Last week, the West Feliciana Parish School System hosted a team of educators who were visiting the parish to reaccredit the district through AdvancEd. The team of four evaluators was led by Sandra Sher-man, AdvancED state director for Texas and also included education

leaders from Calcasieu, Red River, and Jefferson Davis parishes. The team’s report was presented to the school board at a special meeting on Wednesday, March 6, recommend-ing that the district be reaccredited for another five years.

AdvancEd is an international ac-crediting organization. In 2006, the

organization absorbed leading ac-crediting organizations throughout the U.S., including the Southern As-sociation of Colleges and Schools (SACS). In 2008, it acquired the Commission on International and Trans-Regional Accreditation, ex-panding its reach internationally to include over 70 countries.

In order for a school or district to receive AdvancED accredita-tion, it must undergo an extremely rigorous, three-day evaluation dur-ing which it is assessed in five ma-jor areas: Governance and Leader-ship, Teaching and Assessing for Learning, Purpose and Direction, Resources and Support Systems and Using Results for Continuous Improvement.

As Sherman explained in her report to the school board, the reac-creditation process mandates that schools or districts meet certain “non-negotiable” standards. They must also demonstrate a commit-ment to continuous improvement based on data from a variety of sources, including self assess-ments, student performance data, classroom observation, and stake-holder interviews with parents, teachers and students.

9, picking up litter along several miles of La. Hwy. 952 and several roads in the Town of Jackson. Un-fortunately, they had to pick up 12 bags of trash on Market St. alone. All totaled, by the end of the three hours there was enough trash to fill a whole dumpster.

The Keep East Feliciana Beauti-ful Committee honors the work of individuals each month who have demonstrated a commitment to community improvement by clean-ing up their neighborhood. March’s honoree was W.W. “Red Bug” Cart-er who has proved time and time again that he wants to help create a more beautiful neighborhood.

Many have observed Carter fighting litter throughout the years, picking up trash in the ditches and roads of his neighborhood and his former business, Western Auto. Carter, who was on the original Keep Feliciana Beautiful Commit-tee back in the early 1990s, is al-ways trying to make a difference in his community, even if just in his neighborhood. For him and for ev-ery other citizen willing to do battle against litter, it is a never-ending struggle.

The Keep East Feliciana Beauti-ful Committee would like to remind

everyone that litter impacts quality of life; it is ugly and unpleasant to look at, detracts from East Felici-ana’s natural beauty, lowers prop-erty values, harms or kills wildlife and diminishes water quality.

One of the Committee’s long term goals is to provide educational programs in the parish’s schools, teaching children about the ill-ef-fects of littering. They hope to com-municate to the future caretakers of East Feliciana Parish that not only is littering against the law, but it damages civic pride and is just plain bad manners.

The Committee also encourages homeowners, businesses, schools and churches to make sure their properties—and maybe even the abandoned property next door—are kept clear of litter. Only by taking collective responsibility for the “mess” will there be any realis-tic hope of Keeping East Feliciana Beautiful.

Purpose and Direction and Gover-nance and Leadership. Of the dis-trict’s Vision, Sherman said, “Your Vision and Purpose is very clear … All the fish are swimming in the same direction; and that’s phenom-enal, to get that to happen.”

She was also extremely compli-mentary of the district’s leadership: “You have an outstanding board. They are supportive, they’re knowl-edgeable, and they work together as a team… Your superintendent is outstanding. He’s knowledgeable, he’s a learner and he has a high level of commitment.” The audience en-joyed a hearty laugh when she add-ed, “He’s a workaholic.”

The district’s performance in the other three assessment areas were no less admirable; West Feliciana earned a 3.25 in Teaching and As-sessing for Learning, a 3.62 for Re-sources and Support Systems and a

3.6 for Using Results for Continuous Improvement.

According to the report, the strengths of the school district lie in outstanding family and community support, careful recruitment and re-tention of highly qualified teachers, ongoing and meaningful profes-

sional development and a commit-ted board that does not interfere in day-to-day operations.

Sherman described the jewel of the district as its early childhood program. Sherman, who has 48 years in education and who evalu-ates many schools through her work with AdvancED, was unequivocal about the district’s approach to early education: “Your early childhood program is the best I’ve ever seen…

I’ve never seen early childhood be-ing delivered at such a quality level. That is a program, no matter what happens, that you need to preserve and use as a national model.”

The team made one recommen-dation to the district: to address long-range budget planning in the face of increasing retirement and health care costs coupled with unfunded mandates and technological expan-sion. However, the district was also complemented on its fiscal manage-ment in the face of a very lean bud-get, managing to maximize limited funds by putting the money where it would make the most difference.

Superintendent Milton, though proud of the scores, was more fo-cused on the dedication behind the scores. “The reaccreditation report reflects the hard work of our parents, teachers, and students on a daily ba-sis,” he said. “I am humbled by the high ratings and so proud of what our district accomplished on the report, but also what our people do everyday.”

