Welcome to the Family Campus!On behalf of the Board of Directors, Administration, and Preschool Staff, we would like to extend ourgreetings to you. The Mission of the Boys & Girls Clubs of Garden Grove, Inc. is to provide highquality, affordable, accessible programs for children and youth, which foster positive growth andassist them to reach their full potential to become competent adults, caring parents, and responsiblecitizens.

The Family Campus is a one-of-a-kind facility. Walking through the building, one can notice all of thevibrant colors: blue, red, green, purple, and yellow. This reflects the great cultural diversity that weshare in Orange County. Each classroom has large print books, art materials, and dramatic play-items to foster your child’s imagination and development. Continue outside and see our new LittleTikes Playground, with a colorful rubberized surface, which exceeds State requirements! Did youknow our outside planters were designed for parents and children to sit and enjoy our beautifulsurroundings?

Our role is to guide and build upon the growth, development, and learning of children. We also feelyour child should be comfortable exploring and growing in this spacious, safe, and nurturing environ-ment. Our staff also understands that children learn at their own pace. Therefore, we will provideactivities, which match and promote development in a positive and caring atmosphere.

Program Methods and GoalsThe Boys & Girls Clubs of Garden Grove, Inc. believes in providing a high quality preschool programfor your child and family. Currently, the Family Campus Preschool is open for well children only fromthe ages of 18 months to 5 years old.

Characteristics of a High Quality Childhood Program• Children in the program are generally comfortable, relaxed, and happy and involved in play and

other activities.• There are sufficient numbers of qualified teachers and staff with a formal education and

specialized early childhood education training.• Teachers and Staff recognize and respect individual differences in children’s abilities, interests

and preferences.• All areas of the child’s development (cognitive, social, emotional, and physical) are considered

important.• The Preschool Program is planned and evaluated regularly by the Teaching Staff.• Families have the opportunity to observe, discuss policies, make suggestions, and participate in

the work of the program.

The standards and policies of our center are based from the following groups:

1. The National Association for the Education of Young Children (NAEYC).2. The National Association of Early Childhood Specialists in State Departments of

Education (NAECS/SDE).3. The State of California, Department of Education.4. The State of California, Community Care Licensing Division.

The Preschooler Program (Three-Five Years Old)Preschoolers are usually most responsive to activities in which they are involved in a “hands-on”manner. Our teaching staff accepts, and designs, their classroom spaces with “learning areas”where children can freely choose whether to participate and for how long. The teaching staff rotatesand adds materials frequently to maintain and extend the child’s interest. Young children seem tolearn best when trained teachers build on their interests and abilities. The Family Campus Preschoolcurriculum promotes non-pressured child-centered activities guided by an adult trained in childdevelopment and strong problem solving skills. We also value our relationships with each family.The preschool curriculum includes activities centering on socialization, communication, science,math, social studies, music, art, and large & small motor development. Dramatic play opportunitiesreinforce learning of practical life experiences. In addition, we want the children to learn more aboutthe local community through guest speakers and field trips.

Toddler Daily Schedule Room #4Or

“Ready Or Not, Here I Come!”

How do you schedule a day for a toddler? Whether we have one toddler, several toddlers, or amixed-age group, setting up the center environment is half the secret. The other half of the secret isthat the teacher must remain flexible and patient. Here is (keeping in mind that flexibility and sponta-neity are the ingredients that make a special environment for toddlers) an example of our dailyschedule for a toddler group that combines individual recognition with some general activities:

6:30-8:30a.m. Individual greeting as each child arrives. Diaper changed, if necessary(parent has the option of doing this). Individual rocking, lap sitting, andreading by the caregiver. Breakfast, if necessary. Free-time choices,including table & rug toys and climbing & crawling equipment.

8:30-8:40a.m. Pick-up time: Make it a game with a special song. Ask each child to do aparticular part of the task.

8:40-8:45a.m. A “hello” song that again acknowledges each toddler. We don’t requirethem to sit down. Toddlers often like to “swarm” and do body movementsto the music. Also remember that toddlers enjoy repetition, so they maywant to sing the song a few times. This “hello” song is also part of theconsistency of each day that makes a toddler feel secure.

8:45-9:00a.m. Toileting, changing diapers, and washing hands. We allow some time forwashing hands as toddlers love to hold their hands under the faucet andfeel the water. This is a good age to teach proper hand-washingtechniques.

