable school policy, state law or studenthandbookregulation.

CONDUCTINHALLSStudentswillrefrainfromloudtalking,boisterousnessorotherimproperactionwhilepassinginthehalls.SEARCHESOFSTUDENTSIn accordance with the policy of the board of education, searches of students shall be conducted under the followingcircumstances:

1. The superintendent, principal, teacher, or security personnel of this school (authorized personnel)may detain andsearchanystudentorstudentsonthepremisesof thepublicschools,orwhileattending,orwhile in transit to,anyeventorfunctionsponsoredorauthorizedbytheschoolonlyunderthefollowingconditions.

2. Whenanyauthorizedpersonhasreasonablesuspicionthatthestudentmayhaveonthestudentʼspersonorpropertyalcohol, dangerous weapons, unauthorized electronic devices, controlled dangerous substances as defined by law,stolen property (ifthe property in question is reasonably suspected to have been taken from a student, a schoolemployee,ortheschoolduringschoolactivities)oranyotheritemswhichhavebeenormayreasonablybedisruptiveofschooloperationsorinviolationofstudentdisciplinerules.

3. School lockers and school desks are the property of the school, not the student. Students have no expectation ofprivacy concerning lockers,desks,orother schoolproperty. Theusersof lockers,desks, andother storageareasorcompartmentshavenoreasonableexpectationofprivacy fromschoolemployeesas tothecontentsof thoseareas.Lockers,desks,andotherstorageareasorcompartmentsmaybesubjectedtosearchesatanytimewithorwithoutreasonablesuspicion.Studentsarenottouseanyschoolareaorpropertytocontainanyitemthatshouldnotbeatschool.Studentsshallnotexchangelockersordesksoruseanylockersordesksotherthanthoseassignedtothembytheprincipalorstaff.

4. Authorizedpersonnelconductingasearchshallhaveauthoritytodetainthestudentorstudentsandtopreserveanycontrabandseized.

5. Anysearchesof studentsasoutlinedhereinwillbeconductedbyanauthorizedpersonwho is the samesexas thepersonbeingsearchedandshallbewitnessedbyatleastoneotherauthorizedpersonwhoisofthesamesexasthepersonbeingsearched.

6. Strip searches are forbidden. No clothing except coldweather outer garmentswill be removed before or during asearch.

7. 3. Report,InvestigationandSanctionsA. It is the express policy of the board of education to encourage student victims of sexual harassment to come

forwardwithsuchclaims.ThismaybedonethroughtheGrievancePolicy.

i. Students who feel that administrators, supervisors, support personnel, teachers or other students aresubjecting them to sexual harassment are encouraged to report these conditions to the appropriateadministrator or teacher. If the studentʼs immediate administrator or teacher is the alleged offendingperson, the report will be made to the next higher level of administration, or supervision or to anyresponsibleadultperson.

ii. Confidentialitywillbemaintainedandnoreprisalsorretaliationwillbeallowedtooccurasaresultofthegoodfaithreportingofchargesofsexualharassment.

B. In determining whether alleged conduct constitutes sexual harassment, the totality of the circumstances, thenature of the conduct and the context in which the alleged conduct occurred will be investigated. 1. Thespeedlimitforschoolzonesshouldbeobservedwhileinthevicinityofthehighschooloranyotherschool.2. Averyslowrateofspeedshouldbeobservedwhilecarsareapproachingorleavingtheschool.Rapidaccelerationor

"diggingout"fromacongestedareaismostdangerous.Suchpracticemaycauseseriousinjuryandpropertydamageandmayresultincivilchargesbeingfiledontheoffender.

3. Studentsaretoleavetheirvehiclesassoonastheyhavebeenparkedinproperareas.Theyarenottositineithertheirowncarsorothercarswhiletheyareparked.

4. Ifitisnecessaryforyoutogotoyourcarduringschoolhours,youmustreceivepermissionfromtheoffice.5. Theschoolisnotresponsibleforautomobilesortheircontents.Studentsareencouragedtolocktheircardoors.6. Studentvehiclesaresubjecttosearchiftherearereasonablegroundstobelievethatdrugs,stolenproperty,weapons,

Ed. building, the waiting area will be either the classroom, or during some hoursstudentswillbeaskedtowalktothebusloadingareainfrontoftheChamberlainMiddleSchoolbuilding.

