I. SUMMARY OF EXPERIENCE WITH PROGRAM

IMPLEMENTATION

In the reporting below, ACDI/VOCA certifies that for this project we have: a) used established indicators and definitions; b) participated in regular (annual) workshops reviewing indicators and monitoring and evaluation (M&E) systems; and c) trained field staff on indicators and data collection systems.

ACDI/VOCA certifies that we collect three references for every volunteer who has not done a volunteer assignment with us in the past 18 months. We also use software provided by Amber Road to make sure that our volunteers are not listed as sanctioned individuals on any U.S. government or United Nations list.

During the reporting period, Farmer-to-Farmer (F2F) West Africa (WA) fielded a total of 110 volunteer assignments out of 104 targeted for the program year. The 110 volunteer assignments served a total of 95 host organizations, directly benefitting 7,188 persons (3,453 of whom were women). As of September 30, 2017, 49 volunteer assignments are planned for the first half of Fiscal Year (FY) 2018.

Through its partner organization BRIDGES in Ukraine, ACDI/VOCA executed four volunteer assignments in Ukraine. The four volunteers traveling to Ukraine contributed 75 volunteer days, donated an estimated $35,250 worth of professional time and worked with 375 beneficiaries (320 men and 55 women).

GHANA

SUMMARY OF IMPLEMENTATION EXPERIENCE

F2F Ghana completed a total of 48 assignments during this reporting period in the following country projects: Staple Crops, Horticulture, Agricultural Research and Education, and Flexible assignments. The assignments involved 2,617 direct beneficiaries of whom 1,048 are women.

MAJOR IMPACTS AND ACCOMPLISHMENTS

A major impact this year was receiving support from ACDI/VOCA’s HQ-based Chief Operating Officer (COO). The COO paid a visit to our team in-country and was able to get a clear understanding of the F2F Program and its great benefits for our beneficiaries. In order to showcase our work, we gathered beneficiaries to share their experience with the program. This event lent itself to insightful discussions and all attendees received it well. The Director of the Ghanian Ministry of Food and Agriculture (MOFA) commended United States Agency for International Development (USAID) greatly for what they are doing for Ghana through ACDI/VOCA; MOFA pledged their continual support for the F2F programs.

DESCRIPTION OF NOTABLE PARTNERSHIPS

F2F Ghana continued to work closely with USAID–funded project implementers such as Agriculture Development and Value Chain Enhancement Program (ADVANCE) II, African Lead II and Resiliency in Northern Ghana (RING) project, Coastal and Fisheries Management and United States Department of Agriculture (USDA)-funded projects such as the Ghana Poultry Project (GPP). F2F Ghana also collaborated with government organizations such as MOFA, Center for Scientific and Industrial Research—Crop Research Institute, Veterinary Services Division, and Savanna Agricultural Research

Institute through ADVANCE II. Other partnerships were with the universities such as Kwame Nkrumah University of Science and Technology and University of Cape Coast and the agricultural colleges such as Kwadaso Agricultural College and Adidome Farm Institute.

MAJOR IMPLEMENTATION PROBLEMS

An issue that arose during this year’s implementation of the F2F Ghana project is regarding capturing financial information accurately from hosts. Most host organizations are not keeping accurate records; therefore, we are unable to report robust data. There is also a concern on confidentiality of data as host organizations are not sure what the financial information could be used for no matter the explanation.

LIBERIA

SUMMARY OF IMPLEMENTATION EXPERIENCE

F2F Liberia completed a total of 19 assignments during this reporting period in the following country projects: Livestock, Horticulture and Youth In Agriculture and flexible assignments. The assignments involved 936 beneficiaries, 344 of whom are women.

MAJOR IMPACTS AND ACCOMPLISHMENTS

Due to F2F volunteer assistance, a woman run organization called Female Agriculture Support Enterprise (FASE) benefited from a $5,000 grant from an F2F volunteer who worked with the group in April 2017. This money was to set up a revolving microfinance loan scheme for FASE’s member farmers. In addition, New Generation Livestock Farmers, Creating Opportunities for Development in Liberia, and Prince of Peace reported $11,130 in gross income and a net of $6,816 benefiting 276 persons during FY17.

NOTABLE PARTNERSHIPS

The Liberia F2F program collaborated with USAID Liberia Agriculture Development Activity (LADA) project, implemented by CNFA, during the reporting period. LADA requested two assignments on behalf of farmers’ organizations and 192 farmers directly benefited from volunteer training. F2F Liberia also fielded a volunteer who spent two months working with Liberia MOFA, developing a video documentary for agriculture extension agents in rural Liberia. Collaborating further, Liberia MOFA hosted a volunteer workshop on swine care and management for pig farmers.

MAJOR IMPLEMENTATION PROBLEMS

Poor road conditions continue to be a challenge to the movement of volunteers to assignment locations. The cost of vehicle repairs and maintenance has increased also due to poor road conditions. Commuting time to and from the project location takes away volunteer working hours as well, thus reducing actual time available to volunteers for teaching.

SENEGAL

SUMMARY OF IMPLEMENTATION EXPERIENCE

In FY17, F2F Senegal achieved its target of 28 assignments, with the assignments evenly distributed throughout the year. The assignments covered topics such as seed saving, post-harvest handling,

vegetable processing and storage, milk processing, beekeeping, and pest control management. The assignments involved 1,994 beneficiaries, 1,407 of whom are women.

The participants from CDFA, CODEP, PROFIT +, cooperatives, and producer organizations performed one noncore flexible assignment during the year in Chipata, Zambia. The assignment focused on improving groundnut production through technology transfer and on how to operate a universal nut sheller.

