In December, the St. Louis Park City Council took the first step in the formation of a convention and visitors bureau (CVB) through the approval of an ordinance imposing a three percent lodging tax on hotel stays in the city. The vote topped off a process that began in August, 2009, when the City and the TwinWest Chamber began a St. Louis Park

CVB exploration conversation that included discussions with area hotels, business leaders, and community stakeholders.

During the exploration process, CVB models around the Twin Cities and other U.S. marketplaces were reviewed, conversations with St. Louis Park’s three major hotel owner-entities occurred, a consultant to assist in the analysis of marketing and operations of a CVB was hired, and a major stakeholders meeting was held.

Through this process, the findings below were documented in a concept paper. I think you’ll find this information to be a good primer relative to the opportunities for a St. Louis Park CVB.

What is a CVB?A CVB is a not-for-profit organization charged with marketing area amenities to increase travel and meeting/convention business, and providing helpful travel and meeting services. The primary mission of most CVBs is to promote an area as a destination, thus generating new visits to the area.

What services do CVBs typically provide?CVBs frequently provide information about area lodging, dining, entertainment, culture, and recreation to both individuals and groups. In addition, CVBs work with corporate travel and other event planners via a one-stop service model. A CVB usually has publications describing the area and related amenities, as well as a helpful website.

What makes St. Louis Park a destination?St. Louis Park is considered a central location in the Twin Cities with easy access to the airport, sports stadiums, major highways and transit, shopping, and entertainment. The city is a great destination offering the convenience and amenities travelers seek. Some of the higher profile areas of St. Louis Park today include The Shops at the West End and Excelsior & Grand, however attractions are found throughout the city.

Why a CVB for St. Louis Park?Given all the amenities in the area, St. Louis Park is a logical destination for travelers and meeting-goers. Despite having a sophisticated hotel presence, defined shopping and dinning areas, and great cultural and recreational access, St. Louis Parks lacks a one-stop-shop for marketing the area and brokering corporate, group, and leisure travel. A CVB will allow area businesses to compete for group travel opportunities more effectively across the region and the U.S. From a

general return on investment standpoint, the Minnesota Association of CVBs states that for every dollar invested in tourism promotion, it yields $53 in gross sales, $20.40 in wages, and $4.60 in state and local taxes. As such, there is opportunity for St. Louis Park.

Where will the St. Louis Park CVB get its funding?A St. Louis Park CVB will be funded through a three percent lodging tax on hotel stays at properties in the city. The tax begins March 1, 2011. In addition, the CVB may look at other funding options, including advertising in CVB publications. Ninety-five percent of the lodging tax collected--by state law--must be used for the purpose of marketing and promoting the city as a tourist or convention destination.

What marketing strategy might a St. Louis Park CVB employ?While this will be up to an independent CVB Board of Directors, preliminary study suggest that the CVB may focus its marketing strategy around meetings and conventions, leisure tourism, general economic growth, and marketing and communications.

What are the next steps?Currently the legal documents for the organization are being submitted. The CVB’s Board of Directors will consist of 11 individuals (three hotel reps, four general business community reps, the St. Louis Park mayor and city manager, a TwinWest rep, and a non-profit rep). The new

Board is likely to meet in early February to begin looking at hiring a staff and establishing an office, in addition to laying the groundwork for marketing.

How will we know if the model works in St. Louis Park?When imposing the lodging tax, the St. Louis Park City Council laid plans for an evaluation of the CVB in five years. In addition, with an independent operating Board, the St. Louis Park CVB will have autonomy over its own direction. As such, it is likely the Board will put plans in place to evaluate the effectiveness of the CVB on a regular basis. At the center of this evaluation will be an analysis of the CVB’s value to stakeholders and the impact of the lodging tax on hotel competitiveness.

Unfortunately, a common issue many businesses have to address at some point in their life cycle is the issue of employee embezzlement. Employee embezzlement can take many forms, but there is usually a common set of facts that lead to the first employee embezzlement situation faced by a business. In many instances, increased due diligence and oversight can prevent a vast majority of employee embezzlement issues.

