I. PROJECT INTRODUCTION

This Feasibility Report was prepared as requested by the Mankato Township Board (August 2016 meeting) to provide an analysis of the feasibility, cost-effectiveness and necessity of infrastructure improvements to the Stony Creek Estates Subdivision.

The project area includes all streets within the Stony Creek Estates Subdivision, (Stony Creek Road, Stony Creek Circle, Taza Drive, Buckingham Road, Lexington Court, and Canterbury Court). The subdivision also consists of 40 individual properties.

The subdivision property owners in conjunction with Mankato Township had previously authorized Bolton & Menk to perform a feasibility study to investigate three options for constructing an improved driving surface within the existing street and also explore options for annexation into the City of Mankato to connect properties to municipal sanitary and water service. This feasibility study was dated November 10th, 2015 and reviewed three improvement options.

This report will present preliminary investigations, design considerations and cost estimates for use in determining the engineering feasibility of surface improvements.

Exhibit 1 illustrates the proposed project location.

II. EXISTING CONDITIONS

Streets

The existing streets within Stony Creek Estates consist of 16 to 22 feet wide rural section. The street surfaces exhibit alligator cracking and areas of differential movement throughout the subdivision. Pavement in the area of the intersection of Taza Drive and Stony Creek Road is in particularly poor condition and have exhibited both severe alligator cracking and raveling.

The existing pavement was installed in 1991 and included the addition of approximately 3 inches of virgin Class 5 aggregate base placed over the existing gravel surface, followed by 3 inches of asphalt pavement.

The existing street typical section is illustrated in Exhibit 2.

Storm Sewer, Sanitary Sewer & Watermain

Stormwater within Stony creek is currently conveyed through a system of ditches and culverts, installed adjacent to the existing streets.

Properties within stony creek estates currently treat wastewater with individual sewage treatment systems (ISTS).

Water service within the subdivision is currently supplied through several private wells throughout the project area.

In 2010, approximately 750 feet of PVC watermain and sanitary sewer were installed within Stony Creek Road, west from the intersection with Stoltzman Road.

III. IMPROVEMENT OPTIONS

In the original feasibility study from November 2015 there were three improvement options for the subdivision: Option #1- bituminous overlay, Option #2 - bituminous reconstruction, and Option #3-bituminous reconstruction with the extension of sanitary and water utilities. The surface improvements for all three options maintained the existing 16 feet to 22 feet street widths.

In August of 2016 the Mankato Township Board received a Petition to Make Road Improvements in Stony Creek Estates and Stony Creek South from 35% or more property owners. In this petition they request proceeding with Option #2 – Bituminous Reconstruction. This Petition is provided in Exhibit 4

Bituminous Reconstruction

A summary of the proposed construction included below:

Reclaim existing pavement & base to 6-8” depth

Regrade and compact reclaimed aggregate base

Place and compact approximately an additional 3” of virgin Class 5 Aggregate base

Construct bituminous base and wearing mix to 3 ½” total thickness

Since the existing pavement will be reclaimed, any areas experiencing alligator cracking as a result of underlying subgrade issues can be more cost effectively addressed.

The proposed street section for this Bituminous Reconstruction is illustrated in Exhibit 2 and a plan view of the improvements is provided in Exhibit 3.

IV. ESTIMATED PROJECT COSTS AND FUNDING

The estimated projects costs for the street improvements have been developed as part of the preliminary design, and are itemized in the following:

These cost estimates are based on public construction cost information from other recent projects similar in scope. A contingency factor has been included to compensate for incidental and unforeseen items of work which may not be readily identifiable during the preliminary design stage. The estimated costs of engineering, administration, legal and financing are also included. Since the cost estimates are dependent on the cost of labor, materials, competitive bidding process, weather conditions, and other factors affecting the cost of construction, all cost estimates are opinions for general information and no warranty or guarantee as to the accuracy of construction cost is made. Therefore, financing for this project should be based upon actual competitive bid prices with reasonable contingencies.

It is anticipated that funding for the proposed street and utility improvements would be provided by a combination of special assessments and general funds. The Township’s Assessment policy will be used to calculate the proposed special assessments for this project. Should the Township Board decide to proceed with this project, a preliminary assessment roll will be developed for review by the Township and affected property owners at the Improvement Hearing.

We recommend that a seal coating program be implemented after the new pavement is installed. Sealcoating pavement on a regular basis will also prolong the service life of the new pavement by slowing the rate of oxidation of oils within the pavement. In most communities, bituminous streets are seal coated on a 5 to 10 year rotation.

VI. CONCLUSION AND RECOMMENDATIONS

From an engineering standpoint this project is feasible, cost effective, necessary, and can best be accomplished by letting competitive bids for the work. Feasibility is contingent upon Township Board findings with respect to project financing. We recommend proceeding with the improvements outlined in this report.

We recommend that the Township accept this report and call for a hearing on the proposed improvements to solicit further public input on this project.