MAJOR IMPACTS AND ACCOMPLISHMENTS

In FY17, F2F Senegal reached its target of 28 assignments, hosted by 24 host organizations. F2F Senegal added 13 new host organizations in FY16. The National Cooperative Business Association (NCBA) website and in the Cooperative Business Journal (NCBA CLUSA’s weekly publication for its members) posted F2F opportunities and stories. FLEXIBLE NON-CORE

NOTABLE PARTNERSHIPS

Working with other U.S. government programs managed by NCBA CLUSA in Senegal was key to achieving the target. USAID|Yaajeende, NCBA CLUSA’s “Nutrition-Led Agriculture for Food Security Project in Senegal” and USDA|Millet Business Services Project, supported Scope of Work (SOW) development, volunteer mobilization, and recommendations of host organizations. In turn, the program beneficiaries of these two U.S. government programs benefited by receiving F2F volunteer technical assistance. In addition, developing and maintaining partnerships with host organizations was critical to achieving the target.

MAJOR IMPLEMENTATION PROBLEMS

Regarding the FY17 implementation performance, F2F Senegal achieved its target of 28 assignments, with minor issues. However, the program completed more assignments in horticulture than planned and fewer assignments in Environmental Conservation than planned. It was difficult to find volunteers for Environmental Conservation assignments. F2F Senegal has experienced no significant constraints to project implementation during this reporting period.

DEMOCRATIC REPUBLIC OF CONGO

SUMMARY OF IMPLEMENTATION EXPERIENCE

F2F Democratic Republic of Congo (DRC) completed a total of nine assignments during this reporting period in the following country projects: Staple Crops, Poultry including Aquaculture and Flexible. The assignments involved 1,236 beneficiaries, 583 of whom are women. Two volunteers gave lectures at two DRC Universities (Catholic University of Butembo in the North Kivu province and University of Kinshasa) on pasture management and improvement, and on poultry feed formulation. The lectures were attended by 121 individuals (professors, researchers and students).

MAJOR IMPACTS AND ACCOMPLISHMENTS

As a result of F2F volunteer assistance, four host organizations (Pukusu Farmers Group, Coopérative des Fermiers de Kinshasa, Association des Paysans Riziculteurs de Kingabwa, and Coopérative de Riziculteurs de Kingabwa) increased their gross sales and net incomes, respectively, by $33,403 and $9,830 compared to their gross sales and net incomes, respectively, of $6,209 and $ 2,520 recorded at the baseline. This increase is due to the improvement of production techniques, the introduction of new

products and the provision of service to their respective members. It should be noted that these four host organizations have also improved their organizational development index (ODI) globally.

DESCRIPTION OF NOTABLE PARTNERSHIPS

The DRC F2F project continued to provide technical assistance to the Feed the Future DRC Pool Malebo Kingabwa Rice Intensification Project II funded by USAID, which is implemented by Winrock International and a local nongovernmental organization (NGO) called, Batide. The DRC F2F project provided technical assistance to the project “Pukusu Children's Ministries’’ over FY17 which is implemented by a British charity, Bethany Children’s Trust and a local NGO, MEODP. The F2F DRC project continues to collaborate with the local NGO, Mambeli (through Mambeli’s project on food security) funded by a British NGO, the Catholic Agency for Overseas Development.

MAJOR IMPLEMENTATION PROBLEMS

Due to political circumstances and national elections in 2016, there was a level of insecurity throughout the country between September 2016 and December 2016. Volunteer deployments were suspended during the first quarter (October to December 2016) of the fiscal year 2017. Therefore, the number of volunteer deployments as well as assignments were not achieved. This resulted in only nine assignments out of twelve being completed.

III. MONITORING AND EVALUATION

Each of the WA teams continued to use ACDI/VOCA’s M&E database, the Networked Online Volunteer Assignment System, to capture relevant M&E information and generate project indicator tables. Each team works with host organizations in their country to develop and maintain trusting relationships, allowing them to capture much of the required information for project M&E documentation.

IV. VOLUNTEER SAFETY

ACDI/VOCA

Each WA F2F team considers volunteer safety and security during the planning process for each assignment. Should any issue arise, the teams have clear lines of communication and access to ACDI/VOCA’s emergency hotline, which allows for rapid response to volunteer concerns. The teams are especially careful to avoid planning any assignments in conflict zones. While we pay close attention to the security of all our projects, we added additional measures in the DRC where the field team continues to be informed daily by the International NGO Safety Organization on the security issues to avoid conflict zones. In many cases, volunteers are accompanied to the field by F2F staff, which provides a higher level of security. Any perceived security issues are raised to the global security technical director who advises on risks and related protocols to be followed moving forward. Issues are raised for both volunteer and ACDI/VOCA staff travel when necessary. Additionally, volunteers receive a briefing upon arrival in the country on any in-country issues and suggested protocols related to the local culture and situation.

NCBA CLUSA

NCBA CLUSA contracted with a security management company, RSM. RSM conducted trainings and helped develop a security protocol document. F2F Senegal is contained within the Senegal-wide security plans, which also includes a field staff phone tree for notification of a security incidents, evacuation plans, and more. Moreover, a security consultant is now working with all F2F volunteers going to the field; the security consultant walks F2F volunteers through security procedures before they go on an assignment. Once in Senegal, volunteers are with field staff during their 2–3-week assignment and follow the guidance of field staff in the event there is a security incident.

V. PUBLIC OUTREACH

SENEGAL

NCBA CLUSA and Peace Corps signed a MOU as part of NCBA CLUSA’s recruiting strategy. This MOU aims to recruit new, young, and dynamic volunteers from the Peace Corps network. Moreover, the F2F staff participated in 2017 NCBA CLUSA Cooperative Impact Conference, where they had the opportunity to meet with professionals in rural development and explain the project’s mission in Senegal. Finally, F2F volunteer Charlene Nash received a VEGA Volunteer of the Year award for her volunteer work with the F2F project.

