FCG IN bRIEF

FCG Finnish Consulting Group Ltd provides services related to the development of public services, management consulting, multi-sector training and urban planning, as well as building and renovation construction. The company’s client base consists of a wide spectrum of both private and public sector organizations. The company is owned by the Association of Finnish Local and Regional Authorities.

FCG successfully continued the development of services, value chains and Group structure in accordance with its revised strategy in 2013. The Group’s competence was also strengthened through mergers and acquisitions.

The Group’s turnover increased from the previous year to 70.3 million euros (66.5 million euros in 2012) and the company’s net result for the financial year to 0.7 million euros (0.4 million euros in 2012). The Group’s operating profit was 1.1 million euros (0.6 million euros in 2012).

The parent company’s turnover and results are not com-parable to the previous year due to changes in the corporate structure.

Development of the Group structureIn Finland, FCG’s Board of Directors decided in its meeting on 28 November 2012 to buy the entire share capital of the education and consulting company Oy Audiapro Ab from the Association of Finnish Local and Regional Authorities subsidiary Oy Audiator Ab. Through this transaction, Audiapro’s education and consulting business and staff were transferred to FCG as of 1 January 2013. The transaction strengthened FCG’s position as a provider of wide ranging education and consultancy services for public administration. Oy Audiapro Ab was consolidated into the parent company in accordance with the merger plan on 31 December 2013.

Consulting services and training services are separate business sectors within FCG, with consulting services centralised into FCG Consulting Ltd (the company’s name was FCG Knowledge Management Ltd until 30 June 2013) and training services into FCG Training Ltd (the company’s name was FCG Training and Consulting Ltd until 30 June 2013).

In September 2013, FCG’s Board of Directors decided to acquire the entire share capital of the HPAC engineering office Asplan Oy. The transaction strengthened the competence of FCG’s Design and Engineering business in the fields of new buildings and renovation. Asplan’s personnel and business operations have been part of FCG since 1 October 2013.

Development of services and value chainsFCG successfully continued the development of services, products and value chains in accordance with the strategic guidelines issued by the Group’s Board of Directors. This development work has involved extensive identification of customer needs and business plans prepared on the basis of these needs, combining the competence of several disciplines, and implementing them in practice in close cooperation with the customers and the collaborative network, such as the Association of Finnish Local and Regional Authorities Consolidated Corporation. Business plans have also been systematically reviewed by the Group’s Board of Directors.

FCG has been operating successfully in the international project business for over four decades (since 1967). The year 2013 resulted in profitably growing business volumes, as well as diversified operations. The international business area brings in over 44 per cent of FCG Group’s turnover.

In the international operations during 2013, FCG International’s largest projects were in Asia, Africa and Latin America. The sectoral emphasis was mainly on environment, water and sanitation, and other natural resources management, with an increasing focus on welfare and education sectors as well as renewable energies. Sustainable development is a particularly important theme in our activities.

The financiers were mainly traditional; the Ministry for Foreign Affairs of Finland was the main client, with a broad spectrum of assignments across the project cycle, from appraisals, concrete project management and implementation, to mid-term and final evaluations. Partnerships were strengthened, both horizontally and vertically, to supplement the services we can provide – for example, for the globally prominent financiers like the WB, ADB and EU.

All of FCG’s subsidiary companies are working in the international development field, but the geographic focus is naturally different. FCG’s most important foreign subsidiary, SIPU International AB, joined the FCG Group in 2007. It has been operating in the international consulting and training business since 1981, especially in the Balkans and Africa. The

main donor for SIPU is the Swedish International Development Cooperation Agency (SIDA), but SIPU also implemented projects financed by the European Union and the World Bank during 2013.

Another important foreign subsidiary is POVVIK AD in Bulgaria. POVVIK managed well in their core area of expertise, environmental impact assessments. POVVIK’s main clientele consists of all the key ministries of Bulgaria as well as a number of significant corporations in the energy sector. It is noteworthy that POVVIK AD has been contracted by large international companies in the energy, mining, textile and chemical sectors, holding its position steadily in the market.

FCG also has foreign subsidiaries in Romania – Finnish Consulting Group Srl, supporting local project implementation –

and in New Zealand – Anzdec Ltd. Anzdec Ltd is a development consulting company with more than 35 years of experience in over 45 countries, mostly in the Pacific region, and particularly from Asian Development Bank-funded projects (particularly with a focus on agriculture, natural resources management and climate issues).

FCG’s international operations continued to be profitable in 2013 despite the group companies making significant investments in different sectors (e.g. Education exports, training) and geographical areas (e.g. Balkan operations, representative offices).

International Development ConsultingDevelopment Consulting comprises 80–90% of the services of FCG International Ltd and it serves the entire project cycle, including identifications, prep-arations and appraisals, reviews and evaluations, and long-term implementation projects mainly in Asia, Africa and Latin America with financiers such as the Ministry for Foreign Affairs of Finland (MFA Finland), European Commission, the Asian Development bank and the World bank. A typical client is a ministry of the beneficiary country.

