HERITAGE FARMS STREET & UTILITY IMPROVEMENTS PROGRAMMED STREET SEGMENTS

• Lisbon Avenue North, from30th Street to the southend;

• Lisbon Avenue CourtNorth, from Lisbon Avenueto the end of cul-de-sac;and

• 30th Street Circle North,from 30th Street North to30th Street North.



PROPOSED IMPROVEMENTS

1. Extension of public sanitary sewer from 30th Street North into the Heritage Farms subdivision and then along each street in the neighborhood. 30th Street Circle will connect to the Northport Subdivision. Individual sewer service stubs will be installed to the edge of right-of-way at each of the 44 residential properties.

2. Review and replacement of existing watermain valves, hydrants and other appurtenances as deemed necessary. Watermain pipe is relatively new.

3. Reconstruction of all streets in the Heritage Farms subdivision, including new concrete curb and gutter, new granular sand subbase, new class 6 aggregate base and new bituminous. New concrete curb and gutter is proposed to protect the edge of the pavement, provide improved construction tolerance and improve drainage along the street.

4. Storm sewer and drainage improvements are included only as needed to prevent standing water on or along the street and include replacement of failing catch basin structures, limited storm sewer pipe, culvert and flared end sections. Some new storm sewer is proposed in areas where the street grade is flat and the street does not drain well. Includes replacement of at least one outfall pipe that has failed. Storm sewer and drainage improvements will be limited to drainage issues that can be addressed within the City right-of-way.



PROPOSED IMPROVEMENTS

• Street widths are proposed to be maintained in order to preserve the character of theneighborhoods and minimize impacts to private properties. 2-way streets are 26-28 feet wide. One-way streets are 16-18 feet wide with bituminous curb.

• Adding concrete curb and gutter will result in perceived narrowing of the streets. Should provide atraffic calming benefit. No parking signage may need to be considered. It is assumed no parkingalong one-way streets. 2-way streets are 28-feet wide.

• If sanitary sewer is not extended into the neighborhood, the streets may be able to be improvedthrough a lower cost street reclaim project. A geotechnical investigation would need to becompleted as part of the project design to determine the viability of using a reclaim improvement.

FINDINGS AND RECOMMENDATIONS

• Street pavements along Lisbon Avenue N., Lisbon Avenue Court N. and 30th Street Circle N. are inpoor condition and beyond their useful service life.

• A petition for sanitary sewer was received by the neighborhood and accepted by the City councilin 2018.

• It is recommended to extend sanitary sewer into the neighborhood and reconstruct the streets.Drainage and storm sewer improvements are recommended as detailed in the report to correctdrainage deficiencies that will otherwise cause premature pavement failures. Placement of newconcrete curb & gutter is recommended to replace existing bituminous curb and gutter to improvethe street construction and extend the useful service life of the streets.

• It is further recommend to make any necessary water system repairs and replacements as part ofthe project.

• It is recommended that an Assessment be levied to each of these properties, payable over 15years for the street and storm sewer assessment and 20 years for the sanitary sewer assessment;each at the Bond Rate +1%. Assessments would be levied in accordance with the preliminaryassessment rolls provided in the Report.

• The project, as proposed, is technically and financially feasible, is necessary, cost-effective, and willresult in benefit to the properties to be assessed.
