FEATURED ACCOMPLISHMENTS FOR THE QUARTER

REGULATORY AND POLICY FRAMEWORK FOR MARKET DEVELOPMENT FOR RENEWABLE ENERGY -- SOLAR ENERGY

A Solar Energy Exchange Program was conducted from July 20 to 23, 2010. This program was similar to the earlier Wind Energy Exchange Program. SARI/Energy arranged for a two week training program in power system analysis for fifteen members of the Ceylon Electricity Board (CEB). This training supports their on going analysis of the upcoming India – Sri Lanka submarine transmission interconnection. The course was taught by staff of Global Energy Consulting Engineers (GECE), Hyderabad.

The support and training continued with a month long training program in advanced concepts of transmission network simulation. Five participants from the Ceylon Electricity Board (CEB) studied at the Siemens Power Academy in Schenectady, New York. This advanced training enables CEB to utilize the simulation model developed under the SARI/Energy Program for system

EXECUTIVE EXCHANGE ON SMART GRID TECHNOLOGIES

As part of the South Asia Regional Energy Transmission Partnership, the U.S. Energy Association organized a five-day executive exchange for South Asian electricity executives from Bhutan, India, and Nepal to study smart grid technologies in the U.S. The tour occurred from July 11 to 17, 2010. The executives visited leaders in smart grid development in Colorado and Utah to learn approaches and techniques for (1) routing power among the power generation, distribution and demand areas in optimal ways to respond to a wide range of conditions, including reacting to changes in the weather, in the power supply market, and disruptions in the distribution grid or in the home, (2) policy and financial strategies for implementation of smart grid technologies, and (3) the use of smart grid technologies to support conservation and integration of renewable energy.

Smart grid is one of the newest technologies in the energy sector. Smart grid, also known as intelligent grid, intergrid, intragrid, and other names, delivers electricity from suppliers to consumers using digital technology to save energy, reduce cost and increase reliability and transparency. Delegates examined the policies and operational aspects of the modernized electricity network, which is being promoted by many governments as a way of addressing energy independence, global warming and emergency resilience issues. Delegates met with members of the Smart Grid Consortium – a group which brings together leading technologists, engineering firms, business leaders and IT experts.

EXECUTIVE EXCHANGE ON POLICIES AND TECHNOLOGIES FOR PROMOTION OF RENEWABLE ENERGY

As part of the SARI/Energy South Asia Regional Renewable Energy Partnership, and in coordination with USAID Philippines, the U.S. Energy Association (USEA) conducted a five-day study tour for thirteen executives from Bangladesh, India, Maldives, Nepal, Pakistan, and Sri Lanka. The group met in Manila, Philippines, from August 23 to 27, 2010 to identify strategies used by the Philippines as it implements the Renewable Energy Act for the interconnection of renewable energy, distributed generation, and independent power projects into the power system, as well as methods to meet the electricity needs of rural off-grid areas.

During the exchange the South Asian delegates visited with representatives from federal government agencies, utilities and manufacturers to discuss government policies, strategies and incentives for renewable energy deployment, as well as commercially proven renewable energy technologies.

Left: Delegates tour the Chemrez coco-biodiesel plant. Since 2006 Chemrez’s Manila plant has produced high quality coco-biodiesel supplying a significant portion of the Philippines’ requirements. Coco is considered one of the most efficient biodiesel sources enabling optimal combustion for increased engine power, lower emissions and longer mileage. In 2006 the Philippines passed the Biofuels Act, which strives to reduce the country’s dependence on imported fuels through greater use of indigenous sources that are both cleaner and more sustainable than traditional sources. Since then the country has demonstrated progress with biofuels, expanded usage and made significant strides in implementing this law.

Right: Delegates tour the Payatas waste-to-energy site. What was once a highly criticized urban dump site has now become the 100-kilowatt Payatas pilot methane power plant in Quezon City. The plant is often cited as a good example of sustainable waste management. The waste-to-energy facility is the first registered Clean Development Mechanism (CDM) project under the Kyoto Protocol in solid waste management for the Philippines and for the Southeast Asian region.

Other meetings during the trip were with the Philippines Department of Energy, the Energy Regulatory Commission, Alternergy, National Renewable Energy Board, Philippines Electricity Market Corporation, Chevron to discuss their geothermal programs, Meralco, and a tour of SunPower’s solar cell manufacturing plant.

