I hope each of you is staying warm

and safe. Thank you to those of you who

made the sometimes difficult decision to

reschedule or cancel meetings and events

in the past month due to weather. That

rodent (aka groundhog) said spring is just around the corner…

THANK YOU! As you will see later in this newsletter, District 1-

D Lions are answering the challenge to have their Club end the

Lions’ year with a plus one in membership. Please continue to

look for potential Lions members in your communities. There

are many good people out there who would strengthen this

organization and make it even greater than what it is today.

We need your help in finding them!

The 1-D Convention is right around the corner so please

make plans to attend! You can use either the form found in this

newsletter or on the District website to register and pay via

A fantastic line up of entertainment is being planned throughout the Convention that

includes the HCC Royal Scots, Dr. Cole and some of our very own Lions! All new Lions have

been invited to the Lions through the Generations Banquet that will be held Saturday even-

ing, March 9. If you sponsored a new Lion this year, please join them! Special recognitions

will be given with a Remembrance Service and a performance by a member of the Clan

MacAlpine to remember those Lions who have passed and recognition of those Lions who

have provided decades of service.

There will also be service projects and, of course, time to catch up with other Lions

from all over the District. Please look for a schedule and more details in this newsletter. I

hope to see you there!

Thank you to Clubs and Lions who placed ads in the Convention Book. These proceeds

help defray costs of our Convention. Thank you to Lion Sara Burbank who has been diligent-

ly putting this book together!

The Cubs/Brewers Bus Trip had to be cancelled due to a lack of interest. However, the

Leader Dog Bus Trip continued as planned in extremely frigid temps but our hearts remained

warm as it was a very moving experience for all who attended. About half of those attending

were not Lions – although a few may be in the near future! Thank you to PCC Paul and Lion

Terri Lindstrom for their efforts in this successful trip!

First Vice District Governor Richard Delp

Old man winter has been playing havoc with travel. I have

scheduled and rescheduled the Southwest Zone meeting three times. I

know I haven’t been the only one with troubles having to reschedule or

postpone meetings.

District Governor Training School started February 11th, in St.

Charles. It will be four days of intense training with other District

Governor Elects from around the country. I’ve completed my

homework and am eager to learn how to better serve as the incoming District Governor.

District Convention is coming up fast, March 8th and 9th will be here before we know

it. One deadline has already passed, with hotel reservations for the Lions rate having had to

have been made by the 8th of February. The deadline for registration is looming, as it needs

to be turned in by the 28th of February. Don’t forget you can register online for a small

convenience fee.

Mark S. Lyon

International Director

Mark S. Lyon, from Brookfield, Connecticut, USA, was elected to serve as International

Director of Lions Clubs International at the association’s 101st International Convention,

held in Las Vegas, Nevada, USA, June 29 through July 3, 2018.

Director Lyon is the recipient of numerous awards including an International President’s

Award and an International President’ Leadership Award. He has also been recognized as a

Connecticut Knight of the Blind and a Connecticut Ambassador of Sight in addition to receiv-

ing four International President’s Certificate of Appreciation, alongside a number of project

and service related certificates.

About Lion Mark S. Lyon Lion Mark has served our International Association of Lions Clubs in many capacities for over 21 years. A proud member of theBrookfield Lions Club since 1996, Lion Mark has a great apreciation for what our local Lions Clubs do every day to improve thewellbeing of their communities through active service. Along his Lions journey, Lion Mark has benefited from the guidance and supportof many mentors. Because of them, he more fully understands the importance of life-long learning, development of leadership skills, andfostering lasting relationships based on trust and mutual respect. To this day, Lion Mark continues to accept the challenge of serving inroles of increasing responsibility within Lionism, including at the club, District, Multiple District, New England and now, Internationallevels.

Resolution #1

As presented by the Constitution and By-Laws Chair

WHERE AS Lions Clubs International has created the Global Action Team to

promote growth of membership, leadership, and service in Lionism.

WHERE AS the Global Action Team (GAT) is made up of the Global

Membership Team (GMT), Global Leadership Team (GLT), and the Global

Service Team (GST).

WHERE AS the LCI Constitution and By-Laws have been updated to include the

Global Action Team (GAT).

