At Large School Board Members – General Election – November 2011
Any individual who is running for this non-partisan elected office (Fairfax County School Board) may request endorsement of
his or her candidacy by the Fairfax County Democratic Committee (FCDC). Any candidate seeking the endorsement of FCDC
must complete this Application and the attached Questionnaire and submit both along with a non-refundable $300 Filing Feeto the FCDC office by 5:00 PM on April 1, 2011. The office address is 2815 Hartland Road, Falls Church VA 22043.
The candidate understands that he or she will be interviewed in person by FCDC and may be requested to provide additional
information. The candidate further understands and agrees that completion and submission of the application and
questionnaire does not guarantee that any endorsement shall be provided and that endorsement is granted at the sole discretion
of FCDC.
The candidate who receives the endorsement of FCDC is eligible to receive the following benefits:
Authorization to include “Endorsed by the Fairfax County Democratic Committee” on campaign materials.
Promotion of campaign events through use of the FCDC Calendar.
Link to the campaign website published on the FCDC website.
Space for phone banking (as available).
Use of FCDC Auto dialer (as available).
Eligibility to receive campaign contributions from FCDC.
Inclusion on the Democratic Sample Ballot on Election Day.
Authorization to establish a VAN Account.
One of the primary functions of the Fairfax County Democratic Committee and the Magisterial District Committees is the
support and election of Democratic candidates to all levels of public office. Therefore, any candidate who does not receive the
endorsement of FCDC WILL NOT be eligible for the above benefits. No FCDC or Magisterial District resources will be used
in the support or promotion of any unendorsed candidate.

RULES AND PROCEDURES GOVERNING THE SELECTION PROCESSFOR CANDIDATES SEEKING ENDORSMENT BY FCDC
IN THE 2011 ELECTION FORAT LARGE SCHOOL BOARD MEMBERS
I. APPLICATION AND QUESTIONNAIRE:
A. Candidates seeking the endorsement must complete and return the prescribed
Application for Endorsement, Questionnaire and $300 (non-refundable) Filing Fee
to the FCDC Headquarters office by 5:00 PM on APRIL 1, 2011.
B. No request for endorsement will be considered without completion of these two forms
and payment of fee, except in cases where an individual, being subject to the HATCH
Act, cannot formally request the endorsement. In such cases a group of 5 Members of FCDC (representing 5 different Supervisor Districts) may submit to FCDC by April 1,
2011, the name of a candidate to be considered for endorsement by FCDC.
C.
FCDC will distribute the information contained in the “Application” and Questionnaire”to its membership through whatever means deemed necessary to fully inform the voting
membership about the candidates.
D. FCDC members may attempt collectively or individually to speak with candidates and
may seek to obtain additional information that would be pertinent in determiningeligibility for endorsement by FCDC
II. SELECTION PROCESS:
A. FCDC will interview and vote to endorse at the General Meeting on MAY 24, 2011 at
Falls Church High School. The meeting will begin at 7:30 PM. Falls Church HighSchool is located at
7521 Jaguar Trail, Falls Church VA 22042
B. Upon arrival members will check in and eligibility to vote will be confirmed. Membersmust be present at the time of balloting in order to vote. ONLY FCDC MEMBERS IN
GOOD STANDING WILL BE ALLOWED TO PARTICIPATE IN THE VOTING.
(This means those members sworn in at or prior to the March 2011 FCDC GeneralMeeting.)
C. The Order of the process will be as follows:
Introduction of each candidate.
Each candidate will address the membership for a period of 2 to 5 minutes. (The
length of time will be determined by the chair and filed candidates will be notified inadvance.)
Questions from FCDC members only will be submitted in writing. They will beplaced in a box, drawn at random, and asked of each candidate. Depending on the
number of candidates participating, the chair will determine the time allowance foreach answer.
Ballots will be distributed to FCDC members in attendance and voting will take placeby secret ballot.

III. RULES FOR BALLOTTING AND VOTING:
A. Ballots will be preprinted in advance with names of all applicants received by April 1,
2011 and those submitted directly to the Task Force who are not in a position to formallyseek the endorsement.
B.
The Chair will appoint a Chief Teller and an Assistant Teller from each DistrictCommittee. The Chief Teller will direct the tallying process. Each candidate may have
one person observe the count.
C. Members will be asked to sit with their District Committees. Magisterial District
chairpersons or their designee will assist in verification of eligible voters when time to
distribute ballots. The Chairs will return the completed ballots to the Tellers.
D. A candidate must receive a vote on a majority of the ballots cast in order to win an
endorsement. For example, if 400 ballots are cast, a candidate must receive votes on 201
ballots in order to receive an endorsement.
E. Members may vote for no more than three candidates. By voting for fewer than three
candidates, a member indicates that he or she does not wish to endorse three candidates.A member may cast a blank ballot as an indication that he or she does not wish to endorse
any candidate. A blank ballot cast by a member will be considered in calculating the
total number of ballots cast.
F. If more than three candidates receive votes on a majority of ballots, the top three vote-
getters receive the endorsement.
G. If fewer than three candidates receive votes on a majority of ballots, those candidates
have received an endorsement. To determine whether a second ballot is necessary,FCDC will consider the total number of votes cast for those who did not receive
endorsement and the number of blank votes cast. If the number of votes cast for
candidates who did not receive an endorsement exceeds the number of blank votes cast, asecond ballot will be used for the remaining endorsement positions.
H. If a second ballot is used, those candidates who received votes on at least 34% of theballots cast in the first balloting will be considered on the second ballot.

