A New Year resolution is a commitment that an individual makes to one or more personal goals, projects, or the reforming of a habits. A New Years Resolution is generally a goal someone sets out to accomplish in the coming year.

Personally, I made the resolution of wearing a tie everyday to work, and I am proud to say that every work day in the month of January, I was wearing a tie. One month down and eleven to go. At this point, it has just become habit, but it is a goal that, to this point, has been successful.

In business, goal setting has the advantages of encouraging participants to put in substantial effort; and, because every member has defined expectations set upon him or her little room is left for inadequate effort going unnoticed.

Managers cannot be constantly able to drive motivation and keep track of an employee’s work on a continuous basis. Goals are therefore an important tool for managers since goals have the ability to function as a self-regulatory mechanism that acquires an employee a certain amount of guidance There are four mechanisms through which goal setting is able to affect individ-ual performance:

1. Goals focus attention towards goal-relevant activities and away from goal-irrelevant activities.

2. Goals serve as an energizer; higher goals will induce greater effort while low goals induce lesser effort.

3. Goals affect persistence; constraints with regard to resources will affect work pace.

4. Goals activate cognitive knowledge and strategies which allows employees to cope with the situation at hand. While some managers would believe it is sufficient to urge employees to ‘do their best’, it is found that people who are told to ‘do their best’ will not do so. ‘Doing your best’ has no measurement which implies that it is useless in eliciting specific behavior. To elicit some specific form of behavior from others, it is important that this person has a clear view of what is expected from him/her. A measurable goal is thereby of vital importance because it facilitates an individual in focusing their efforts in a specified direction.

Measureable is the key word. Did you know that by setting measurable goals, you will double your chances of achievement? Because I set the goal of wearing a tie “everyday” versus “more often”, I was setting a measurable goal, and therefore increasing my chances of success.

While it is February 1st, it is not to late to set your New Years Resolution. Whether big or small, personal or professional, set your measurable goals and get to work!

Abraham Lincoln and Jefferson Davis. Lincoln, the immortal President during the Civil War of the

Union States. Davis the lesser know President of the Confederate. However, it wasn’t as

historical figures that author James Swanson discussed these men during a recent C-SPAN interview,

but rather as managers.

During their respective Cabinet meetings, Lincoln remained focused on the issue. Davis invariably

questioned the motives of the one who raised it. While Lincoln’s methods promoted discussion and

eventual consensus, those of Davis prompted argument and dissention. In the end the difference in

respect was telling. During the travel of his funeral train, Lincoln was openly mourned even by his

most vocal opponents. As Lincoln was being transported, Davis was essentially alone when captured

by Union Cavalry. And, as they surrounded his tent in the middle of the night, Davis mistakenly

grabbed his wife’s hooded shawl while trying to making his escape, suffering the additional taunt of

trying to evade capture by being dressed as a woman.

No doubt many in business have seen examples of both management styles, especially those who

have experienced the culture of a large corporation. And perhaps many took some degree of in-

ner satisfaction when those who followed the Jefferson Davis model failed to get the results they demanded.

However, it’s not only business that is affected by these different approaches, but the politicians in Washington and St. Paul. We

have seen it. One side tries to advance its viewpoint; the other side criticizes by questioning motives. Into which category you

place the two political parties is likely determined by one’s political persuasion. But objective observation shows the pattern is

there. And, when that pattern is present, a lack of respect isn’t far behind.

As we progress into the legislative and congressional seasons, your Chamber may be called upon to advocate certain positions

on behalf of you, its membership. Our pledge should be to stay professional, polite and focused on the issues. The other way

simply doesn’t work.

2011 Legislature: High stakes for jobs

The 2011 Legislature convened with clear signals that Minnesota will be “open for business.” It’s

customary that the first bills introduced in the session mirror the priorities of the majority party.

These bills, in both the House and Senate, reflect the Minnesota Chamber of Commerce’s 2011 agenda.

Senate File 1, the “jobs” bill, proposes to reduce the corporate income tax by half in the next six years, roll back and freeze business

property taxes to 2009 levels, and ease regulations and streamline the environmental permitting and review process.

House File 1 also takes steps to streamline environmental permitting and review.

Other noteworthy measures provided alternative pathways to teacher licensure, abolished many local government mandates, and

lifted the ban on consideration of additional nuclear power plants.

The proposals are refreshing and send a welcome message to the statewide business community. The Minnesota Chamber and its

network of local chambers stand ready to advance those measures necessary to assist businesses in locating and expanding in Minne-

sota. That’s vital to the economic livelihood of all Minnesotans.

Developing the economy is important business and a competitive business. Look no farther than our neighbor to the east. Wisconsin

Gov. Scott Walker made recent headlines when he erected signs at the Minnesota-Wisconsin – as well as Illinois-Wisconsin – borders

declaring: “Open for Business.”

“The pro-growth initiatives I support stand in stark contrast to those policies being discussed in our bordering states,” Walker said in

a prepared statement. “These signs are aimed directly at job creators to make them aware that they are welcome here.”

Minnesota policy-makers cannot sit still. Businesses face intense competition not only from other states but also across the globe.

Incorporating incentives for businesses to locate and expand in Minnesota is essential. The task of building a budget on anticipated

revenues of $32 billion – up $1.5 billion from the existing biennium – won’t be easy. But the intent from the new legislative leader-

ship is clearly promising.

What’s the No. 1 reason why Minnesota businesses are not adding jobs? Uncertainty.

We enter the 2011 legislative session with fundamental questions. How will business be treated by the new governor and Legislature?

Will taxes be going up? Will rules and regulations be expanded? Or will our new leaders send a message that one way out of this re-

cession is to make it easier for private-sector job-providers to create more jobs?

The Minnesota Senate and House have certainly identified their job priorities. Governor Dayton also has made it clear that his No. 1

priority is jobs and helping our economy get moving again. All in all, good first steps to what will be a very difficult legislative session.

The task won’t be easy. We all must share the pain, including the business community. Completing this assignment is essential for

Minnesota to address its most pressing problems and build the infrastructure necessary to develop and grow our economy.