2. Students are to conduct themselves properly at all times. Loud and boisterous talking or "horseplay" will not beallowedatanytimewhilewaiting,loading,unloading,orridingtheshuttlebus.

3. It is imperative that students entering the building after classes have commenced go quietly and quickly to theirlockersandtoclasswithoutdisturbingotherclasses.

4. Ifastudentshouldmisstheshuttlebusheistoreporttotheoffice(ifatthehighschool)orreporttohisinstructor(ifatanotherbuilding)toreceiveanadmitstatingthereasonforhisfailuretobeonthebus.Atimeofdeparturewillbeputontheadmitandthestudentwillberequiredtowalkquicklytothebuildingforhisnextclass.Disciplinaryactionwill be takenagainst students thathabituallymiss thebus andarenot able to fulfill their responsibilities in thismatter.

Themedicationmustbedeliveredtotheprincipalʼsofficeinpersonbytheparentorguardianofthestudentunlessthemedicationmustberetainedbythestudentforimmediateself-administration.Themedicationwillbeaccompaniedbywrittenauthorizationfromtheparent,guardian,orpersonhavinglegalcustodythatindicatesthefollowing:A. Purposeofthemedication,B. Timetobeadministered,C. Whetherthemedicationmustberetainedbystudentforself-administration,D. Terminationdateforadministeringthemedication,andE. Otherappropriateinformationrequestedbytheprincipalortheprincipalʼsdesignee.

3. Self-administrationofinhaledasthmamedicationbyastudentfortreatmentofasthmaorananaphylaxismedicationusedtotreatanaphylaxisispermittedwithwrittenparentalauthorization.Theparentorguardianofthestudentmustalsoprovideawrittenstatementfromthephysiciantreatingthestudentthatthestudenthasasthmaoranaphylaxisandiscapableof,andhasbeeninstructedinthepropermethodof,self-administrationofmedication.Additionally:

A. Theparentorguardianmustprovidetheschoolwithanemergencysupplyofthestudentʼsmedicationtobeadministeredasauthorizedbystatelaw.

B. Theschooldistrictwillinformtheparentorguardianofthestudent,inwriting,andtheparentorguardianshallsignastatementacknowledging,thattheschooldistrictanditsemployeesandagentsshallincurnoliabilityasaresultofanyinjuryarisingfromtheself-administrationofmedicationbythestudent.

C. Permissionfortheself-administrationofasthmaoranaphylaxismedicationiseffectivefortheschoolyearforwhichitisgrantedandshallberenewedeachsubsequentschoolyearuponfulfillmentoftheaboverequirements.

D. Astudentwhoispermittedtoself-administerasthmamedicationoranaphylaxismedicationshallbepermittedtopossessanduseaprescribedinhaleroranaphylaxismedicationatalltimes.

E. Definitions:i. Medicationmeansametereddoseinhaleroradrypowderinhalertoalleviateasthmaticsymptoms,

prescribedbyaphysicianandhavinganindividuallabel,orananaphylaxismedicationusedtotreatanaphylaxis,includingbutnotlimitedtoEpinephrineinjectors,prescribedbyaphysicianandhavinganindividuallabel.

ii. Self-adminstrationmeansastudentʼsuseofmedicationpursuanttoprescriptionorwrittendirectionfromaphysician.

iii. Nonprescriptionmedicationmaybeadministeredonlywiththewrittenrequestandpermissionofaparent,guardian,orpersonhavinglegalcustodywhenotheralternatives,suchasrestingorchangingactivities,areinappropriateorineffective.Themedicationwillbeadministeredinaccordancewithlabeldirectionsorwritteninstructionsfromthestudentʼsphysician.

4. Theadministrator,oradministratorʼsdesignee,will:A. InformappropriateschoolpersonnelofthemedicationbeingadministeredB. KeepanaccuraterecordoftheadministrationofthemedicationC. KeepallmedicationinalockedcabinetexceptmedicationretainedbyastudentperphysicianʼsorderD. Returnunusedprescriptiontotheparentorguardianonly.