9:00-9:15a.m. Morning snack (juice or milk, dry cereal or healthy finger-food) and goodconversation (which means we sit down with the toddlers so we are attheir eye level).

9:30-10:00a.m. Outdoor/Large muscle activities: Two caregivers do five-minute stretchingexercises with their small group of toddlers before they go outdoors. Wefeel that this helps them to “unwind” a little and the toddlers have funimitating the adults!

10:00-10:15a.m. Toileting, diapering, and washing hands.

10:15-10:30a.m. Story time for group (it goes with the territory that many toddlers will notsit during the whole time but will get up, leave, and then re-enter thegroup).

10:30-11:00a.m. “Special Projects”: Art or other activities posted on weekly schedule.

11:00-11:30a.m. Changing diapers, toileting, washing hands, and getting ready for lunch.

11:30-12:00p.m. Lunch: We try to let them have some control of their food choices andmeal servings.

12:00-12:15p.m. Teeth brushing: Good habits begin early!

12:15-12:30p.m. Story and book browsing.

12:30-12:45p.m. Toileting, diaper changing, and washing hands.

12:45-2:30p.m. Nap time: Rocking, simple books, and soft music are all part of this timesince different toddlers have different sleep patterns.

2:30-3:00p.m. Awake, “nuzzle time,” diaper changing, toileting, and washing hands.

3:00-3:15p.m. Snack.

3:15-4:00p.m. Free choice-outdoor or indoor large motor activities such as climbing,walking, or swinging (activities may vary with weather).

4:00-4:15p.m. Music/Rhythm activities.

4:15-4:30p.m. Toileting, diapering, and washing hands.

4:30-6:30p.m. Floor time/quiet activities (book browsing, individual holding, rocking &nesting, or stacking toys.

Family Campus Preschool Teaching StaffWe select our staff carefully in order to provide the best possible care and education for the children.The Family Campus Director oversees the administration and quality of the Preschool Program. Mr.Ramirez has a degree in Business Administration, Certification in Teaching English as a ForeignLanguage, and coursework completed in Education. Beverly Rockvam, the Preschool Director, hasmet the State requirements in Early Childhood Education. The Preschool Director is responsible forthe daily operations of the Family Campus Preschool.

The Boys & Girls Clubs of Garden Grove, Inc. employ people who are warm and nurturing, whounderstand child development, who can apply their knowledge in the classroom, and who respecteach child as an individual. We seek employees who value working as a team with parents, col-leagues, and volunteers. Each staff person meets the State Educational requirements for working inan Early Childhood Program. All staff has been fingerprinted with the Department of Justice andtheir references have been checked. We also require our Boys & Girls Clubs team members toparticipate in regular development training to learn and share ideas.

Hours of OperationThe Family Campus Preschool is open Monday through Friday from 6:30 AM to 6:30 PM. We re-quire that all children be at the Family Campus by 9:30 AM. Our half-day program ends at noon.

Arrival and Check-outWe request that everyone child-in at the front counter labeled “Preschool.” Children must be signedin before the child enters the classroom, and then signed out before the child is picked up from theclassroom.

Children are released only to persons for whom the staff has written permission from the parents. Ifneed be, we will ask to see photo identification of the person picking up a child in order to insureevery child’s safety.

At the end of the day, please make arrangements to arrive with enough time to gather up your child’sbelongings, speak to the teacher, and check out in a timely manner.

We request that all children arrive by 9:30 AM in order that the child is included in all daily activities.On those days when the child will not be following his/her normal schedule, please call the center at___________ to notify us of the change.

Late Pick-Up PolicyWe rely on parents to pick up their children before 6:30pm. Should parents be late for any reason,the following policy will be in effect:

• First incidence: Meeting with Program Director and reminder of program hours.• Second incidence: Late fee of $5.00 per 15 minutes or any portion of 15 minutes after

6:30 PM per child/family. The maximum late fee per child/family is $20.00 perincidence.

• Third/continual late pick-ups: Child’s membership will be jeopardized.

When all avenues for contacting parents, and emergency contacts have been pursued, and morethan one hour since closing time has elapsed, staff will turn custody of your child over to the Depart-ment of Children’s Social Services.