DRC

The Congolese National Radio interviewed farmers in Butembo, North Kivu province, to disseminate training on the management of an agropastoral farm by volunteer Scott Stoval. Volunteer David Roberts lectured at the Catholic University of Butembo in the North Kivu province on pasture management and improvement. Volunteer Paul Miller lectured on poultry feed formulation at the faculty of agronomy at the University of Kinshasa. This year, the National Congolese Radio rebroadcasts the interviews by three volunteers (Mark Wade, Roger Palm, and Anaïs Troadec), respectively, on contract farming, fish farming, and cooperatives.

ANNEX 1: VOLUNTEER ASSIGNMENT SUMMARY

GHANA

Operations and Maintenance of Aquaponic Systems, Kinsie Rayburn, March 5 to 25, 2017

Assignment Description: F2F volunteer Kinsie Rayburn worked with the Department of Fisheries and Watershed Management at Kwame Nkrumah University of Science and Technology (KNUST) in Kumasi. The goal of the assignment was to construct a simple, affordable aquaponic system for tilapia fingerlings and vegetable production using local materials to increase efficiency in growing agricultural and aquaculture products during the dry season. She trained the staff and students of KNUST on how to operate, manage and maintain the aquaponics system. Ms. Rayburn’s assignment resulted in 12 clean, connected and successfully recirculating fish tanks with properly operating diffuser; maximum gravity utilization for the flow of the 12 tanks to the sump; installation of valves to control the flow of water into tanks; and an operational manual and daily maintenance checklist for staff and students continued use of the system.

Target host organization: Department of Fisheries and Watershed Management at Kwame Nkrumah- University of Science and Technology (KNUST)

Recommendations:

• Shade the system and fence the area • Purchase growing mediums for the established grow bed • Install a sustainable energy source (solar panel) to ensure the recirculation and oxygen

systems stay in operation at all times • Liase with other departments at KNUST on the topic of plant selection, germination, and

planting • Build support system for the outflow pipes from the fish tanks • Experiment and expand

ToT on Developing Entrepreneurial Skills, Lucille Booker, October 2 to 19, 2016

Assignment Description: Volunteer Lucille Booker, worked with the Damongo Agricultural College (DAC) on entrepreneurial processes. Her assignment goal was to train the staff of DAC on business ventures and assisted them to analyze context specific case studies for students to launch their own small businesses. During the assignment, the participants proposed individual/joint and community/school-wide business opportunities and the school faculty agreed on three priority ventures. The first, an individual business, is a Cash and Carry Campus Store to provide provisions to students living in the dormitories. The second is a seed testing and cultivation school-wide business that will work to meet the seed needs of local farmers who do not have adequate access to quality seeds. The final priority business involves developing products from the neem trees which are abundant on campus to provide to the surrounding community and region. Suggested products include neem oil for soaps, waxes, and lubricants; neem fuel; neem honey; and neem tea.

• Faculty start individual/join and community/school-wide business to better understand what it means to develop, run and grow a business from the ground up and how to train students to do the same.

• Consider engaging in neem tree products; this venture would allow students to conduct research to test the benefits of the neem trees.

• Consider a seed storage system. • Capacity Building in Greenhouse Management, Jeffrey Westendorp, October 29 to

November 19, 2016

Assignment Description: F2F volunteer Jeffrey Westendorp built the capacity of F.I.C St. Louis Educational Complex in greenhouse management. The assignment goal was to improve greenhouse production and expose the pupils of the institution to greenhouse farming. The school also hopes to use the production from the greenhouses to feed students. Mr. Westendorp identified issues such as over-fertilization that damaged roots, high temperatures in the greenhouse, lack of pollination, and poor moisture management. He then worked with the host to generate solutions to overcome the climate-related challenges and trained the assignment participants on best practices for growing vegetables in greenhouses.

Target host organization: F.I.C St. Louis Educational Complex

Recommendations:

• Do not use the 12-month controlled release fertilizer next year if an alternate Boron source can be found.

• Loosely weave together dry grass to block approximately 50% of the sun and pull it over the greenhouse top with ropes and securely tie.

• Shake the plants by running a hoe handle over the supporting strings once a day to improve pollen transfer from the anther to the stigma.

• Water the plants more frequently, but with half the current amount of water per event. Increase the amount of water used per event up to 245L per event as plants grow larger to eliminate wilting.

Assessment of Supplementary Livelihood Programs in Five Coastal Communities, Cesar Flores, November 26 to December 10, 2016

Assignment Description: Cesar Flores worked with the Department of Fisheries and Aquatic Sciences (DFAS) of the University of Cape Coast (UCC). DFAS is implementing a five-year USAID funded Fisheries and Coastal Management Capacity Building Project. The goal of the assignment was to assess the technical approach being used by DFAS and provide measures for improvement on assessment conducted and guidelines for integrating a strong business focus into the snail farming, bee keeping and oyster culture programs in the 5 coastal communities.

Recommendations:

• Upgrade the four snail demonstration farms to become fully operational focusing on snail culture.

• Design a support program for the snail farmers who are eager to establish independent snail culture enterprises, but need more support from the University leadership.

• Provide a hands-on training program and a process for transferring skills from the demonstration farms to independent snail farms.

Training of Trainers in Tractor Operation and Maintenance, Robert Cooperrider, March 11 to 25, 2017

Assignment Description: Robert Cooperrider assisted the Adidome Farm Institute. The assignment request was for a volunteer to train nine staff of the institute on equipment operation and assist management to draft a routine maintenance plan to guide staff in maintaining the equipment. Establishing a Warning Post on Fall Worm Infestation, Daniel McGrath, April 15 to 30, 2017

Assignment Description: Volunteer Daniel McGrath worked with the District directorate of the Ministry of Food and Agriculture (MOFA) and Savannah Research Institute through the ADVANCE project to help study the menace of Fall Army Worm infestation and to establish early warning signs. His study found that lack of shade in the region due to climate change may be suppressing certain species of ants and enabling the expansion of M. galla (black seed harvest ant). His solution focuses on encouraging farmers and agricultural professionals to think in terms of suppression, rather than eradication of this pest because it is a native species. Conversely, the Fall Armyworm is a pest species from the Americas and the volunteer does not believe it can now be eradicated in West Africa. The species can rapidly become resistant to insecticides if they are not applied with resistance management in mind. He found that

there is a tendency for farmers to under spray during an armyworm outbreak and over spray when it is too late to control the insect.