During year 2013 we successfully worked with projects and assignments in various sectors, such as natural resources management, renew-able energy, water and infrastructure, as well as education and innovation development. Good governance, human rights, gender equality and environmental sustainability are the principal cross cutting themes in all project work.

Climate Change AdaptationClimate issues are cross cutting in most of our international projects, and some of our projects are also specifically focusing on climate change adaptation. The year 2013 included completion of the Water and Adaptation Intervention in Central and West Asia, which aimed at developing national capacity in each of the participating countries to model climate impact scenarios and develop the adaptation strategies of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. The target organisations were the National Hydro-meteorological Institutes (regional offices in each country). This Asian Development Bank funded project included development of a knowledge base of likely climate impacts on the Amu Darya and Syr Darya river basins and the development of regional capacity to utilize the outputs in regional, national, and river basin adaptation planning. Outputs will be applied to risk management strategies at the regional, national, and river-basin levels. This assignment utilised approaches and methods from similar projects for other glacier fed river systems, such as the Indus and Chui Talas rivers.

FCG ANZDEC, the subsidiary of FCG in New Zealand, is engaged by the Secretariat of the Pacific Community (SPC) to finalise Nauru’s Climate Change Adaptation and Disaster Risk Reduction Framework (RONAdapt). SPC is assisting with the finalisation of RONAdapt through the Global Climate Change Alliance: Pacific Small Island States project funded by the European Union, and the Coping with Climate Change in the Pacific Island Region program implemented in partnership with GIZ, on behalf of the German Federal Ministry for Economic Cooperation and Development. Nauru (along with other small

island states in the Pacific) is particularly vulnerable to the impacts of climate change, including sea level rise, coastal and inland flooding, prolonged droughts, higher sea surface temperature and increasing ocean acidification. Starting in 2010, the Nauru Government has been working to develop RONAdapt to set out an overall framework for managing these risks to sustainable development, and ANZDEC began to support this since 2013.

FCG ANZDEC’s team of consultants is in the process of finalising the ADB TA 7459 REG: Greater Mekong Subregion Biodiversity Conservation Corridors Project – Pilot Program for Climate Resilience Component – Cambodia. This TA is proposing climate change adaptation activities as part of the Biodiversity Conservation Corridors Project in Koh Kong and Mondulkiri provinces in Cambodia. In both provinces in Cambodia, temperatures are rising and severe rainfall events increasing. The key climate change related stresses include increased incidence of drought as well as flash floods and extended heat waves. These climate change trends already exert additional pressures on both livelihoods and biodiversity and the assignment has designed measures to develop climate resilience. Many of the villages close to protected areas are situated in micro-watersheds. The team have proposed complementary initiatives to improve water resources and encourage more efficient water usage techniques in agricultural production systems. The project will work with communities to implement measures within the micro-watersheds that protect natural resources and biodiversity, improve soil conditions and prevent erosion, and harvest rainwater resources to assist rain fed crop production, with a focus on the poorer households.

Energy and EnvironmentThe Energy and Environment sector is growing in importance in FCG International’s range of services. Our international projects are increasingly focusing on energy as a component of a multi-disciplinary project content, or as specifically energy sector project. FCG has a leading role in Finland in designing Wind Mill Parks and is also selling this knowledge to the overseas market.

The Environment and Energy Partnership (EEP) programs support wider access to modern energy services, and promote renewable energy (RE) and energy efficiency (EE) in program countries. The programs provide grants for developing, piloting and scaling up inclusive business models and provide seed money for the preparatory phases of sustainable energy investments. The MFA Finland finances the implementation of EEPs in Central America, the Andean region, Southern and Eastern Africa, the Mekong region and Indonesia. All EEP Programmes aim at increasing access to sustainable energy for all, through improved climate sustainability.

FCG International supports the implementation of two EEP Programmes, in Indonesia and the Mekong region. EEP Indonesia, commenced in April 2011, and works at central level in Jakarta and in two defined target provinces (Central Kalimantan & Riau). It has supported the implementation of 20 projects to date. While other EEPs support all kind of renewable energy initiatives, the EEP Indonesia focus is on bioenergy. Some projects aim at commercial/industrial bioenergy solutions, where as others are more community based and implemented at village level in the target provinces. The financed initiatives cover pilot projects on bioenergy, including waste-to-energy applications; Clean Development mechanism

(CDM) preparation; environmental impact assessments (EIA); capacity building/training programs, and support to renewable energy friendly policies.

EEP Mekong operates nationally and regionally, with a regional coordinating unit in Bangkok. The programme facilitates utilisation of technical know-how and renewable energy technology (RET). It promotes development of innovative and sustainable financing mechanisms for renewable energy (RE) services. The programme aims to enhance business partnerships between partner countries/agencies. The geo-graphical coverage of EEP Mekong is Cambodia, Lao PDR, Thailand, Vietnam and Myanmar. The technical focus areas are renewable energy, energy efficient technology development and use, clean technology, waste-to-energy, and electricity from renewable energy sources. The Programme has received so far more than 400 applications, and financed and supported 39 projects by the end of 2013.

