A TALEOF TWO

Sunday January 27, I attended a Celebration of

Life for Lauren Kelly, a beautiful young woman who tragically left us far too soon. Hundreds of people were there at the Community Centre in Fenelon Falls; friends and family flew in from thousands of miles away. There were tears and laughter, pictures and music. Such an outpouring of love for one known for her talents, beauty, intelligence and warmth. As I was leaving, lost in my own thoughts, thinking of Lauren and her family, I overheard two boys on top of a pile of snow saying, “Let’s get Grandma!” It didn’t occur to me that they meant me. I also thought they were just throwing snowballs. Several flew past. Then one whizzed by my head. That’s when I told them they should be careful or they could hurt someone. The larger boy approached me, picked up a chunk of ice and hurled it at me, calling me an old, ugly, gray haired Grandma, as if to justify his actions. The ice struck my leg. I froze. I didn’t know what to do.

I couldn’t go back and interrupt the proceedings. There was no one else around. I couldn’t help but think of the contrast between the bright young girl we mourned surrounded by love, and these nasty, mean little boys. Do these boys also pick on others that they view as weak and unworthy like smaller children and animals? Is this what they learn at home? Is this how their parents treat them? Do they know they crossed the line from bullying to assault? How I wanted to say the perfect thing to make them understand. I thought of telling them of Lauren and all the people there for her just steps away. Nothing came to mind. I even considered standing there so that they could throw more ice until I bled…perhaps that would convince them. But I left, thinking of Charles Dickens A Tale of Two Cities: “It was the best of times, it was the worst of times.” Over the years that I have lived in this area, we have lost too many of our young people. Some I knew, more I heard about, and a few very close to my heart. The way this community steps up with love and support is truly wonderful. Perhaps out there someone can find these two boys and show them how to share that community spirit.

Awesome ServiceEarly in the morning of Jan 20 during the high winds, lightning and thunder, we were awakened by a rattling sound on the roof of our home. The rattling lasted for a few moments and then subsided. At daybreak I went outside to discover that the noise on the roof was our whirly gig roof vent had self destructed in the wind leaving an 8-inch hole open to the elements. What to do on a Sunday with a snow covered roof and an open hole? I went to The Promoter for a contracting representative. First call was to Gopher Construction services; she quickly called back but was unable to do the job due to a prior job. She referenced Midtown Roofing services. A call to Daryll at Midtown Roofing services 10 am and he said he would be over at noon to seal the hole. He arrived at 11:30, commenced the repair without hesitation. We cannot express our appreciation enough to Daryll of Midtown Roofing services who came out in adverse conditions to keep us dry. Bonspiel SuccessThe 56th annual Anne McIntosh Bonspiel, sponsored by My Favourite Things,10 King Street East, was held at the Bobcaygeon Curling Club on Saturday, January 19th, 2013. It is the longest continuously run bonspiel at the club. Teams from Collingwood, East York, Port Perry, Annandale, Ennismore, Bancroft, Oshawa, Welland, Peterborough, and Lindsay joined four of our Bobcaygeon teams to compete for the memorial trophy. The 3 day event which ended Saturday January 26 raised $9,000.00 which was donated to the Peterborough Regional Health Centre for a specialized piece of diagnostic equipment for the detection of breast cancer. The winning team which was skipped by Garry Taylor included Bill Lee as Vice, Doreen Zimmerman as second and Ross Forrest as lead. This event was made possible thanks to the many generous donations from local businesses, members of the club

Little Bob Power “Recent successes using newer technology, low head turbines to produce hydro electric power make it feasible to re-introduce hydroelectricity back into the Little Bob Dam” says Mark Powell, of the Water Power Group, who made a presentation to Council on January 15. Apparently this technology is fish friendly, has a positive carbon impact and can more effectively manage water levels on the Sturgeon River. Cost of the project is $2.9 million, however, at the moment there is no direct cost to the city. The city can come on board via a joint venture or memorandum of understanding and provide a long-term, sustainable income for the City. Powell also said that waterpower has a higher average of return than solar or wind power. He was also very flexible on the level of involvement of the City from 10% to an additional 40%. Council needs to approve a resolution of support enabling the Water Power Group to proceed with an application to the Provincial FIT program. The draft Memorandum of Understanding supplied by the proponent for the Little Bob Community Waterpower project was referred to staff for review and a report back to Council. Support was given to pursue a Priority Permit from Parks Canada for this project.