THEREFORE, BE IT RESOLED to amend Constitution, Article IV, sections 1

& 4 as outlined below:

Constitution, Article IV, Section 1. Cabinet and Officers, Paragraph D.

D. The District shall be administered by its duly elected District Governor. He/she shall appoint

within thirty (30) day after officially taking office, a District Cabinet consisting of a Cabinet

Secretary and/or Treasurer, and a Zone Chairperson for each Zone within the District. The

District Cabinet shall also include the 1st Vice District Governor and 2nd Vice District Governor,

the elected District Trustees (2) of the Lions of Illinois Foundation, and the Immediate Past

District Governor, Global Membership Team district coordinator (GMT), Global

Leadership Team district coordinator (GLT), Global Service Team district coordinator

(GST), and Lions Club International Foundation (LCIF) district coordinator as voting

members, and may, by vote of the District Cabinet, include as members of the District Cabinet

any Past District Governor or Governors, Past International Officers or Directors and

Chairpersons of District Committees, with or without voting rights. Each Officer appointed by

the District Governor shall be a member in good standing of a Lions Club in good standing in the

District. The District Governor shall have the right to remove any appointed Officer for good and

sufficient reasons, and any vacancy in the District Cabinet may be filled by appointment by the

District Governor.

C. Standing Committees. The District Governor shall appoint such Standing Committees and/or

Committee Chairpersons as shall be deemed necessary to properly administer the members of a

State Committee. Such Standing Committees may include Campaign and Liaison, Constitution

and By-Laws, State and International Conventions, Lions Quest, Lioness, Global Leadership

Team district coordinator (GLT), Global Membership Team district coordinator (GMT),

Global Service Team district coordinator (GST), Leo Clubs/ Youth Exchange, Lions Clubs

International Foundation district coordinator (LCIF), Global Membership Team (GMT),

Information Technology/Web Liaison and State Magazine. They shall also include Lions Eye

g) Work with the District Global Membership Team (GMT), and the District Global Leadership

Team (GLT), and District Global Service Team (GST) and assist them to reach their goals of

the year;

By-Laws, Article II, Section 5. Zone Chairperson, paragraphs O, P, S, & T:

o) Endeavor to include the District GMT Coordinator, District GST Coordinator, and the

District GLT Coordinator, and the District Governor Team as special guests to a District

Governor’s Advisory Committee meeting to discuss needs related to membership and leadership

development and how these teams and the District Governor Team may assist with membership

and leadership development within the zone.

p) Promote the GMT, GST, and GLT Teams to the clubs within the zone and work in concert

with the District GMT Coordinator, District GST Coordinator, and the District GLT

Coordinator and the District Governor Team to implement the program within the zone.

s) In coordination with the District GST Coordinator, play an active role in supporting

service initiatives by informing Lions within the zone about service opportunities at the

zone, district or multiple district.

t) s) Represent each club in his/her zone in any problems with district, multiple district council

chairperson or Lions Club International.

u) t) Supervise the progress of district, multiple district, and Lions Clubs International projects in

his/her zone.

Health Program (L.E.H.P) and Center for Sight and Hearing. The District Governor shall appoint

a member to each State Standing Committee according to the Constitution and By-Laws of the

Lions of Illinois, who shall attend all meetings of the State Committee and shall make a report at

each District Cabinet meeting. The District Governor and the District Trustees shall appoint the

LIF program coordinators who will coordinate the programs and fund raisers of the Foundation,

within the District, and who shall attend all meetings required by their position of the Lions of

Illinois Foundation and shall make a report at each District Cabinet meeting. Any policy

procedure to be adopted by a Standing Committee or Committee Chairperson shall first be

submitted to the District Cabinet for its approval, and the budget of each Standing Committee

which adopts a budget shall be subject to approval by the District Cabinet. No Standing

Committee or Committee Chairperson shall create obligation or make disbursements in excess of

those amounts provided for any item in the budget without prior approval of the Cabinet. All

Committee receipts, with the exception of contributions made directly to Lions Clubs

International Foundation, shall be promptly remitted to the Cabinet Secretary and/or Treasurer

for deposit in the District account, and shall be disbursed only by the Cabinet Secretary and/or

Treasurer pursuant to authorization.