Among other international environmental projects, FCG continues the TA support to the long term Environmental Administration and Management Project (SEAM-Nepal), which has been ongoing since 2001. The subsidiary of FCG in Bulgaria, Povvik EAD, is involved in various environmental assessments and was, for example, appointed as the Environ-mental consultant of the Environmental Assessment of the Operational Programme “Regions in Growth” 2014–2020 (OPRG) to prepare Environmental Assessment related to the Partnership Agreement of the Republic of Bulgaria for the 2014–2020 programming period. The leading authority in the development of each programme is the Ministry of Regional Development (MRD).

Water and InfrastructureFCG has a long experience in successfully providing infra-structure services, especially on water, waste water and waste management services, both rural and urban. In 2013 we carried out international water and sanitation sector projects in Kenya, Palestine, Nepal, Turkey, Romania and Belarus.

The technical assistance (TA) services for the first 3-year phase of the Finnish support to the Kenya Water Services Trust Fund (WSTF) was completed in 2013. The TA support helped the WSTF in development of modalities for rural water supply and water resources management, capacity building and management. The final evaluation found that the TA support was extremely valuable.

Nepal continued to be a strong country for FCG with new projects beginning and old ones being completed. We are working on practically all topics related to water in Nepal. In 2013 we had six water and sanitation related projects ongoing in Nepal for different financiers such as the Asian Development Bank, Ministry for Foreign Affairs of Finland, the World Bank and SNV. In 2013, the ADB funded Kathmandu Valley Urban project was completed. In this project we developed a frame for a large waste water management project for the Kathmandu valley in Nepal. The ensuing USD 120 million investment project aims for improved access to efficient and reliable delivery of wastewater services to the residents of Kathmandu Valley including poor women and men.

As an example of our projects in Nepal, FCG conducted a World Bank funded water and sanitation sectors study named Nepal rural water supply and sanitation sector: Nepal rural water supply and sanitation sector: identification of options to increase sustainable access to services (RWSS

Comparative Study). The purpose of the study was to review different approaches in the rural water supply and sanitation sub-sector in Nepal and identify best practices for efficient and sustainable approaches for future project implementation. FCG made an in-depth analysis of the relevant documentation and conducted a field survey in 201 water supply and sanitation schemes completed in 1996–2007.

We continued to efficiently explore the Turkey markets and in 2013 we were implementing water and wastewater projects in the cities of Diyarbakir and Nizip in Turkey, both being EC/IPA financed projects. In Diyarbakir, the services include developing the existing SCADA system for the water network system, supervising the construction of a waste water treatment plant as well as wastewater and storm-water collection networks and supervising the rehabilitation of Gözeli Water Catchment. In Nizip, the project focus is construction and supervision of the drinking water supply network and structures, as well as extending and upgrading the existing Nizip waste water treatment plant.

The Construction and Rehabilitation of Water Infrastructure Networks in Northeast Villages of Jerusalem project (funded by the MFA Finland, 2010–14) has focused on improving the quality of life, socio-economic and health conditions of the inhabitants in the eight target villages of Palestine. It provides reliable and equitable water supply to the 35  000 people living in the area. The construction of the water networks was completed in early 2013 and now the eight target villages and one additional village are getting sufficient supplies of good quality water around the clock.

natural resources sector in Zambia during 2013, including implementing the long term Programme for Luapula Agricultural and Rural Development, carrying out two appraisals for the MFA Finland, and work on a World Bank study.

With funding from the MFA Finland, FCG carried out an Appraisal of the Core Support Programme, Phase II, of the Zambia National Farmers Union (ZNFU), and provided recommendations in order to ensure programme relevance, feasibility, cost-effectiveness and sustainability. The programme aims to build a strengthened ZNFU with improved sustainability, strong leadership and organizational structures providing effective member representation and services. The report also paid attention to gender and social inclusion and other cross-cutting objectives; as well as the institutional issues that needed improvement within the ZNFU, to enable good support to the programme.

FCG is currently working with the World Bank in Zambia on Incentivizing the market – Linking Women and the Private Sector in Agribusiness: A Human Rights Approach. This study is contributing to the on-going dialogue on the private sector’s participation in agriculture. It is specifically targeting women farmers and off-farm employees in the sector (for example in processing). It is expected to have a positive impact on the rights of women to decent work, increased social choice, voice and improved livelihoods. The team have reviewed Corporate Social Responsibility (CSR), Creating Shared Value (CSV) and women’s empowerment initiatives by the private sector engaged in agriculture in Zambia, as well as in Africa and globally.

Support to Rural Development in Zambezia Province (PRODEZA, Phase II) is a rural development project implemented by FCG with support from the MFA Finland in Mozambique. PRODEZA II is delivering services to support local economic growth through development of agricultural value chains, at the same time as supporting local food security to prevent poorer members of the community from falling behind. This is done through direct interventions for training and marketing in the value chains (including rice, groundnuts, maize); food security interventions (including functional literacy training for group members, training on nutritional plants, cooking & conservation of food, hygiene and the provision of drinking water); and supporting the decentralisation process in local government to become more participatory and better geared towards providing an enabling environment for local economic development.

