February 28, 2020 Fred George, President Lovettsville Game Protective Association P.O. Box 101 Lovettsville, VA 20180 Dear Mr. George: The Town of Lovettsville has authorized your request to host a carnival on your property located at 16 South Berlin Turnpike from Friday, May 8 through Saturday May 16, 2020. Again, this year, you have also requested that the Town allow special consideration to permit your amusement ride provider to disassemble and remove equipment from the site immediately following the close of the carnival from 10:00PM on May 16, 2020 and continuing until no later than 5:00AM on May 17, 2020. The Town Manager considered this request and provided the Town Council notification of his decision to approve this request at their meeting on February 27, 2020. They have agreed to this request along with the general request for the carnival so long as the following conditions are met:

1. There must be full compliance at all times with Town, County, State and Federal laws, regulations and ordinances.

2. The hours of operation shall be from May 8 to May 16, 6:00PM to 10:00PM. 3. Security personnel (if you should retain them) will operate in accordance with the laws,

regulations and ordinances mentioned above. If an incident should occur, the Loudoun County Emergency Communications Center must be notified immediately via 911.

4. All signs, posters, and other forms of advertisement must meet all local sign ordinances and be removed and disposed of properly by 12:00PM on June 17, 2020.

5. No equipment, trailers or vehicles are to be located within fifty (50) feet of the adjoining property lines. All carnival workers must show respect to the adjacent property owners. Proper sanitation facilities must be provided, and all trash must be collected in appropriate containers.

6. There shall be no noisy activity on the Association’s grounds after the carnival closes to the public each evening except for the teardown activities on the final evening of the carnival.

7. All disassembly and removal of equipment and rides may take place on site from the close of the carnival at 10:00PM on Saturday, May 16, 2020 through 5:00AM on Sunday, May 17, 2020. During this time, an officer with the Game Protective Association must be on site to supervise the activities and serve as a direct point of contact should any issues arise.

8. All adjacent property owners must be notified thirty (30) days in advance by the Association as to the date and times of the carnival. A LGPA contact name and number should also be provided to adjacent property owners should they have any concerns.

In addition, the Loudoun County Sheriff’s Office has requested that the Game Club submit an Online Event Planning Form for the carnival.