AFGHANISTAN CAPACITY BUILDING - SKILL BASED DEVELOPMENT PROGRAM ON DISTRIBUTION LOSS REDUCTION

The SARI/Energy Program under its Task Order for Afghanistan Power Sector Capacity Building conducted a two-week Distribution Loss Reduction Program focusing on the distribution system planning to reduce both technical and commercial distribution losses. The course was conducted at the campus of the Central Institute for Rural Electrification (CIRE), Hyderabad. CIRE partnered with different utilities of Andhra Pradesh and Uttar Pradesh to provide the participants with hands-on, practical experience and exposure to best practices.

The objectives of this two week program were to: Familiarize the participants with the

framework of the power sector and of corporatization

To provide insights about sources of technical and commercial losses and methods and techniques for controlling the losses.

Awareness of legal and regulatory aspects of loss reduction

WOMEN’S INSTITUTE FOR SUSTAINABLE ENERGY RESEARCH (WISER)

Ms. Ramanathapuram Vaidyanathan (R.V.) Jayapadma joined the WISER centre in Kerala, India on September 16, 2010 as its Director. She has been introduced to the SAWIE network and she has established liaison with the Regional Center for Energy Efficient Lighting (RCEEL) in Colombo. EXECUTIVE EXCHANGE ON ENERGY EFFICIENCY

As part of the SARI/Energy Efficiency Partnership program the U.S. Energy Association organized a five-day energy efficiency executive exchange of South Asian electricity executives to meet with regulatory and utility members in Northern California. The executives came from Maldives, Nepal, and Sri Lanka. The executive exchange was held in Sacramento and San Francisco, California from August 9 to 13, 2010. Participants met with members from the Sacramento Municipal Utility District (SMUD), the California Energy Commission (CEC), the Pacific Gas & Electric Company (PG&E), and the Electric Power Research Institute (EPRI).

The focus of the executive exchange was to examine economic and environmental benefits of energy efficiency enhancement, best practices in energy efficiency in building and other end-use best practices, methods of efficiency improvement in generation, and corresponding policies to foster conservation and energy efficiency. Delegates discussed and explored government policies that promote energy efficiency, as well as utility strategies to increase energy efficiency use by industrial and residential customers.

NEPAL GsT ROLL OUT AND CLEAN ENERGY TRAINING

The National Renewable Energy Laboratory (NREL), Golden, Colorado, and the Alternative Energy Promotion Center (APEC), Kathmandu held a two-day workshop in Kathmandu, Nepal from August 5 to 6, 2010. The purpose of the workshop was to share the work completed by NREL under the SARI/Energy Program with energy stakeholders in Nepal, to get feedback on the products developed, and to build capacity on the use of tools and data available for assessing the potential of wind and solar energy in Nepal.

The primary topics covered during the workshop included: Wind and solar resource assessment methods and data The Geospatial Toolkit (GsT) for Nepal Resource data in the Toolkit Renewable energy models and required weather data Wind monitoring best practices Wind assessment activities in Nepal NREL analysis to identify potential high-resource areas

The participants received hands-on training on the use of the Nepal’s GsT, learned how to conduct analyses using the GsT, and gained understanding of the best uses of the data in the toolkit. The workshop also dedicated significant time to discussing the available wind data and limitations of those data for assessing the wind potential of Nepal. There was consensus that expanded monitoring at actual turbine heights would be beneficial. The workshop concluded with a discussion on opportunities for next steps and how different stakeholders could contribute to an expanded monitoring effort.

CAPACITY DEVELOPMENT PROGRAM FOR ACCOUNTANTS INVOLVED IN POWER SECTOR RESTRUCTURING

In the spring of 2010 the need for a program for accountants in utilities being corporatized, or considering corporatization, was identified in discussions among USAID, the Sri Lankan Sustainable Energy Authority, the Ceylon Electricity Board (CEB), and Tetra Tech.

In June a Tetra Tech task leader travelled to Colombo to meet with senior officials of CEB, the Ministry of Energy and Power, and the Public Utility Commission. The framework for a ten day, three-city program in India emerged from those meetings and subsequent discussions. Three former state electricity boards in India that had successfully navigated the process of unbundling and restructuring their vertically-integrated utilities volunteered to share their experience with a group of 15 senior finance and accounting managers from Sri Lanka’s CEB, Nepal Electricity Authority (NEA) and the State Electric Company in the Maldives (STELCO).