CSH BEGINS VISION CLINIC EXPANSION

On Friday, February 2, 2019, the Center hosted a Wall Breaking Ceremony to kick off the Vision

Clinic Expansion construction project. Upon completion, the renovated Vision Clinic will increase

from 340 to 2,200 square feet and help us fulfill several needs:

An estimated 78,000 people in our northern Illinois service area have severe vision loss, and we have

experienced an average 20% growth in patients visits to our Vision Clinic over the past 4 years. This

expansion prepares us to better serve our community with life-changing low-vision services.

Shown in the photo are the 271 pounds of Christ-mas light strings collected by the Winnebago Lions Club. They will be delivered to the LIF in Sycamore in the near future. Drop-off points for the lights were ACE Hardware, Sullivan's Foods, and the Winnebago Library. The collection started in mid-November and ended January 25. Lion Ron Wright chaired the project.

Eric Bruning Award

German Valley Lions Club First Vice President

Duane Collman recently presented the club’s

“Pride of the Community” Award to local Fire

Chief Eric Bruning. Bruning was recognized for

his service as a member of the German Valley

Fire Department since 2001, as an Emergency Medical Technician since 2003, as fire chief

since 2015, and his affiliation with MABAS, s statewide mutual aid system. He also serves as

vice president of the Area Fire Chiefs Association. In 2005 he was part of a group that trav-

eled to the New Orleans area to provide assistance after Hurricane Katrina. He was youth

leader at the Silver Creek Reformed Church for more than 10 years and currently volunteers

in Freeport as a Trail Leader, working with young boys. He and his wife, Allissa, have made

their home in German Valley since their marriage 15 years ago and are the parents of four

children.

Oregon Lions Donate to Campaign 100

International Campaign 100.

The Lions members present were reminded

that Lions united in service have been helping

to transform the lives of people worldwide for

the past 100 years. Lions International

Foundation now has plans to expand their

commitment to communities, making an even

larger global impact with a focus on vision,

Robin Etnyre Speaks to Oregon Lions

Robin Etnyre, Corporate Communications

Specialist for E.D. Etnyre, was the speaker at the

Oregon Lions Club Meeting on January 24th. She

gave a history of the Oregon, Illinois manufactur-

er, and explained how her ancestor, E.D. Etnyre,

formally established the company in 1898 after

achieving success with their Thresher Tank and

Water Sprinkler Wagon. The company has been

owned and operated by the same family since its

inception over 100 years ago. Robin said their

products became famous for their performance and reliability and that their commitment to

Amboy Lions

In December, the Amboy Lions and the Amboy Leo Club combined to go Christmas caroling at the Mabley Center in Dixon. The Leo Club also did caroling at Amboy Maple Crossing.

The Lions Club started the 2019 year with a real shocker by distributing two AED devices. In the Club’s second round of AED dona-tions to the community, the Lions donated AED units to

the Amboy Baptist and Amboy Lutheran Churches. Over 25 church members attended the January 31 training meeting. Attendees were trained on how to

use the AED’s in emergency situations and were able to ask questions and get hands-on- experi-ence with the device. The training was done by the AED supplier from Rockford, Illinois.

On January 24, Lion President Roger Wittenauer and Lion Jim Travi attended the South-east and Southwest Zone Meeting at Barnacopia in Polo, Illinois. They heard an excellent presentation on eye diseases and the effects of medications on the eye from Dr. Emily Rich-ardson of the KSB Eye Care Clinic in Dixon. Lion Travi has contacted Dr. Kelly Klein about pre-senting a similar eye health talk to the Amboy Lions Club in the near future.

District 1-D Lions Veterans Project Hello fellow Lions, This winter has returned to the Brutal temps we use to experience in the

past “so much for the prediction of a mild winter”!!

I try to keep in touch with the Veteran drop in center on a regular basis, as usual checking on

their progress for a facility expansion .

A big Thank You to all of you who keep those donations coming in.