ANZDEC has been engaged to provide technical services to a DfID Global: Study on “Supporting Climate Resilience in Value Chains”. This study is part of the UK Department for International Development’s (DfID) on-going work on providing information, leadership, incentives and ensuring collaboration and partnership with the private sector in fostering investment in the adaptation of agricultural value chains to the negative impact of climate change. The study examined value chains for coffee, tea and cotton, and recommended ways in which private firms can invest in making value chains more climate resilient, and how governments can design policies to reduce the impact of climate change on the value chains.

Education and skills DevelopmentIn addition to the implementation of traditional education projects FCG International continued to expand activities to new education markets through the education export initiative. Activities in 2013 included marketing efforts in several countries, including the Gulf Region as one of the more promising areas. FCG International participated in February 2013 for the third time in the Riyadh International Exhibition and Forum for Education in the Kingdom of Saudi Arabia. Together with Finnish partners, FCG International organized a training programme in E-Learning, distance education and blended learning for the National Centre for E-Learning and Distance Learning, Kingdom of Saudi Arabia. The programme focused on the latest developments in the field of E-Learning and pedagogical use of ICT.

Activities during 2013 included the visit of the Minister of Education of Ecuador to Finland and FCG International in November 2013. The purpose of the visit was to discuss possible future co-operation between Finnish and Ecuadorian partners to increase the quality of teacher education in Ecuador. A Memorandum of Understanding between the Ministry of Education of Ecuador and FCG International was signed and preparations for the joint programme were initiated.

During 2013 FCG began the evaluation of Finland’s support to higher education institutions. The purpose of the evaluation is to provide a comprehensive, overall view of the North-South-South programme and the Higher Education Institutions Institutional Cooperation Instrument supported by the Ministry for Foreign Affairs of Finland. The evaluation will be finalised by mid-year 2014. In addition, FCG International continued to provide advisory services for the MFA Finland in

monitoring the education sector developments in Palestine; and for the UNRWA Education Department in developing the monitoring and evaluation system for the implementation of the education sector strategic plan.

FCG started the project Technical Assistance to Enhancing Capacity in Teacher Education and Inclusive Education Support Centres to Implement Special Needs Education/Inclusive Education in Ethiopia in September 2013. The four-year project is funded by the Ministry for Foreign Affairs of Finland and the main objective of the project is improved access of learners with special educational needs and improved quality of their education.

The project contributes to poverty reduction of these marginalised groups, promoting equality and non-discrimina-tion with regard to the right to education. The project is also closely linked and provides support to the Teacher Development Programme, which is one of the components of the General Education Quality Improvement Programme (GEQIP), financed through a pooled-funding mechanism (including a Finnish contribution).

FCG’s Swedish subsidiary, SIPU International, is implementing two Advanced International Training Programmes in Private Sector Development: Private Sector Growth Strategies and Strategic Business Management. These interlinked programmes are sponsored by the Swedish International Development Cooperation Agency (SIDA). The programmes combine international, regional and Swedish perspectives on how to contribute to private sector development, including concepts, sharing experiences and successful practices.

Evaluations and AppraisalsIn the Final Evaluation of Finland’s Bilateral Programmes in the Health Sector in Nicaragua FCG’s team evaluated the performance & impacts of three programmes working with reproductive and sexual health issues. FONSALUD is a programme of budget support within the Ministry of Health. The Fund for Gender Equity and Sexual and Reproductive Rights (FED) works with many different NGOs, financing small and medium size projects, with funding from multiple donors. VOZJOVEN is implemented by UNFPA, working with municipalities, regional governments, with a particular focus on youth, and again, is funded by multiple donors. The variation in modalities and donors made it a challenging task. Luckily we had a very experienced team, who were able to provide an external, independent & objective view of the performance & impacts of Finnish bilateral cooperation as well as the individual programmes, and make recommendations for the future.

FCG carried out the Mid-Term Review of the Bilateral Finland-Sudan Technical Assistance within the Framework of the

Eastern Nile Watershed Management Project. ENWMP is part of the greater Nile Basin Initiative (NBI), which is a framework for the promotion of sustainable socio-economic development in the Nile Basin area. Within this framework the Government of Finland is supporting a Community Watershed Management Component (CWMP) in Sudan. The aim is to promote wider adoption of sustainable land (including forest and farm land) and water management practices and technologies, to reduce land degradation and increase/diversify agricultural productivity with agroforestry practices. The objectives of the MTR carried out by two FCG experts were to provide an understanding of the results and impacts achieved so far on the sustainable land and water management, as well as to give recommendations for the remaining period. The MTR gave key findings and recommendations for action and modifications in the role of TA personnel, objectives and implementation, further development of the GIS based Monitoring & Evaluation system, best practices on watershed and natural resources management, and strengthened inclusion of women & other vulnerable groups.

Proactive Programs and Advisory servicesAt Proactive Consulting, FCG provides cost-effective, end-to-end business advice and support that delivers results.