How it startsMany employee embezzlement scenarios begin with an employer who has ceded much if not all of his or her business’s bookkeeping work to a single, trusted employee. This is usually the result of the growth and success of a business that increases the time commitments of an employer or executive thereof such that he or she simply cannot handle day-to-day bookkeeping activities. Unfortunately, this increased employee autonomy and decreased employer oversight can provide the opportunity for employee embezzlement to take place.

What form(s) does it take?Employee embezzlement can take many forms. It can involve the payment of impermissible personal expenditures by the employer without the employer’s authorization or knowledge, it can involve the diversion of

employer funds to the employee or it can be as simple as stealing cash from deposits. In most instances, it is a two-step process. Not only is money taken from the employer, but the employer’s bank deposits or balance sheet are adjusted to hide the impermissible activity. In most instances, significant employee embezzlement is undertaken by employees who not only have access to money, but who have the ability to hide the theft in the employer’s books.

Red flagsThere are a number of red flags that should arouse an employer’s suspicions regarding possible employee embezzlement. First, has the employer experienced issues with mail delivery or bills or invoices being directed to an employee’s residence rather than the principal business office? It should never be permissible for any financial information to be sent to an employee’s residence. Second, has the employer unexpectedly received a notice from the Internal Revenue Service or applicable state Department of Revenue regarding the non-payment of taxes that the employer believed were paid? Third, has the employer noticed a decrease in cash deposits or any discrepancies with deposits? Finally, has the employer had difficulty paying its bills even though business has appeared to be good and the employer has been generating revenue? While not conclusive, the presence of any of these factors may warrant further investigation by an employer as to the underlying cause of any of these factors. In many instances, employee embezzlement is hidden from the employer by diverting deposits and other business funds while not paying taxes or other bills and hiding notice of said non-payment issues from the employer.

PreventionThe first step in preventing employee embezzlement is to undertake a certain amount of due diligence prior to hiring an employee who is going to have access to business financial resources, including deposit accounts and bookkeeping information. Factors that an employer should evaluate include the employee’s employment history and whether the employee has previously had personal financial issues such as bankruptcy, foreclosure or significant judgments or liens. It is perfectly acceptable to request permission to conduct a criminal background check for such employment hires.

A second and necessary step is increased oversight over the employer’s financial

affairs by someone who is not handling the bookkeeping activities. In many instances, if possible, the same person should not be handling the receipt of deposit funds and the bookkeeping. Many instances of employee embezzlement are easily found upon a review of the employer’s books.

Third, mail should never be directed to an employee’s personal residence. This prevents any amount of employer oversight. While it might seem logical for a part-time employee charged with his or her employer’s bookkeeping to have the mail sent to a non-business address, this can lead to a multitude of problems beside embezzlement issues, especially if the employment situation ends in a less than amicable manner.

Finally, employers should check with their commercial insurance carriers to determine whether they have coverage for employee embezzlement or theft issues. If an employer does not have such coverage, he or she may want to strongly consider it. In many instances, although there might be potential criminal penalties and the ability to sue an employee for a loss, the chances of recovery in many of these situations are not great. Insurance coverage may help mitigate a significant loss.

What has been your most rewarding moment, as a state senator, as it relates to accomplishments for your district or the state?There have been many rewarding moments. Receiving national recognition along with engaged parents for the legislation passed to improve reading instruction in Minnesota is high on the list. Others included: approval of the only bonding request I’ve ever submitted for my district which covered part of the cost of acquiring the Big Island Veterans Camp

for a permanent public park; passing nation-leading bleacher safety legislation; and of course, opening a third lane on I-394 and Penn Avenue, plus achieving a reversal of the MnPass lane charges for its usage 24/7.

What are one or two of your goals for the 2011 Session and how do you plan to achieve them?Legislative actions that may be necessary to speed up the achievement of reading proficiency by third grade for all students and to close the achievement gap. Also, reducing mandates on our schools that restrict flexibility and good management.

