The fall season in Sunny Isles Beach brings a new beginning with a fresh

budget. Although expenses and revenues are monitored throughout the

year, it is October 1st when we find ourselves with a new start.

This year we anticipate reducing the millage rate again as we expect

increased property values. With the steady rise in values, this will be

the 3rd consecutive year that we have been able to lower the millage rate.

This is much different from when I first became mayor. At that time, tax

dollars were being stretched and projects were scheduled for future years.

I am pleased that two projects that I have been involved with from

inception will come to fruition this budget year: Gateway Park and the

Emergency Bridge, connecting 172 Street with 174 Street. Gateway Park,

our final major park to develop, is well underway. We will budget for final

completion and operation of this park. Public parking fees and restaurant

space will provide revenues to offset operation expenses. The Bridge,

something I worked on while developing the City’s first Comprehensive

Plan, even before I became elected, is a significant project for two reasons.

It will provide the much needed access for emergency vehicles and

pedestrians will be able to traverse more of the city without the need

to walk or bike along Collins Avenue. This is an important safety improve-

ment for all residents.

Park use has increased greatly as our population has grown.

With less need for development dollars, funds can be used to maintain

the parks at world class level, increase police presence for continued safety

as the population grows, enhance our use of technology, and upgrade

infrastructure. Fiscal responsibility has always been paramount. All of this

will be accomplished while reducing the millage rate, a priority for this

entire Commission.

The 54,000 square-foot Sunny Isles Beach Government Center, opened

in January, 2005, is located in a pedes-trian friendly area at the heart of the City. The Government Center presents its most public expression toward Collins Avenue and is represented by the Commission Chamber that is surround-ed by a civic plaza combining landscape, water and contrasting building materials. This is where the serious business of run-ning the City is conducted. Meetings are generally held the third Thursday of each month. But what is housed inside this vision? Through inter-governmental partner-ships, the first floor is primarily dedicated to services not under the City’s adminis-tration. Through the Federal Govern-ment, a satellite branch of the United States Post Office is open Monday– Friday. In cooperation with Miami-Dade County, the Sunny Isles Beach branch library is open Monday–Saturday and offers many classes and programs utiliz-ing the City’s meeting room on the first floor. With support from the Sunny Isles Beach Tourism and Marketing Council, the Visitor Center completes the first floor, offering a wealth of information for tourists or residents looking to find “something to do” in South Florida.

The Center also issues SIB Resident ID Cards for those with a picture ID and utility bill as proof of residence. Tickets to Cultural Events may be purchased there along with branded merchandise depicting SIB, florida’s riviera or Sunny Isles Beach, Miami. The second floor houses the SIB Police Department which is open 24/7. During regular business hours, elevators from the lobby take customers to the 2nd floor. After hours, the police department can be accessed via the 2nd level of the parking garage. Accident and crime reports may be requested at the records department. The third floor of the Government Center is the place for residents, visitors and contractors to visit and address issues of code enforcement and parking, apply for building permits or obtain business licenses. Fire plan reviews from Miami-Dade County are also offered on Tues-days at this location. The fourth floor houses the city com-mission, the offices of the city attorney, clerk and manager along with human resources and finance departments. Constituents may make appointments to meet with their elected officials over matters that concern them. Public record requests are handled here by the City clerk.

needs will be required as well as saving and investing funds to cover

those expenses. Although actual costs for large projects five, ten or more

years away are difficult to predict, we budget accordingly and modify as projects

begin to take shape.

Managing a world class level of service requires the commitment of every

employee. In some cases it may be more cost effective to use contracted services

for some government functions and projects. However, in either case those

that represent the City, serve our community day to day, must be committed to

achieve a world class level of service. We are developing our current employees

and recruiting future hires to accomplish that goal and some day soon “good

enough for Sunny Isles Beach” will be translated to mean “top of the line”.

2014 is proving to be a very good year for Sunny Isles Beach.

Much of what we planned for last year is yielding returns and long term

projects are coming to fruition.

There is an old saying: “it’s good enough for government work.” This was

loosely translated to mean that government work is just “ok”, implying

that corporate America always does it better. Sunny Isles Beach is set to

change that stigma, through good management, including a strong policy of

succession planning, the use of technology, responsible fiscal planning and an

organization wide philosophy of world class service and maintenance.

City leaders and administration embraced an aggressive succession plan

policy that ensures seamless service to our customers; residents, tourists, and

the business community. A personnel study was conducted to evaluate current

staffing levels and position functions to help achieve this objective. With a few

minor adjustments, we are in good shape and have realized the benefits of this

sense of responsibility by all levels of management.

With the rapidly growing use of technology, we have found ways to serve

more customers, not only more efficiently but also more effectively. Another

benefit of our technological advances is safety and transparency. Our Police

Department is more responsive because we can deliver information to those in

the field instantly. This is critical as our population grows and the safety services

we provide must keep up with that growth. As a government, transparency is

paramount, something the private sector does not have to contend with on a

regular basis. The digitization of documents has streamlined that process and

provides for greater ease of document accessibility. Customers can virtually

search and view thousands of official documents on their own through

our website.