Alexander Stirling Chapter of the National Society of the Daughters of the American Revolution (DAR)held its Louisiana Legacy Luncheon on Saturday, February 16 at Sam-my’s Grill in Zachary celebrating its state bicentennial. Glen Duncan, co-author of A Modern History of the Louisiana Pelican Flag informed and entertained the group with his efforts in this endeavor, including

slides of the various styles of Loui-siana’s state flag over many years.

Members purchased tickets which will fund scholarships given to area high school seniors in East and West Feliciana parishes and Pointe Coupee Parish; the group also raised $150 with three donated items. Nancy Bickham announced the slate of officers for 2013-2016. Anne Klein was chairman of the event, and Beth Dawson, regent,

presided over the meeting.The next meeting will be at the

Feliciana Master Gardeners pres-ents the St. Francisville Spring Stroll on Saturday, April 6 from 9:30 a.m. until 4 p.m. The tour provides a wonderful opportunity to visit seven beautiful and unique private gardens in West Feliciana Parish. Master Gardeners will be on hand at all the gardens to provide information.

From 9:30 a.m. until noon, coun-try gardens will be open for viewing, ranging from plantation style gar-dens to more contemporary settings. You might consider a lunch break at one of St. Francisville’s many res-taurants and then continue on the af-ternoon tour from 1 until 4 p.m. The afternoon features two town home gardens in the historic district and

two gardens on the edge of town.Morning gardens include Nydrie,

Locust Grove Plantation, the Bor-delon and Leake gardens. The af-ternoon features the Leake garden again, Wyoming, the Kemp and Plauche gardens.

Proceeds from the event benefit 4-H scholarships, school gardens and other local charities.

Seven Gardens on Spring Stroll Schedule

In conjunction with the Jackson Assembly Antiques Show and Sale, the Greater Baton Rouge Model Railroaders will host their annual Spring Open House at their facility in Jackson on Friday and Saturday, March 22 and 23. Times are 11 a.m. to 3 p.m. on Friday and 10 a.m. to 3 p.m. on Saturday.

Located behind the museum at 3406 College St., the club will dem-

onstrate indoor and outdoor model trains in all scales. A special feature of the Open House will be a “steam up” featuring real live steam loco-motives.

Gabe Ligon and Leslie Schindler with Barn Hill Preserve visited Mrs. Sharon Kline’s Biology II class at Silliman on Friday, March 1. Barn Hill Preserve is located in Ethel and provides hands-on educational pro-grams to schools in southeast Loui-siana and Mississippi.

The pair of preservationists brought a kinkajou (honey bear), a red kangaroo, a pixie frog, a harle-quin macaw and an umbrella cocka-too with them. The class was ex-tremely interested in the program, receiving hands-on experience with these animals after recently finishing a unit on mammals and birds.

Silliman wants to thank Gabe and Leslie for the great educational op-portunity they gave the students.

Exotic Menagerie Visits Biology Students

Many School Expenses Are Eligible for La. Tax Breaks

Tuition, uniforms, supplies and other education expenses paid during the 2012 tax year may be eligible for deductions on the Louisiana individ-ual income tax return. The Louisiana School Tuition and Expense Tax De-ductions apply to public, private and parochial education costs, as well as home-schooling.

There are three separate deduc-tions. The Elementary and Second-ary School Tuition deduction applies to 100 percent of eligible expenses paid during the tax year, limited to $5,000 per dependent child enrolled in a non-public elementary or second-ary school. Eligible expenses include tuition, fees, uniforms, textbooks and other supplies required by the school.

The Education Expenses for Home-schooled Children deduction applies to 50 percent of eligible expenses paid during the tax year, limited to $5,000 per dependent. Eligible expenses in-clude amounts paid for the purchase of textbooks and curricula necessary

for home-schooling. To qualify for the deduction, you must be approved for home-schooling by the Louisiana Board of Elementary and Secondary Education (BESE).

The Educational Expenses for a Quality Public Education deduction applies to 50 percent of eligible ex-penses paid during the tax year, lim-ited to $5,000 per dependent child enrolled in a public elementary or sec-ondary school, including Louisiana Department of Education-approved charter schools. Eligible expenses in-clude uniforms, textbooks and other supplies required by the school.

To claim any of these deductions, you must be able to claim the student as a dependent on your Louisiana Individual Income Tax Return. You must also provide documentation of expenses paid.

The Louisiana state income tax fil-ing deadline is May 15. Visit revenue.louisiana.gov/schooldeduction for more information.

Father Joe Carlo celebrated his Golden Jubilee of Priesthood Sat-urday March 9, 2013 at St. John the Baptist Catholic Church in Zachary.

Father Joe was ordained in 1963 at St. Joseph Cathedral in Buffalo, New York. He celebrated his first mass at Our Lady of Mt. Carmel Catholic Church in Niagra Falls, New York.

For the past four years he has served the parishioners of St. John’s and Our Lady of the Assumption in Clinton during the winter months. A reception was held in the Parish Hall.