Attendance and AbsencesChildren gain the greatest benefit from regular attendance in our program. In the event that thechild’s attendance is irregular or contract hours/days are being over, or under, used, the contract willbe reviewed and adjusted to reflect the family’s current need.

When the child is absent, parents are asked to call the school. When the child returns, please checkthe sign in/out sheet and indicate the reason for the child’s absence or verify that the reason wasplaced there and initialed by the center staff.

If a child is absent for longer than one contract week, and the family has not contacted the center,steps will be taken to issue a termination notice.

Excused Absences• Illness of child, parent, sibling, or quarantine.• Family emergency (family dispute, health or safety situations).• Official or legal agency appointment (e.g.: immigration, court appearance).• Parents required to care for medical needs of family member.• Closure of school/work in emergency.• Lack of transportation.• Car accident.• Death in immediate family.• Catastrophe: earthquake, fire, flood, etc.• Court-ordered visitation.

Fees and Payment of FeesThe Boys & Girls Clubs of Garden Grove, Inc. are dependent on the committed support and promptpayment of fees from all participating families. Responsibility for timely payment is that of the parentor guardian.

To expedite posting fees, we request that you write the child’s name(s) on the memo portion of yourcheck. A service charge of $10.00 will be made for each check issued to the Club that is returned bythe bank for any reason. If more than two checks are returned within a calendar year, you will berequired to pay in cash or with a money order for the next twelve months.

Regardless of program in which the child is enrolled, parent fees are to be paid either on or beforethe specified due date. Please consult the Director regarding clarification of this schedule. Uponrequest, receipts for fee payments will be issued.

A fee may be assessed for any late payments. The Family Campus Preschool does not issue latestatements. If an amount becomes delinquent (i.e.: when fees are five (5) days past due) a Notice toTerminate the child’s enrollment will be issued.

When families have questions or concerns about their fees they are encouraged to make appoint-ments with either the Family Campus Director or the Preschool Director to address financial issues.All meetings will be conducted in a confidential manner.

Fees are determined by the Administration. The rates are based on the following:

• Number, ages, and special needs of children enrolled.• Teacher-child ratio.• Staff training.• Building/property expenses.• Equipment and furnishings.• Type of program and services provided.• Private or additional funding sources.

Refund PoliciesThe absence of the child from the center does not result in a tuition refund because it does not re-duce the expense of the daily program. This includes days during which the center is closed, suchas holidays. Rather, it insures that your child’s spot in the program is maintained. We are unable toallow for deductions, credits, refunds, or make-up days.

All families may request a Student Vacation Request to indicate that the family intends to take vaca-tion. All families are granted 10 days of vacation time per year.

Financial InformationFees are determined by the Administration. The rates are based on the following:

1. Number, ages, and special needs of children enrolled.2. Teacher-child ratio.3. Staff training.4. Building /property expenses.5. Equipment and furnishings.6. Type of program and services provided.7. Private funding.

Financial AidFamilies may qualify for financial aid through the following programs:

• Sliding Fee Application.• CalWorks.• Extended Opportunity Program Services (EOPS).• Cooperative Agencies Resources for Education (CARE).• State-funded Child Development Services.

Information about these opportunities may be obtained from the Campus Director or the PreschoolDirector.

Agency staff determines eligibility for these programs. An application process will include submis-sion of required documents that may include the following:

• Applicant’s employment identification and wages.• Income documentation, including paycheck stub, most recent income tax statement,

copy of quarterly tax statement if self-employed, notarized self-declaration of income,etc.

• Verification of ages and family size, including copies of birth certificates and socialsecurity identification of all family members.

CalWorks/EOPS/CARE/State-funded Child DevelopmentParents/Guardians are responsible for communication and related paperwork (i.e.: verification ofemployment, training, looking for work, incapacitation of parent) submitted between the College/Employment Coordinators and the Family Campus Preschool. Children will not be enrolled until allconditions of enrollment have been met and any required payments are received in full.

Changes in Enrollment/Attendance/EligibilityParents are expected to notify the Family Campus Preschool Administrator or Director whenthere is a change in any information given on the registration forms. Failure to notify the appropriateauthority of any status change may result in immediate termination. Change of address or phonenumber of home or work is essential for the safety and well being of your child.

