Minutes Meeting called to order at 1:47 PM by NCFMA President Eric Wiseman.Invocation by NCFMA Chaplain Thomas Bender.Opening Remarks by NCFMA President Eric Wiseman

Minutes of the February 1, 2019 Meeting in Concord were provided to the membership for review. Motion made by Bill States and seconded by Kevin Waldrup to accept the minutes as presented noting one correction (Jason Shepherd was in attendance). Motion carried.

Treasurers report was presented by NCFMA Treasurer Adam Cloninger. Motion made to accept the report by Colin Triming and seconded by Charlie Johnson. Motion carried.

Old Business

NCFMA President Eric Wiseman passed out examples of the new LOGO for the Association to review and begin obtaining feedback for the rebranded efforts. See Attachment

Unclaimed Property and Registered Agent paperwork has been submitted to the State.

Scholarship Committee Kyle Davis reported the 2019 applications were reviewed and scored yesterday in Greensboro. Discussion had been held on possibly expanding the Scholarships. Thomas Bender recommended holding off on expanding the scholarship to ensure we maintain funds for the future. Kyle Davis advised they noted some wording that needed to be tweaked on the applications. The Scholarship Committee will work on updating the applications for next year. Discussion was held on the difference between those applying from High School verses those already enrolled in College. Again the Committee will review and come up with recommendations.

Motion by Jeff Payne for the 2020 Scholarship program to be funded a total of $7,000 ($6,000.00 as we normally award) + ($1,000.00 from raffle refund from the Fire Prevention School). This motion included having another scholarship in addition to the three we already award. After discussion the committee will review the process and distribution moving forward as well as gather a list of names of individuals that have impacted the Association and the State that the new scholarship could be named after. The motion received a second from Jay Mebane. Motion carried. The scholarship committee will work on proposals. President Wiseman would also like the Board to submit names to the committee for consideration to name the scholarships.

Annual MeetingGene Booth, Paul Padgett, Eric Wiseman met and discussed an annual event for the Association. The group noted several ideas that they will continue to work on:

-Begin Thursday afternoon with two days of education opportunities.-Replace the November Meeting with the annual meeting.-Survey will be established for the membership to evaluate interest.-Identify potential sponsors.-Annual Meeting may replace the fall workshops-Future meetings and discussions will be held to hopefully bring a formal proposal to the NCFMA Board.-Look at rekindling the relationship the NC School of Government to help our efforts. The board discussed the ideas and President Wiseman advised the group will continue to work on the proposal.

New Business

NCBCC Report - Wayne Hamilton Four members are up for reappointment or replacement on the NC Building Code Council.Standing Committee meetings (Only Energy Committee will be meeting prior to the BCC meeting)

Wayne discussed the issue with getting local Fire Prevention Ordinances approved by the NCBCC. Wayne discussed the need to address a sample Ordinance for use by jurisdiction across the state so issues do not arise when presented to the BCC for approval. Wayne addressed and discussion was held on House Bill 730 and the Fire Code Revision Committees efforts to address the language in the House Bill and the language in the proposal to the BCC. Wayne addressed and discussion was held on Item C-1 pertaining to Section 429.1.1 and Section 430.3 of the Building Code. Wayne also addressed Item C-5 and discussed address numbers. Wayne recommended potentially looking at future Con-Ed on adopting fire prevention ordinances and offer training.

Several other positions remain vacant at OSFM in the Engineering Division.

The Board met April 23, 2019 Thomas presented a list of individuals that have received Standard Level III certificates in various trades. An Adhoc Committee had been formed to look at Section 107. The committee has met to finalize a report. Tom touched on required inspections, partial inspections and removing courtesy inspections. PSI testing request for bid proposals was issued. Staff will begin working on the bid process for a third party testing agency. Tabs were again discussed in Code Books. Tabs must be permanently attached in books. (Stapled tabs not permitted)

Thomas reported that there were currently 3017 active fire certifications in the state. Rich Hall with OSFM is reviewing statistics on background info for candidates taking the certification tests.