Theparent,guardian,orpersonhavinglegalcustodyofthestudentisresponsibleforinformingthedesignatedofficialofanychangeinthestudentʼshealthorchangeinmedication.Thepolicystatementwillbeprovidedtoaparentorguardianuponreceiptofarequestforlong-termadministrationofmedication.

AUTHORIZEDSELF-MEDICATIONOFINHALEDASTHMAMEDICATIONPursuanttoSection1-116.3ofTitle70oftheOklahomaStatutes,itispermittedthatastudentself-administerinhaledasthmamedicationforthetreatmentofasthma.Theself-administrationofasthmamedicationmustbeauthorizedbythestudentʼsparent(s)/guardian(s)andphysician.PursuanttoSection1-116.3ofTitle70oftheOklahomaStatutes,theparent(s)/guardian(s)ofthestudentarerequiredtosupplytheschoolanemergencysupplyofthestudentʼsmedicationtobeadministered.PursuanttoSection1-116.3ofTitle70oftheOklahomaStatutesitshouldalsobeknowntotheparent(s)/guardian(s)thattheschooldistrictanditsemployeesandagentsshallincurnoliabilityasaresultofanyinjuryarisingfromtheself-administrationofmedicationbythestudent;andtheparent(s)/guardian(s)arerequiredtosignastatementacknowledgingthattheschooldistrictshallincurnoliabilityasaresultofanyinjuryarisingfromtheself-administrationofmedicationbythestudent.Thepermissionforself-administrationofasthmamedicationiseffectivefortheschoolyearforwhichitisgrantedandshallberenewedeachsubsequentschoolyearuponfulfillmentofsuchauthorizations.Astudentwhoispermittedtoself-administerasthmamedicationshallbepermittedtopossessanduseaprescribedinhaleratalltimes.Saidstudentisnotpermittedtoallowanyotherstudenttousehis/herinhalantmedication,norissaidstudentpermittedtouseinhalantmedicationofanotherstudent.Thestudentʼsinhalantmustbelabeledwithhis/hername.Astudentmustbeinpossessionofhis/herasthmainhalantmedicationinorderto(1)participateindailyathletic/PEexercisesor(2)attendawayathleticeventsorotherawayschoolsponsoredactivities.MENINGITISMeningococcaldiseaseisararebutsometimesfataldiseasecausedbyabacteriumcalledNeisseriameningitides.Thediseasecauseseithermeningitis,severeswellingofthebrainandspinalcord,ormeningococcemia,aseriousinfectionoftheblood.

spleen,havecertainimmunesystemproblems,orwhowillbetravelingtocertainpartsoftheworld.Thevaccineisnotrequiredtoattendkindergartenthrough12thgradeinOklahoma.However,itisrequiredforstudentswhoareenrollingincollegeandotherschoolsafterhighschoolwhowillliveindormitoriesoron-campusstudenthousing.CONTAGIOUSDISEASESchoolLawofOklahoma,Section815Anychildafflictedwithacontagiousdiseaseorheadlicemaybeprohibitedfromattendingschooluntilsuchtimeashe/sheisfreefromthecontagiousdiseaseorheadlice.Afterthreeinfestations,anonitpolicywillbeenforcedfortheremainderoftheschoolyear.

WITHDRAWALFROMSCHOOLInordertowithdrawfromschoolthestudentmustfirstgetawithdrawalsheetfromtheprincipal'soffice.Eachteachermustsign thewithdrawal slipandgiveanestimatedgrade.All feesand finesmustbepaid.Nocreditwillbe transferreduntil thestudenthaslegallywithdrawn.Theprincipalreservestherighttocontactparentsbeforeofficialwithdrawaliscompleted.

USEOFSCHOOLBUILDINGAFTERHOURSStudentsarenot tobe in thebuildingof FairviewHighSchool (especially thegym lobby)after schoolhoursunless theyaresupervisedbyateacherorcoach.

TRANSPORTATIONPOLICY

1. Ifabusisscheduledtotransportstudents,nostudentwillbeallowedtodrivehis/hercartoorfromanactivity,traveltoorfromanactivitywithotherstudentsortraveltoorfromanactivitywithanyoneelseunlessthearrangementshavebeenspecificallyclearedthroughtheprincipal'soffice.Insomecasesparentswillbeallowedtotransporttheirownchildrenonlytotheseeventswithproperpermission.