Hospital/Infrastructure LevyThe original Hospital Levy was put into force in 2002 by the Council of the day. At that time they provided $7 million to the Ross Memorial Hospital and the levy ensured that taxpayers would reduce the indebtedness plus interest by $900,000 per year. A worthy cause indeed. In a vote of 11-5 Council approved re-naming the Hospital Levy to the Infrastructure Levy. In discussions, members of Council said that since the Hospital Levy has been completed they should change the name of the levy and apply it to getting our roads and sewers in shape as they have been woefully neglected. At the same time as Ward 10 Councillor Pat Dunn put it, “For the last ten years we have been digging ourselves into a deep, dark hole.

Council’s priority should be addressing its debt.” In response Doug Elmslie (Ward 6) said, “the levy had been $900,000 per year and they were reducing it to $600,000 per year, so the taxpayer is getting a break.” I have a few questions for the Mayor and Council. 1. Is what they are doing legal? In order for them

to do this, should they not have at least looked at the wording used by the 2002 Council to ensure that what they have decided to do is above board? Maybe in 2002 that Council put limits once the loan had been eliminated. Just a thought.

2. Why do they have to do it through a levy? Just be upfront and say that the City needs to renew and upgrade the city’s infrastructure.

3. If the taxpayers were used to paying $900,000 per year wouldn’t it be better to keep it that way and combine the levy with Infrastructure and Debt Reduction.

It seems to me that this is all ‘smoke and mirrors’. What in the world is Council doing? They are spending money as if they have it. They don’t! I understand that the City is reaching its debt ceiling. In the two years I have been covering City Hall I have seen no evidence of any debt retirement initiative. One further example of a ‘let’s spend some money’; in December, in a close vote, Council approved adding $125,000 to improve the airport. Why in the world did this go through when it will only benefit a very few people who happen to fly for recreation? Put that money into the infrastructure of the City proper, not the airport. Their rationale, is that Buttonville airport is closing and that it will also assist in Tourism, just doesn’t add up. Not one of the reasons for doing this is based on a defendable market analysis. It is based on assumptions and you know what assume does.

Burnt River BridgeMitchell’s bridge was constructed in 1926 but the single-lane span is badly deteriorated and staff have recommended a two-lane replacement at a cost of $5.5 million. They also said that there should be a way of commemorating the original bridge in the form of a plaque. The City plans to seek a $2 million dollar grant from the Province under the Municipal Infrastructure Investment Initiative.

Water and Wastewater ProjectsThe Public Works Department asked for Council’s approval of eight projects totalling $290,000 to be spent on improving various water and wastewater systems including Bobcaygeon, Victoria Place and the Verulam Water Tower. Efforts by Ward 8 Councillor Donna Villemaire to have each project voted on separately were unsuccessful. Concern was raised concerning the number of consultants needed for these projects. Project Manager Brian Robertson said that it would not be feasible for staff to be conversant in all disciplines required for Public Works. Council gave it approval for all projects to be allocated in the 2013 budget.

Governance ReviewAt the January 15, 2013 Council meeting, “Governance Review” was presented to Council and a committee headed by the CAO, Mark Fisher, was established to look at the possibility of doing something prior to the next election in 2014. The committee’s report recommends that the full Governance Review be deferred to the 2014 budget process for consideration. The schedule submitted simply does not offer enough time for a meaningful review and the relevant public consultation with a guaranteed result in time to take effect for the 2014 election. Ward 8 Councillor Villemaire put forward a motion that, in the interim, another task force be established to further study the issue. Council voted 9 to 7 to proceed. To my mind, an issue of this importance should be decided by the electorate not by Council.

Community Care andNon-emergency Transfers

Most municipalities in Ontario limit the amount of non-emergency transfers by designing a deployment plan that ensures adequate paramedic resources for emergency (911) calls. Kawartha Lakes EMS has a similar deployment plan that only allows a non-emergency transfer to occur when there are 6 available ambulances (i.e., no calls occurring). This rarely occurs since EMS only staffs 6 ambulances. Community Care fees for Non-Emergency Transfers are paid through the Ambulance Division (Emergency Medical Services) of the city of Kawartha Lakes. This service has been in place since 2002 and has received 50% funding from the Province of Ontario that compensates a third party for service to provide non-emergency transfers. A neighbouring municipality wanted to put in place a similar service. The municipality sent a letter asking for approval for a service very similar to what Community Care provides for Kawartha Lakes. The letter from the Ministry of Health indicated that while they approved the service, it would not be covered under the Ambulance Act and would therefore not be