The program was designed to be a “structured conversation” between the participants and utility managers with hands-on experience grappling with the many thorny accounting and financing issues of power sector restructuring. The following objectives were identified as the program evolved: (1) provide an overview of key issues, (2) organize an ‘encyclopedia of unbundling’ to create a permanent reference source, and (3) establish an ongoing relationship among the participants and their companies.

The program included the electric companies in Bangalore, Hyderabad, and New Delhi. In early August, the team finalized the plans for multi-city meetings that captured vital lessons-learned from the Indian experience of the past decade on a broad range of issues involving handling unfunded pension liabilities, the division of assets, the management of employee expectations, and anxieties and the complex new world of regulation.

The structured conversations were conducted from August 23 to August 31 and were deemed highly successful by the participants; their most frequently mentioned comment was that they wished the content and the personal interactions were spread out over more days. The consensus of the participants was that they should establish a regional knowledge exchange to foster understanding of the vital issues and enable a continuing exchange of knowledge.

BANGLADESH Gst ROLL-OUT AND CLEAN ENERGY TRAINING

NREL led a workshop hosted by the Ministry of Power in Dhaka, Bangladesh from August 8 to 9 2010. The objectives were (a) to share the work NREL completed under the USAID SARI/Energy program with energy stakeholders in Bangladesh, (b) to obtain feedback on the analysis and tool development, and (c) to build capacity on the use of tools and data for assessing the wind and solar potential in Bangladesh.

The primary topics covered during the workshop included: Wind and solar resource assessment methods and data The Geospatial Toolkit (GsT) for Bangladesh Resource data in the toolkit Use of Hybrid Optimization Model for Electric Renewables (HOMER), also known as the micropower

optimization model, with resource data in the GsT Wind monitoring best practices Wind assessment activities in Bangladesh NREL analysis to identify potential high-resource areas

The participants received hands-on training on the use of the Bangladesh GsT, learned how to conduct analyses using the GsT, and gained understanding of the best uses of the data in the toolkit. The workshop dedicated substantial time to discussing the available wind data and limitations of those data for assessing the wind potential of Bangladesh.

The workshop concluded with a discussion on needs and potential pathways to stimulate interest in investing in wind power in Bangladesh. Increased collection of wind data collected at actual turbine heights was identified as a priority, and the stakeholders identified several possibilities for structuring such a monitoring program.

WORLD RENEWABLE ENERGY CONGRESS (WREC)

Ms. Mercy Thomas, Regional Project Coordinator (USAID), represented USAID’s SARI/Energy Program in the World Renewable Energy Congress (WREC) in Abu Dhabi on October 25 to 30, 2010. Approximately 400 global delegates attended WREC, which was hosted by the Environment Agency of the Abu Dhabi Government and organized by the World Renewable Energy Network (WREN). The technical sessions included energy and gender, solar thermal, solar photovoltaic, biomass, geo thermal, wind energy, ocean energy, and hydrogen energy topics.

Ms. Thomas presented a technical paper on “Women Empowerment in South Asia – Advancing Access to Clean Energy” under the SARI/Energy supported South Asia Women in Energy (SAWIE) Program and the Women’s Institute for Sustainable Energy Research (WISER). Her presentation raised significant interest among the audience. WISER was recognized as the key platform for capacity building and training programs for clean energy applications and developing entrepreneurial skills of women in South Asia. Several organizations and countries expressed interest in collaborating with WISER and replicating the WISER model in other countries.

SMALL GRANTS PROGRAM

This quarter eight grantees submitted their Project Closure Reports.

Auro Mira Service Society (AMSS) has educated locals of the Kelcha village in Orissa about the benefits of solar lanterns. Solar lanterns have been distributed under the program. Villagers have also been trained in operation and use of the solar equipment. A service centre for solar equipment has been established in the village.

Clean Energy Nepal (CEN) has completed a similar project and has introduced Solar Tukis (lamps) and Improved Cooking Stoves (ICS) in a remote district of Nepal. This project has been successful in replacing traditionally used kerosene lamps and biomass based cooking stoves with solar lamps and ICS.