I am personally very Thankful for the many warming centers that were made available to the

Homeless. It's easy to forget about them when we sit in our warm homes in our case “with

FLD Honey “ enduring this endless barge of cold weather and they have no place to go. Thank

goodness for this break in weather, the present temperatures we are experiencing at the

start of February seem balmy so far !!

If you or your club are looking for ways to help you can always donate your special

collections or 50/50 money to the Veterans drop in center. One of the ways you can do this is

use the donated money to purchase bus passes and drop them off to the Veteran Drop in

Center, Pat Ambrose the director gives the passes out on a as needed basis. The passes are

used for Dr. and other medical appointment as well as to get to the Vet drop in Center

“because a lot of Vets do not have vehicles”.

As usual I will be available to help collect items “[email protected]” cell 815-

847-9339” but always know that the Veterans Drop in Center loves to have you come by with

donations, and join them for lunch or Feel free to bring Lunch to share with them. If your club

wants to bring Lunch contact Pat Ambrose “815-713-8843” and she would be happy to

schedule a date that would work for you and your club. The Veterans love your visits !!

LCIF Update

First of all, l would like to congratulate the following clubs for making a monetary donation to LCIF in Jan-uary 2019, either through a club donation or an individual Lion donation, or both. Apple River, Harvard, Morrison, Rockford and Oregon for a total of $3,341.00 given so far for this Lions year.

A couple of grant types available to Lions to make our world a better place are:

Disaster Preparedness Grants: The Disaster Preparedness Grant is for Lions districts interested in partnering with local authorities and other community organizations to plan and prepare for future relief efforts. The goal is to determine the Lions’ role in the community before the disaster strikes. • Grants available in amounts of US$5,000 – US$10,000 • Districts may apply once in a three year period; clubs may not apply. • Local funds must account for 10% of the grant request. • Must be applied for in advance of a disaster. • Priority will be given to districts susceptible to regular and repeated natural disasters and those that appoint ALERT Chairperson (or equivalent position). • Funds must be spent within 6 months of receipt. • The request must detail how the Lions’ project supports the community’s overall local emergency and disaster preparedness plan. What types of activities are eligible? Lions participation in local emergency response and ALERT training programs; stockpiling of key materials and supplies for future response including assembly of ALERT kits; advance support for first responders, food banks, medical facilities and shelters; outreach activities to community preparedness, education and awareness. This grant has been available through LCIF for a number of years.

District & Club Community Impact Grants: Through the District & Club Community Impact Grants program, 15% of unrestricted contributions to LCIF are transformed into grants that fund local projects on a club and/or district level. Donations may be made throughout the year, and grants can be applied for in the following Lions year. The District & Club Community Impact Grant requires a US$5,000 minimum donation for clubs and a US$10,000 minimum donation for districts. The minimum donation must be achieved within the fiscal year (i.e. July 1 – June 30). District and clubs qualifying for the program will have the option to use earned funds to carry out local projects and access those funds through the submission of a District and Club Community Impact Grant Application or use them as part of the local matching funds component of other LCIF grant program ap-plications. Clubs have the opportunity to retain their DCG funds for the use of their club, or to release those funds to their district to be counted toward the district’s DCG account. Districts and clubs who have qualified based on donations made in FY2017-2018 are being contacted by LCIF. Cubs—Brewers Game

Is a no go.

Unfortunately the response for the Cubs/Brewers Game was not sufficient to fill

a bus so those who have paid for the trip and game will have their checks sent

back to them. How close were we—29 paid seats plus 4 that wanted to meet us

there for a bus of 56 needed. Maybe another time. District Governor Barb was

hoping this would be a nice fun event for the district.

District 1 D Lions

Leader Dogs for the Blind Trip

Brrrrrrrrrrrrrrrr

It was a very cold Illinois morning January 31 when the coach was pulling out of Leaf River

with 46 excited travelers on their way to Leader Dogs for the Blind. After picking up an addi-

tional 10 people in Rochelle the trip was all set to go. It was cold outside but the inside of

the coach was cozy and full of people making new friends. Well over half of those on the trip

were non-Lions.