During his assignment, Mr. McGrath conducted a training of trainers on scouting for Fall Armyworm in maize crops and taught agricultural professionals in Tamale about the species and how to identify Fall Armyworm and African Armyworm moths and larvae. He recommended that farmers whose crops are affected spray their fields with insecticides.

Recommendations:

• Farmers should gently suppress the black ant population while at the same time, encourage the expansion of competing ant species.

• Farmers should use ant baits containing corn meal, hydramethylnon (LD50 >5000mg/kg), plus the insect growth regulator S-methoprene (LD50 >5000mg/kg) to suppress M. galla.

• Farmers should use feeding stations fashioned out of recycled water bottles to protect the bait from the rain.

Capacity Building in Policy Communication and Advocacy Strategy, Sandra Ross, August 19 to September 2, 2017

Assignment Description: F2F volunteer Sandra Ross built the capacity of the Savannah Integrated Rural Development Aid (SIRDA) staff on how to develop an effective advocacy and communication strategy; including developing a key message; identification of audience, opponents and allies; and developing methods to reach their audiences. The volunteer conducted an introductory training on the process of agricultural policy advocacy planning, but recommends supplementary trainings on specific topics including monitoring and evaluation.

Assignment Description: Volunteer Roger Ellis was recruited to assess Amrahia Dairy Farm’s (ADF) farming operations and train its staff to perform artificial insemination to ensure the production of more crossbred cows and improved milk production. The volunteer trained the host on artificial insemination and in addition, assessed the welfare of the farm’s cattle. He provided a number of recommendations to improve the health of cattle, which will also contribute to increased milk production.

Assignment Description: August Braaksma worked with Jakess Agro Company Limited (JACL) is an importer and distributor of inputs. Mr. Braaksma was recruited to assist JACL to improve sales and distribution of its products. After conducting site tours of JACL facilities and manufacturing lines to understand herbicide and bottle water products, the volunteer held trainings with the host on developing marketing strategies. F2F volunteer Douglas Johnson worked with the Obuasi Beekeepers Association (OBA), an association dedicated to improving the livelihood of beekeepers. Mr. Johnson shared ways that OBA members can attract bees to bait hives, trained members on managing bees during the honey flow and when there is a dearth of nectar, and best practices for Queen rearing.

Recommendations:

• Keep beehives dry when working with bees, and cover with either plastic or metal roofing. • Never harvest all the honey, keep at least 2-3 kilos of honey in the beehive at all times. • When working with bees, do not make any loud noises, and keep movements slow and

deliberate and Keep bees in partial shade, never in full sun or full shade. • Continue to meet monthly and discuss some of the articles that are left for the farmers in

Volunteer Philip Smith worked with Darko Farms Limited (DFL). DFL produces poultry products such as broilers, day old chicks, eggs and poultry feed for sale in Ghana. Philip Smith was recruited to provide DFL with an asset and good will valuation report and to review the company’s business plan.

• An internal audit unit should be set up to ensure compliance with international standards in accounting and in the poultry industry.

Edward Doherty assisted Adansi Progressive Poultry Farmers Association (APROPFA). APROPFA is largely managed by family members who have limited poultry management experience. Appropriate Fertilizer Application: 19- August-2 September 2017

Assignment Description: Dr. Bill Zimmerman worked with 36 farmers (50% women) of the Mayor Farmers Association-MFA in Foya. The goal of the volunteer assignment was to teach appropriate methods of fertilizer use, plant tolerance of salinity levels, importance of nitrogen to plants growth and nitrogen application, environmental pollution from fertilizer, impact of fertilizer on crop yield or productivity, personal safety during fertilizer application and for fertilizer storage. Because MFA had switch to agronomic practices of SRI (System of Rice Intensification) before volunteer could arrive, and the fact that SRI relies on organic matter as a major nutrient source, volunteer modified the sow and incorporated rice intensification and composting as critical features of the new work plan.

The volunteer recommended at the close of training the following:

• SRI-Prepare for transition to SRI without fertilizer in at least 8-10 production plots in the next full rainy season, 2018. Compare subsequent rice growth, vitality, and yield from these plots to that from other plots planted by current Best Methods. Do not utilize any plots in traditional transplanting and spacing. Follow water management priorities of SRI for lowland rain-fed rice. If achievable, practice AWD (alternate wetting and drying) of paddy soil to enhance root development and plant growth. Transition more plots to SRI during 2019, either in January if irrigated or the next rainy season if not, regardless of whether or not chemical fertilizers were obtained.

• Chemicals – schedule the use or urea into the cropping cycle. Extend knowledge from rice growth & development and UDP training to farmers who were not involved in workshop. Employ Deep Urea Method when applying chemical fertilizer. Optionally, apply basal applications of urea + NPK (15-15-15). Any top dressing applied at tilling should be urea, and only after calculations for obtainable desired yields are made. #4 Chemicals - Ensure that everyone is informed on application rates and timing. Apply 30 – 60 kg N per hectare (not 30 – 60 kg urea per se) in 1 or 2-gram amounts (briquettes, super-granules, or April) per location for SRI, whether rain-fed or irrigated.

Assignment Description: Dr. Rico Cruz worked with the Gbellay Geh Rural Women Farmers Multipurpose Cooperative Society-GGWFMCS (primary host) and forty-one processing facilities training 179 persons (37% women) in five counties. The goal of the volunteer assignment was to train the owners of rice and cassava processing facilities basic business management practices, processing equipment installation and operation and how to respond to repairs and maintenance challenges. The USAID funded Liberia Agriculture Development Activity-LADA requested this assignment on behalf of GGWFMCS and other farmers.