Decentralized Energy Systems India Pvt. Ltd. (DESI Power) has developed a partnership with the electricity consumers in the Dabrahamandir Tola village of Bihar to build, own and operate an 11 kW biomass gasifier based power plant. The plant is now supplying electricity for indoor lighting, water pumping system, and micro-enterprising systems in the village.

A similar biomass gasifier project has been completed in the Kirigolpatta village of Sri Lanka by Energy Forum Limited. The grantee also organized a national workshop on off-grid energy systems in Sri Lanka.

The Non-conventional Energy and Rural Development Society (NERD) has successfully implemented a capacity building program for members of dairy units, cow protection centres, farmers, members from remote tribal communities, women self help groups (SHGs) and unemployed youth on the benefits, operations and maintenance of biogas plants, improved smokeless chulhas, and biogas run power generation systems.

Seba Manab Kallyan Kendra (SMKK) has established cow dung and poultry litter biogas plants in coastal Bangladesh which are owned and operated by local communities and electricity consumers.

Vanni Community Development Foundation (VCDF) has promoted clean energy alternatives such as solar cookers for water pasteurization and rice husk based low cost stoves among the households in rural Sri Lanka. The project has helped the locals reduce their dependence on firewood.

Wing of Research in Local Development (WORLD)

Wing of Research in Local Development (WORLD) completed a project on the promotion and sustainable use of solar powered home systems and devices among rural communities of Rajasthan. The focus was on marketing through capacity building of local women. The women, members of a local Solar Energy Group (SEG), were trained on the basics of the solar powered systems, their installation and maintenance, and on general marketing strategies and skills required for sustaining such a business model.

These projects have been completed with USAID grant totaling USD 108,000 while grantees themselves have contributed funds of USD 113,000.

SUPPORTING WIND POWER TAKE OFF IN THE SARI/ENERGY REGION

In order to support project development efforts in the region, a three day meeting “Supporting Wind Power Take-off in the SARI/E Region” meeting was held from September 22 to 24, 2010 in Colombo, Sri Lanka. The Asian Development Bank provided support by helping design the meeting, participating in the policy and road map development exercises and providing two speakers. ADB’s senior energy advisor working on wind development issues in ADB’s member countries participated in the workshop.

The workshop objectives were to:

Increase the knowledge of wind power stakeholders on the practical aspects and steps involved in the development of a wind power project

Facilitate networking and promote cooperation between diverse group of regional wind power stakeholders, including governments, developers, equipment manufacturers, engineering – procurement – construction (EPC) contractors, and operations and maintenance (O&M) service providers

Develop a roadmap for expanding the utilization of on-grid wind power in the SARI region

Sixteen SARI/Energy delegates were joined by an additional 40 participants representing regulatory agencies, utilities, consulting engineers, private sector stakeholders including developers, equipment vendors and EPC firms from the region. Based on discussions with wind developers prior to the workshop, the SARI/Energy team had identified a series of topics and areas of concern to delegates and other participants. The resultant workshop was thus highly targeted to current challenges with the aim of supporting decision making on project issues with benefited from the experiences sharing by the vendor panel and the private developers.

Delegates benefited from the experiences shared by members of the vendor panel and private developers. The delegates also developed a sector roadmap for wind and identified key areas of technical assistance to advance project development and implementation. Finally, the agenda included a one-day site visit to two wind power plants at Puttalam, North Sri Lanka, with a total installed capacity of 30 MW. The site visit was helpful in understanding the full wind power project cycle as well as the EPC contracting, construction, site access and transmission interconnection challenges involved. Next steps will involve supporting local and regional banks better appraise projects.

SOUTH ASIA WOMEN IN ENERGY PARTNERSHIP – EXECUTIVE PARTNERSHIP EXECUTIVE PEER EXCHANGE – PARTICIPATION IN THE WORLD ENERGY CONGRESS

The U.S. Energy Association hosted Ms. Jorifa Khatun, Sub-Divisional Engineer for System Planning with the Bangladesh Power Development Board; Ms. Gayatri Ramanathan, Editor of India’s “The Energy Business” journal; and Ms. Puja Chand Thakur, Managing Director of Grid Nepal, to attend the XXIst World Energy Congress, from September 12 to 16, 2010, in Montreal, Canada. The delegates were sponsored as part of the

SARI/Energy South Asia Women in Energy Partnership Program.