2. Ifastudenttravelstoaneventonaschoolbus,thatstudent isexpectedtoreturnontheschoolbus.Theparentofrecord of the studentmay present themselves to the coach or sponsor and seek permission to check their son ordaughteronlyoffthebustoridehomewiththeparent.Thedecisionwillbemadebythesponsororcoach.

3. Astudentwhomissesthebusbutarrivesattheactivitysiteisnottobeallowedtoparticipateunlesshe/shehasbeentransportedbyhis/herparentorparents.Intheeventthishappens,thesponsorcertainlyhastheprerogativenottoallowthestudenttoparticipateunderanycircumstances.

ELIGIBILITYREQUIREMENTSEligibility requirements for inter-school activities correspond with those set by the Oklahoma Secondary School ActivitiesAssociation. Theseapply to all high school activities includingelections. Theprincipal has chargeof all athletic contests anddeterminestheeligibilityoftheparticipants.Anystudentwhoisontheineligiblelistduetogradesorattendancemaynotmissclassforanyactivity.ACTIVITYSTUDENTDRUGTESTINGPOLICYThe Fairview Board of Education in an effort to protect the health and safety of its extracurricular activities students andstudentswhoparkvehiclesonschoolpropertyfromillegaland/orperformance-enhancingdruguseandabuse,therebysettinganexampleforallotherstudentsoftheFairviewPublicSchoolDistrict,hasadoptedthefollowingpolicyfordrugtestingactivitystudents.STATEMENTOFPURPOSEANDINTENTAlthoughtheBoardofEducation,administration,andstaffdesirethateverystudentintheFairviewPublicSchoolDistrictrefrainfromusingorpossessingillegaldrugs,districtofficialsrealizethattheirpowertorestrictthepossessionoruseofillegalandperformance-enhancingdrugsislimited.Therefore,thispolicygovernsonlyperformance-enhancingandillegaldrugusebystudentsparticipatingincertainextracurricularactivitiesand/orparkvehiclesonschoolproperty.Thesanctionsimposedforviolationsofthispolicywillbelimitedsolelytoastudentʼsprivilegetoparticipateinextracurricularactivitiesand/orparkvehiclesonschoolproperty.Thispolicysupplementsandcomplementsallotherpolicies,rules,andregulationsoftheFairviewPublicSchoolDistrictregardingpossessionoruseofillegaldrugs.Thepurposesofthispolicyarethreefold:

1. Togiveourstudentsanotherreasontoavoidtheuseofdrugsforfearofbeingtested.2. Toidentifythosestudentswhousedrugsandgetthemhelp.3. Todecreasethechancesofoneofourstudentsbeinginvolvedinadrugrelatedaccidentorfatality.

Illegalandperformance-enhancingdruguseofanykindisincompatiblewiththephysical,mental,andemotionaldemandsplaceduponparticipantsinextracurricularactivitiesanduponthepositiveimagethesestudentsprojecttootherstudentsandtothecommunityonbehalfoftheFairviewPublicSchoolDistrict.Forthesafety,health,andwellbeingofstudentsinextracurricularactivitiestheFairviewPublicSchoolDistricthasadoptedthispolicyforusebyallparticipantsininterscholasticextracurricularactivitiesand/orparkvehiclesonschoolpropertyingrades9-12.Theadministrationmayadoptregulationstoimplementthispolicy.Definitions:“ActivityStudent”meansamemberofanyhighschoolFairviewPublicSchoolDistrictsponsoredextracurricularorganizationwhoparticipatesininterscholasticcompetition.ThisincludesanystudentthatrepresentsFairviewPublicSchoolsinanyextracurricularactivity,suchasbutnotlimitedtoFFA,FCCLA,AcademicTeam,Band,Cheerleader,Athletics,TechnologyEducation,Speech,andStudentCouncil.ForthepurposesofthisDrugTestingPolicy,ActivityStudentshallincludestudentswhoparkonschoolproperty.

“DrugUseTest”meansascientificallysubstantiatedmethodtotestforthepresenceofillegal,fakedrugsorperformance-enhancingdrugsorthemetabolitesthereofinapersonʼsurine.