Dr. Cruz recommended the following at the close of assignment:

• Continue to provide one-on-one short training to operators/workers on standard operating procedures for running their facility. The training includes modifications of some accessories for more efficient processing, and introduce them to other value-added products or agricultural inputs. Provide First Aid Kits, Fire Extinguishers and first set of dust masks to each beneficiary.

• Assist cassava processing beneficiaries to get accessories for chipping and slicing for other added-value to cassava, various screen/mesh materials, and electric motor grinder (hammer mill) for flour production.

• Develop a mechanism to monitor processing operations through site visits and regular reporting of beneficiaries. This may include monthly production quotas during processing months.

Assignment Description: Dave Wagner worked with 15 farmers (73% females) from New Generation Livestock Farmers-NGLF and Liberia Ministry of Agriculture. The goal of the volunteer assignment was to write a business plan that would help NGLF integrate all components of their livestock enterprise with the envisaged agriculture training center where each component would complements the other. After nearly three weeks of work, the volunteer completed a comprehensive business development plan and also trained a marketing team. Dave recommended the following:

• To reach the livestock’s markets in a more economical way NGFA must eliminate one or more of the three levels from livestock raising to the end user. Three levels in Liberia now

The goal of the volunteer assignment was to teach the use of financial ledgers, cooperative accounting and financial management. The goal of this assignment was to produce a financial management user guide/manual with pertinent ledgers and documentation containing topics to be covered and set up a financial system tailored for the needs and capacity of the host organizations. Julie assignment was extended to include the Liberia Credit Union National Association, an apex body for credit unions in Liberia.

The volunteer recommended the following at the close of the workshop:

• Members of the TDFC need to individually begin by keeping a daily transaction book and post these transactions into a ledger. From there they can branch into analysis of their business creating budgets, cash flows, and business plans.

• Participants of current workshop should begin to train other cooperative members in financial management.

• When opening a bank account, be sure to look at charges that banks could and will impose on checking accounts. For example: How many drafts or checks can be written for free? What is the minimum cash amount in the checking account before there are charges?

• All deposits and withdrawals should have two signatures: the head of the coop and the secretary of the board of directors or head bookkeeper.

• A separate bank ledger or book should have every transaction posted, date and time, with two initials of those taking money to the bank or those signing checks or drafts.

Farm Enterprise Budgeting: 4-18 February 2017

Assignment Description: Diane Suhler worked with 17 farmers (52% women) Female Agriculture Support Enterprise-FASE. The goal of the volunteer assignment was to teach the management how to develop an enterprise budget for each crop/activity on the farm so that the training participants will have an understanding of what inputs are required, the prices of these inputs, production and management practices of each enterprise, potential returns on each investment, and so that they may evaluate options available to them and make informed decisions. Upon return home, Dr. Diane Suhler gave $5,000 as a grant to the FASE to begin a micro loan scheme to help member farmers of FASE. Diane also recommended:

• Reinforce the concept of farming as a business in all communication • With the aid of ACDI/VOCA staff, follow up with farmers to insure that they are maintaining

adequate records of their farm operations. Where needed, develop forms that will help farmers capture the records they need to maintain.

• With the aid of ACDI/VOCA staff, continually work with farmers to reinforce the principles of budgeting learned in this training.

• Work with farmers to create Whole-Farm Budgets on an annual basis and correlate these budgeted amounts with actual income and expenses of the farm. Translate these budgets into Cash Flow over the year so farmers anticipate the inflow and outflow of funds of their farm operations.

• Encourage farmers to create an Enterprise Budget for each farm activity. Use these Enterprise Budgets to analyze the profitability of various farm activities and to plan for future farm activities.

Safe Pesticide Use: 10-22 December 2016

Assignment Description: Mark Wade worked with 86 farmers (56% women) of the Latulu Farmers Multipurpose Cooperative Society (LFMCS) and Creating Opportunities for Development in Liberia (CODEL). The goal of the volunteer assignment was to teach a selected group of vegetable farmers on environmentally safe and effective commercial use of pesticide that would ensure safety of the environment, animals and humans, even if used around a home with pets or small children. Dr. Wade carried out several field demonstrations and left behind safety suits for pesticide application. The volunteer recommended the following at the close of the assignment:

• Proper identification of pests, the damage they cause to plants, and the correct treatment of said pests is a major problem. There is a need for written information, with colored photographs, probably in the form of “Fact Sheets” or extension style bulletins, to facilitate farmer ability to properly identify active pests, and then be able to select the right pesticide for the control of that pest.

• Pesticide safety and use training is not meant to be a one-time thing. Training of pesticide safety needs to be a recurring training activity. Annual training will cement the ideas and build confidence, compliance and consistency. This training can be conducted by cooperative managers or association staff, if they had proper training materials.

• Pesticide training (and overall chemical use training) materials need to be created. The materials would only reference West African practices and procedures, including photographs. The materials should be broken into modules and bound as a workbook so that no technology (computers, LCD projectors, etc.) This could also be accompanied by a Leader’s Guide with training tips, additional information, examples, etc. This would also address the fact than many rural farmers have no to little reading ability.

Assignment Description: Mark Stopha worked with 68 (12% women) fish farmers of the Bong County Aquaculture Association and the Klay Hatchery (a government owned facility). The goal of the volunteer assignment was to help the host organizations develop a business model and marketing strategy that would make their businesses sustainable. At the close of assignment, Mark recommended the following:

• Plan the harvest so that you know where all their fish will go before you harvest the ponds. Keep fish alive or preserve them through smoking or drying immediately after harvest if unable to sell all in one day and do wait until the fish start to go bad.

Over you will know what size fish they can sell easily and what fish are more difficult to sell and may take more marketing and/or preservation until sold.