The core area of the business unit is Eastern Europe, including Balkan region and countries in transition.

In 2013, our experts were closely assisting HELCOM Secretariat in Russian Federation and the European Bank for Reconstruction and Development (EBRD) for project implementation in various countries. We have also provided market studies and project evaluation services to different entities. For example, the Business unit won capacity building projects from Belarus, Ukraine and Vietnam for public utilities. We also carried out project evaluations and Mid-term reviews from the Ministry for Foreign Affairs of Finland in Kosovo, Georgia, Tajikistan and Moldova.

FCG has signed a co-operation agreement with AAM Consulting (Hungary) with the aim to implement successful projects in Eastern Europe and Balkans. AAM consists of 150 high-quality professions in four main fields: public administration, finance, energetics and telecommunications.

FCG has also signed a co-operation contract with NALED (Serbia). FCG aims to grow the business opportunities with NALED in Balkans. NALED has more than 160 members and

support partners, including international companies, local governments and NGOs in Serbia. The mission of NALED is to improve the business environment in Serbia through institutional reforms with active participation and cooperation of businesses, municipalities and citizens. BASE – Implementation of the Baltic Sea Action Plan in Russia. HELCOM BASE (2012-2014) is a project funded by the EU that supports the implementation of the Baltic Sea Action Plan (BSAP) in Russia. It is managed by the HELCOM Secretariat and the St. Petersburg Public Organization ‘Ecol-ogy and Business’. BASE is addressing three priority areas of the HELCOM BSAP: eutrophication, hazardous substances, and biodiversity and nature protection. FCG International has been engaged to provide expert services for the component ‘Reduction of nutrients pollution to the Baltic Sea from smaller municipalities and scattered settlements’. The aim of the study is to evaluate the overall pollution load from small settlements, describe the main problems related to the sewer systems and wastewater treatment, and propose cost effective wastewater treatment measures. FCG worked with information analysis and quality control, and presented the wastewater treatment methods in seminars organized in the Kaliningrad area.

FCG International prepared and delivered a three-day train-ing seminar “International advanced water excellence service” for the employees of North West Russian water com-panies (as part of its collaboration with Lahti Region Develop-ment Ladec Ltd and St Petersburg SUE Vodokanal Internation-al Advanced Technologies Centre IAWTC).

Finnish Knowledge ExportsOptimizing Health Care Service delivery: New Partner-ships for the RAFAELA™ Patient Classification System. Successful, customer-driven and productive nursing care is based on correct allocation of nursing staff resources. The RA-FAELA™ system administered by FCG is a patient classifica-tion system which produces information on patients’ individual nursing care needs, nursing care inputs, personnel costs and productivity of nursing staff. While the existing user organiza-tions continued to expand their usage of the RAFAELA™, new international pilot projects were launched in 2013 with partner organizations in the Netherlands, Sweden and Vietnam.

In the Netherlands some of the leading academic medical centers adopted the RAFAELA™ system to produce scientifically validated information on patient care data. Among the RAFAELA™ pilot organizations is the Academic Medical Center (AMC), which is one of the foremost research institutions in the Netherlands, as well as being one of its largest hospitals. Over 7000 people work at AMC to provide integrated patient care, fundamental and clinical scientific research, and teaching.

FCG also began implementing the RAFAELA™ system in the VU University Medical Center and the University Medical Center Groningen by establishing the system environment and providing user trainings. In addition to their cutting-edge medical research, these organizations represent some of the largest hospitals as well as employers in the Netherlands.Providing advisory services to organizations seeking to expand internationally. FCG has an extensive cooperation network among international development finance institutions, companies in Finland seeking an international presence, as well as trusted experts and organizations in emerging markets

and sectors with significant growth potential. In 2013 we pro-vided advisory services for Finnish companies seeking to es-tablish commercial activity in Asia and to begin importing from emerging markets in Latin America.

FCG forged partnerships between organizations to implement commercially viable, long-term activities aimed at economic cooperation in developing countries. To this end, we advised companies on the planning, development and training phases of projects and supported companies in accessing financing to expand their international activities.

Mobile Health Clinics: Bringing health care to people. FCG is leading a team of Nordic companies, universities and healthcare providers that designs, builds and operates Nordic Mobile Heath Clinics (MHCs), offering quality health care services to underserved people, especially those living in remote areas. The MHC is equipped with advanced healthcare equipment, ICT resources, including mHealth applications and telepharmacy. Its services can cover a range of basic and special care options, as ordered by the client. The MHC can provide primary, dental and vision care, and it can be used for various screenings, minor laboratory investigations, and pre-natal, obstetrical and post-natal care.

The mission of Nordic MHC is to bring health care directly to those in need, to respond to public health crises, to educate and counsel and to promote access to healthcare for all people, regardless of where they live. The potential clients include public and private health care service providers. Expressions of interest for international cooperation have been received from Russia, Turkey and the Middle East.

In Finand the expertise of the Design and Engineering business group was supplemented by the HVAC engineering and, in particular, geoenergy operations acquired from Asplan Oy Insinööritoimisto in autumn 2013. The operations were merged with FCG at early 2014.