“RandomSelectionBasis”meansamechanismforselectingactivitystudentsfordrugtestingthat:

A. Results in an equal probability that any activity student from a group of activity students subject to the selectionmechanismwillbeselected,and

B. Does not give the School District discretion to waive the selection of any activity student selected under themechanism.

“IllegalDrugs”meansanysubstancewhichanindividualmaynotsell,possess,use,distributeorpurchaseundereitherFederalor Oklahoma law. “Illegal Drugs” includes, but is not limited to, all scheduled drugs as defined by the Oklahoma UniformControlledDangerous SubstanceAct, all prescriptiondrugsobtainedwithout authorization, andall prescribedandover-the-counterdrugsbeingusedforanabusivepurpose.“Illegaldrugs”shallalsoincludealcohol.

“Performance-enhancing drugs” include anabolic steroids and any other natural or synthetic substance used to increasemusclemass,strength,endurance,speed,orotherathleticability.Theterm“performance-enhancingdrugs”doesnotincludedietary or nutritional supplements such as vitamins, minerals, and proteins which can be lawfully purchased in over-the-countertransactions.

“Positive”whenreferringtoadrugusetestadministeredunderthispolicymeansatoxicologicaltestresultwhichisconsideredto demonstrate thepresenceof an illegal or a performance-enhancing drugor themetabolites thereof using the standardscustomarilyestablishedbythetestinglaboratoryadministeringthedrugusetest.“Reasonablesuspicion”meansasuspicionofillegalorperformance-enhancingdrugusebasedonspecificobservationsmadebycoaches/administrators/sponsorsoftheappearance,speech,orbehaviorofanactivitystudent.“FakeDrug”anysubstancerepresentedtobedrugsareconsidereddrugs.PROCEDURESEachactivitystudentshallbeprovidedwithacopyofthe“StudentDrugTestingconsentForm”whichshallberead,signed,anddatedbythestudent,parentorcustodialguardian,andcoach/sponsorbeforesuchstudentshallbeeligibletopracticeorparticipateinanyextracurricularactivities.Theconsentrequiredtheactivitystudenttoprovideaurinesample:(a)whentheactivitystudentisselectedbytherandomselectionbasistoprovideaurinesample;and(b)atanytimewhenthereisreasonablesuspiciontotestforillegalorperformance-enhancingdrugs.Nostudentshallbeallowedtopracticeorparticipateinanyextracurricularactivitiesinvolvinginterscholasticcompetitionunlessthestudenthasreturnedtheproperlysigned“StudentDrugTestingConsentForm”.Effortswillbemadetoinformeachactivitystudentandeducatethemofthesamplecollectionprocess,privacyarrangements,drugtestingprocedures,andotherareaswhichmayhelptoreassuretheactivitystudentandhelpavoidembarrassmentoruncomfortablefeelingsaboutthedrugtestingprocess.Drugusetestingforactivitystudentswillbechosenonarandomselectionbasismonthlyfromalistofallactivitystudentswhoareinvolvedinoff-seasonorin-seasonactivities.TheFairviewPublicSchoolDistrictwilldetermineamonthlynumberofstudentnamestobedrawnatrandomtoprovideaurinesamplefordrugusetestingofillegaldrugsorperformance-enhancingdrugs.Inadditiontothedrugtestrequiredabove,anyactivitystudentmayberequiredatanytimetosubmittoatestforillegalorperformance-enhancingdrugs,orthemetabolitesthereofwhenanadministrator,coach,orsponsorhasreasonablesuspicionofillegalorperformance-enhancingdrugusebythatparticularstudent.AnydrugusetestwillbeadministeredbyoratthedirectionofaprofessionallaboratorychosenbytheFairviewPublicSchoolDistrict.Theprofessionallaboratoryshallberequiredtousescientificallyvalidatedtoxicologicaltestingmethods,havedetailedwrittenspecificationstoassurechainofcustodyofthespecimens,andproperlaboratorycontrolandscientifictesting.Allaspectsofthedrugusetestingprogram,includingthetakingofspecimens,willbeconductedsoastosafeguardthepersonalandprivacyrightofthestudenttothemaximumdegreepossible.Thetestspecimenshallbeobtainedinamannerdesignedtominimizeintrusivenessoftheprocedure.Inparticular,thespecimenmustbecollectedinarestroom.Themonitor