The World Energy Council organizes a world congress every three years. This congress, the premier international multi-energy forum with exhibitors from the field, was an opportunity for participants to better understand energy issues and solutions from a global perspective. The Montreal Congress brought together over 5,000 top world leaders in the field of energy, coming from industry, governments, and international organizations, as well as the media, universities and energy industry associations.

During the opening ceremonies, Ban Ki-Moon, Secretary General of the United Nations, who spoke via

teleconference, highlighted the importance of the Congress as notable, among other benefits, for offering the potential to diminish poverty around the world. Over the course of the next four days, delegates listened to roundtable and panel discussions on the Congress theme “Responding Now to Global Challenges. Energy in Transition for a Living Planet.” Sessions focused on sustainable development, cleaner use of fossil fuels, energy efficiency, greater expansion of renewable energy, regulatory reforms, and many other challenges facing the sector today.

On the final day of the Congress, the delegates participated in tours of Hydro-Quebec’s Research Institute and greenfield Ethanol Varennes Distillery, which has earned a world-wide reputation for state-of-the-art technology in energy projects, as well as the Enerkem’s commercial-scale biofuels and biochemical plant at Westbury. Enerkem developed a proprietary thermo-chemical system that converts waste into transportation fuel and chemical products.

ONGOING AND FORTHCOMING ACTIVITIES

ENERGY MARKETS

A Bhutan – India energy markets exchange program is planned for the first quarter of 2011.

The Energy Security Report for Wind Energy Report is to be published in the last quarter of 2010.

A program for the regional certification of energy traders is planned for early 2011.

As follow on to the recent Wind Energy Workshop in Colombo, Sri Lanka the DFCC bank consortium, Sri Lanka will be meeting in the first quarter of 2011 to review and advance several regional wind energy projects.

CLEAN ENERGY ACCESS

Social Merchant Bank Model: The Inception Report about the Social Merchant Bank Model (SMBM) by the Small Scale Sustainable Infrastructure Development Fund (S3IDF) is to be released in the fourth quarter of 2010. The Reconnaissance Report by S3IDF about the Sri Lanka opportunities for SMBM is to be released in fourth quarter 2010. A workshop on SMBM is scheduled for Sri Lanka in the fourth quarter.

January 2011 Conference on Sustainable Lighting In South Asia: SARI/Energy is co-sponsoring a two-day regional conference on sustainable lighting that will be held from January 18 to 19, 2011, in Male, Maldives. The conference, "South Asia Lighting Transformation Forum" is also sponsored by the Regional Centre for Lighting (RCL), the Sri Lanka Sustainable Energy Authority (SLSEA), and the State Electricity Company of the Maldives (STELCO). The conference will focus on new developments in solid state lighting and potential approaches of governments, donor agencies and the financial community to encourage its adoption in South Asia. The conference will be preceded by a one-day annual meeting of RCL. Interested parties should contact John Bruce Wells, Clean Energy Access Advisor, at [email protected].

WISER: SARI/Energy will be organizing the second regional workshop and hands on training at WISER for the SAWIE members coming from all eight countries in early March 2011. The conference will focus on technologies for clean energy access for decentralized application, for domestic as well as productive end uses. The conference will focus on presenting complete energy service delivery packages that go beyond the basic notion of understanding a standalone technology. A partnership with ADB’s Energy for All Program (E4ALL) is being explored for the conference.

AFGHANISTAN POWER SECTOR CAPACITY BUILDING PROGRAM

Four week Program on Metering at Yadav Measurements Pvt. Ltd. (YMPL), Udaipur (September 15 to October 12, 2010): This will be a four week course designed to train executives for setting up and operating a Meter Management Group in their utility. This Group will perform activities related to meters and metering systems.

Two Week Skill Based Program on Protection System: This will be a two week program from November 22 to December 10, 2010. The participants will gain hands-on experience on equipment of protection systems at the premises of relay manufactures and also at utilities.

ABOUT SARI/ENERGY USAID’s SARI/Energy program promotes energy security in South Asia through three activity areas:

Through these activities SARI/Energy facilitates more efficient regional energy resource utilization; works towards transparent and profitable energy practices, mitigates the environmental impacts of energy production, and increases regional access to energy.

SARI/Energy provides support to partners and stakeholders on pre-feasibility studies, technical assistance, advisory services, training, peer exchanges, mapping and project development in each of the three core areas.