At the beginning of 2013, FCG’s consultancy and training operations were divided into separate functions with a strong mutual mission: to support FCG customers in running their basic tasks and in their change management processes. FCG works closely with different partnership networks, such as the Association of Finnish Local and Regional Authorities. Our experts and competent teams are also involved in a number of development projects and networks within the public administration and other sectors.

some 75% of the FCG Group’s customers are public administration organisations, whereas the private sector, such as services, industry and construction, make up 25%. More than 40% of FCG’s turnover comes from international operations where international financiers form the most significant customer group.

FCG has strong expertise in community planning, environmental consultancy, water management, and housing and renovation planning. It covers services related to land use planning for the built and unbuilt environment, geoengineering and construction engineering, civil engineering, traffic and route planning, construction and architecture. In addition, FCG is a professional in the entire life cycle of water and waste management, and has extensive expertise in design and consultancy services related to energy and the environment.

FCG Design and Engineering is the largest of the company’s Finnish business units, both in terms of the number of employees and turnover. The unit employs some 350 people and has ten offices in different parts of Finland. It carries out customer projects as a network across business and office boundaries all over Finland. It utilises data modelling in design projects whenever it is relevant. CONsTRUCTION AND ARCHITECTURE In 2013, FCG strengthened its expertise and service range in the field of housing technology, new buildings and reconstruction by acquiring Asplan Oy Insinööritoimisto. This area of expertise covers renovation planning for demanding

sites, public and office buildings, life cycle projects, and HVAC and electrical design.

Experts transferred from Asplan strengthened FCG’s service range, in particular, through their competence in geothermal energy. This planning area utilises energy recoverable from the bedrock, soil and water systems. This energy can then be utilised in heating and cooling buildings. Examples of FCG’s geothermal energy projects include the UPM head office in Helsinki off Töölönlahti bay and three renovation projects in Espoo in a school built in the 1970s. Renewable forms of energy were used in all of these projects.

FCG’s expertise in structural design is utilised not only in house and plant design, but also in various civil engineering projects, such as street and road projects, port design and landscape architechture. This competence is also needed in water management projects, such as line planning at wastewater treatment plants and expansion projects of water supply plants.

In addition to its diverse design expertise, FCG offers its customers building construction services. This covers projects related to preparation, guidance and commissioning in house, and plant design and civil engineering. FCG’s expertise in building construction also covers facade and line renovations, and energy repairs.

INFRA sTRUCTURE DEsIGN

In road, street and traffic engineering, the objective is to produce high-quality, safe solutions to ensure smooth traffic and movement, even in demanding conditions. FCG’s competence in this field covers street and area technology, and general, street and building design services in traffic planning.

As an example of design projects in this field, FCG performed a municipal engineering project in Verkkosaari for the City of Helsinki in 2013. It included cityscape planning, and general, street and municipal engineering planning. Structural street plans were prepared for several towns all over Finland.

Landscape architecture is a key part of community planning, and is closely linked to other customer projects at FCG. This expertise ranges from landscape surveys to implementation planning. In 2013, such projects included the environmental impact assessment of wind power projects, landscape surveys and projects related to exercise parks in the Helsinki region.

Currently, park planning projects are accompanied by the natural management of drainage water and the natural planning of water projects. FCG’s landscaping competence has, in recent years, been developed in terms of ecological planning through sites and wind power projects that require natural construction.

Land use consultancy and planning form the basis of community planning. FCG is one of the largest planning companies in Finland in land use consultancy and the number one company in wind power planning. Expertise in land use planning starts from geopolitical guidelines and strategic planning, ranging from regional trade surveys all the way to urban architecture. In this competence area, we provide our customers with various town planning-related plans and surveys, development images, building method instructions

andreports in order to develop demanding urban environments or protected cultural habitats. The field of land use consultancy has been in the front line, developing land use planning based on data models.

FCG’s geotechnical engineering produces planning and expert services to meet the needs of FCG’s customers. Geotechnical engineering covers foundation method surveys for house and plant structures, such as biorefineries, wind power plants and infrastructure constructs, as well as joint projects with different business fields. In these projects, we cover, for example, area planning, foundation and ground structures, and dimensions of bulkheads and excavations. Examples of geotechnical engineering projects in 2013 in-cluded the foundation structure, drying and area planning and construction planning for metro depots for the Helsinki City Transport, the Kimola waterway project in Kouvola, and general and structural design for the Tapiola central ice park in Espoo.

Geotechnical field engineering produces site investigations for FCG’s customers. Site investigations cover measurements and soil surveys, and PDA and integrity tests and analyses for pillars. Groundwater surveys and the installation of groundwater and porous water pipes using heavy drill units and multi-purpose bores made up a significant part of all assignments in 2013.

The Ports and Waterways engineering area produces design and research services for FCG’s customers. Its most significant customers include the Finnish Transport Agency, mercantile shipping ports, towns and municipalities, ELY Centres and the industry. Design services cover the general and structural design of waterways, ports, pier structures and other water constructions, application plans and expert surveys pertaining to the Water Act, acoustic surveys for water areas, and national dredging in sea and lake areas.