Families enrolled in the State-funded Child Development Program must report any and all changes inwork hours, place of employment, wages, family size, student status including the beginning or end-ing of each semester to the Family Campus Preschool Administrator or Director. The family willbe issued a Notice of Action detailing said changes.

Holidays/Maintenance DaysIt is the policy of the Boys & Girls Clubs of Garden Grove, Inc. to observe certain holidays. Daystaken off during the week between Christmas and New Years will not be counted in the ten-day limit.Please check with Staff and the Preschool Bulletin Board for further assistance. The Boys & GirlsClubs of Garden Grove, Inc. offices and facilities are closed for the observance of the followingholidays:

• New Years Eve • Thanksgiving• New Years Day • Christmas Eve• Memorial Day • Christmas• Labor Day

Dress CodeChildren must be dressed in appropriate clothing that is weather permitted. Light sweaters andjackets should be made available. Open toe shoes are not allowed at the preschool.

Share DayShare day is Friday, unless otherwise specified by the child’s teacher. On this day only, a child maybring a toy from home to share with friends during the appropriate time. When a toy is brought toschool for sharing, it is to be left in the “Home Box” in the child’s classroom until the appropriate timeto share it. It will not be made generally available during free playtime inside or outside.

At all other times, the Preschool discourages bringing toys from home. The school make’s availableample equipment and materials for all children’s use on which the developmental curriculum isbased.

Toilet TrainingThe family is responsible for providing disposable diapers and wipes for the Toddlers. The staff willwork with the Toddlers and the parents with appropriate toilet training and hand washing techniques.All children (Three–Five Years Old) need to be toilet trained before they can be enrolled in the Pre-school Program). A child’s enrollment may be canceled if the staff feels the child is not fully toilettrained.

Diaper PolicyIt is expected that parents will provide a sufficient supply of disposable diapers for their child. Theyneed to be in a container labeled with the child’s name. Parents will work with teachers to monitorthe available supply on a daily basis.

The Preschool will maintain a supply of regular diapers which will be used on an as needs basis.

Please contact your child’s teacher or the Preschool Director if you have any questions about this, orany, policy.

Health Issues at Family Campus PreschoolOur Center operates for well children only. Children should be fully able to participate in all activi-ties, including outdoor play. Parents should provide appropriate changes of clothing so that childrendo not become too cold or overheated. Light sweaters and jackets should be made available.

Children with symptoms of communicable disease remain with a staff member until the parent ordesignated representative arrives for the child. We make every effort to reach the parents when thechild is ill, but after 30 minutes we will notify the emergency contacts indicated by the parents. Par-ents are requested to pick up their child within 1 hour of being notified.

The Family Campus Preschool reserves the right not to accept your enrolled child for the followingreasons:

• A fever of 101 F or above.• A fever of 100 F - 100.9 F, if combined with another sign of illness.• A skin rash that has not been identified by a phone call or in writing from a physician

who has seen the rash.• Diarrhea and/or vomiting two or more times in a day.• Evidence of head lice or other parasites.• Severe coughing.• Rapid or difficult breathing.• Yellowish skin or eyes.• Conjunctivitis.• Unusually dark urine and/or gray or white stool.• Sore throat or difficulty swallowing.• Stiff neck.• Infected skin patches.• Pain of which the child complains and interferes with normal activity.• Evidence of infection.• Excessive fatigue.• A moist or open cold sore.

Children may be readmitted:A. With a physician’s statement that the child is free from communicable disease, and that returning

poses no risk to the child or others.

OR

B. If visibly free from communicable disease, fever free without benefit of fever reducing medicationsfor 24 hours, and free of vomiting/diarrhea for 24 hours while on a normal diet.

Health Issues at Family Campus Preschool - MedicationThe center retains the right to continue to exclude a child despite a physician’s statement if thatstatement contradicts the Family Campus Preschool policies. When any student in a child’s classhas a communicable disease, parents are informed in writing within 24 hours.

Our staff has been trained to recognize communicable diseases. We follow stricthandwashing and disinfecting procedures. Medication is given only if parents complete a“Parent Release / Physician’s Request” form.

Prescription medication must have a prescription label with the child’s name and date on it. Unlessauthorized by parents, all medications will be returned daily. Chapstick, sunscreen, and diaper rashmedications need a parent’s written instructions and permission. Such items mentioned must belabeled, and given to the classroom teacher.