Lowland Rice Field Surface Irrigation Design: 25 October-16 November 2016

Assignment Description: David Speidel worked with 28 students (29% women) of the Lofa County Community College in Voinjamah. The goal of the volunteer assignment was to conduct an assessment of college’s lowland rice project to determine why water does not flow completely through the swamp and to help the college develop a surface irrigation system to correct the problem. It assumed that when this irrigation challenge is resolved, the college will be able to cultivate rice in this swamp and have three harvests yearly.

• It is problematic the leak in the culvert can be repaired. In December the culvert should be removed and the dam sealed temporarily with sandbags. Then only use the water control gate. The renovated irrigation system is estimated to last for two seasons with good maintenance. Thus after a successful irrigated dry season crop has been harvested a business plan needs to be developed. The plan needs to show how much from the profits can be invested in enterprise’s permanent upgrades

• Implement an Operation and Maintenance Irrigation plan. For project success conservative application of the irrigation water during January is necessary as the stream flow reduces from the current 25 litters to 1 litter per second to finally dry. Save Reservoir water for use in February.

The goal of the volunteer assignment was to use value chain analysis to determine fundamental constraints and opportunities to growth and expansion of the cocoa sub-sector, and as well propose strategies that would ultimately enable LCCC to facilitate more viable and competitive cocoa aggregation, processing and marketing interventions in LCCC’s operational areas. Assignment Description: Dr. Muamba Kabeya worked with 14 young farmers (21% women) of the Creating Opportunities for Development in Liberia-CODEL. The goal of the volunteer assignment was to capacitate these young farmers with the knowledge and skills on lowland vegetable production such as growth and development of vegetables seeds selection and management of vegetables, and succession cultivation to increase incomes and improve the quality of life in their community. The volunteer recommended:

• Follow proper farming systems such crop rotation, intercropping; the use of hybrid seeds against flood for a duration of time and heavy incidence of pests and diseases attack after the flood can help farmers minimize crop loss or failure

• Seeds storage method is an important parameter that farmers need to observe. If seeds are not properly stored, there is high tendency to be infested by a range of diseases attack

• Maximize the use of organic fertilizer such as compost, FYM and other forms of farm bio-products will only not make farmer to have sustainable practice and cost effective but also help protect the environment by improving and conserving the soil, and other beneficial insects and flora in the surrounding environment

• The beneficiaries are advised to invest their time to producing natural pesticides based from the protocols provided from different plant products, to help them not only in controlling pests, disease vectors, and environment but also reduce cost in buying chemical pesticides, which can be detrimental.

• Lowland farming practice varies quite slightly from the upland environment. It is very important to avoid planting on flat or low raised seedbed in wetland conditions. Raising seedbeds to about 25cm deep from the ground in wetland condition can help improve drainage, aeration, weed control etc. Therefore, farmers should avoid making seedbeds less than 25cm deep as it is currently practiced, for maximum production from nursery to harvest.

Assignment Description:

Patricia Walsh was in Senegal to provide technical assistance on Animal Husbandry to the CLCOP Orefonde women group, affiliated to the Réseau des femmes du Daande Maayo. The CLCOP covers the whole commune of Orefonde and was helping its members, working closely with the local government. The objective of the group is to promote the activities and exchanges that will strengthen the capacities of its members in the different domains such as: Agriculture, Livestock, fishing, environment, etc. Pattie met with the representatives of the CLCOP in order to have a better understanding of the kinds of problems the breeders are facing. From there, she prepared and delivered training on Nutrition, Health, Housing, and Income.

She made several recommendations, especially in nutrition and health to enable the breeders benefit more from their animals by improving the nutrition aspect and at the same time be closer to the local veterinarian. She insisted on the importance of observation. It is always beneficial to keep an eye on the animals.

He insisted on lye mentioning how dangerous it can become. He then prepared and delivered training on soap making. The practical application of the trainings involved all the participants organized around a table. He used distinct colors he brought and urged them to focus on the colors they have locally available such as coffee, charcoal, saffron, curry, etc.

Assignment Description:

Silvia Abel-Caines came to Senegal to provide technical assistance on milk processing to the Dental Hayre women. Dental Hayre is a young women group that has been recently created. They are well organized and open to partnership. Silvia first met with them to set a training schedule up together. The training was organized into two sections, theory and practice. During the theoretical training, Silvia talked and insisted on sanitation, nutrition and preparation of the milk. Then, she prepared and delivered practical application training on:

Kefir making techniques

Butter making techniques and

Cheese making techniques

Each time she started from the importance of cleanliness. All the equipment should be clean before getting in to the process. With the women, Silvia did a demonstration on how they should clean their equipment. Without ordinary soap, they can use vinegar with baking soda, just a little of each. She went through the different steps from heating the milk to making kefir, butter and cheese.

The assignment was aimed at Training smallholder farmers and cooperatives to operate universal nut Sheller in Zambia to improve post-harvest handling of groundnuts and decrease aflatoxin cross-contamination, increase productivity, and to use as an income-generating activity. To meet the objectives of the assignment the following major activities were done:

• Procurement of Equipment and training materials for the assembling of UNS • Identification and renovation of assembly point of UNS • Recruitment of metal fabricators by CDFA/Full belly • Identification, training and supervision of partner to manufacture the UNS • Facilitation of market links with CODEP, COMACO, Ministry of Agriculture • Training of Farmers representatives from Cooperatives, CDFA, CODEP and PROFIT +

Eight agri blocks in Chipata were represented by participants from CDFA, CODEP, PROFIT + and representative from cooperatives and producer organizations to learn how the technology works. A total of 26 farmer representatives were trained in UNS manufacture/assembly and usage, (This number is part of the 30 direct beneficiaries). The training was facilitated by metal fabricators with the close supervision of F2F volunteer.