shallnotobservethestudentwhilethespecimenisbeingproduced,butthemonitorshallbepresentoutsidetherestroomtoinsureanaccuratechainofcustody.Themonitorshallverifythenormalwarmthandappearanceofthespecimen.Ifatanytimeduringthesetestingproceduresthemonitorhasreasontobelieveorsuspectthatastudentistamperingwiththespecimen,themonitormaystoptheprocedureandinformtheprincipal/athleticdirectorwhowillthendetermineifanewsampleshouldbeobtained.Themonitorshallgiveeachstudentaformonwhichthestudentmaylistanymedicationslegallyprescribedforthestudentheorshehastakenintheprecedingthirty(30)days.Theparentorlegalguardianshallbeabletoconfirmthemedicationlistsubmittedbytheirchildduringthetwenty-four(24)hoursfollowinganydrugtest.Themedicationlistshallbesubmittedtothelabinasealedandconfidentialenvelopeandshallnotbeviewedbydistrictemployees.Aninitialpositivetestresultwillbesubjecttoconfirmationbyasecondanddifferenttestofthesamespecimen.Thesecondtestwillusethegaschromatography/massspectrometrytechnique.Aspecimenshallnotbereportedpositiveunlessthesecondtestutilizingthegaschromatography/massspectrometryprocedureispositiveforthepresenceofanillegaldrugorthemetabolitesthereof.Theunusedportionofaspecimenthattestpositiveshallbepreservedbythelaboratoryforaperiodofsix(6)monthsortheendoftheschoolyear,whicheverisshorter.Studentrecordswillberetainedinaseparatefilefromthestudentʼseducationalrecordsuntiltheendoftheschoolyear.CONFIDENTIALITYThelaboratorywillnotifytheprincipalorsuperintendentofanypositivetest.Tokeepthepositivetestresultsconfidential,theprincipal or superintendent will only notify the student, and the parent or custodial guardian of the results. The coach orsponsorwillalsobenotifiedonthesecondoffense.Theprincipalorsuperintendentwillscheduleaconferencewiththestudentand parent or guardian and explain the studentʼs opportunity to submit additional information to the principal orsuperintendentortothelab.TheFairviewPublicSchoolDistrictwillrelyontheopinionofthelaboratorywhichperformedthetest in determining whether the positive test result was produced by something other than consumption of an illegal orperformance-enhancingdrug.Testresultswillnotbeturnedovertoanylawenforcementauthorities.APPEALAnactivitystudentwhohasbeendeterminedbytheprincipaltobeinviolationofthispolicyshallhavetherighttoappealthedecisiontotheSuperintendent.SuchrequestforareviewmustbesubmittedtotheSuperintendentinwritingfive(5)calendardays of notice of the positive test. A student requesting a review will remain eligible to participate in any extracurricularactivitiesuntilthereviewiscompleted.TheSuperintendentshallthendeterminewhethertheoriginalfindingwasjustified.Nofurther reviewof theSuperintendentʼsdecisionwillbeprovidedandhis/herdecision shallbeconclusive inall respects.Anynecessary interpretation or application of this policy shall be in the sole and exclusive judgment and discretion of theSuperintendentwhichshallbefinalandnon-appealable.CONSEQUENCESAnyactivitystudentwhotestspositiveinadrugtestunderthispolicyshallbesubjecttothefollowingrestrictions.

1. Forthefirstoffense:The parent/guardianwill be contacted immediately and a private conferencewill be scheduled to present the testresults to the parent/guardian. Ameetingwill then be set upwith the student, parent/guardian, and the principalconcerningthepositivedrugtest.

In order to continue participation in the activity or continue to park on school property the student andparent/guardianmust,within ten(10)daysof the jointmeeting, showproof that the student has receivedor begandrug counseling from a qualified drug treatment program or counseling entity. Additionally, the student mustvoluntarily submit toa seconddrug testata laterdate tobedecidedby theadministration inaccordancewith thetestingprovisionsofthispolicy.