eligible for 50/50 funding. The Ministry of Health began in 2010 questioning all significant increases between budget and actual cost. This will undoubtedly continue. The funding to Community Care has increased from approximately $14,000 in 2002 to $160,000 in 2012. The increase from 2011 to 2012 alone is approximately $80,000. The crux of the matter is that currently the information provided to the City from Community Care is lacking in detail. Was the non-emergency transfer really necessary or was it just a trip to the dentist or doctor. Staff are insisting on more detail and would like direction from council as to whether or not they wish staff to proceed with the agreement between Community Care and the City for non-emergency transportation given that the funding might not be there in the future for this service. Councillors agreed that while there was some concern regarding the seemingly ever-increasing cost of this service, there are at present no viable alternatives. To take the service ‘in-house’ would require the acquisition of more ambulances and Para-medic personnel (at union rates). That would require an unacceptable cost. Council approved a continuance of this service by Community Care while at the same time instructing Staff to arrange with Community Care a better tracking system to ensure that all non-emergency transfers are justifiable. Considering the amount of money involved, I believe the City and its Staff have every reason to expect full transparency and disclosure regarding this much-needed service.

What does the Chamber of Commerce do for me? It’s a question that’s been long asked in Bobcaygeon. POACHED PEARSWITH MULLED WINE SYRUPBeing naturally sweet, velvety, and juicy, pears could be one of the most romantic fruits out there. Pair (no pun intended) that with a spiced wine syrup and you have the perfect dessert for your Valentine. This dish might look involved, but is very simple. It will also fill your home with the most incredible aroma as the syrup reduces. Save the extra sauce, it’s great on French toast!

Ingredients Serves 2 • 2 ripe, but still firm Bosc pears, peeled• 1 bottle white wine such as Riesling or

Gewurtztraminer • 1 1/2 cinnamon sticks, broken in half

• 1’’ piece of fresh ginger, peeled and thinly sliced

• 1/2 teaspoon whole cloves

• 1/4 cup honey• 1 vanilla bean, split

lengthwise.• 1-1/2 cup sugar• 1-1/2 cup water• Vanilla Ice Cream to serve

1. Make a simple syrup. Bring water and sugar to a boil, reduce heat to low and simmer a few minutes until sugar has completely dissolved. Set aside.

2. In a large saucepan or stockpot, combine wine, simple syrup, cinnamon, ginger, cloves and honey. Using a small knife split the vanilla bean and scrape the seeds into the pot, add the bean.

3. Over med-low heat, bring poaching liquid to a soft simmer and add the peeled pears. Gently poach the pears, turning often until they are tender enough to be easily pierced by a knife – about 20 minutes.

4. Using a slotted spoon remove pears from liquid and set aside allowing them to cool while you make the syrup.

5. Increase the heat to medium; simmer the poaching liquid until reduced by 3/4 (about 30-40 minutes.) Remove cinnamon and vanilla bean.

Serve pear alongside a scoop of your favorite vanilla ice cream. Drizzle with the spiced syrup and serve immediately.Happy Valentine’s Day!

Sandy (Robert) Wansbrough was honoured with the Individual Conservationist Award at Kawartha Conservation’s 34th Annual General Meeting. Born in Lindsay, Ontario, Sandy was a professional ski instructor, teacher and farmer. He volunteered with Kawartha Water Watch for 10 years, taking water samples in Sturgeon Lake. He’s a former member of the Lindsay/Ops Public Review Committee, involved with Friends of Kawartha Conservation, and previous member of the Environmental Advisory Committee for the City of Kawartha Lakes. Other credits of service include St. John’s Ambulance, and his involvement with Therapy Dogs. Sandy had his dogs trained as Therapy Dogs and visited seniors’ facilities. He’s actively involved with Turtle Trauma, Friends of the Osprey and the University of Guelph’s Elm Tree Survey. Also, he is involved in on-going research and advocacy on environmental issues

including PCB’s in the Scugog River and Sturgeon Lake. Sandy is always willing to share information especially on water-related issues concerning the Kawartha Lakes. You don’t have to be a reclusive monk on an isolated mountain; you don’t need temples or secret texts that have been handed down for millennia. You just need to breathe – deeply. And let your mind be free of any burden. The first steps of learning to meditate can be this simple. And the results can be huge. Many practitioners, and doctors, claim regular meditation may not only reduce stress, but may also increase clarity of mind, increase energy, and improve one’s health overall. These aspects may be further helped along by combining meditation with a soft physical exercise such as yoga or tai chi. “Benefits include lowered heart and respiratory rates, lowered blood pressure, and improved interpersonal and intrapersonal functioning on a day to day basis,” says David Maian, co-founder and instructor at Maya Healing Arts, located in Durham Region. Maya Healing Arts is just one place to find classes, workshops and treatments designed to promote health and renew mind, body and spirit. In fact, many use meditation as a path to spiritual awakening, or an increased sense of self-knowledge. “In my view and practice,” says Maian, “Self-realization comes about very gradually over time by reasonably consistent practices on a physical level…” In yoga, he adds, physical stretches and movements are coordinated with breathing cycles, along with what he refers to as “mindful meditation techniques.” The physical practices, says Maian, “release physical energy blockages, whilst the meditation practices help clear the mind, allowing one to ‘see’ the world more clearly and non-judgmentally...” There are many resources online, in bookstores, or libraries, to assist beginners to meditate properly. There are also groups that meet regularly if one prefers to be in the company of others. Peaceful music, too, can be a good addition to meditation, and again, can be found either online or in a good music store. The rest, of course, is just practice.