Roads were good with the only area with snow was some lake effect snow when we stopped

for lunch in Stevensville Michigan. We had to travel through the snow for about an hour and

then the roads were clear again. Arrival in Troy Michigan was right on time allowing every-

one to get checked in before our dinner.. After dinner the trivia quiz was gone over with priz-

es being awarded.

The day at Leader Dog was a very informative and inspirational time. Everyone got to tour

the new kennel and were very impressed with how Leader Dog operates. Anyone that want-

ed to also got to walk, blindfolded, with a leader dog providing them a unique experience.

While at Leader Dog the call came in the Friday evenings dinner stop had experienced a fro-

zen pipe and would not be able to accommodate us for dinner that evening. Thankfully they

helped make arrangements at another Bob Evans in Portage.

We were a little delayed leaving Leader Dog and then experienced some traffic delays before

getting out of the Detroit area. Again the roads were clear and the weather had warmed

some. The coach pulled into Leaf River just before 11:30 Friday night. Everyone’s car started

and shortly everyone was on their way home.

Evaluations were turned in and reflected that everyone had a great time. The ratings of our

time at Leader Dog were right at 9.9 out of 10. All in All and inspite of the weather, the trip

was very successful and memories were made that will last for years. Some pictures follow

on the next page.

Pictures of Club activities are needed! Please submit pictures of any of your Club activities to

Lion Sara Burbank by Feb. 17. You do not need to identify anyone in the picture or what Club you

Silent Auction donations are needed from every Club. Donations of any value will be accepted

but the Convention Committee is suggesting a value of $25 or more. If larger valued donations are

received, we will hold a live auction or raffle for these items. Please contact Lion Edy Pfeiffer with

what you will donating. Donations should be brought directly to the Convention on Friday or contact

Club Banners – Please bring your Club Banner to the Convention on Friday evening. Banners can

be picked up at the close of the Saturday evening session.

SERVICE PROJECTS – Your Help Is Needed Please! Eyeglass Cases Are Needed for a service project. We asked and you supplied-thank you! We

should have enough cases now but if you have some that you have already collected, please give

cases to any Zone Chair, DG Barb, VDG Richard, or PDG Judy Shaw or they can be brought direct-

ly to the Convention on Friday evening.

Personal Hygiene Products Are Needed – If you have any hotel sized shampoos or soaps, please

bring these to the Convention on Friday evening. We will be distributing these to shelters through-

out Northwestern Illinois.

Feminine Products Collection – As part of the New Voices initiative, we are going to be collecting

feminine hygiene products which will be distributed to local domestic violence and women’s shelters

throughout Northwestern IL. A collection bin will be at the Convention for the duration. Please

place products in the bin for later distribution.

Canned and Dry Food Collection – As an initiative to feed the hungry throughout Northwestern

Illinois, please bring canned and dry foods to the Convention and place in the collection bin that will

be available throughout the Convention. Local food pantries are struggling so please be generous.

Membership

We started this Lions’ year with 1,831 Lions in our District. We are now at 1,789. We have

added 66 new Lions and have lost 108 Lions. This lost includes 22 Lions who passed and 9 Lions

who have moved. This means that we lost 77 Lions this year that were perhaps preventable

meaning did we do all that we could to keep their membership? Comparing our 77 lost Lions to the

66 new Lions we have added, this means we are down only 11 Lions in our membership year-to-

date. The challenge we received was to end in each Club with a plus one in membership. THANK

YOU! Clubs are taking that challenge very seriously as new members are picking up. We can very

easily end this Lions year in a positive membership growth. Please continue to do all that you can

to help meet this goal!

Service

District 1-D have reported 21,871 hours of Lions service that we have provided to our

communities year-to-date! Fantastic job Lions!

Leaf River Lions Four Leaf River Lions made the trip to Leader Dog and really enjoyed their time away from

cold Illinois. The four delivered a $500.00 check to Leader Dog while there and because of

that got to pick a puppy to sponsor! In the picture from the left are Lions Terri Lindstrom,

Carol Kuntzelman, Regan Lovell and Treasurer Paul Lindstrom presenting the check to Beth

Schlade. As you can see in the left picture Lions Terri and Carol are selecting the puppy they

want to

sponsor!

for anything submitted in PDF format should be a flyer or advertisement about your activity.