If theparent/guardianandstudentagree to theseprovisions, thestudentwill continue toparticipate in theactivityand/orparkonschoolproperty.Shouldtheparent/studentnotagreetotheseprovisionstheconsequences listedinthispolicyforthesecondoffensewillbeimposed.2. Forthesecondoffense:

Suspensionfromparticipationinallactivities,includingparkingonschoolpropertycoveredunderthispolicyforfourteen(14)calendardays,andsuccessfulcompletionoffour(4)hoursofsubstanceabuseeducation/counselingprovidedbytheschool.Thestudentmaynotparticipateinanymeetings,practices,scrimmagesorcompetitionsduringthisperiod.Thestudentwillbetestedmonthlyfortheremainderofthe

schoolyear.Thetimeanddatewillbeunknowntothestudentanddeterminedbytheprincipal.

These restrictionsandrequirementsshallbegin immediately,consecutive innature,unlessa reviewappeal isfiledfollowingreceiptofapositivetest.Provided,however,astudentwhoonhisorherownvolitioninforms(self-refers)theathleticdirector,principalorcoach/sponsorofusagebeforebeingnotifiedtosubmittoadrugusetestwillbeallowedtoremainactiveinallactivitiescoveredunderthispolicy.Suchstudentwillhowever,beconsideredtohavecommittedhis/herfirstoffenseunderthepolicy,andwillberequiredtoretestaswouldastudentwhohastestpositive.

3. Forthethirdoffense:(inthesameschoolyear)Completesuspensionfrompermissiontoparkonschoolpropertyandparticipationinallextracurricularactivitiesincludingallmeetings,practices,performances,andcompetitionfortheremainderoftheschoolyear,oreighty-eightschooldays(1semester)whicheveristhelonger.Thissuspension,orpartsthereof,maybeliftedifthestudentcommitstoandcompletestreatmentatanextensivedrugtreatmentfacility.

REFUSALTOSUBMITTODRUGUSETESTAparticipatingstudentwhorefusestosubmittoadrugtestauthorizedunderthispolicy,shallnotbeeligibletoparticipateinanyactivitiescoveredunderthispolicyincludingallmeetings,practices,performanceandcompetitionsfortheremainderoftheschoolyear.Additionally,suchstudentshallnotbeconsideredforanyinterscholasticactivityhonorsorawardsgivenbytheschool.EQUIPMENTEquipmentpurchasedbytheschooldistrictandissuedtostudentathleteswillnotbeallowedtobewornforanyreasonsotherthanpractices,competition,orspecialeventsapprovedbythebuildingprincipalorassignedcoachandmustbeturnedinasinstructed.Theschoolshallbereimbursedbythestudentforanyequipmentnotreturnedtotheschool.STUDENTCOUNCILTheFairviewHighSchoolStudentCouncilisanorganizationofstudentselectedbythestudentbodytocoordinateactivitiesforthestudentbodyandtoassistthefacultyintheimprovementoftheschoolactivitiesandthegeneralprogram.Candidatesformembershipmusthavenotlowerthana"C"averagefortheprecedingsemester.Failingstudentswillnotbepermittedtoserveascouncilmembers.Asemesterfailinggradewillautomaticallyterminatemembership.Anymemberhavingtwounexcusedabsencesfromanyscheduledgrouporcommitteemeetingwillbedroppedfromstudentcouncil.AnunexcusedabsenceisonethatwasnotapprovedbytheSTUCOadvisorbeforethemeeting.Twoexcusedabsenceswillequaloneunexcusedabsence,alsomorethan20minuteslatetoameetingconstitutesanabsence.ElectionsforstudentcouncilwillbeinMay.Theincomingjuniorsandseniorswillelectsixmemberseach,thesophomoreswillelectfiveandfreshmenwillelectfour.Thisnewcouncilwillelectitsofficerswiththepresidentandvice-presidentbeingeithera juniororseniorandhavingservedat leastoneyearonthecouncil.Theofficeof treasurerandsecretarycanbe fromthesophomoreclassaslongastheothercriteriaismet.Theadvisorwillappointapublicrelationspersontoassistthesecretary.All officers should attend leadership campwith student council paying at least one-half of the fee.Officerswill take officeimmediatelyaftertheelection.Anynewstudentwhohasbeenelectedtothepreviousschool'sstudentcouncilfortheensuingyearmaytransfermembershiptotheFairviewHighSchoolStudentCouncilwithaletterofapplicationbythestudentandaletterofconfirmationfromtheformerstudentcounciladvisor.NATIONALHONORSOCIETYAwardsarepresentedbytheNationalCouncil toallpupilswhoapplyandqualify formembership.MembersareentitledtopurchaseandweartheofficialpinfortheNationalHonorSocietyaslongastheyareactivemembersofthesociety.Graduating seniors who are members of the society at the time of graduation are privileged to wear the pin followinggraduation.