COMMUNITY CARES by Mike Puffer For local health and community support service agencies such as Community Care City of Kawartha Lakes and Ross Memorial Hospital, there are some new phrases and acronyms to become accustomed to in the next few weeks and months. As the result of recently-announced integration plans of the Central East LHIN (the Ministry of Health’s Local Health Integration Network), the

city’s hospital and Community Care will be entering into discussions with similar service providers in Haliburton County. The direction from the LHIN is for Ross Memorial, Haliburton Highlands Health Services, the Community Care agencies in Kawartha Lakes and Haliburton, and SIRCH community services of Haliburton to form an Integration Planning Team (IPT). Meetings of the IPT have begun and the intent is for the group to develop a strategy that will result in the agencies working more closely together to deliver their services. At this early stage of the IPT’s work, there are more unknown elements to the process than there are definite directions. However, one mitigating factor overriding the work to be done is that all organizations involved acknowledge that changes to how health care organizations deliver services have to be made. Simply pouring more money into agency budgets will not do - because there is no more money available in provincial coffers! Thus, everyone involved must explore new, innovative ways of meeting service demands. If integration with community partners is a possible way of achieving the goal, each of the above organizations will be willing to explore such a path. I have had the honour of witnessing many love stories over the years, especially as a daughter and daughter-in-law of two couples whose marriages, combined, total more 90 years. I am reminded of the challenge, the friendship, the respect and compromise that created a marriage that works for them. While photographing countless weddings, I revel in the hope people have that this is it, this is the one. In the work I do, I see what those vows truly entail. They take on a new meaning when you walk into a room and see two people who are well into their 80’s and have been together since they were on the cusp of adulthood, still holding hands quietly, not needing words to communicate what their hearts already know. Or I hear someone speaking to their spouse’s photograph, telling them about their day, as if they never left and I know in my heart they never will. I have also seen love shatter, and sadly, couples somehow never find their way back to each other. What is the secret? No one really knows. I think sometimes we search too much or look too far when

it can be found if we look back and reflect on how we got here from there. It lies in the changes we made and the ones we didn’t, the chances we took and the ones we let pass by. What we made a priority, or not. What we put up with and what we didn’t. More importantly, it rests in telling those important to us that we love and appreciate what they bring to our lives – now, before it is too late to tell them. Valentine’s Day – a day of exchanging flowers, cards, and loving sentiments punctuated with warm feelings of admiration, affection, and infatuation. Being dateless on Valentine’s Day can evoke feelings of loneliness and self-doubt, especially for those who are believers in the mythology of true love. Embedded midway through the frosty season of winter, it is portrayed in the media, particularly in relentless flower, fragrance, and jewelry advertising, as the singular day of year set aside for love, romance, and passion. But what is a person to do when he or she is feeling the chilling blues of being single instead of embracing the fiery desire of love? Dr. Laura S. Brown, professor of psychology at Argosy University/Seattle, offers tips on how singles can celebrate Cupid’s Day, instead of being defeated by it. “Love is not about a particular day, or about cards, flowers, or even being in a relationship. The illusion that coupled people are happy and well-loved can feed feelings of loneliness or isolation for people who aren’t with someone, and wish they were,” says Brown. status. Your relationship status is not your identity.

• If you are single because of a recent loss, allow this to be a day of grieving. Do not pretend that it’s not a hard day. Get support and sympathy.

• Realize that Valentine’s Day is a commercial holiday. It is not about love and relationships; it is about selling flowers, candy, and diamond jewelry. Think of all the money you are saving.

• Plan well in advance to do something that will not place you in the path of billing and cooing couples.

• Get together with people who do love you – friends, family members – the people who already have relationships with you.

• If you are single and you don’t want to be, start now to think about what is in the way of you creating the relationship you want. Find ways to work on becoming the person your dream partner would fall in love with. Start therapy. Take up yoga. Begin to volunteer. Create art. Make meaning. Act to change the world. • If you are single and you like it, now is the time to affirm your choice. People who never marry or partner have close, loving, emotionally intimate relationships and lives worth living. Do not let a couple-driven culture define your choice as something wrong.

