One of the pillars is Effective Teachers and Principals and below are the components of the NC plan. Items where action has begun will be in bold/color. Teachers and principals are at the heart of every school. They set the tone for learning, establish expectations and ensure an appropriate school environment for students and staff. The work of the Great Teachers and Principal pillar is to increase teacher and principal effectiveness, through: • Performance incentives for lowest-achieving schools: SBE approved
the Recruitment incentive for the LAS in Hertford, Lenoir, Edgecombe, Halifax, Weldon City, Vance, Hoke, Thomasville, Anson and Rowan-Salisbury. Teachers are eligible for a stipend if they move to a LAS for the three years of the RT3 grant. The funds can be used for student loan forgiveness, tuition for obtaining a Master’s degree, housing or a combination of these. A “new teacher” to a LAS is one who has taught at least three years and has received a performance rating of above proficient and has not taught in that school or LEA. Sheri Strickland along with other educators and various stakeholders continue
to work on creating the sixth/eighth standard to address effectiveness. We
continue to monitor this issue to ensure it will consists of MULTIPLE
MEASURES, and not just a test score.

1. Approved the NC Extend Content Standards for Math and Science.
2. Approved additions to the Interscholastic Athletics policy to allow students the extra time to play
due to the new Kindergarten entrance age.
3. Approved the 100th Charter School; Global Scholars Academy in Union County.
4. Approved the draft NC Extend Standards for English Language Arts, and K-12 Healthful Living
Essential Standards. Feedback is being accepted via this link: http://

5. Approved the following Charter School Grade/Enrollment expansion (above 10%): Casa
Esperanza Montessori, Community School of Davidson, Gray Stone Day School, Maureen Joy,
Neuse Charter, Queen’s Grant, Rocky Mount preparatory, Socrates Academy, Hawbridge School,
Exploirs Middle, Gaston College Prep, New Dimensions, and Voyager.
6. Approved school calendar waivers for CS Brown Student Development Center in Hertford, and
Warren High School in Warren County.
7. Approved under the Innovative Education Initiatives Act two new programs, one in Alamance-
Burlington and the other in Cumberland County.
8. Approved the recommendation to move the professional licensing standards of the North Caro-
lina Board of Examiners for Speech and Language Pathologists and Audiologists (NCBOESLPA),
by recognizing the NCBOESLPA license as the qualifying credential for speech language patholo-
gists’ service in public schools. The Speech Pathologists/Audiologists who work in LEAs as con-
tract staff have met the NCBOESLPA standard. Speech/Pathologists currently employed in an
LEA will be grandfathered under the former standard and all new hires will be required to meet
the new standard.
Other issues covered at the SBE meeting
1. Received an update from SBE Legislative Liaison, Ann McColl on committee substitutes re-
garding the Charter School Bill introduced by Senator Richard Stevens of Wake County. Stay
tuned to the developments on issues surrounding charter schools in the NCAE DPB. Please
note that NCAE is not opposed to charter schools that are created to be innovative learning
labs, provide strategies on best practices, follow the current charter school policy and are un-
der the auspices of the State Board of Education.
2. Received a report from Superintendent Atkinson on the impact of the budget cuts at NC DPI.
Under Technology services there has been a 24% reduction of services and one aspect of the
reduction included eliminating four upper management positions. Under Business Services a
15% reduction of services has meant a slower response time to licensure issues and elimina-
tion of training to LEAs school bus drivers. Under Academic and Instructional Support a 48%
reduction has meant the delay in curriculum standards development, reduced technical sup-
port for grants, and NCLB problems.

NC DPI is working with NCAE to hold focus groups on the new accountability program.

♦ Math Rigor
Indicators that will be used to recognize schools in the growth index include:
♦ Student Growth: will be based on 3 to 4 years of growth using the longitudinal data tool under RT3
♦ Post-Secondary Readiness: the state will not use SAT and ACT, to costly at this time
♦ Graduation Rates
♦ Math Rigor