The volunteer explained how the UNS technology reduces aflatoxin cross-contamination. He discussed with farmers how aflatoxin affect market/income opportunities for farmers and the impact of aflatoxin on the health of the Community especially women and children.

Thomas Olthafer came to Senegal to provide technical assistance on soil fertility improvement through composting and vegetables growing techniques to the CLCOP Orefonde (Réseau des Femmes du Daande Maayo). He focused the trainings on the ecosystem and living systems, mulching, crop rotation, and

Thomas first met with the representatives of the CLCOP and Réseau des femmes du Daande Maayo to discuss and review the schedule. From there, we had four sites of training with three days each.

James taught them the importance of compost and CA and assisted them in the making of two compost piles.

Integrated Pest Management, Ken Kilner, July 16 - July 29, 2017.

Assignment Description:

Ken Kilner came to Senegal to provide technical assistance on Integrated Pest Management to Association for the development of Daande Maayo. Ken met with the representatives of the association to set a training schedule. From there, we scheduled one day visit for each of the two groups to train and two days training. The first group was composed of two villages and the second with four villages, for a total of six villages trained. Those are the trainers. The last day was set for debrief, questions and follow up schedule.

With the participants, Ken visited two gardens to discover the pest problems they have. This visit enabled him to know what kinds of pesticides they are using so far. From the visit, Ken prepared and delivered training on safety, sanitation, insisting on the danger with the chemical pesticides. He provided training on bio pesticides with a document translated into French for the participants to use in the future.

Jonathan conducted inspections of the existing farming techniques and worked with the host to improve them. He prepared and delivered training on composting and encouraged them to adapt it for the health of the soil, making several recommendations to improve production. These improvements will enable the workers to take care of their soil and ultimately have a good yield.

In the first day of the week she got together with CLUSA coach planning together the schedule of the training and the second one she started the training with the villagers. Alise started her training with some questions, just making sure that they have an idea about what they are supposed to learn. She talked a little bit about conservation farming and its three principles and then asked them if they know the benefit of the compost? After she taught them the important of the compost in their field and how it could increase the yield, protect the soil against the wind and the sun light, she showed them how to dig a compost hole, how deep should be the hole and the different measure between the layers and the materials they need. Then, Alise and the participants work on how to monitor and how to apply the compost in their fields.

He visited all the units around Dakar he asked them some questions to see if something else need to be added to the assignment. Nelson described the seven (7) principles of a cooperative and the board roles and responsibilities, and then talked about commercialization (sale, marketing and negotiation). He also talked about how to hold an effective meeting (communication and best practice) and he finished by the process of writing an action plan. them, there are farmers, processors, businesswomen, tradeswoman, etc. Carol visited the two villages that were scheduled to receive the training. The discussions were around quality product, insisting on the importance of considering the clients’ needs to make money and keep them. Packaging is to consider too. Carol told the women to go through all the details to accurately estimate the cost of doing business. One of the women noted that she did not even consider the transport, which is a big expense according to Carol. As far as promoting their products, Carol recommended them to ask for feedbacks in order to be able to adjust if necessary.

Carol Schillios came to Senegal to provide technical assistance on business development skills to Association Relais Volontaire Nutrition Communautaire (VNC). The Association covers the entire commune in its surrounded area. The Groupe de Travail Citoyen (GTC) and Organisations Communauté de Base (OCB) are members of the association. Some of the members are processing jujube into cookies, making enriched flour, selling baobab powder, etc. Carol met with the representatives of the association to discuss the assignment and set up a training schedule. She prepared and delivered training on strategic planning insisting on the value of the products if everything is well prepared. She told stories, gave many examples and with workshops succeeded in making it work very well.

Assignment Description:

Charlene Nash came to Senegal to provide technical assistance on soil fertility through composting to the Federation Jokkere Endam women groups. She first visited the four gardens that were supposed to be training sites. From this visit, Charlene better understood the problems they are facing in their gardens. She prepared and delivered theoretical and practical training on the three top problems that are water scarcity, soil degradation and deforestation. She talked and insisted on the ten rules the women must follow to keep building their soil for better yields. The soil needs to be fed and covered all the time, she said. She provided and explained the use of cover crops and encouraged them to grow the

From there she realized that things are not going as they should and that the association is not operating properly. Pamela prepared and delivered training on roles and responsibilities to enable the board members and members to know exactly what they are supposed to do for the association to move forward. She insisted on how to run meetings and communication techniques. Pamela later provided technical assistance on fruit and vegetable processing and storage techniques. The members realized that they had lost lots of vegetables from their garden because of a lack of processing and/or storing of their production. Activities with pesticides: The volunteer’s activities followed a four part syllabus consistent with the content and constraints defined by the USAID Senegal PERSUAP: prevent, protect, permit, and avoid. In the case of Daande Maayo, a trained and licensed spray operator was contracted by the pesticide supplier to spray vegetable crops. Individual farmers are then advised not to harvest crops for at least two weeks following a spray application. Healthy Hares: F2F Volunteer Assistance Decreases Mortality of Rabbits in DRC Story by Reverend Marine Cizigire and Appolina Mapendano, nuns of the Daughters of the Resurrection, in the village of Miti, territory of Kabare, Province of South Kivu, Democratic Republic of Congo. As told to F2F DRC Country Director Mergo Mbeya on June 13, 2017

Before the Farmer-to-Farmer (F2F) Project volunteer Julie Engel came into the picture, war and disease had a history of taking a toll on the rabbits belonging to the sisters of the Daughters of Resurrection. Located in the Province of South Kivu, Democratic Republic of the Congo, the sisters shared that in 1996, they lost all their rabbits due to war; in 2001, they lost all their rabbits to disease. Even with these challenges, they continued to pursue rabbitry to address food security and infant malnutrition.