In waterway design and surveys, customers are in-creasingly in need of comprehensive services. In 2013, service packages increased in projects of the Finnish Transport Agency and mercantile shipping port projects, in which we produced general route plans, supplementary survey programmes, waterway surveys and measurements, and prepared route decision or proposal documents on the basis of supplementary surveys. Similarly, we carried out diagonal echo sounding, as well as low-frequency and multi-beam echo sounding services.

Water supply and sewerage engineering has traditionally been one of FCG’s foundations. After all, FCG is one of the leading water management planning and consultancy companies in Finland. FCG’s expertise covers the entire life cycle of water management from water management lines to drainage water plans, expert tasks, and various studies and surveys. In addition, FCG offers data systems to support the operational monitoring and data management processes of water and environmental plants. ENVIRONMENT AND ENERGY FCG is one of Finland’s leading providers of environmental consultancy and energy and climate consultancy. Within this area, services are produced by teams of experts from several fields, extensively covering the following areas:

• Waste management and material handling services related to planning and development

• Impact assessment services, such as environmental impact assessments (EIA), environmental surveys and various expert surveys pertaining to the environmental legislation

• Ground water survey services related to the research, observation and modelling of groundwater as well as restoration of surface water services

• Services related to contaminated areas, such as contamination studies and surveys, the assessment of decontamination needs, and restoration planning

• Nature surveys, assessments of nature impact

• Oil and gas branch services, mineral aggregate production services

• Energy and climate services, such as surveys related to the planning of wind power parks, energy efficiency, and the use of renewable forms of energy

• Risk management services

At the end of 2013, FCG had a number of wind power planning projects for Finnish and international clients, such as the wind power development projects conducted in Vihti and the Ostrobothnia region. Many other environmental surveys related to land use planning were also carried out, whereas the number of detrimental substance studies related to land and water areas reduced from the previous year. Life cycle modelling services for the environmental impact of projects were launched in waste management planning services. We also designed waste collection pipeline systems at a number of sites.

FCG ConsultingIn municipal and service structure consultancy work, FCG is number one in Finland. It develops its services and expertise in close cooperation with its customers. One notable strength of FCG is its thorough understanding of the operating environment and logic of public administration and municipalities. In particular. FCG works closely with the Association of Finnish Local and Regional Authorities, universities and R&D organisations.

FCG Knowledge Management operations consist of ser-vices directed to the management of public administration in terms of strategic management, social services and healthcare management, ICT services, economic development, operating models and research services. In a correctly led organisation, structures, management systems, service processes and structures, the profitability and impact of operations, personnel wellbeing and development cooperation with different stakeholders form a balanced whole.

Management consulting has established a strong position in implementing network projects that support municipal reform and development. Network projects, such as the Next-Generation-Organisation and Management (USO), Municipal HR 2017 and Operational municipal groups, provide dozens of active developing municipalities and their experts with opportunities to learn, compare good practices and set up networks with one another. Network projects are carried out in cooperation with the Association of Finnish Local and Regional Authorities, which allows FCG to have an impact on municipal legislation and control.

In particular, the development of social services and healthcare requires demanding multi-field cooperation. Structural changes are often guided at a national level but, when it comes to the economy, operational quality and the wellbeing of customers, control and management processes need the support of local knowledge. FCG’s classification products have proven to be highly useful in such situations.

Classification products administered by FCG include patient urgency classification and productisation systems (pDRG and NordDRG), indicators of the need for assistance and working capacity (RAVA™, FIM and TUVA™), and the patient classification system (RAFAELA™).

The information offered by classification products can be utilised in the development of operations and services, the improvement of treatment quality and cost-efficiency, the development of the municipal social services and healthcare system, the planning of service networks and the monitoring of operations and economies of municipal federations. In addition to classification products, FCG offers analysis and research expertise, and training related to, for example, information security to support leadership by knowledge.

In 2013, FCG’s National DRG Centre acted as the organiser of the international PCSI Conference, with visitors coming from more than 30 countries.

FCG’s expertise in consultancy also covers services related to the development of business life and related research, such as surveys aimed at increasing the competitiveness of specific regions and development projects related to tourism centres and operations. In 2013, the tougher economy in both public and private sectors posed a challenge to the development of economies and regions, putting brakes on the start-up of new investment projects. This was also affected by the attention of municipalities shifting to solutions related to the municipal structure, social services and healthcare, and the change of the EU programme period at the end of 2013.

FCG’s research services produce information to support management processes. In research services, proactive and operating environment analysis products were expanded to support current municipal structure and service network surveys. Numerous interview surveys were carried out. Resident, working community and customer satisfaction surveys received more than 30,000 responses during the year.

FCG is a Finnish leader in open training offered to municipal decision-makers, officials and trustees. In addition to open training, we provide our customers with tailored training and coaching according to their needs.