Scholarship Committee – Kyle DavisDiscussion was held on presenting the recipients with a challenge coin and maybe look at presenting the scholarship to each student in the future during an awards ceremony at their respective school. Motion by Adam Cloninger for all applicants to receive a challenge coin second by Jeff Payne. Motion passed

Education Committee – Jerry CashwellReviewed the attendance numbers for the current spring Con-Ed courses. Thomas Bender requested William Judson replace him on the Education Committee. Jerry will update the Committee list

Legislative Committee- Jason ShepherdJason reviewed the handout he prepared on the current status of multiple bills that address the fire service or relevant issues (See Attachment)

Technology Committee from Shandy Padgett presented by Eric WisemanEric Wiseman discussed the committee was currently working on the possibilities of members voting “On-Line” for elections or other issues. The committee is also looking at potential vendors for receiving payments for dues and classes.

Fire Code Revision Committee Report – presented by Charlie JohnsonPresented a draft Operating Policy to the Board for consideration. (See Attached)Motion made by Jason Shepherd to accept the draft policy. Second by Jeff Payne. Motion Carried.

Fire Investigation Committee – Presented by Eric WisemanEric advised the committee had met one time. Jerry Coble had sent an email following the meeting to obtain comments on ideas and suggestions regarding the survey to obtain additional information on the direction of exploring an alternative of creating and obtaining some version of Law Enforcement credentials aside from BLET. Eric advised that Jerry had received only one response. Eric also advised that he and Chris Elrod would co-chair the committee.

Nominating Committee – presented by Bill States Bill States has volunteered to chair on the committee again. Karl Huegerich, Apex and Ted Panagiotopolous, Mecklenburg County to serve on the Nominating Committee. Motion made by Charlie Johnson with a second by Colin Triming to accept the members to the committee. Motion carried.

Presidents ItemsEric Wiseman deferred to Jeff Payne to discuss the joint meeting with the NCBIA regarding Section 510.Winston Salem, Forsyth and Kernersville has discussed exempting buildings of wood frame construction up to five stories from the requirements of Section 510. They intend to move forward with the proposal to the Fire Code Revision Committee. Jeff also advised that pamphlets and flow charts are being produced to help jurisdictions across the state implement Section 510.

Social Media UpdatePresident Wiseman addressed updates to administrative access to the Web-based resources the NCFMA has.

President Wiseman discussed several letters that have been prepared to address positions that the association has in regards to Legislative issues.

NFA Application window is now open.

41 new applications for membership were presented. Some of the applications were noted as a “Change of Affiliation” Motion by Bill States with a second by Colin Triming to accept the applications for membership. Motion carried.

President Wiseman discussed that he had prepared a letter to the NC Fire Chief’s Association requesting that they consider creating seats on their Legislative Committee that would be filled by member(s) of our association. Closing Remarks by NCFMA President Wiseman

I will not make the next NCFMA Meeting but, I wanted to pass on the information from the last CFI Board Meeting held on April 01, 2019. After a long debate as of now you must still have the NCFIT Certification in order to test for the CFI Certification. The NCIAAI has offered to come up with a class meeting the JPR’s (Job Performance Requirements) but, OSFM said they are willing to hear if we can get it changed in order meet the process to get CFI certified. We had 5 new CFI’s and 12 re-certs. I will keep you updated. Thank you sir.

Below is the update from COCO:

- The next meeting will be June 4th in Greensboro.- FMA and BIA have been working on a section 510 committee, Mark has the first draft of a flowchart complete and should get that out in the next couple of days, hopefully tomorrow.  This is intended to provide a visual process that could be used across the state for all jurisdictions.- We will be transferring the treasurer position in the next few weeks from OSFM to COCO. ( I will be the new treasurer for COCO.)