B. PRE-FILINGPROCEDURESPriortothefilingofawrittencomplaint,thestudentoremployeeisencouragedtovisitwiththeGrievanceOfficer,andreasonableeffortshouldbemadetoresolvetheproblemorcomplaint.

C. FILINGANDPROCESSINGDISCRIMINATIONCOMPLAINTS1. Grievant:SubmitswrittencomplainttoTitleIX/504Coordinatorstatingname,nature,anddateofallegedviolation,

namesofpersonsresponsible(whereknown),andrequestedaction.Complaintmustbesubmittedwithin30daysofallegedviolation.Complaintformsareavailableintheofficeofthehighschoolprincipal.

2. TitleIV/504Coordinator:Notifiedrespondentwithinten(10)daysandasksrespondentto:i. confirmordenyfacts;ii. indicateacceptanceorrejectionofstudentoremployeeʼsrequestedaction,or:iii. outlinealternatives.Respondent:Submitsanswerwithinten(10)daystoTitleIX/504coordinator.

3. Title IX/504Coordinator:Within ten (10)daysafter receiving respondentʼs answer, Title IX/504Coordinator refersthe written complaint and respondentʼs answer to the high school principal. The Title IX/504 Coordinator alsoschedulesahearingwiththegrievant,therespondent,andthehighschoolprincipal.

4. Principal,GrievantRespondent,andTitleIX/504Coordinator:Hearingisconducted.

5. Principal:Issueswithinten(10)daysafterthehearingawrittendecisiontothestudentoremployee,respondent,andTitleIX/504Coordinator.

6. GrievantorRespondent: If thegrievantor respondent isnot satisfiedwith thedecision, theymustnotify theTitleIX/504Coordinatorwithinten(10)daysandrequestahearingwiththesuperintendent.

7. Title IX/504 Coordinator: Schedule within ten (10) days of request a hearing with the grievant, respondent, andsuperintendent.

8. Superintendent,Grievant,RespondentandTitleIX/504Coordinator:Hearingisconducted.9. Superintendent:Issuesadecisionwithinten(10)daysfollowingthehearing.10. Grievant:Ifthegrievantorrespondentisnotsatisfiedwiththedecision,theymustnotifytheTItleIX/504Coordinator

withinten(10)daysandrequestahearingwiththegoverningboard.11. Title IX/504 Coordinator: Notifies governing board within ten (10) days after receiving request. Title IX/504

Coordinatorscheduleshearingwiththegoverningboard.Hearingistobeconductedthirty(30)daysfromthedateofnotificationtothegoverningboard.

12. Governing Board or Hearing Panel Established by the Board, Grievant, and Title IX/504 Coordinator: hearing isconducted.

13. Governing Board: Issues a finalwritten decisionwith ten (10) days after the hearing regarding the validity of thegrievanceandanyactiontobetaken.

D. GENERALPROVISION

1. Extensionoftime:Anytimelimitssetbytheseproceduresmaybeextendedbymutualconsentofpartiesinvolved.Thetotalnumberofdaysfromdatethatcomplaintisfileduntilcomplaintisresolvedshallbenomorethan180days.

2. Access toRegulations:Upon request, theFairviewPublic Schools shall provide copiesof all regulationsprohibitingdiscriminationonthebasisofrace,color,nationalorigin,religion,sex,age,qualifiedhandicap,orveteran.

3. Confidentiality of Records: Complaint records will remain confidential unless permission is given by the partiesinvolvedtoreleasesuchinformation.Nocomplaintrecordshallbeenteredinthepersonnelfile.Complaintrecordsshallbemaintainedonfileforthree(3)yearsaftercomplaintresolution.