H. On the second ballot, members may vote for no more candidates than the number of openpositions remaining. By voting for fewer candidates, a member indicates that he or she
does not wish to endorse the full number of candidates. A member may cast a blank
ballot as an indication that he or she does not wish to endorse any candidate. A blank
ballot cast by a member will be considered in calculating the total number of ballots cast.
I. If, on the second ballot, more candidates receive votes on a majority of ballots than there
are remaining open endorsement positions, the top vote-getter(s) receive theendorsement.

II. SELECTION PROCESS:
A. Each District Committee will meet to vote to recommend not more than one candidate in theirDistrict for the FCDC Endorsement, all though no recommendation is require. This meeting
can be the regular May District meeting or a special meeting advertised for this purpose.
B. The District Selection Process must be completed by May 20 and the name submitted to theFCDC office.
C. The District Democratic Chair or a designee will present their committee’s recommendationto the full FCDC membership for approval at the May 24 th General Meeting. The final
approval is by the full FCDC Membership and the candidate must receive a majority approval
of that membership.
D. Members must be present at the time of balloting in order to vote at both the District and
County meeting. ONLY FCDC MEMBERS IN GOOD STANDING WILL BE ALLOWEDTO PARTICIPATE IN THE VOTING. (This means those members swore in at or prior to theMarch 2011 FCDC General Meeting.)
III. RULES FOR BALLOTTING AND VOTING:
A. Each District Committee will determine its own rules for balloting and or voting.

Duties and Responsibilities of the Education Committee
The duties and responsibilities of the Education Committee shall
a) Advance the principles of the Democratic Party and electoral prospect of
Democratic and Democratic-endorsed candidates,
b)
Seek to identify issues concerning education, to study and understand such issues,and to develop reports, recommendations, and/or resolutions on such issues for
submission to the County Committee in accordance with the Bylaws,
c) Develop and maintain communication regarding educational issues with
Democratic and Democratic endorsed elected officials, and
d) Encourage Democratic and Democratic endorsed elected officials to bring issues
to the attention of the committee in order to obtain a broader base of information
from citizens and support for specific issues.
The duties and responsibilities of the Education Committee do not include making
endorsement decisions for School Board. These decisions are reserved for the County
Committee.

FCDC Meeting Minutes – November 23, 2010
The meeting was called to order by the Chair at 7:30 PM.
The Agenda was accepted with no objections.
The Chair recognized Supervisor Penny Gross, Electoral Board Chair Maggi Luca, and Delegate
Eileen Filler‐Corn.
After notice of corrections to the minutes of the September 28, 2010 general meeting, those
minutes were approved.
The Chair congratulated Congressmen Jim Moran and Gerry Connolly on their re‐elections and
praised Jeff Barnett for running a campaign we can all be proud of. He also thanked everyone
who participated in any of the campaigns and noted that in Fairfax County, we Democrats have
won
5
out
of
the
6
races
in
this
calendar
year
–
2010.
Chair’s Report: Rex announced the FCDC Holiday party scheduled for Dec. 19 and the Road to
Richmond Breakfast on the calendar for Jan. 2, 2011. He also announced his appointment of a
Task Force charged with developing a process for the Endorsement of School Board candidates.
Persons appointed are Barbara Caputo, Ruth Miller, Dana Cimino, Jane Myhre and Herb Smith.
This group will report back to the Steering Committee with recommendations.
Treasurer’s Report: The Treasurer’s Report was distributed and Rex pointed out that the
current cash‐on‐hand is $120,861.82. Funds in reserve for the District Committees total
$64,900.20 and
funds
available
for
FCDC
operations
total
$54,107.50.
By‐Laws: Ron Seward, chair of the By‐Laws committee, moved to approve with a 2nd
and final
vote the By‐Law changes which had been proposed and distributed by his committee for
approval. Hearing no discussion the chaired call for a vote and the motion to accept the
proposed By‐Laws was approved by voice vote without objection.
Finance Committee: Barbara Caputo encouraged all members to attend the Holiday Party, an
affordable event at the home of Edward and Nancy Rice on Dec. 19. Bruce gave details of the
Road to Richmond plans. He and Ted Velkoff are chairing the event. It will be Jan. 2 at
Springfield Golf
and
County
Club.
The
ticket
price
is
$40
or
$50
to
also
be
recognized
in
the
program. Rachel Rifkin is coordinating the ads for the program. Dec. 15th
is the deadline for
submitting ads.
Delegate Eileen Filler‐Corn welcomed everyone to her 41st Legislative District (where the
meeting was being held). She pointed out that she serves on the Transportation, and Police