According to the World Food Programme (WFP), since then, one in 10 persons living in rural areas in the DRC have been in a situation of food security and livelihood crisis. WFP also indicated that 43 percent of children in DRC have been chronically undernourished and show signs of stunting. Animal proteins like the rabbits the sisters were raising are key elements in nourishing Congolese children. However, the obstacles were daunting: prior to September 2016, the number of rabbits per kindling, or birth, was six

kits, or young rabbits, per doe. The mortality rate was two to three kits out of six. The incidence of diseases in the rabbits was very high.

In September 2016, the nuns were excited to learn about the rabbit production training techniques offered by Julie Engel, a F2F Project volunteer. They were fortunate to get the tip about Julie from NGO AHUSADEC, a local NGO to the DRC F2F Project in the South Kivu province. Julie's presence was an opportunity for the sisters to acquire necessary knowledge and skills on rabbit management and production. The sisters invited Julie to visit their rabbitry so that she could share her experience. Julie explained the causes of diseases that attacked their rabbits, as well as control and prevention of these types of diseases to improve future rabbit health and conditions. Julie advised the sisters on rabbit nutrition, hygiene, habitat, and reproduction.

Currently, the mortality rate is between zero and one rabbit kit out of six, down from two or three rabbit kits out of six. The rabbits no longer have incidence of diseases. At the time of Julie’s visit in September 2016, the nuns had 170 rabbits including the rabbit kits; in April 2017, they had 330 rabbits [a 94 percent increase]. Due to the technical assistance by F2F Project volunteer Julie, the sisters can generate income from the sale of rabbits, which is benefiting their program on infant and child malnutrition. The sisters are thankful for the invaluable technical assistance offered by Julie on behalf of the F2F Project.

Farmer-to-Farmer Volunteers Provide Training to Increase Competitiveness of New Cooperative

The members of the National Crusade for Food Security, or Croisade National pour la Sécurité Alimentaire (CNSA), a farmer cooperative in the Democratic Republic of Congo (DRC), faced two major problems. First, they had to purchase poultry feed for their layer chickens (chickens raised to produce eggs) and broiler chickens (chickens raised to produce meat) at a high price compared to the relatively low selling price of poultry products and feed in Kinshasa. Second, they faced competition from large agro-industrial companies, some of which imported cheap products and feed ingredients. In addition, these large firms determined the prices of poultry products and feed in the local market, without consideration of local production costs. This made it difficult for local farmers to make a profit, forcing some to file for bankruptcy and close their farms.

New Cooperative Emerges Thanks to Farmer-to-Farmer Volunteer Training When ACDI/VOCA’s volunteer assignments through the USAID Farmer-to Farmer (F2F) Program first started in the DRC in 2014, CNSA’s coordinator contacted the F2F country director to discuss the problems that poultry farmers faced in Kinshasa. The following year, F2F volunteers began providing technical assistance and training to the cooperative on poultry feed, nutrition, disease prevention and control, cooperative development and management, poultry farming as an enterprise, market analysis, and contract farming. In June 2016, CNSA members used what they had learned in trainings to establish a new cooperative called Coopérative des Fermiers de Kinshasa. Based in Kinshasa, this newly-formed cooperative is now officially recognized and has elected a board of directors and president. The group includes 38 active members, 25 of whom are women.

Kinshasa Poultry Farmers Gain Competitive Edge Coopérative des Fermiers de Kinshasa is now applying the recommendations made by F2F volunteers, such as producing economical and high-quality feed for its members, signing contracts with suppliers of feed ingredients, signing contracts for veterinary medicines for its members, and facilitating cooperative members’ participation in the local market. The group secured a contract to produce poultry feed with a private mill in Kinshasa and additional contracts with ingredient suppliers for feed concentrate, maize, limestone powder, and other materials used to produce feed. They have already produced 12 tons of poultry feed for members and nonmembers. By partnering with a newly-established Kinshasa bank, the group negotiated credit rates for its members. And thanks to the support of F2F volunteers, the group’s recent success even allowed them to purchase 15,000 chicks for members who were previously forced to close their farms.

Poultry Farmer Increases Productivity and Health of Chickens with Guidance from Farmer-to-Farmer Volunteer

Victorine Bujakera is a farmer and member of a cooperative called the Coopérative des Fermiers de Kinshasa in the Democratic Republic of Congo (DRC). She is a nurse by training, but for the last 10 years has raised poultry at home with her husband. She began poultry farming with layer chickens (chickens raised to produce eggs), despite having no prior training in poultry husbandry.

Victorine and her husband had 2,000 layers that they fed with commercial feed procured from local mills owned by large agro-industrial firms in Kinshasa. Unfortunately, these large firms also raised layers, and thus set the prices for the market. Small farmers like Victorine could not compete in the local market without additional resources. That’s when she realized she could become a stronger competitor by using the credit and financing services offered through her cooperative, which was formed with help of volunteers from the USAID Farmer-to-Farmer (F2F) Program.

Farmer-to-Farmer Volunteer Training Inspires New Opportunities for Poultry Farmers In 2015, Dr. Jennifer Bowman conducted an ACDI/VOCA volunteer assignment with F2F in the DRC. While there, she completed a two-week technical training on poultry disease and prevention with the National Crusade for Food Security, or Croisade National pour la Sécurité Alimentaire (CNSA)—the group that preceded the Coopérative des Fermiers de Kinshasa. During the training, Dr. Bowman visited Victorine’s poultry barnyard to discuss health and hygiene concerns associated with poultry farming at home. Because of this training, Victorine and her husband decided to build a new chicken barnyard on land located on the outskirts of Kinshasa. While visiting the new site, Dr. Bowman advised them on how to orient and construct it. Two years later, Victorine’s poultry production business has grown from 2,000 to 5,000 layers, which she now feeds using more cost-effective poultry feed produced by the Coopérative des Fermiers de Kinshasa. Her business continues to grow at the new site away from her and her husband’s home.

If I do not have enough money to pay in cash, the cooperative gives us the feed as a loan that we pay 10 [days] after delivery of the feed.