“The team has had extensive education in the assessment and treatment of dementia residents,” said Associate Director of Care Cathy Pinkett. “We have been able to avert transfers to the emergency room and admissions to Ontario Shores Centre for Mental Health Sciences Centre through our work.” The team assists residents who are exhibiting new or escalating behaviours and work to identify the cause in order to provide better treatment. Alzheimer’s residents revert back to an earlier time in their life so sometimes with some research, staff can better understand what is causing them to act the way they do. “We ask a lot of questions of the resident and their family. Knowing their history really helps us in looking at the person as a whole and providing care for them appropriately,” said team member and Registered Practical Nurse Danielle Ibbotson. The team also looks at the resident’s state of health and whether pain or infection could be causing the behaviour. “Sometimes it is the simplest thing that is causing the problem.” The team has found success in activity type interventions such as a bed-making program. Often dementia residents revert back to when they were in their thirties or forties when they were busy with a family. “We have to step into their reality and provide them with meaningful activities. We look to meet their needs, interests, skills and abilities

and recognize them as a person, not as a patient,” said team member Carrie Marlow, Personal Support Worker. The team provides mentoring and support to the unit teams at Victoria Manor and also collaborates with the Life Enrichment team. In the future they will be working with the restraint reduction and falls prevention programs as well. “The program has been a success at Victoria Manor and has been a very cost-effective investment,” said Cathy Pinkett. She thanked team members Carrie Marlow, Danielle Ibbotson, Jennifer Cooper, Tracey Billous and Dawn Richard for their work. “It is challenging to care for these people and this team does an exceptional job.”

Exciting things are happening in Bobcaygeon. Environmental Action Bobcaygeon or EAB has been very busy bringing great projects to life in our fair Village. The Bobcaygeon Farmers’ Market and the Community Gardens are two projects that have been very successful. The group was initially formed to get the old hydro dam powered-up and it seems that this project may happen in the next year or two. This will help us lower our environmental footprint! Their latest project, Wilderness Park, will be a great place to walk or cycle so we can keep healthy while enjoying nature in our own back yard. On February 11 at 7pm, EAB will host their AGM at the Bobcaygeon Municipal Service Centre. Come out and hear Dr. Eric Sager talk about environmental issues in our community. Plus, Mark

Established in 1926, the Legion is the largest Veterans’ service organization in Canada, with more than 330,000 members. Its mission is to serve all Veterans including Canadian Forces personal and RCMP members and their families, to promote remembrance and to serve our communities and our country. Our Service Bureau can provide many services for our Veterans when dealing with Veterans Affairs Canada. We also provide professional counselling and representation at all stages of the disability claim process. Any Veteran, CF personnel or RCMP member, regardless of whether they are a Legion member or not, can access the services the Legion provides. The local Branch Service Officer can facilitate the acquisition and completion of disability and other type forms related to VA Canada. He is also well versed about most other social programs and can be a valuable liaison with the Provincial Service Officer’s Office, VA Canada and the VRAP. The “Robbie Burns” celebration on the 26th was a great night with lots of good food, awesome entertainment and great friends to share it with. KAWARTHASETTLERS’ VILLAGE Letter from the Manager

We are bustling about trying to keep warm and getting right into all the planning that prepares the Village to open in May. Event chair-people are busy calling meetings, gathering volunteers, entertainers, vendors; now is when it all happens. You can be part of it, too. Marion would love to hear from you and get you signed up on our Volunteer list. I also know that she will have a bucket list of jobs to do when the weather warms up. We have several large painting projects this spring – the gazebo, trim, doors, fire hall – please help make her list smaller. Another aspect of great importance is our Summer Student positions. This year we plan for seven positions and, dependent upon Grant approval, we’re seeking qualified students returning to school full time in the fall, to be part of our Summer Staff Team. Education Leader and assistant, social media/ website person, camp councillors, tour guides, restoration and artifact repair person,

artifact coordinator. The job description for the positions will be posted on our website or through Service Canada and VCCS in Lindsay. Most of the Grants have an age requirement of 15-30. February is the month our office takes a rest. The office will re-open March 4, 2013. If you want to leave a message or email, we will return inquiries as we can. As Dr. Seuss wrote, “The time has come, the time is now…” It is time for me to say farewell. It has been great and I wish Kawartha Settlers’ Village, Marion, all the Volunteers, Members, Summer staff and the Board a very busy, prosperous season ahead. Thanks for the memories…Gail Thomassen