and Public Safety Committees in Richmond and encouraged anyone to contact her about
legislation.
Precinct Operations: Sue Langley, chair of Precinct Operations asked that her heartfelt thanks
be relayed to all Precinct Captains for their excellent work during the campaigns and on
Election Day.
Outreach Committee: Herb Smith announced that FCDC is sponsoring a table at the Urban
League Event on Dec 17th. This is part of the effort to reach out to various communities and
show our support and encourage their involvement with us.
Protect the Vote: Kristin Cabral and Stephen Spitz thanked those volunteers who worked as
inside pool watchers. They felt it essential that at least targeted precincts be covered. They
also thanked those who had filed incident reports. Some of the issues they are concerned with
are as follows:
o Provision ballots not being offered when they should have been.
o Missing Registrations – presumably from Department of Motor Vehicle voter
registrations.
o Election Officers not well trained.
o Broken machines.
o Google number not forwarding at FCDC. o Fax machine not connected at FCDC
They encouraged people to consider signing up for next year’s Election Protection Team.
Maggi Luca, chair of the Fairfax County Election Board, pointed out that there were no machine
failures. All votes on all machines were recorded. She also pointed out that 70% of Fairfax
County voters, when offered the choice, prefer the Electronic Machines.
Kristin then noted concern for the seemingly lack of scanners – barely 1 per precinct. Maggi
explained that fewer scanners than Electronic Machines will always be needed, even if the
county were to use only scanners.
Election Officers: Marc Greldinger said he heard rumors that FCDC could appoint people to
serve as Election Officers. Maggie pointed out the need for people to serve and noted that it
was a service to the Democratic Party to do so. John Farrell made the point that you can go
through the training but can opt out on a given day if you are needed to serve elsewhere.

District Reports:
Braddock: Jan Hedetniemi thanked Antonia and the office volunteers for all their support
during the election. She announced the Braddock Thank You party will be held at Brian’s Grill
on Dec 2nd. They are planning to hold a Precinct Captains Forum in the near future.
Sully: Dana Cimino nominated 3 new members from Sully: Elizabeth Link, Penny Douskalis and
Roy Bucholtz.
Springfield: Ruth Miller announced their holiday party which will be held at the home of Kevin Cook and
she nominated 1 new member – Henry Hank Thomassen.
All nominated members were approved by voice vote without objection.
Mike Burk Kirby was recognized and he announced that he would be seeking to propose a resolution for
a nominating
committee
for
FCDC
officers
at
the
next
County
Committee
meeting.
Local Redistricting: Penny Gross, Mason District Supervisor, offered some information on the process
and timeline the County will employ for its Redistricting process:
o At a December Board meeting the Supervisors will appoint members to an Advisory Committee
for Reapportionment.
o Census data should all be available by mid February.
o The County’s proposal must be completed and forwarded to the Justice Department by April
26th.
o Word should
be
received
back
from
Justice
sometime
in
June.
o Primaries will be held in late August or early September.
o We will retain 9 Supervisor Districts.
o Each District will probably end up with approximately 117,000 people.
o The Reapportionment committee will be a cross section of minorities, Democrats, Republicans,
etc.
o We will need to be “nimble” as there will be little time between primaries and the general
election.
Supporting the Troops in Afghanistan: Bruce encouraged contributions to support our adopted unit in
Afghanistan and
announced
that
5 shipments
have
already
been
mailed.
Congressional Update From the 11th: George Burke gave a brief report on the state of Gerry Connolly’s
health and assured us that he will be in Congress for the Lame Duck Session. He also thanked everyone
and gave everyone credit for the victory. Every effort was needed to achieve the slim victory.

Duties and Responsibilities of the FCDC Personnel Committee
Article VII, section 5 of the FCDC bylaws provides for the establishment of a Personnel
Committee. According to the bylaws, the Personnel Committee shall be appointed by theCounty Chair, and the County Chair, the Treasurer, at least one Regional Vice Chair, and
at least one District Committee Chair, shall be members.
The duties and responsibilities of the Personnel Committee shall include:
Determining the need for FCDC personnel and proposing positions to the SteeringCommittee.
Writing and approving position descriptions.
Recruiting, hiring, evaluating, rewarding, disciplining, and terminating personnel.
Signing employment contracts and setting salaries, bonus parameters, and terms
of employment on behalf of FCDC.
Providing advice and guidance to the FCDC Executive Director and any other
FCDC personnel, including performance feedback as appropriate. Establishing personnel performance goals.
Managing employee benefits.
Developing FCDC personnel policies.
Consulting with other FCDC members and the Executive Director aboutpersonnel matters as needed.
Keeping the Steering Committee appropriately informed of personnel matters.
The Personnel Committee shall bring its hiring and termination decisions to the SteeringCommittee for ratification and obtain Steering Committee approval for personnel
policies.
Personnel Committee meetings may be held in closed session provided that records are
maintained on proceedings and the nature of the meetings are reported to the Steering
Committee as appropriate.