In 2013, nearly 25,000 people took part in FCG training events. There were nearly 700 single training events (some 550 in 2012). In total, there were 1,000 training days. Feedback is collected from participants after each training event. The score given by trainees has remained high, being slightly more than 4 on a scale from 1 (poor) to 5 (excellent).

The adverse municipal economy, increasing debt and reforms in service processes set strict requirements for economic expertise in the public sector. In addition to experts in the economy and financing, specialists in the economy are needed in all business fields. This is reflected in the slight increase in demand for economy-related training.

At the same time, structural change and the public sector’s productivity objectives require that the competence of the management level and personnel is developed systematically and that wellbeing at work is secured, which can be seen in an increased demand for working community-specific training. Moreover, the new term for trustees increased the service range of and demand for training aimed at trustees.

Demand for blended and online training is showing moderate growth. An advantage of online training is that it is independent of time and place. Online studying is most applicable to knowledge-based basic education. In particular, the basics of recruitment and employment relationships are often studied online.

The marketing of FCG’s training services has been developed systematically towards multiple channels. Electronic systems have allowed us to abandon printed training material in stages, while online marketing has become the principal sales channel. The competence of the personnel

of FCG Training and Consulting is also improved systematically through coaching certificates.

Examples of FCG events and training programmes

• In February 2013, a record number of municipal decision-makers and economic leaders got together at the economic and financial forum. Its main themes included the general situation in the euro area, challenges in the public economy, business life, the municipal structure and municipal economy. For representatives of municipal and state administration and business, the forum offers an annual platform to discuss, have an impact on and hear the opinions of leading experts.

• The training programme aimed at reaching a rector’s qualifications which has been planned extensively in close cooperation with the Association of Finnish Local and Regional Authorities and the Finnish National Board of Education was carried out successfully as multi-form training in summer 2013.

• FCG, together with the University of Eastern Finland, organised an extensive university-level leadership training event for the Hospital District of Helsinki and Uusimaa. A total of 72 people took part in the training in three groups.

• The Kuntajohtaja 2017 (Municipal Leader 2017) coaching programme was attended by 13 municipal leaders from different parts of Finland.

• FCG carried out a Kuntapuheenjohtaja (Municipal Chair) certification programme in cooperation with the Association of Finnish Local and Regional Authorities.

scope and Methods of Compilation of the Consolidated Financial statements

Receivables and debt denominated in foreign currencies have been converted into Finnish currency at the exchange rate on the reporting date.

The income statements of foreign group companies have been converted at the average exchange rate of the accounting period and balance sheets have been converted into euros at the rate on the reporting date, and the exchange rate difference is contained in the profit for the accounting period.

The translation difference resulting from the elimination of the group’s internal ownership is presented under retained earnings for previous years.

Projects with a fixed budget are cautiously recorded as earnings according to the work performed up to the point allowed by the budget.

Work and expenses in excess of the budget are recorded as project expenses. The corresponding earnings are not divided into periods. Other projects are entered as income on a regular basis according to invoicing.

The consolidated financial statements consisting of FCG Finnish Consulting Group Oy and its subsidiaries are part of the Association of Finnish Local and Regional Authorities Consolidated Corporation whose parent company is the Association of Finnish Local and Regional Authorities, a registered association domiciled in Helsinki.

The company named SIPU AB of which Sipu International AB owns 60% was not integrated into the consolidated financial statements. The non-integration is based on Chapter 6, Section 3(1) of the Finnish Accounting Act.

The consolidated financial statements have been prepared using the acquisition cost method. The Group’s internal business transactions, internal accounts receivable and accounts payable and internal profit sharing have been eliminated.

Affiliated companies are consolidated using the equity method. The share of the affiliated company’s result for the period in accordance with the group’s ownership stake is presented in the financial items.

Essential events following the accounting periodThe Asplan Oy engineering office will merge with its affiliated company FCG Design and Engineering Ltd on 31 March 2014 in accordance with the merger plan.

Probable future developmentThe turnover of the FCG Group is expected to increase in 2014 in comparison to 2013. The Group’s results as a whole are expected to be positive.

Survey of the scope of research and product development activities The Group’s business is customer-oriented and designed to meet customers’ particular needs. The group invested a total of 0.2 million euros in development projects in 2013. Part of the development work was carried out as collaborative projects with companies external to the Group.

Activity report

Assessment of the most significant risks and unpredictable factors of and other matters affecting business development

Competition will continue to be challenging, particularly in the Design and Technology business, due to pricing practices in the industry, among other factors. This will be addressed by developing and streamlining project management in particular.

Environmental factorsThe nature of the operations is such that they only have minor environmental effects. The company has minimized paper consumption and waste is sorted and recycled. Travelling has been scaled down where possible through videoconferencing.

FCG takes environmental considerations into account with regard to the services offered to customers.

Proposal by the Board of Directors for measures to be taken concerning the Group’s profits

The parent company’s assets qualified for profit sharing totalled €15,054,796.24 at the closing date. The parent company’s profits for the accounting period totalled €1,099,904.19.

The Board of Directors proposes to the General Meeting that assets qualified for profit sharing be used as follows:
