Fallacies in UCC and UCIL Stakeholders UCC UCIL Government Employees Things done wrongly 1. Location – Location of plant right at the middle of the city was a wrong decision. The plant of UCC at US was far away from population. 2. Training and Development: There were a lot of untrained employees who were currently working in the plant and they were not given sufficient training. Many current employees were ignorant regarding the safety measures of the plant. Even the trained employees left the company before the mishap. 3. Government- Corruption: UCIL had private-public partnership and all the government officials ignored many safety measures. The reason behind would be bribery and corruption. Even after the incident, Anderson was allowed to leave the country and got bail in just 3 hours. One of the person responsible for this was Chairman of UCC. A person responsible for the death of 3000 people (which is official count) was fled from the country in no time. Bad policies: Government should never have allowed UCC to setup a plant in such a populated city. Even the workers inhibited the entire vicinity outside the plant. A plant where lethal chemical like MIC was being used, it was just not acceptable to sanction the plant in there. Unorganised legal structure: Government intervention never took place as they had a major share in the company. Supreme Court and high court should have sent notices, but they neglected their responsibilities. 4. Equipment: Stainless steel which was earlier used to avoid corrosion were later changed to steel pipes. Refrigeration system was seldom used. Even the valves and gauges were poorly maintained.