The staff will handle minor injuries sustained at school. Soap, water, first aid cream, and Band-Aidswill be all that we can do. Parents will be notified of these incidences on a “Member Incident Report”.Allergies of any kind should be brought to the attention of the Center staff and any specific instruc-tions noted.

ConfidentialityAll student records and related information is confidential and updated as required. All records aresubject to on site review by officials representing Community Care Licensing, The State of CaliforniaDepartment of Education, The Health Department, and local police authorities in the event of sus-pected child abuse or neglect. Written permission from parents will be obtained for the release ofconfidential information and for permission for photographs or videotapes taken of the children whilethey are attending the Family Campus Preschool and related trips.

Family Campus Admission Requirements1. The parent must complete ALL paperwork required by the Family Campus Preschool before the

child may be admitted.

2. Children enrolled full-time will be given priority over part-time attendance.

3. The parent must supply proof of the family’s current income (Income Verification), anddocumentation of the parent’s student status (College Registration/Training Verification) ifapplicable.

4. A record of all immunizations required by the State of California and a negative tuberculosis testor Chest X-ray given within one year must be on file. Child’s Immunization Record must beup-to-date.

5. A physical examination signed by a physician stating the child is able to participate in theprogram must be on file within one month of the child’s entry. The State of California requires thefollowing information:

• Dietary Restrictions and Allergies.• Instructions for action to be taken in case the child’s authorized representative, or the

physician designated to be taken in case the child’s authorized representative, or thephysician designated by the authorized representative, cannot be reached in an emergency.

• A signed consent form for emergency medical treatment unless the child’s authorizedrepresentative has signed the statement signed in the statement specified in Section101220(f) Child Care Center; Title 22; Division 12; Chapter 1

Behavior ManagementBoys & Girls Clubs of Garden Grove, Inc. seek to build the child’s self-esteem through the develop-ment of self-control and personal responsibility for one’s actions. Our goal is to help each childachieve self-control. We avoid the use of physical punishment or belittling the child in any way. Allstaff and volunteers are trained to use positive discipline strategies with the children.

To minimize the need for disciplinary action, a few simple and understandable rules are in effect atour club sites. These rules set the limits of behavior for the safety and well being of all children whoare present in our classrooms and outside environments. All adults are trained to be firmly support-ive and consistent in their approach.

We ask you to support us in encouraging positive behavior with all children at our Family Campus,and to use appropriate language and a positive attitude while visiting our Clubs.

BitingWe realize that children can and will bite others when they become frustrated and/or angry. Our staffwill try to help your child find other means of releasing tension through activities and/or feedback.The Family Campus Preschool wants the best environment for all children. Part of that involvesunderstanding that there are appropriate ways to express one’s emotions and needs in a situation.

1. After the first biting incident, a staff member, preferably the person who witnessed it,will notify the parents of the child and incident. Parents will be given informationregarding how to handle biting behavior. A record of the incident will be retained in ourfiles.

2. After the second incident, the parent will be expected to meet with the PreschoolDirector or Family Campus Director to discuss the matter, including a plan for how toresolve it. A record of the incident will be retained in our files. We will also informCommunity Care Licensing of the incident.

3. Following the third biting incident, the Family Campus Preschool reserves the right toterminate the enrollment of the child immediately.

Aggressive BehaviorAs children acquire self-control in the preschool setting, they may resort to methods that includeaggressive behavior toward others: hitting, fighting, hurting, or attempting to hurt others. This kind ofbehavior is viewed as unacceptable and will be addressed by staff in at least two fundamental ways:1) the behavior will be stopped and the child will be told that it is unacceptable; 2) the child will learnhow to handle conflict in socially acceptable ways.

Parents will be invited to provide additional support in the home and they will be kept informed ofprogress at school.

In the event that such behavior does not respond to positive methods of behavioral management, itmay become necessary to restrict the child’s participation in the preschool until the behavior can bebrought under control.

The Boys & Girls Clubs of Garden Grove, Inc. reserve the right to terminate the child’s enrollment asa final step in handling aggressive behavior and for the protection of all children.

