    ThepurposeofthisfeasibilitystudyistoexplorealternativesformodernizingtheexistingWilliamH.FarquharMiddleSchoolthatsatisfy

    therequirementsoftheEducationalSpecificationssetforthfortheproject.Furthermore,thestudyprovidesspecificrecommendations

    toMontgomeryCountyPublicSchools(MCPS)forimplementation.Whencompleted,themodernizedfacilitywillhaveacapacityof793

    studentswithcorespacesdesignedtoaccommodate1,000students.

    History

    WilliamH.FarquharMiddleSchool is locatedat16915BatchellorsForestRoad,Olney,MD.Theschool isamemberoftheNortheastConsortiumand Sherwood clusters.Theoriginal structurewasbuilt in1968.Agymnasiumadditionwas constructed in1981 at the

    northeastcornerofthebuilding.Mechanicalandelectricalupgradesandselectwindowanddoorreplacementshaveoccurredoverthe

    last fewyears.Presently, theschoolcapacity is890studentsand theenrollment is637students ingrades6 through8.Theexisting

    buildingisapproximately116,300grosssquarefeet.Theexistingsiteis20.03acres.

    Methodology

    Theexistingschoolhasbeenevaluatedbyadesignteamofarchitectsandengineerstodeterminemodificationsrequiredtomodernize

    thefacilitytocomplywiththerequirementsoftheWilliamH.FarquharMiddleSchoolEducationalSpecifications,datedJanuary2011

    (seeAppendixA).Thestudyisbasedon:

    SixWorkSessionswiththeFacilityAdvisoryCommittee(FAC)andMCPSstaff; Analysisoftheexistingphysicalplant; Reviewoftheconstructiondocumentsfortheexistingfacility,asprovidedbyMCPS; ReviewoftheEducationalSpecificationsprovidedbyMCPS;and Researchconductedbythedesignteam.

    Fivebasic siteplanoptionsand threebuildingplanoptionsweredeveloped in response to theMCPSEducationalSpecifications for

    WilliamH. FarquharMiddle School. Eachoption addresses thedesiredphysical and instructional improvements to the school, and

    satisfies the Educational Specification requirements. The site options include two on the adjacent 17.2 acre parcel that allow the

    studentstoremainattheexistingbuildingwhilethenewbuilding isconstructed.Athirdoption isanewbuilding locatedbehindthe

    existingbuildingthatalsoallowsthestudentstoremainattheexistingbuildingwhilethenewbuildingisconstructed.Twoadditional

    options includenewbuildings locatedon the footprintof the existingbuilding. These twooptionswould require relocationof the

    studentstotheTildenHoldingCenterduringconstruction.Thethreebuildingplansincludetwoandthreestoryoptionsandarebasedonprovenmiddle schoolmodels thatmeet the requirementsof the Educational Specifications.Cost estimates foreachoptionare

    ScopeandIntent

    WilliamH. FarquharMiddle School is scheduled tobemodernized tomeet current specifications relative to educationalprograms,

    instructionalphilosophy,andprogramspaceallocations.Themodernizedfacilitywillmeetcurrentenergy,ADA,federal,and local life

    safetycodes.Whencompleted,thefacilitywillhaveacapacityof793,withcorespacesdesignedfor1,000students.

    Theintentofthisfeasibilitystudyistoexplorealternativesforplacementofamodernizedfacilityonboththeexistingschoolsiteandan

    alternative17.2acresite locatednext to theexistingsite.Thealternativesaccommodateandmeet theeducational requirementsof

    systems. TheA/E design team analyzed the educational specifications and developed five distinct site concepts and three building

    conceptsaddressingthecriteriaforamodernizedfacility.TheFeasibilityStudyCommitteereviewedtheprogressionoftheseconcepts

    throughouttheentireprocess.Theircommentsandsuggestionswerediscussedandevaluated,andinfluencedthedevelopmentofallof

    Outsideairwillbeconditionedby100percentoutsideairrooftopenergyrecoveryunitswithgeothermalheatpumpcompressors.Unitswill supply conditionedoutsideairdirectly to the classroomandexhaustair from the classrooms, storage room,and toilet

    rooms.

    A singlezone rooftopheatpumpairhandlingunitwillprovide room conditioning foreachof the followingareas;MediaCenter,Administration,Music,ArtandTechnologies.

    Asinglezonerooftopheatpumpenergyrecoveryunitwillprovideroomconditioningforeachofthefollowingareas: GymnasiumandDining/Stage.

    ELECTRICAL:

    PowerDistribution Thenewelectricalserviceanddistributionsystemwillconsistofanewswitchboardwithmultiplemainbreakers,feeders,drytype

    transformersandpanelboards.Autilitycompanypadmountedtransformerwillprovidethe277/480voltpowertothebuilding.

    The277/480voltpanelboardswillserve lightingandmechanicalloads. Energyefficientdrytypetransformers inelectricalclosetsthroughoutthebuildingwillfeed120/208voltpanelboards.Kratedtransformerswillservepanelboardswith200percentneutrals

    forcomputerpower. Designatedreceptaclesinallclassroomsandofficeswillbeconnectedtothecomputerpowerpanelboards.