What solutions do you advocate that will help small business job growth and opportunity?Minimize regulatory burdens and reform tax and employment policies that discourage start-up and inhibit growth.

How can the business community best impact the legislative process?Personalize the impact of state actions on their ability to function. Share individual stories with

your legislators. For example, a local business shared their property tax return with me, which had taken a jump to a level likely to put them out of business. Half of the total bill was the statewide property tax and fiscal disparities.

What is your favorite book or pastime and why?The book I read a portion of every day is the Bible. I’m reading books on school reform, currently Disrupting Class by Clayton Christensen, Michael Horn, and Curt Johnson for the second time-the second edition this time. My hope is that the legislative session will end on time so I can get back to gardening next summer.

What is something that people would be surprised to know about you from your past or present?It may surprise some that I have lived on a farm all my life, in two locations, both in Hennepin County. Some of my farming experiences may come as a surprise as well, but I’ll keep you wondering what they are.

We are very pleased to recognize Dan Duffy of Daniel K. Duffy Architects, Inc. as our February 2011 TwinWest Volunteer Superstar. At the end of September, Dan finished his back-to-back terms on the TwinWest’s Board of

Directors. Both the TwinWest staff and his colleagues on the Board are grateful for his thoughtful perspective and deep commitment to our organization. What’s more, Dan also serves as TwinWest’s lead designate to the Southwest Light Rail Policy Advisory Committee, working to promote development, funding and line alignment solutions for the future Southwest Light Rail line. Greg PalmerPalmer has worked as vice president of retail banking at Citizens Independent Bank-Hopkins since 1999. He is very active with the Hopkins Rotary, serving as their president in 2007-2008 and as their foundation board

chair in 2008-2009. And since 2007, Palmer has served as the president of the board of the Hopkins Crime Prevention Fund Board. From 2001-2003 he also served as the local focus chair for the TwinWest Hopkins Business Council.

Noah RouenRouen is the founder of The Rouen Group, a c o m m u n i c a t i o n s consulting firm based in Minneapolis. Throughout his career Rouen has worked in media relations, media training and event planning

Each year, the TwinWest Government Affairs Committee develops policies to drive the Chamber’s efforts during the legislative session. These policies are published in our annual Business Agenda, available online (www.twinwest.com/businessagenda) and in print. TwinWest supports legislation to create an improved business climate for our members, our region, and the entire state of Minnesota.

The Business Agenda is intended to give business leaders a tool to better understand our positions and foster involvement in bringing these messages to the Capitol.

TwinWest’s Government Affairs Committee sets policy for the Chamber and oversees our advocacy operations. This vital committee meets the third Wednesday of each month. All members are welcome to attend. TwinWest also provides resources for connecting to government officials and understanding the issues in city council chambers, county offices, the State Capitol, and in Washington, DC.

Business Agenda Executive Summary: Legislative Priorities

State Taxes, Spending, and Government Redesign• The state should address the budget deficit by

spending smarter, not by raising taxes.

• Our tax code should be streamlined to encourage economic and business expansion.

• Spending increases should come from economic growth, not tax increases.

• The Governor and Legislature must address future shortfalls by reforming state and local spending systems rather than by solely increasing taxes.

Transportation• The state’s economy depends on the ability to

move goods and people.• Transportation dollars should go toward

transportation projects.• The Twin Cities area needs a regional, multi-

modal transportation system.

Health Care• Health care reform must foster increased

competition and rely on private market forces.• The health care system should reward value,

not volume.• Consumers should have more information,

responsibility, and choice.

Education• Systems, standards, and test results need to

reflect the demands of a global economy.• Alternative teacher certification and licensure

should be part of a comprehensive education reform package.

• The K-12 funding formula should be simplified with added accountability to the system.

• Minnesota must support its future workforce by investing in early childhood education.

Energy• Conservation programs should be evaluated

by comparing the cost to businesses to real conservation results.

• Further development of renewable energy options in Minnesota should be created through incentives, not mandates.