Verbal or Physical AbuseVerbal or physical abuse by you or your child to other children or to our staff is inappropriate behav-ior that will not be tolerated. If your child should display such behavior, the staff will complete anIncident Report. The Preschool Director or Administrator will review it with you to identify possiblesolutions. If the behavior continues, we may dismiss your child. This dismissal will apply to all Clubsin our organization. Under certain circumstances, a follow-up interview may be conducted to reviewthe status of yours or your child’s behavior to gain acceptance to be re-admitted to our organizationat a future date.

Child Abuse ReportingThe Boys & Girls Clubs of Garden Grove, Inc. is required by California State Law to report sus-pected child abuse. A written report is also sent to the Registry and kept on file in our organization.

Organizational StructureOur program and teaching staff are under the direct supervision of the Family Campus PreschoolDirector. The Family Campus Director serves as the Administrator for the Preschool. The FamilyCampus Director reports to the Chief Executive Officer (CE0) of the Boys & Girls Clubs of GardenGrove, Inc. The CEO reports to the Board of Directors. The Boys & Girls Clubs of Garden Grove,Inc. has designated the Family Campus Director, Preschool Director, Executive Director, and ChiefExecutive Officer to act as agents for the Preschool and to set policy.

Complaint ProcedureAnyone making a complaint will be protected from retaliatory behavior and assured that the matterwill be handled with confidentiality. A complaint regarding the Family Campus Preschool will followthe chain of command, following the organizational structure (as outlined before), and starting withthe person closest to the source of the complaint. The Family Campus Director will be notified of allcomplaints. Your child’s teacher, the Preschool Director, and the Family Campus Director are imme-diately available to meet with you to resolve your concerns.

All parents are given a statement of their rights as parents of children enrolled in a preschool pro-gram licensed by the State of California. Please keep this paper handy for your reference.

Dismissal PolicyThe Boys & Girls Clubs of Garden Grove, Inc. will take steps to withdraw your child from the programshould the following events occur:

• Failure to report a change in student status and/or income and to supply requireddocumentation.

• Abuse of preschool hours of operation.• Failure to pay your child’s fees in a timely manner and in full.

NutritionWe will offer a morning, mid-morning and, mid-afternoon snack. Menus are posted in each class-room.

Currently we do not provide lunch. Each family is expected to provide a healthy lunch for their childon a daily basis. Please place the lunch in a properly labeled container. We cannot heat lunches,nor are we able to refrigerate them.

Please do not send sodas or candy. Glass containers for beverages are also not permitted.

If your child has certain needs or preferences regarding food, please let us know so we can serveyour child better.

All food packed in your child’s lunch should be healthy and appropriate for a child to eat.Children’s eating habits vary and parents are aware of their own child’s eating behavior, cul-tural preferences, and health-related issues regarding food consumption. Please consult withthe teacher regarding issues or problems that arise.

Parking & Safety IssuesThe speed limit in the parking lot is 10 miles per hour. You may enter the Family Campus from itsmain entrance on Chapman. There are exit signs against the brick wall showing the way out toNutwood via the public alley. Please be mindful of other cars and delivery trucks, which use thealleyway. Please follow the flow of traffic.

Parents who drive recklessly and endanger others will be warned by the Boys & Girls ClubStaff. The Family Campus Director will meet with the parents or guardians for second of-fenses. The Boys & Girls Clubs reserves the right to terminate all services with the offenderthe third time.

We ask that parents/ guardians closely supervise their children in the driveway, lobbies, and else-where at the Family Campus. Be mindful of your car speed upon entering and exiting the FamilyCampus. Children are hard to see in the parking area. Please park your car and do not leave anychild unattended in the car. Also, we would like the parents to hold their child’s hand as they enterand exit the facility. When departing from the center, please resist having the child run to the carwhile the parent signs them out. When going to the classroom, the family is asked to stay together.We appreciate your cooperation!

The Family Campus is regularly patrolled by the Garden Grove Police Department. We also have24-Hour security monitoring for fire and other emergencies.

Field TripsParents are asked to sign a general permission slip covering walks around the neighborhood. Allfield trips involving transportation require that a separate form, stating the purpose of the trip and alldetails, be given to the parent and a separate permission slip to be signed.

Parents may not transport children to or from field trip locations. No exceptions will be made.

A “double sack” lunch and drink must be brought on every trip unless otherwise noted.

BirthdaysAll children will be recognized on their “special day.” If you would like to celebrate your child’s birthday, please makearrangements with the teacher.
