University of CaliforniaOpen Access PolicyPurpose:

• “authors of scholarly articles can more easily and collectively reserve rights that might otherwise be signed away, often unnecessarily, in agreements with publishers. To accomplish this, authors take advantage of US copyright law to grant to the University a non-exclusive license (limited to the purpose of making the work openly available) for each scholarly article authored while employed by UC.”

• Green policies reserve faculty rights (under copyright law) to make some version of an article available in a public repository.

• Gold open access refers to business models that strive to make open access publishing sustainable in the long-term.

• Open access policies do not require faculty to pay to publish.

• University OA policies reserve faculty rights without committing to any particular business model.

To summarize

• With this resolution, we ask for:• Appointment of a designee in the Provost’s office to advise

on copyright and publisher communications for faculty and students who wish to publish OA

• Establishment of a fund (however small, as a good-faith effort to show support) for faculty and grad students who wish to publish in fee-charging gold open access journals

• Implementation of a USC-based institutional repository (IR) to house electronic works of USC faculty

• Consideration of a university-wide green open access policy which would make faculty work open access by default (with exceptions)

How to Apply to the Social Justice Fund

• Please send inquiries for applying to the Social Justice Fund to gsgpres@usc.edu, gsgvp@usc.edu and gsgfund@usc.edu.

• There currently isn’t an option to select the SJ fund on our funding application and we don’t want that hindering applications.

• Please make sure to provide information on what your event is and a detailed account of costs. This fund is still under the rules provided in the finance by-laws, which are available on the GSG website (http://gsg.usc.edu), so please use those for guidance.

Health Fee Increase• Administration has notified USG and GSG of a $24 increase

to the health fee ($12 per semester). This will come to $408,000 from graduate students with a comparable amount coming from the undergraduates

• A part of this increase will go to counseling services• The rest of the fee will be divided in this way…

Programming Fee Recommendation

• Last year’s total budget: $1,738,301.38• Next year’s total budget with no changes: $1,588,586.38 due

to removal of carryover• Needed budget to support Social Justice Fund and the

increases to Social Programming (HSC and UPC) that were approved by last year’s Senate, but never added to budget: $1,705,149

• This amount requires a $6.856 ($3.428/per semester) increase to the current Programming Fee of $40 per semester

• The proposed recommendation would be for a Programming fee of $43.50 per semester
