Dear Conference Registrant,

Welcome to the Florida City and County Management Association’s Annual Conference! Your Conference Committee, under the leadership of President-Elect Russ Blackburn and Secretary-Treasurer Jill Silverboard, has successfully put together another

outstanding program.

This year’s theme, “Loving Your Community -- Building Attachment to Florida’s Cities, Towns and Counties,” has set the back-drop for the speakers and sessions. Each day will have a special speaker

followed by concurrent sessions. This year’s sessions were designed around case study submittals

because, as we all know, we learn best from each other. We hope that the case studies will provide a tangible benefit to

your city or county, as well as to you. Conference provides a time for members to reconnect with each other, to learn from each other and to share creative solutions to common problems.

As the daughter of migrant workers with eleven siblings and limited support, Sally Sherman, Flagler County’s deputy administrator, learned early from life’s trials. Martin County, with a population of 147,500, has 21 lighted sports complexes and one correctional facility. Maintenance and operating costs were creating an expense difficult for the county to manage. Musco’s energy efficient Green Generation Lighting provided the solution to eliminate maintenance and greatly reduce operating costs. The project was funded through a guaranteed savings performance contract.

Solutions included: improved playability – increased light levels to meet current IESNA standards; reduced neighborhood spill and glare – turned complaints to compliments from surrounding neighbors; reduced energy consumption – 37-percent reduction in kW demand and additional savings through controls; eliminated maintenance – Musco’s parts and labor warranty; and improved facility management – flexible scheduling with Musco’s control link

Since 2001, the City of Gainesville has worked to accentuate its local economic competitive advantage, which is the growth and development of innovative economic industry. This is due to the community’s profile that emphasizes the role of intellectual and social capital in community economic development with the University of Florida and Sante Fe College serving as primary anchors; and justification of these types of policy efforts in the current community economic development literature. President Lewis called the meeting to order at 12:15 p.m.

A motion was made and seconded to substitute the registration list for roll call. The motion passed without opposition.

A motion was made and seconded to approve the minutes of the annual meeting on June 3, 2011. The motion passed without opposition.

The annual financial report and audit were included in the program.

A motion to accept and file the financial reports was made and seconded. There were no questions from the floor and the motion passed without opposition.

Communications:President Lewis reported that the State of the Association report will be emailed to the membership and posted on the website. Anyone who wants a hard copy should let staff know.

There was no unfinished business brought to the membership. President Lewis proceeded with the elections.

Elections: The slate of officers and directors and presented by the Nominating Committee was printed in the program. The By-Laws state that the President-Elect shall assume the office of President at the close of the annual meeting. The office of President-Elect shall be filled by the Secretary/Treasurer with a confirming vote of those present. Elections for district directors were held in even-numbered districts this year, and the new district directors’ names are included on the slate of officers and directors. President Lewis asked for nominations from the floor for the position of Secretary/Treasurer or at-large director. There were none.

A motion was made and seconded to accept the slate of officers and directors as presented. The motion passed without opposition.

A motion was made and seconded to close the nominations, and it passed without opposition.

President Lewis recognized the new President, Joyce Shanahan, the President-Elect, Russ Blackburn and newly elected Secretary-Treasurer, Jill Silverboard. He asked the Board of Directors for Program Year 2012-2013 to stand and be recognized.

Mayor Ed Kelley of Ormond Beach administered the oath of office to Ms. Shanahan. The new board members will be sworn in on Saturday at the first meeting of the program year.

Outgoing board members were recognized and presented plaques by President Lewis. Recognized were Carl Harness for rotating off the Executive Committee, Jim Hanson as District 2 Director, George Brown as District 4 Director and Bill Moss as District 6 Director.

New Business:President Lewis recognized the Strategic Planning Committee for its work on the new Strategic Plan under the leadership of George Brown. He asked for a motion to accept and file the 2012-2015 Strategic Plan.

A motion was made and seconded to accept and file the 2012-2015 Strategic Plan. The motion passed without opposition.

President Lewis reported a task force that worked on the new website design from preparing an RFP outlining the scope of services, to recommending a company to do the work and working on the design. Michael Pleus and Shannon Lewis were thanked.

President Lewis talked about the importance of committees and asked that anyone interested in serving to get with staff. President Lewis had two positions on the Ethics Committee to fill due to the expiration of terms. His two appointments were Ed Mitchell and Joseph Gallegos. Both will begin four-year terms at the conclusion of the business meeting. Two additional positions became open with the election today of Mr. LaSala and Mr. Flint. President Lewis appointed David Harden to replace Mr. LaSala (term expires in 2013) and Pamela Brangaccio to replace Mr. Flint (term expires is 2014).

President Lewis gave his final speech to the membership highlighting his year as president.

Incoming President Shanahan gave her inaugural speech and outlined her plans for the program year.

Upon a motion and a second, the meeting adjourned.