Through our successes we reap the benefits of increased property values.

news for our residents. As good stewards of your tax dollars, we understand

that this may not always be the case and have planned responsibly for the

future. We are forecasting several years out to plan for what infrastructure

For children in school, summer never seemed to last long enough. As an

adult, that doesn’t change. It seems that no sooner we break for summer, we

are planning for it to be over. While others are vacationing during this break,

we are planning for the next season. This fall is no exception and we have

some new programs planned for you.

Athletics has partnered with the Miami Dolphins to offer a Flag Football

program. A field hockey program kicked off this past spring and continues

into the fall. Other programs are growing as parents realize that enrolling

young athletes at the instructional level may lead to eventual play at the club

level. Adult athletic programs continue to grow with programs such as the

Ladies Soccer League.

Cultural Trips were a challenge to plan as there were so many great

offerings this fall that it was difficult which to choose. There is certainly

something that will interest you.

Recreation programs are working with the Alliance for Aging to add more

lectures and one-on-one services for seniors with questions about Medicare.

The pier restaurant is open and pleasing seafood, sushi and steak lovers

from the neighboring hotels and condominiums. The modern walk-up sushi

counter, the bar overlooking the beach and the outside dining all add to

the world class atmosphere. If you haven’t done so already, you should try it

out for yourself.

Pre-register for Emergency Evacuations Prior to hurricane season, residents who need assistance with daily living, medical needs, or specialized transportation must pre-register with the Emergency Evacuation Assistance Program. For applications call: Miami-Dade 311 (305.468.5900), TTY/TDD 305.468.5402. Individuals needing a pet-friendly Hurricane Evacuation Center (HEC) must also pre-register by calling 311. For each event the County will announce the HEC that accepts pets.Hurricane WatchesResidents should follow hurricane watches closely. Even if a hurricane warning or an evacuation order is not issued, City parks and beaches may be closed due to high winds. Residents should clear balconies and secure objects in the yard. The Miami-Dade County School Board will decide when to close the Norman S. Edelcup SIB K-8 School. When the public school is closed, the City’s After School Program will also be closed. The SIB Community Shuttle Bus service will stop running when sustained winds reach 30 mph. Information regarding City services will be most current on the web at sibfl.net.Hurricane WarningsHurricane warnings are issued 36 hours in advance of anticipated tropical storm force winds. Residents and visitors must complete storm preparations and immediately evacuate if directed. A family should take a 72 hour supply of food, water, medications, and cash to purchase necessary items if the evacuation becomes extended. EvacuationsIf Miami-Dade County gives the order to evacuate Zone B, all visitors in hotels and residents in condos and single-family homes are required by Florida law to evacuate. There will be no emergency services available once the island is evacuated. Try to evacuate to the home of a friend or family member who lives outside of the evacuation zones. Use a Red Cross Hurricane Evacuation Center (HEC) only as a last resort. Hotel staff will assist their guests with other accommodations.

ComplianceThe EPA conducts yearly reviews of the city’s efforts and results in preventing stormwater pollution. It is everyone’s responsibility to keep the waters clean.WaterRain water makes everything fresh and clean including our streets. And after a heavy rain, stormwater in our streets rushes into storm drains. These storm drains are important in providing a place for stormwater to go and help prevent our streets from flooding. But it isn’t only rain water that rushes into storm drains.Stormwater PollutionSay “pollution” and many people think of a factory pipe spewing pollutants. The federal Clean Water Act and similar state laws

limit this type of pollution. Today, we know that even neighbor-hoods without factories add pollutants to our water. How? In urban areas, like Sunny Isles Beach, stormwater carries with it everything from our modern, urban lives, including cigarette butts, litter, lawn chemicals, pet waste, grease and motor oil. Everything that goes into storm drains impacts our oceans, canals and lakes.

For the most part, water entering storm drains, unlike water en-tering sanitary sewers, does not get treated before entering Biscayne Bay, the Intracoastal Waterway, the Atlantic Ocean, and our canals, rivers and lakes.Impact of Stormwater PollutionPolluted stormwater draining into our waterways is harmful to plants and animals. There are three main types of stormwater pollutants that impact marine life as follows: litter, chemicals and organic waste.Collection CentersMiami-Dade County has Permanent Home Chemical Collection Centers that accept oil-based paints, the liquid form of latex paints, pesticides, solvents, pool chemicals, unbroken fluorescent light bulbs and other household items. The centers are free and available to non-commercial residents only. The centers are located in west Dade and south Dade. For specific questions regarding waste dis-posal, call Miami-Dade County’s Answer Center at 311. To report stormwater violations of an immediate nature, call the Complaint Desk 24 hours a day, 7 days a week at 305.372.6955.