• All types of generation, including hydroelectric and nuclear, should be considered for additional generating capacity.

Local and Regional Government• City and county taxes should be based on the

need for services and real growth.• TwinWest supports the reinstatement of

the sales tax exemption for local units of government.

• Historic spending is not a valid basis for local government aid. Only basic services should be considered for state equalization funding.

• TwinWest supports an effective Metropolitan Council that ensures the highest level of accountability is best represented to business interests, taxpayers, and local units of government within the metropolitan region.

When one happy client brings another into your business, it’s like “found” money. Or manna from heaven. Or money from heaven. Whatever. We both agree: You could use more money/manna this year. So, here are 3 quick ways to simulate your personal economy by stimulating more referrals...

Listen for referral signals in your dealings with clients (and non-clients)Phrases like: “I have a friend who’s looking for something like this” or “I’m so glad I found you!” are an easy tip-off that somebody wants to tell others about you.

When you hear those signals, start a conversation: “Thanks for saying that! Who else do you know who might want an outcome like this?” Then, ask for permission to contact that person.

If you really believe in your service, you won’t be pestering people, you’ll be helping them.

(And if you do think you’re pestering, it means you don’t think highly enough of what you do to deserve referrals. Change how you feel, change what you do, or change how you do it -- fast.)

Observe the 80/20 Rule If 80% of your referrals come from 20% of your clients -- and they will -- segment this group of very important persons in your database.

Cater to this vital 20%. Pamper them, make them feel special. They’ll return the favor with continued referrals.

In my first business writing resumes years ago, all clients who referred 3 or more people gained instant membership in my VIP Club. They got something extra -- a magazine subscription -- in addition to the $10 checks I mailed them for each new client. My VIP clients were reminded of my business every month for a year ... which produced more referrals, which produced more clients like my best clients. Win-win.

Under-promise and over-deliverExceptional service is rare. Companies like Zappos reap millions of dollars in extra profits because their customers refer friends and family. Ask yourself, “Would I enjoy doing business with me?” If the honest answer is anything other than a loud YES, you have work to do.

An easy way to exceed expectations is to under-promise and over-deliver. Examples: Offer free shipping upgrades (like Zappos). Give customers a deadline of Friday, then do it by Thursday (I’ve done this for years, with great results).

Email clients a bonus report that helps them get the very best results from your product or service (I’ve done this, too).Anything you do to surprise and delight clients can lead to “found money,” i.e., referrals.

Because referrals are so low-cost and low-tech, we often overlook them to chase after more glamorous business-building tactics, like adding gew-gaws to the web site.But you can’t beat this fact: In addition to costing you almost nothing to get, a referral is the easiest sale to make. Because you’re selling to someone who has come recommended.

And who doesn’t want more easy sales in 2011?

Minnetonka Announces “Open to Business” Program

TwinWest members are actively involved in our events and programs. Whether our members are networking, developing plans for TwinWest events, taking charge of their professional development, or new to the Chamber, we are proud to post photos of our members getting a return on their member investment.

Each year, TwinWest hosts State of the City events with area cities during the first quarter of the year. These events offer TwinWest members the opportunity to hear about important issues facing local communities directly from city officials. They are also a great opportunity to meet the mayor, city council members, and city staff as a way of learning about issues impacting budgets, development, transportation projects, parks and recreation programs, and public safety.

The following State of the City events are scheduled for February. For information on other upcoming State of the City events visit www.twinwest.com/calendar.

The City of Minnetonka, in partnership with Metropolitan Consortium of Community Developers (MCCD), is offering a program to bring assistance to small business owners and leaders.

This program, called “Open to Business” is geared toward individuals thinking of starting a business or small businesses looking to grow. The program provides one-on-one assistance customized to meet the needs small business owners and

operators. Users of the program receive help in planning and organizing their business ventures, financial management, marketing and regulatory compliance. Additionally, a small business loan fund is in place to help entrepreneurs access the capital they need to grow their business.
